WelcomeWelcome to the Governor Training and Development Programme for 2014 - 2015 which includes over 90 events. This programme contains course information for the Summer 2014, Autumn 2014 and Spring 2015 terms. We will issue details of additional events as they arise and provide written briefings and updates on topical issues, which will be published on the VLE and in our Newsletters.

Our programme aims to:

• Equip Governors/Governing Bodies to be effective in the strategic leadership of their school.

• Support Governors to play their part in school improvement.

• Reflect national developments and local issues.

• Provide opportunities to share experience and good practice with fellow Governors.

The programme includes courses relevant for new Governors, those on committees and Governors who may have an interest in particular areas to help you in fulfilling your roles.

We welcome feedback and suggestions on the Governor training and development, clerking and support services to ensure that, as far as possible, they will meet the needs of the Governors. After each training session Governors are invited to complete an evaluation sheet.

Thank you for all the work you do for the children and young people of Wakefield, and hope you find the forthcoming year rewarding.

Booking enquiriesFor booking enquiries, please contact School Governor Services 01924 305637 or email

[email protected]. You will receive confirmation of your booking approximately one week before the course is held. If you have any special requirements, for example, regarding access or seating, please inform us when you are book-ing your place. It is important that you book a place in advance.

If you book a place then find out you cannot attend, please inform us as soon as possible. It is very disappointing for both Governors and tutors when less than the expected number of Governors attend, and we endeavour to avoid cancellations at all costs. However, courses with fewer than 5 bookings will be cancelled. School Governor Services will contact Governors who have booked a place to inform them of the cancellation.

The table below is designed to support you in prior-itising training courses you may wish to attend, whether you are a new Governor or an existing Governor, there are a variety of events to choose from to suit your needs.

It is good practice to update your knowledge and understanding from time to time, therefore we encourage you to revisit training courses that you may have previously attended. These courses will have been updated since you last attended.

Network TrainingAdditional network meetings are to be planned in the Summer Term. The meetings will provide the opportunity to network and share best or emerging practice with other governing bodies within a pyramid/cluster. Dates are to be agreed.

Non-attendance at trainingWhere a place has been booked to attend a training or development event and the Governor does not attend, a charge of £20 per person per event will be applied. These will be invoiced at the end of the financial year. Other Governors attending the events where this has occurred have lost networking opportunities as a consequence of this, detracting from the impact of the event. In some cases, events have become unviable (i.e. five or less participants) but have gone ahead assuming more would be attending. Governors are asked to inform the Service of non-attendance at least five working days before the event.

As well as training courses, we have specialised meetings, forums and briefing sessions for all different types of Governors to keep all Governing Bodies informed of national and local developments and initiatives.

Wakefield Association of School Governors (WASG)The Wakefield Association of School Governors is an association of governing bodies of schools within Wakefield Local Authority. The Association was formed in September 2001.

The Association is independent of Wakefield Local Authority but does receive administrative support from it.

Aims and Objectives of the Association

• To be an independent association of Governors with no political affiliation.

• To assist and encourage co-operation between governing bodies and between schools to further the interests of children in our schools.

• To provide a vehicle for consultation with and expressing collective views of governing bodies who are members of the Association.

Diocese of LeedsThe Diocese of Leeds professional development programme focuses on development of staff and Governors within the context of a Catholic school. Details of their programme is available at www.dioceseofleeds.org.uk/education/governors/events.php

It’s Learning Virtual Learning Environment (VLE)School Governor Services maintains an area on the Governors’ section of the It’s Learning VLE. The VLE is an online resource where documents can be shared and it includes recent information, news, advice and guidance for Governors and links to websites.

Modern Governor - Governors’ Online TrainingSchool Modern Governor gives busy Governors access to quality, interactive and engaging e-learning at a time, place and pace that suits their needs.

The e-learning is interactive and engaging, using scenarios based material to make the subject come alive. You can access the wide range of modules online either alone or as part of a Governing Body meeting for group learning. New content is released throughout the year, and modules are regularly updated in line with legislative changes.

Wakefield Governors’ Conference Saturday, 15th November 2014The conference will enable Governors to:

• Consider ways that governing bodies can engage with the community

• Explore some ways of making more effective use of resources

• Increase understanding of local and national initiatives

• Discuss ideas and share good practice with Governors from other schools.

Details of the different workshops available will be advertised shorty.

