R MEMBER PROCEDURES GUIDE HARSOA has been an active part of the soccer community for over 20 years. We are 300 members strong and have officiated in leagues and tournaments throughout Maryland and our surrounding states. Our members have been trained under the auspices of the United States Soccer Federation and are featured in high level matches and tournaments. We are included in the ranks of Professional, Collegiate, High School, Parks & Recreation, and USSF referees. We also boast of having a National Soccer Hall of Fame member, FIFA Assistant Referees, MISL, and MSL referees as members. Our league affiliations run the gamut from Harford and Cecil County’s Public and Private High Schools to affiliated soccer leagues such as BBSL, DELCO, HCSL, PAGS, NCSL, and WAGS, not to mention several indoor facilities. From its inception, HARSOA set the goal “to support organized soccer and to assign qualified referees to officiate matches within its service area” and still stands by that statement. The following information is designed to inform you, our member, of items that are important for a successful organization and an enjoyable time as a participating official in our family of soccer referees. UNIFORMS The uniform shirt of choice, for most of the matches we officiate, is the current USSF Approved, stripped uniform shirts. It is available in five (5) colors with Gold being the primary color. Red, Black, Blue, and Green are the alternates. These shirts are produced in short and long sleeve styles. It is very important that each member at least has the first three colors listed to avoid any possible conflicts with team colors of the match you are assigned to officiate. Your shorts must be solid black. Socks are three (3) striped or the US Soccer Referee OSI Socks (strips in the middle). Referee shoes must be predominantly black. All head-wear must be completely black with the exception of a USSF logo if applicable. This includes ball caps, headbands, and knit caps in the colder seasons. ARBITER For all match assignments and payments for our organization, Arbiter is used. It is very important that each member have updated information in their profiles for other officials, as well as the management team, to refer to when necessary. It is also very important that you keep the calendar up to date for availability. The assignor uses this calendar to schedule your matches. Included in this system are other pertinent areas of information including rules for leagues, contacts for schools, forms needed for reporting incidents, and much more. Feel free to explore the site. All USSF registered referees are also added into CASRA and Elite Tournaments groups in ARBITER once they join HARSOA. Web Site: http://www.arbitersports.com/ GAMEDAY It is highly recommended that the team of officials assigned to a match make contact with their partners at least 24 hours prior to your games. That is when you can discuss uniforms so that you coordinate, including socks, and receive confirmation that you are all going to be there and schedule a time when you expect to arrive at the venue. If there are any issues that may impact your assigned matches, please contact your assignor right away so they can resolve the situation in a timely manner. PAYMENTSThe treasurer will often send out reminders that payments are being processed. It is always wise to check the “Payments” tab in Arbiter for available funds. You can then transfer the payments or schedule a check disbursement. ALL PAY INQUIRIES GO TO TREASURER, not the assignors. The timing for receiving payment into your Arbiter account can vary. Normally, leagues are billed at the end of the month. Leagues can take 2-3 weeks to pay. So if you worked games on April 1st you may not receive payment until the end of May. Typically, one payment transaction is made per month since there is a service charge for every payroll service. WHAT PATCH DO I WEAREach league requires the officials to wear specific patches to designate the group they are representing, whether it is our HARSOA group or another group, the patch may change. This includes the patch you received when becoming a USSF official. See below for a quick reference guide for the league and patch to be worn:
