Harbor Beach Community Schools “Home of the Pirates”
Community and District
Harbor Beach is a rural community on the shore
of Lake Huron with an approximate population of
2,000. The school district encompasses 145 square
miles in the eastern portion of Michigan’s thumb
area with approximately 20 miles of picturesque
shoreline.
Strong community commitment to quality
education provides Harbor Beach students, K-12,
with a well-rounded and sound education. Within
the district there are three schools—elementary
(K-4), middle (5-8), and high (9-12)—all housed
in one building.
Harbor Beach High School offers a wide range of
classes designed to not only meet the state re-
quirements for graduation but to offer opportu-
nities for students to take dual enrollment college
courses, advanced placement courses, and voca-
tional training.
Transportation—Fun Fact
The Harbor Beach Community School District fleet of
busses travel a combined total of 610 miles each day. In
a school year that equals 109,826 miles—which is like
driving from Harbor Beach to Los Angeles and back over
23 times.
School Closing and Special Announcement Information
The decision to cancel the regular school day program is made as early as
possible. Only in unusually severe weather conditions is a decision made
the night before to cancel school. The closing information is aired on the
following radio and television stations starting at 5:30 am. The local radio
station is WLEW—102.1FM, 1340AM (thumbnet.net), and the local
television stations: WNEM—channel 5 (www.wnem.com), WEYI—
channel 25 (www.connectmidmichigan.com, and WJRT—channel 12
(www.wjrt. com). Closings will also be listed on our school web site:
hbpirates.org. and over our “rapid notify” system. Parents are advised to
listen to one of these stations rather than contacting school officials.
When early dismissal of school is necessary elementary students are
returned to school if the bus driver determines that they cannot be left at
home. Parents will be contacted for pick up.
Students who are kept home by parents because of unusual or hazardous
road conditions in their area will have their absences excused. It may be
necessary for parents to transport students to a main road for pick up when
back roads become dangerous to travel.
In event of Tornado or Severe Thunderstorm Watches/Warnings it may be
necessary to extend the school day rather than send students home in
threatening weather.

Harbor Beach Community Schools Letter from the Superintendent
Dear Parents and Community Members:
We are pleased to present you with the Annual Education Report (AER) which
provides key information on the 2013-14 educational progress for Harbor Beach
Community School District and our schools. The AER addresses the complex
reporting information required by Federal and some requirements of State laws. Our
staff is available to help you understand this information. Please contact Mrs. Elaine
Kranz, Administrative Assistant for help if you need assistance.
The AER is available for you to review electronically by visiting the following web
site www.hbpirates.org or you may review a copy in the principal’s office at your
child’s school or simply review the information presented in our annual school
calendar.
The report contains the following information:
Student Assessment Data – Elementary or middle school assessment results on
the Michigan Educational Assessment Program (MEAP), high school assessment re-
sults on Michigan Merit Exam (MME), and assessment results for students with disa-
bilities on Michigan’s Alternative Assessment Program (MI-Access or MEAP-Access)
*Presents achievement data for all five tested subjects (mathematics, reading,
science, social studies and writing) compared to targets for all students as
well as subgroups of students.
*Helps parents understand achievement progress within schools and compare
these to district and State achievement.
Accountability Scorecard – Detail Data and Status
Information is provided for the district and each school related to achievement targets
in reading, writing, mathematics, science and social studies answering questions like:
*Did the district (and schools) meet achievement targets for all students and
subgroups of students?
*Did the district (and schools) meet achievement growth targets for all students
and subgroups of students?
Teacher Qualification Data *Identifies teacher qualifications at district and school levels
*Reports percentage of core academic classes taught by teachers not considered
highly qualified to teach such classes
NAEP Data (National Assessment of Educational Progress) *Provides State results of the national assessment in mathematics and reading
every other year in grades 4 and 8
Review the table below listing our schools. The state has identified some schools with
the status of Reward, Focus or Priority. A Reward school is one that is outperforming
other schools in achievement, growth, or is performing better than other schools with a
similar student population. A Focus school is one that has a large achievement gap in
30% of its student achievement scores. A Priority school is one whose achievement
and growth is in the lowest 5% of all schools in the state. Some schools are not
identified with any of these labels. In these cases no status label is given.
School Name Status Key initiative to accelerate achievement
Harbor Beach Elementary Reward Continuous Improvement Model
Harbor Beach Middle Reward Continuous Improvement Model
Harbor Beach High No Label Continuous Improvement Model
We would like to congratulate all families, students and staff of Harbor Beach Com-
munity Schools for their success in student achievement during the 2013-2014 School
Year! As you can see our Elementary and Middle Schools were named Reward
Schools with our High School just missing at earning 80% of the possible points.
We encourage all parents to review our Annual Education Report both in our Annual
Calendar and on our website. Again, congratulations to all in the community of Harbor
Beach, MI who value and work hard at education.
Sincerely,
Lawrence R. Kroswek, Superintendent

It is the policy of the District to provide a safe and nurturing educational environment for all of its students.
This policy protects all students from bullying/aggressive behavior regardless of the subject matter or motivation for
such impermissible behavior.
Bullying or other aggressive behavior toward a student, whether by other students, staff, or third parties, including Board members, parents, guests, contractors, vendors, and volunteers, is strictly prohibited. This prohibition includes written, physical, verbal, and psychological abuse, including hazing, gestures, comments, threats, or actions to a
student, which cause or threaten to cause bodily harm, reasonable fear for personal safety or personal degradation.
Demonstration of appropriate behavior, treating others with civility and respect, and refusing to tolerate harassment or bullying is expected of administrators, faculty, staff, and volunteers to provide positive examples for student
behavior.
This policy applies to all "at school" activities in the District, including activities on school property, in a school vehicle, and those occurring off school property if the student or employee is at any school-sponsored, school-approved or school-related activity or function, such as field trips or athletic events where students are under the school’s control, or where an employee is engaged in school business. Misconduct occurring outside of school may also be disciplined if it interferes with the school environment.
