    ThePeople&PlanetGreenLeague2011representsanimportant

    milestoneintheHigherEducation(HE)sectorsjourneytowardssus-

    tainability.Afterfiveconsecutiveyearsofclosescrutinyandmedia

    exposure,theGreenLeaguehasclearlyforcedtheissueofclimate

    changeuptheagendaforthemajorityofUKuniversities.

    Themethodologybehindthis5theditionoftheGreenLeagueisde-

    signedtotesteachuniversityscommitmenttoandactualperform-

    anceinitstransitiontowardsafair and sustainable future.

    Asweleavethehottestyearonrecordbehindandwitnesstheincreasingfrequencyandseverityoffloodsanddroughtsacrosstheglobe,theGreenLeaguekeepsitsspotlightfirmlyonprogresstowardscarbon

    reduction.MeetingtheUKstargetsforreducingemissionsiskeytohaltingrisingglobaltemperaturesand

    universitieswillhavetoplaytheirpart.Howeverwealsointensifyourfocusonthesocialdimensionsof

    sustainability,forexample,lookingatuniversityscommitmentstoworkersrightsandhumanrightsthrough

    procurementandinvestmentpractices.

    ThehighereducationsectorshouldbeleadingtheUKstransitiontoalow-carboneconomyandintegrating

    learningfromworld-classresearchintoitsownoperationsandteachingpractices.Forthefirsttimeeverwe

    introduceaCurriculumsectionassessinghowfaruniversitiesareintegratingsustainabilityintotheircore

    activities.

    Inayearofsavagecutstothesectorandunprecedentedlevelsofstudentactivism,wehopethisyearsGreenLeaguewillprovideaccessibleinformationthatwillassistbothstudentsandstafftoidentifykey

    areasforimprovementandengageinlocalcampaigningandtargetedprojectsforgoinggreen.

    ThroughouttheconsultationphasePeople&Planetreceivedsuggestionsforimprovingtheprocess

    esfor2011andasaresultwehaveintroducedanumberofchanges.Wehopethesewillnotonly

    improvetherigouroftheGreenLeaguebutalsosignificantlyreducecapacitydemandsonthose

    completingthequestionnaireandprovidegreatertransparency.

    Wehavealsointroducedimportantchangestothemethodology,includingtheintroductionofanew

    CurriculumCriteriatotesthowEducationforSustainableDevelopmentisbeingpromotedacross

    thesector.

    Process Changes

    Green League Guide:thisbrandnewguideaimstoincreasetransparencyandhelpestatesstaff

    understandtheprocessesfortheGreenLeague2011.

    Anenvironmentalpolicyprovidesaformal,publicandpermanentdemonstrationofintentregard-

    ingperformance.Itiscrucialinensuringthereissustained,strategicimprovementinenvironmental

    performance.People&PlanetsGreenLeague2010revealedthat91%ofinstitutionnowhavesome

    formofenvironmentalpolicybutthesevariedwidelyinstrengthandthebreadthofenvironmental

    impactstheycovered.

    Policies,targetsandreportingarekeydriversofperformanceimprovementacrossthesector,and

    theGreenLeagueawardspointsforthosewithstrongenvironmentalpoliciesandassociatedactions

    Withouttheexpertiseandchampioningofprofessionalstaffdedicatedtoenvironmentalmanage-

    ment,ithasbeenrepeatedlydemonstratedthatgreeninitiativesinuniversitiesareunlikelytobe

    systematic,well-coordinatedandresourced,orhavesignificant,sustainablesuccess.Environmen-

    talManagersdevelopobjectivesandsetprioritieswithsignificant,time-boundtargetsandcan

    co-ordinatetheworktofulfillthem.

    Tohelpensurethiscategoryisfairtoallinstitutionslarge&smallpointsareawardedtoinstitu-

    tionsbasedonthenumberoffull-timeequivalent(FTE)postsper5,000FTEstudents.Whilelarger

    institutionsrequiremorestaff,researchandconsultationhasdemonstratedthateconomiesof

    scaleenableuniversitiestomanagetheirenvironmentalimpactseffectivelywithlessstaffper

    5,000students.Torecognisethiswehaveintroducedanupperlimitof15,000whencountingthe

    numberofstudentsaninstitutionhas.

    energytopurchasingandbiodiversity-canauniversitysettargets,assessprioritiesandmonitor

    performanceimprovements.Thisisakeyelementofanyexternally-accreditedEnvironmentalMan-

    agementSystem,suchasISO14001,EMAS,GreenDragonandEcoCampus.

    TheGreenLeague2011awardspointsforinstitutionsthathaveauditedavarietyofdifferentenvi-

    Inrecognitionoftherigourandaccuracyofexternalenvironmentalmanagementsystems,the

    GreenLeague2011alsoawardspointstothoseuniversitiesthathaveopenedthemselvesupto

    theexternalscrutinyofsuchschemes.Inrecognitionoftheincrementalnatureofaccreditation

    fortheseschemes,weawarddifferentlevelsofpointsaccordingtoprogresstowardsthehighest

    achievablestandardineachscheme.

