RULES OF THE BARROW & DISTRICT BADMINTON LEAGUE 1. NAME The League shall be called the Barrow & District Badminton League, henceforth referred to as “The League”. 2. OBJECTS The objects of “The League” shall be to promote Badminton generally in the Barrow and District area and to further the interests of the game. 3. ADMINISTRATION The League shall be governed by an Executive Committee (henceforth referred to as “The Executive”) which shall consist of one representative from each club, together with the president, Vice-Presidents, Hon. Chairman, Hon. Vice-Chairman, Hon General Secretary, Hon. Divisional Secretary and Hon. Treasurer. The above mentioned officials shall not be entitled to vote as such with the exception of the Presiding Officer, who shall have the power to give the casting vote. The Officials named shall retire annually but shall be eligible for re-election at the Annual General meeting. The Executive shall meet approximately once every month during the season. Clubs shall have 7 days notice of all Executive Meetings. Six shall form a quorum. Members of the Executive unable to attend must nominate a substitute. Clubs shall be fined for non-attendance at Executive Meetings. Clubs not represented at the Annual General Meeting will fined. League Tournaments shall be administered by a Committee, which shall be elected by the Executive. A Sub-Committee consisting of Chairman, Vice-Chairman, Secretary, Div. Secretary and Treasurer shall have the power to decide on any urgent matters arising between Executive Meetings. 4. APPLICATIONS FOR MEMBERSHIP Applications from Clubs for membership of the league must be forwarded to the Hon. General Secretary, on or before the AGM with a Fee, refundable against membership if accepted - Fee to be £10.00. Prior to accepting a new club, court is to be checked for suitability. The clubs that make up the league may be affiliated to the Cumbria Badminton Association if they so wish. 5. SUBSCRIPTIONS The Subscription to the League shall be paid per team, annually, an amount to be decided at the first Executive Meeting. Subscriptions must be paid to the Hon. Treasurer before the 31 October each year. All Clubs shall be affiliated to the Badminton Association of England through the Cumbria Badminton Association. 6. ANNUAL GENERAL MEETING The Annual General Meeting of the League shall be held in April/May each year. All clubs shall be allowed to send two representatives to the meeting but only one representative shall be allowed to vote. 7. ALTERATIONS TO RULES

Alterations to Rules shall be made at the Annual General Meeting. Proposed alterations to Rules must be in the hands of the Hon. General Secretary no later than a minimum of two weeks prior to agm date. 8. CONSTITUTION In the event of more than eight clubs being in membership, the Executive shall have the power to form two or more divisions of the league and shall allocate the Clubs to the respective divisions. If two or more divisions are in operation a system of promotion and relegation shall operate - which is one up and one down. 9. LAWS All matches in connection with the League shall be played as far as possible under the Regulations of the Badminton Association of England Ltd. Law 2 of the Laws of Badminton is to be invoked by all Clubs in the League. Law 2 to be invoked with special reference to the fact that a tape should be placed on the outside line if the posts are not placed there. 10. TEAMS All matches under the jurisdiction of the league shall be played between teams of 6 players each side, 3 ladies and 3 gents, the Captain to be responsible for their players conforming to the Laws of the Game, and shall comprise 18 games, i.e. 10 mixed doubles, 4 ladies doubles and 4 gents doubles. All events shall consist of 2 games of 15 aces up, no setting. Where Clubs have in excess of one team the following must apply: If a club has more than 1 team the regular players in the first team (top 3 starred) cannot play down in any other team in the league for the club For two teams - the club must nominate the top 3 gents and 3 ladies within the club that can only play for the 1st team. The starring must be altered in the light of exceptional circumstances, e.g. long term injury, departure from the club or the introduction of a higher calibre player to the club. For three teams - the club must nominate the top 4 gents and 4 ladies within the club in order of ability (1, 2, 3 and 4). Players 1 , 2 and 3 can only play for the 1st team, players 4 can play for 1st or 2nd teams but must not play down in the 3rd team. Again the starring must be altered in the light of exceptional circumstance, e.g. long term injury, departure from the club or the introduction of a higher calibre player to the club. In the case of a team not having players available in accordance with Rule 11 those games in which the absent player or players should take place will be awarded to their opponents 15-0. If during the progress of a game a player is compelled owing to sickness or accident to leave the court, it shall be permissible for the depleted side to substitute a reserve player, providing the original player is totally unable to continue. If a player is substituted during the progress of a game, the score shall be started from that obtained at the time of postponement. No player may play for two different teams in matches on the same night. Any Club with more than one team in the same division, matches against each other to be played in the first week of each half of the season.

Any Club or Team playing an ineligible player or players shall forfeit all games and have 5 points deducted. Matches not to be replayed. A team defaulting by not fulfilling a fixture for 3 matches shall be suspended from playing in the League for the rest of the season. Points to be adjusted. A team, which does not field a full side for 3 matches, shall be suspended from playing in the League. Points to be adjusted. Any team not fielding at least 4 players for a fixture shall be fined by a 10 point deduction and the match to be replayed at a future date. 11. MATCHES All matches shall be played in accordance with the Fixture List. All Matches must be played. The matches shall be played in the following order of play: Home Team Away Team Lady 1 and Man 1 Lady 2 and Man 2 Lady 2 and Man 2 Lady 1 and Man 1 Lady 3 and Man 3 Lady 3 and Man 3 Lady 1 and Man 1 Lady 1 and Man 1 Lady 2 and Man 2 Lady 2 and Man 2 Lady 1 and Lady 3 Lady 1 and Lady 3 Man 1 and Man 3 Man 1 and Man 3 Lady 2 and Lady 3 Lady 2 and Lady 3 Man 2 and Man 3 Man 2 and Man 3 Total 18 games of 15 aces The first event or events (multi-court halls) shall commence by 7.15 p.m. or the offending club shall forfeit the event(s) 15-0. All other players and reserves must be available for games when called after 7.30 pm (or Rule 10 applies), play must be continuous. All League Matches must be completed by a date to be determined by the Executive. 12. ALTERATIONS Matches may be re-arranged if: i) Two or more players from a Club cannot play because they are engaged in: -

a) County or Town matches or County Tournaments

b) Town Team or County practices ii) a) Court unavailable

b) Exceptional weather conditions iii) The Executive may also re-arrange fixtures to prevent clashes with International events. Clubs shall give two days notice to the Hon. General Secretary of all such alterations or the offending

team shall forfeit all games not played 15.0, with the exception of (ii) (b). Clubs having the choice of hall must offer their opponents at least two dates for re-arranged matches. 13. REGISTRATIONS All players must be subscribing members of their respective Badminton Clubs and shall be registered before being eligible to play. No player shall be eligible to play in matches under the league, if such player is not clear on the books of any other League Club, of which the player was previously associated as a member. Each club shall send to the Hon. General Secretary and Hon Divisional Secretary a list of registered players by a date to be determined at the first Executive Meeting and the Secretary shall send a copy of such registrations to any Club as required. No player shall be allowed to play for more than one Club unless sanctioned by the Executive. All transfers during a playing season must register, in writing, with the General Secretary and may not take place after 1 February. 14. POINTS In each match played, one point shall be awarded for each game won and a further two points to the team obtaining the larger total aggregate of aces. In the event of a tie in total aggregate, one point shall be awarded to each team. At the end of the League Competition, the team with the largest number of points shall be declared Championship Winners of their respective divisions. In the event of two or more teams in one division having an equal number of points at the end of the season for either top or bottom position, the Executive shall arrange the necessary play-off matches. The times and place of such matches to be by mutual agreement, but if unable to agree, then the Executive will decide. No replays and play-off matches will be played on a /Saturday or Sunday night. 15. AWARDS AND TOURNAMENTS i) AWARDS The League Trophies for Divisional Winners shall be presented as agreed by the Executive, dependant on the League Formation for that season. All trophies shall be held by the winners for the ensuing twelve months and they shall be responsible to the league for their safe custody and shall return the same to the Hon. General Secretary on such a date as the Executive may determine. There will be a 5 point fine per Club not returning trophies on the appropriate date. These trophies shall be engraved by the league before being presented to Winners. Winners of each League Championship shall be awarded replicas, six replicas to each team. If there are 8 or more teams in a Division, promotion and relegation should be 1 up and 1 down. The Official Badge of the league will be awarded to players who have represented the Town in not less than 5 matches. ii) TOURNAMENTS All league Tournaments shall be decided upon by the Executive and be included in the Programme of Events for each Badminton Season. All Tournaments shall be run in accordance with the general guide lines of the Badminton Association of England Ltd., and will be subject to their own individual Tournament Rules.

