Purpose

In 2020, 74% of all jobs in Colorado – 3 million jobs – will require education beyond high school. Colorado ranks 48th in available jobs for high school graduates or

dropouts. Colorado ranks third in the proportion of 2020 jobs that will

require a bachelor’s degree. By 2020, new Colorado jobs requiring postsecondary education

and training will grow by 716,000 – compared to only 268,000 new jobs for high school graduates who have no additional training.

• 18-member Graduation Guidelines Council in 2007 & 2012

• State Board adopts menu in May 2013

• Work groups convene in 2013-2015

• The ACCUPLACER assessment has two sections in English:• Reading Comprehension• Sentence Skills

• Colleges accept either section to demonstrate a student’s readiness.

• College Board introduced an updated version of the SAT in 2016.

The Colorado State Board of Education adopted SAT as the 11th grade assessment. Based information on the new test.

• Members are from previous group and new members were added due to attrition with focus on:

• Business• Charter• Parents• Rural

• Work group considered multiple measures for addition to menu based upon district feedback over past two years.

• Only one potential addition reached consensus to suggest to SBE, which is High School Equivalency (HSE).

• At least 10 states incorporate HSE into high school graduation as a reflection of readiness in concert with other high school coursework or industry credentials.

• Of Colorado students <21 who take HSE exam(s), 98% take GED.