Full details and booking forms will be sent out to Governors in the post. They will also be available on the VLE. https://wakefield.itslearning.com

Places at the conference are open to all Governors on a first come first served basis. There is no charge for members of Governing Bodies that subscribe to the Council’s Governor Training and Development Programme.

An introduction to the Early Years Foundation Stage (EYFS) Profile AssessmentTutor: Janet Mitchell

Janet Mitchell works with the Council’s School Improvement and Learning Transformation team as an Early Years Consultant.

Course Description:

Headteachers and Governing Bodies have overall responsibility for implementing the statutory regulations for the EYFS Profile.

The event will explore:

• To support understanding of the principles, processes, procedures and outcomes of EYFS Profile Assessment.

• To raise awareness of the roles and responsibilities of the Governing Body with regards to statutory assessment within the Early Years Foundation Stage

By the end of this event participants will:

• Receive information regarding EYFS Profile assessment

• Observe national exemplification DVD materials

• Participate in practical activity to clarify roles and responsibilities of the governing body in EYFS assessment

Attendance UpdateTutor: School Governor Services

Course Tutor Pen Portrait:

School Governor Services (SGS) are part of Wakefield Council’s School Improvement and Learning Transformation Service. The team specialise in school governance, providing day-to-day support to School Governors, Headteachers and Local Authority officers.

Course Description:

Announcements from the DfE and Ofsted are constantly changing with regards to Attendance in schools. It is increasingly important that, in order to demonstrate good governance, Governing Bodies have an awareness of current issues and trends, and can apply the key messages within their own settings. Attendance is a strand of school data and business which is becoming increasingly important, and this session aims to examine aspects of it in more detail.

The event will explore:

• An overview of current issues and drivers in Attendance.

• National, regional and school specific data on attendance to identify issues which can be tackled at Governing Body level.

• Different types of data available in school - in particular with Integris - and how this can be used normally and under Inspection.

• The next steps around attendance, with reference to the Attendance Audit and items which can be found on the VLE.

Mary has had a long and varied career in education as a successful teacher, middle manager and senior leader in 3 secondary schools and in two local authorities. Mary has worked in Wakefield since 2009, initially as a 14-19 Consultant. Working with schools, colleges and partners, to raise attainment and participation, particularly with learners studying below level 2. During her time in the school improvement team, Mary provided support with the roll out of Foundation Learning.

Mary is currently working to support 11-19 education providers, to develop an appropriate curriculum for vulnerable learners as well as supporting engagement, retention and progression of learners below Level 2. Mary is committed to the development of a curriculum that offers breadth, balance and flexibility to enable learners to select programmes of study that are best suited to their individual needs and are equally valued. A curriculum that supports the principles of lifelong learning and education opportunities beyond the classroom.

Community Liaison Team (CLT) provides support to schools on various issues affecting Black Asian and Minority Ethnic pupils including Asylum Seekers/Refugees, Gypsy Roma and Travellers and Eastern European communities. CLT provides cultural diversity awareness sessions in schools for children, staff, parents as well as school Governors. CLT also liaise between school, home and other voluntary organisations.

Course Description:

On October 1st 2010 the Equality Act came into force, consolidating, harmonising and streamlining nine previous Acts. The Equality Act prohibit schools from discriminating against, harassing or victimising prospective pupils, current pupils and in some circumstances, former pupils.

Schools have also obligation under the Act as employers, bodies that carry out public functions and as service providers (for Foundation, Voluntary Aided schools, the governing body is the employer whilst in Community and Voluntary Controlled schools, the LA is the employer but the governing body is responsible for staffing matters,)

Course Description:

Exclusion Training is now offered on three different levels that correspond to governor experience.

The 3 levels are:

Level 1: Introductory - a training session for those that are new to the Governors review panel (previously called the B&D Committee) or who haven’t sat on a panel for a long time and the school has made some exclusions. This will cover all that a governor needs to know about the new exclusion law and guidance so they are knowledgeable enough to sit on the Governors review committee. This could also be suitable for Governors and head teachers of Primary schools that make regular exclusions of pupils.

Level 2: Intermediate - for Governors who have sat on governor review panels for more than 18 months or for those Governors who are not ‘chairs’ but regularly hear permanent exclusions or fixed periods of over 15 days. This will begin with a brief recap of exclusion law that the more experienced governor will already understand but will then look at more complicated and challenging case studies, what’s different in the new guidance, an introduction to Independent Review Panels and the SEN expert.