    Itisimportantthatuniversitiesimplementenvironmentalmanagementsystemsacrossthema-

    jorityoftheuniversityestateandnotsimplyononecampus.ThisyeartheGreenLeagueawardsdifferentlevelsofpointsdependingonwhethertheEMScoversmoreorlessthan50%oftheuni-

    versityestateasmeasuredbyGrossInternalArea.Thiswillprovideamoregranulatedmeasureof

    theextenttowhichauniversityisgainingtheenvironmentalbenefitsofsuchascheme.

    5. Carbon Management

    Asteepandannualreductioninglobalcarbonemissionsisrequiredtoavertcatastrophicglobal

    climatedestabilisationandkeepglobalwarmingincreasestobelow2degrees.Thisrequiresthat

    countriesliketheUKwhichhashistoricalresponsibilityforcreatingthemajorityofemissionsre-

    duceourcarbonemissionsbyatleast40%by2020and90%by2050.

    TheUKGovernmentexpectsallsectorsofsocietytocontributetothe80%reductionsby2050enshrinedintheClimateChangeAct(2008)andClimateChange(Scotland)Act(2009).Carbon

    managementisthereforecentraltothefutureofenvironmentalmanagementinuniversities,as

    recognisedbythejointpublicationbyHefce,UniversitiesUKandGuildHEsofaCarbonReduction

    Strategy(2010)whichsetasector-widecarbonreductiontargetforthefirsttime.Althoughthis

    strategyappliesonlytoEnglishinstitutions,similarrequirementsareinplaceforinstitutionsin

    NorthernIreland,ScotlandandWales,forexamplethroughtheUniversitiesandCollegesClimate

    ChangeCommitmentforScotland(UCCCfS)andtheHigherEducationFundingCouncilforWales

    (Hefcw).

    TheGreenLeague2011awardspointstothoseinstitutionswhichhavecreatedstrongcarbon

    managementplanswithtargetsbroadlyinlinewiththesector-widereductiontargetssetbytheHefce2010strategy.Itrewardsthoseuniversitieswithambitiousshort-termtargetsasthese

    arecrucialtoreducingtheimpactofcumulativeemissionsandgettinganinstitutionontrackfora

    longer-termtransitiontolow-carbonoperations.TheGreenLeaguealsocontinuestoawardpoints

    forinstitutionstakingaholisticapproachtocarbonmanagementbyincludingthefullscopeof

    theiremissionsinthereductiontargetstheysetthemselves.Transport,wasteandprocurement

    activitiesaresaidtoaccountforupto50%ofaninstitutionscarbonfootprintsoitisvitalthatall

    institutionsstartincludingtheseintheircarbonmanagementplanbaselinesandtargetsassoon

    aspossible.

    The scope of the carbon management plan baseline includes the following areas

    Procurement

    Staff and student business trips e.g. ights to conferences and eld trips

    Staff and students commuting to university on a daily basis

    Carbon emissions associated with the travel between students homes and the uni-

    versity at the start and end of term (including international students travel to and from

    their home country)

    6. Ethical Procurement & Fairtrade

    FairtradeUniversitycertificationisanobjectivestandard,accreditedbytheFairtradeFoundation,

    forprogressiveFairtradepurchasinginuniversities.Asustainableuniversitywillconsideritsim-

    pactsnotjustintheUKbutalsoonthewiderworldparticularlythroughitspurchasingpolicies.Be-

    inganaccreditedFairtradeUniversitydemonstratesthattheuniversityis,atleastinpart,consid-

    eringthis.

    People&Planetbelievesitisimportantforuniversitiestoconsiderthesustainabilityoftheir

    wholesupplychains(acrossthebroadrangeofproductsandservicestheyprocure)andrecognise

    theinterconnectionsbetweensocialandenvironmentalfactors.Thiscriteriahasbeenstrength-enedtorecognisethebroadersocialandeconomicimpactsofprocurementandPeople&Planet

    gavealluniversitiesadvancenoticeofthischangeaheadoftheGreenLeague2010.

    GarmentsandIThavebeenrepeatedlycitedasindustriesinwhichserioushuman,genderand

    labourrightsabusesarecommon.Forthisreason,theGreenLeague2011measureswhetheror

    notauniversity(ortheirpurchasingconsortium)hasaffiliatedtotheWorkerRightsConsortiumin

    ordertoreducethissustainabilityriskinitspurchasingdecisions.

    2011itisnotunreasonabletoexpectalluniversitiestobeaddressingthesekeyareasofenvi-

    OneGLOGmembercommentedthatwhilePeople&Planetspositionisntunreasonable,itdoes

    seemalittleunfaironuniversitiesthataredoing7ofthe8butgetnopoints.Anothermember

    suggestedthatallpolicyareasincludingethicalinvestmentshouldbeincludedinthisarea.

    AGLOGmembercommentedthatbecausehavinganEMSrequirescreatingpoliciesintheareas

    coveredbytheenvironmentalpolicysectionincludingthemseparatelycouldbeseenasdouble

    counting.AnotherrespondedthathavingapolicyisonlyonesmallpartofanEMS.

    SomeGLOGmembersfeltthatbyrequiringnotonlyapolicybuttargetsoranactionplanbehind
