Harbor Beach Community Schools “Home of the Pirates” Community and District Harbor Beach is a rural community on the shore of Lake Huron with an approximate population of 2,000. The school district encompasses 145 square miles in the eastern portion of Michigan’s thumb area with approximately 20 miles of picturesque shoreline. Strong community commitment to quality education provides Harbor Beach students, K-12, with a well-rounded and sound education. Within the district there are three schools—elementary (K-4), middle (5-8), and high (9-12)—all housed in one building.     Dear Parents and Community Members:

    We are pleased to present you with the Annual Education Report (AER) which

    provides key information on the 2013-14 educational progress for Harbor Beach

    Community School District and our schools. The AER addresses the complex

    reporting information required by Federal and some requirements of State laws. Our

    staff is available to help you understand this information. Please contact Mrs. Elaine

    Kranz, Administrative Assistant for help if you need assistance.

    The AER is available for you to review electronically by visiting the following web

    site www.hbpirates.org or you may review a copy in the principal’s office at your

    child’s school or simply review the information presented in our annual school

    calendar.

    The report contains the following information:

    Student Assessment Data – Elementary or middle school assessment results on

    the Michigan Educational Assessment Program (MEAP), high school assessment re-

    sults on Michigan Merit Exam (MME), and assessment results for students with disa-

    bilities on Michigan’s Alternative Assessment Program (MI-Access or MEAP-Access)

    *Presents achievement data for all five tested subjects (mathematics, reading,

    science, social studies and writing) compared to targets for all students as

    well as subgroups of students.

    *Helps parents understand achievement progress within schools and compare

    these to district and State achievement.

    Accountability Scorecard – Detail Data and Status

    Information is provided for the district and each school related to achievement targets

    in reading, writing, mathematics, science and social studies answering questions like:

    *Did the district (and schools) meet achievement targets for all students and

    subgroups of students?

    *Did the district (and schools) meet achievement growth targets for all students

    and subgroups of students?

    Teacher Qualification Data *Identifies teacher qualifications at district and school levels

    *Reports percentage of core academic classes taught by teachers not considered

    highly qualified to teach such classes

    NAEP Data (National Assessment of Educational Progress) *Provides State results of the national assessment in mathematics and reading

    every other year in grades 4 and 8

    Review the table below listing our schools. The state has identified some schools with

    the status of Reward, Focus or Priority. A Reward school is one that is outperforming

    other schools in achievement, growth, or is performing better than other schools with a

    similar student population. A Focus school is one that has a large achievement gap in

    30% of its student achievement scores. A Priority school is one whose achievement

    and growth is in the lowest 5% of all schools in the state. Some schools are not

    identified with any of these labels. In these cases no status label is given.

Capital Projects Fund: The Capital Project Fund is used to record bond proceeds or other revenue and disbursement of invoices specifically for acquiring new school sites, build-ing, equipment and for remodeling and repairs. The fund is kept open until the purpose for which the fund was created has been accomplished. Additionally, the School District reports the following fund types: Special Revenue Fund: Special Revenue Fund is used to account for the proceeds of specific revenue sources that are restricted to expenditures for specified purposes. The School District’s Special Revenue Fund includes the Food Service Fund. Operating deficits generated by these activities are generally transferred from the General Fund. Debt Service Funds: Debt Service Funds are used to record revenue and the payment of interest, principal, and other expenditures on long-term debt. The School District non-major Debt Service Fund is Durant Debt Service Fund. Fiduciary Funds: Fiduciary Funds are used to account for assets held by the School District in a trustee capacity or as an agent. The Trust Funds are funds entrusted to the School District for scholarship awards and loans and the principal and interest of the trust may be spent. The Agency Fund is custodial in nature (assets equal liabilities) and does not involve the measurement of results of operations. This fund is used to record the transactions of student groups for school and school-related purposes.

    Harbor Beach Community Schools will establish trust and improved communication with

    Curriculum/Student Achievement: Harbor Beach Community Schools will improve student achievement exceeding Adequate

    Yearly Progress as measured annually by local, state, and national assessments.

    Facilities:

    Harbor Beach Community Schools will develop and implement a yearly preventative maintenance plan, a five year maintenance plan, and a ten year maintenance plan by January

    1, 2012, and it will be updated by January 1 of each year focusing on critical issues.

    Finance:

    Harbor Beach Community Schools will annually, by June 30, develop a one year and a five

    year plan to achieve and maintain financial stability.

    School Culture:

    Harbor Beach Community Schools will improve the school culture as measured by annual pre and post school survey data.

    Anti-Bullying Policy

    Bullying is an intentional, repeated, harmful action where in imbalance of power has been established. This may include, but is not limited to any written, verbal, graphic, social/emotional, or physical act that is committed in person or transmitted electronically.

    It is the policy of the District to provide a safe and nurturing educational environment for all of its students.

    This policy protects all students from bullying/aggressive behavior regardless of the subject matter or motivation for

    such impermissible behavior.

    Bullying or other aggressive behavior toward a student, whether by other students, staff, or third parties, including Board members, parents, guests, contractors, vendors, and volunteers, is strictly prohibited. This prohibition includes written, physical, verbal, and psychological abuse, including hazing, gestures, comments, threats, or actions to a

    student, which cause or threaten to cause bodily harm, reasonable fear for personal safety or personal degradation.

    Demonstration of appropriate behavior, treating others with civility and respect, and refusing to tolerate harassment or bullying is expected of administrators, faculty, staff, and volunteers to provide positive examples for student

    behavior.

    This policy applies to all "at school" activities in the District, including activities on school property, in a school vehicle, and those occurring off school property if the student or employee is at any school-sponsored, school-approved or school-related activity or function, such as field trips or athletic events where students are under the school’s control, or where an employee is engaged in school business. Misconduct occurring outside of school may also be disciplined if it interferes with the school environment.
