JURONG ISLAND INDUSTRIAL WATER SOLUTIONS FORUM 2014The Jurong Island Industrial Water Solutions Forum is a platform for the petrochemical and refinery cluster on Jurong Island and the water industry to discuss and explore collaborations in innovative water solutions for industrial applications.
The Forum is organised to provide an prelude to the future water infrastructure landscape of Jurong Island, highlight relevant industrial water solutions innovation case studies and incentive schemes, and broker discussions on business opportunities and latest water technologies.
The forum is part of the Singapore Governments effort to encourage water sustainability on Jurong Island and grow the water industry. It will feature discussions on Delivering water solutions for Jurong Island, and will involve networking opportunities to explore forward-looking solutions. Discussions from this forum will be continued and expanded to incorporate global perspectives at the Singapore International Water Week 2014, held from 1-5 Jun 2014 at the Marina Bay Sands.

Environment & Water Industry Programme Office
The Environment & Water Industry Programme Office (EWI), led by PUB and involving partner agencies such as EDB, IE Singapore and SPRING Singapore, was established in 2006 to spearhead the development of the environment and water industry. EWI adopts a three-pronged strategy of cluster development, technology development and internationalisation, and is well poised to meet its objectives: growing value-added (VA) contribution from the water sector from $0.5 billion (0.3% of GDP) in 2003 to $1.7 billion (0.6% of GDP) by 2015. Through EWIs multi-agency efforts, Singapore has been transformed into a global hydrohub with a vibrant water ecosystem. Building on the strong foundation to sustain the success of Singapores water industry, EWI is embarking on diversifying into Industrial Water Solution (IWS). EWI hopes to replicate Singapores success in the municipal water sector in the industrial water sector, by building innovation capabilities in IWS, offering Funding Initiatives (FIs) along the entire R&D value-chain (Figure 1) for the development and adoption of innovative technologies, and creating platforms to foster connections between technology providers and industrial end users.

As EWIs key initiative to showcase the capabilities of the Singapore water industry, the Singapore International Water Week ( SIWW) is the global platform for the sharing and co-creation of water solutions. It brings policymakers, industry leaders, experts and practitioners together to address challenges, showcase technologies, discover opportunities and celebrate achievements in the water world.
SIWW 2012, held from 1 5 July and themed Water Solutions for Liveable and Sustainable Cities, achieved a new record of S$13.6 billion in total value for the announcements on projects awarded, tenders, investments and R&D MOUs made at the event. Held together with the World Cities Summit and CleanEnviro Summit Singapore, the event attracted more than 19,000 participants from 104 countries/ regions, and welcomed a record 750 participating companies. Industrial Water SolutionsRecognising the Industrial Water Solutions (IWS) sector is growing rapidly, the inaugural Industrial Water Solutions Forum was held at SIWW 2012. Speakers from global MNCs such as Shell, Fortescue, Nestle and DuPont shared their challenges and discussed solutions.
IWS will again be featured during SIWW 2014 with discussions on market opportunities and relevant case studies and opportunities to forge collaborations. Discussions from JI IWS Forum will be continued with global players at SIWW 2014, together with discussions on challenges in the electronics, pharmaceuticals, oil & gas and mining sectors.

FUNDING SCHEMES
ENvIRONMENT & WATER RESEARch PROGRAMME (EWRP) EWIThe EWRP funds basic and applied R&D projects with innovative and novel ideas. There are two schemes - Incentive for Research & Innovation Scheme (IRIS), a competitive scheme for funding R&D projects conducted by public sector entities (including wholly owned subsidiaries of public sector entities), academia (including Tertiary Academic Institutions and Research Institutes with operations in Singapore) and private companies, as well as the Innovation Development Scheme (IDS), which supports R&D projects in the private sector on a non-competitive basis.
Incentive for Research & Innovation Scheme (IRIS)Research proposals for IRIS will be submitted to EWI for consideration through Requests-for-Proposals (RFPs). The RFPs may take the form of an open call, directed call, challenge call or programme call. Applicants must register and lodge the applications via the NRF RITA system (https://rita.nrf.gov) before the closing date and time stated in the RFP.
Innovation Development Scheme (IDS)The IDS aims to help local water companies deepen R&D capabilities and develop new products and solutions. Manpower, equipment and materials, professional services and intellectual property rights are some of the areas that can be funded.