Level 3: Advanced - for Chairs, Vice Chairs, and prospective Chairs. This will include the importance of the role of the Chair, more in depth case law & case studies, natural justice, Equality Act legislation as it applies to exclusions and all guidance around the Independent Review Panel where a permanent exclusion may be returned to Governors for a rehearing.

Mary has had a long and varied career in education as a successful teacher, middle manager and senior leader in 3 secondary schools and in two local authorities.

Mary has worked in Wakefield since 2009, initially as a 14-19 Consultant. Working with schools, colleges and partners, to raise attainment and participation, particularly with learners studying below level 2. During her time in the school improvement team, Mary provided support with the roll out of Foundation Learning.

Mary is currently working to support 11-19 education providers, to develop an appropriate curriculum for vulnerable learners as well as supporting engagement, retention and progression of learners below Level 2.

Mary is committed to the development of a curriculum that offers breadth, balance and flexibility to enable learners to select programmes of study that are best suited to their individual needs and are equally valued, a curriculum that supports the principles of lifelong learning and education opportunities beyond the classroom.

Course Description:

The Pupil Premium was introduced by the Coalition Government in April 2011 to provide additional support for looked after children and those from low income families. The extra funding is made available to schools to help them narrow the attainment gap that still exists between pupils from disadvantaged and more affluent backgrounds.

Safer recruitment training became mandatory for the recruitment of school staff from 1 January 2010. This means a recruitment panel must have at least one member who has completed the training; or where an individual is in charge of recruitment, that individual must have completed the training. It is the responsibility of schools to comply.

The training package was originally developed by the National College for Leadership of Schools and Children’s Services but since November 2009 the training was a Children’s Workforce Development Council (CWDC) programme.

The training for the schools sector looks at best practice that should be adopted when recruiting and selecting adults to work with children in schools. It sets out procedures and strategies to help those involved in the recruitment process to deter, identify and reject applicants who are unsuitable to work with children. It also seeks to strengthen safeguards for children in schools by helping to deter and prevent abuse, with the aim of creating an environment where concerns can be raised on poor or unsafe practice

School Governor Services (SGS) are part of Wakefield Council’s School Improvement and Learning Transformation Service. The team specialise in school governance, providing day-to-day support to School Governors, Headteachers and Local Authority officers.

Course Description:

The event will explore:

• The significance of a range of key data sets, including floor standards and FFT (Fischer Family Trust) estimates.

• How a range of data should be used together to raise questions about attainment and progress.

Young CarersTutor: Anna Harrison and Cheryl Harrison

Anna Harrison is the Education Worker at Wakefield District Young Carers (a Barnardo’s service). She has been in this post for over five years, but has worked for other Barnardo’s services for over ten years. Anna is also a caseworker supporting individual Young Carers and their families.

Cheryl Harrison is a Sessional Worker at Wakefield District Young Carers and has been employed by Barnardo’s since 2006. She supports Anna in her role as Education Worker as well as working with Young Carers individually and in groups.

Course Description:

The event will explore:

• Who Young Carers are and what they do

• How being a Young Carer can affect young people in school

• What your school can do to ensure that Young Carers are supported there

• What your responsibilities as a governor are regarding the Young Carers School Policy in yourschool, including implementation, enforcement and review.

• Know how to recognise when a child in their school is a Young Carer

Wakefield and District Safeguarding Children Board Awareness of Child Abuse & Neglect E-Learning for School Governors

This course is provided free of charge to School Governors by the Wakefield and District Safeguarding Children Board.

The course provides an introduction to the subject of child abuse and neglect, including signs and symptoms, and what to do (and what not to do) when abuse or neglect is suspected.

• Free of charge

• Takes between one and two hours to complete

• Simple to access

• Can be accessed from any PC with internet access

• Can be undertaken in one session, or in several sessions

• Proven course with good feedback from participants

• Fully endorsed by the Wakefield and District Safeguarding Children Board as well as over 40 other Safeguarding Children Boards regionally and nationally

• Useful for those Governors who only need a basic awareness of abuse and neglect, or as a starting point for Governors with designated safeguarding responsibilities who will need to attend the face to face training session

• Printable certificates when completed

If any School Governors wish to undertake the course they will need to email Jenny Ward on [email protected] and provide their name and an email address. You will then be issued with a username and password, and can then access the course.

What’s Involved?

The programme gives Chairs the opportunity to develop their leadership skills through facilitated workshops, online activities, personal reflection and school-based learning. Individual units can be studied consecutively or you can choose to undertake a single unit dependent on your needs.