Any player registered for any other Affiliated League shall not be allowed to enter Barrow League Tournaments or Knockout Competitions unless they have taken part in at least 3 of their Clubs fixtures (inc Carswell handicap cup competition) up to and including the date of those Tournaments or Knock-Out competitions. In the annual divisional end of season tournament it will be permissible to enter more than one pair in the Ladies, Gents and Mixed Doubles. 16. SHUTTLES All matches to be played with feathered shuttles. The make of shuttle to be used in either division shall be decided at the Annual General Meeting. 17. SHORE SHEETS The Captain of the home clubs shall send the result of each match to the Hon.Div. Secretary, giving the names of the players and the scores on the sheets, which are provided by the league. Clubs must submit to the Div. Secretary, results of each match by Saturday of each week, to include Match Report. 18. PROTESTS In the case of any dispute, protests must be sent to the Hon. General Secretary within 14 days and £1.00 deposit must accompany the protest. The deposit will be returned if the protest is upheld. If the dispute involves a fine or penalty and is protest is rejected by the Executive than a further fine or penalty may apply. No protest can be considered by the Executive, unless it has the sanction of the Committee of the club on whose behalf the protest is made. The ruling of the Executive in all disputes shall be final. 19. UMPIRING In each match the umpiring shall be done equally by both clubs. Line decisions shall be called by players on court. The Umpire’s decision on all matters of play shall be final. 20. FIXTURES There will be an Annual Fixtures Meeting arranged by the Executive, at which all Clubs should send a representative. 21. OTHER MATTERS All matters not provided for by these Rules shall be dealt with as the Executive may determine. 22. INSURANCE All Clubs to have Personal Accident Cover. 23. FINES AND PENALTIES All fines and penalties are to be in the form of points deduction and are applied to the season in play. INSTRUCTIONS a) It is fault if in serving (i) the shuttle at the instant of being struck be higher than the server’s waist, or (ii) at the instant of the shuttle being struck the shaft of the racket be not pointing in a downward direction to such an extent that the whole of head of the racket is discernibly below the whole of the server’s hand holding the racket. b) All sling shots and foot faults shall be faults. c) Overhead obstacles shall be called faults. d) The issue of new shuttles during a game is at the sole discretion of the Umpire. e) The Umpire shall enter the score on the score sheet after each game. f) See that the net is the correct height and that it is fixed at top and bottom.

JOHN CARSWELL MEMORIAL TROPHY The Inter-Team Knockout competition above shall be held annually on a handicap basis. The Executive to determine the handicapping by placing each team in order of merit from Division 1 to Division 2 based on the standard of play to date. The decided handicap is to be placed in a sealed envelope and given to the home team Captain. This envelope only to be opened at the close of the match and in the presence of the visiting team’s Captain. The handicap will be determined by a Handicap Committee with a maximum of 3 members elected from the league Executive, all teams must be submitted (to the committee) by at least the Sunday before matches are due to allow for accurate handicapping. All teams competing must be members of the Barrow and District Badminton League and all players taking part must be registered 48 hours before being eligible to play. No player will be allowed to play for more than one team (not club) in the competition. If a player has played in a cup match and been defeated they cannot play for the club in ie second or first team, this would mean they would be “cup-tied”. A player can play in his or a higher team at any time in the competition but is not permitted to play for another team within their club structure if the team they play for is subsequently knocked out. Clubs playing an ineligible player shall forfeit the match. Only the lowest 16 teams to take part in Round 1; then all teams take place in subsequent rounds, which will be drawn by the Executive or the Sub-Committee. Rule 14 of the league Rules does not apply to the Carswell Competition and that all Carswell Matches must be played in the weeks specified in the Handbook. The Semi-Finals and Final will be played on neutral courts on a date to be arranged by the Executive, in consultation with the teams involved, so that a suitable date can be arranged. In addition, the Executive will appoint a Referee for the final, who will arrange neutral Umpires. Each match shall be played as per League Rules. The team achieving the highest number of aces, taking into account the handicaps, shall have won the match. In the event of a tie, the match shall be replayed on the visiting team’s court and in the event of a further tie, the deciding match to be played on a neutral court. Competing teams in each round shall share the cost of the shuttles in each match. In addition the cost of the hall is to be shared between the opposing teams in the Semi-Finals. The Trophy will be held by the winning club for the ensuing 12 months and shall be returned to the Hon. General Secretary during the following year’s Tournament or on such date as the Executive may determine. The winning team shall send to the Hon. Divisional Secretary the full results, team and scores, within 48 hours. Any complaints or disputes shall be referred to the Hon. General Secretary within 48 hours. All matters not provided for by these rules shall be dealt with as the Executive may determine.