TEchNOLOGy PIONEER (TEchPIONEER) EWIThe Techpioneer aims to accelerate the commercialisation of innovative water technologies through early adoption of such technologies in Singapore. The scheme brings together both technology providers and users by incentivising users to adopt new technologies, and helping the technology developers to establish a successful case reference in Singapore for their new technologies. To date, companies that have received TechPioneer funding include Keppel Seghers, PWN Technologies, Membrane Instrument and Technology Pte Ltd (MINT), Meiden Singapore Pte Ltd, and Visenti Pte Ltd.

FAST-TRAck ENvIRONMENTAL & WATER TEchNOLOGIES INcUbATOR SchEME (FAST-TEch) EWI
The Fast-Tech Scheme aims to accelerate the formation and growth of environmental and water start-ups by providing two critical ingredients - financial incentives as well as mentoring by specialized incubators. The goal is to grow a large group of successful water start-ups in Singapore. Qualifying costs for R&D and business related activities include manpower, training, loaning of equipment, and professional services. All Singapore-based companies less than three years old are eligible to apply.

cAPAbILITy DEvELOPMENT GRANT (cDG) SPRING Singapore
The CDG is a financial assistance programme aimed at helping SMEs defray up to 70% of qualifying project costs. The grant supports a wide range of capability upgrading initiatives, including technology innovation.

PARTNERShIPS FOR cAPAbILITy TRANSFORMATION (PAcT) SPRING SingaporeThe PACT aims to foster mutually beneficial collaborations between Large Organisations (LOs) and Small and Medium Enterprises (SMEs).
Supported activities: Help LOs upgrade capabilities of new and existing SME partners to increase productivity,
quality or customer service Encourage transfer of knowledge to SMEs through sharing of best practices and industry
know-how Development and test-bedding of innovative products/processes Dedicated personnel from the LOs who would plan, monitor and implement PACT projects
with their SME partners
Support: Approved projects will be eligible for up to 70% funding support for qualifying

WATER EFFIcIENcy FUND (WEF) PUBLaunched in 2007, the WEF aims to encourage companies to explore efficient ways of managing their water demand and promoting water conservation within their businesses and in the community. The WEF offers funding for the following types of water efficiency projects: feasibility study projects, water audit projects (including the installation of private water meters and remote metering), recycling efforts / use of alternative sources of water, and community-wide water conservation campaigns and programmes.

MEIDEN funded by TechPioneer
Meiden Singapore Pte Ltd (Meiden) was funded via EWIs TechPioneer Scheme to conduct a UASB-CMBR (Upflow Anaerobic Sludge Blanket Reactor-Ceramic Membrane Bioreactor) demonstration plant at PUBs Jurong Water Reclamation Plant to treat high strength used water from industrial estates. UASB reactors are typically used to treat high strength industrial used water and enhance energy recovery through methane generation, while ceramic membranes are resistant towards membrane cleaning and chemicals in industrial streams and are less susceptible to breakage, and hence more durable than polymeric membranes. There is strong potential for this technology to be applied in the industrial water sector.
DhI SINGAPORE REFINING cOMPANy funded by IRIS
DHI Environment and Water (S) Pte Ltd (DHI) was awarded a 3-year EWI IRIS grant to conduct a Water & Energy Audit (Phase 1) at Singapore Refining Company (SRC), as well as a demonstration of a chosen technology (Phase 2) based on the findings of the audit. Under the audit, DHI delivered the water balance of SRC and identified various strategies for water recycling and water conservation. These strategies were prioritised using a 6R (Reduce, Renew, Reuse, Recycle, Reclaim, Return) approach. If implemented, there is potential to reap significant cost savings. DHI is now working with SRC to deliver priority strategies recommended in Phase 1.
SILIcON MANUFAcTURING cOMPANy funded by WEF
In 2012, Silicon Manufacturing Company Pte Ltd (SSMC) tapped on PUBs Water Efficiency Fund to install a local scrubber reuse system to recycle the wastewater used by their scrubber systems. The reduced water consumption per day is equivalent to the amount of water used in 1,500 4-room HDB homes daily.
