I am directed to refer to letter No. AA/85/NIFT/CHE/Central Schlp. (ST) Student/20ll dated 13th

May, 2013 from National Institute of Fashion Technology, Chennai and to convey the sanction of thePresident of India for payment of recurring and non-recurring grants-in-aid of ~11,42,100/- (Rupees ElevenLakh Forty Two Thousand One Hundred only) to National Institute of Fashion Technology, Chennaiunder the Central Sedor Scholarship Scheme of Top Class Education for ST Students as per details given inAnnexure for the year 2012-13 (Renewal for 2nd year of 2011-12 batch), 2013-14 (Renewal for 3rd year of2011-12 batch), 2013-14 (Renewal for 2nd year of 2012~13 batch) and 2013-14 (Fresh) during the year2014-15. No DC is due for rendition. The grants-in-aid shall be subject to the following terms and conditions:

" \i:) Pn~gsi9D~~tilization certificate in the prescribed form GFR - 19A for the grant released during thisyear shalrbe submitted immediately alongwith the annual audited accounts. - -~ :-'

(ii) The grant-in-aid for subsequent financial year will be released only after utilization certificate onprovisional basis in respect of grant of preceding financial year is submitted by the concerned Institute.

(iii) Release of grant-in-aid for the subsequent financial year will be considered only after the utilizationcertificate and the annual audited statement relating to the grant-in-aid released in the previous year aresubmitted by the concerned instituted to the satisfaction of the Ministry.

(iv) The members of the executive committee of the Institute shall execute bond(s) in favour of thePresident of India for the sanctioned amount in the prescribed format binding themselves jointly and severallyto the terms andconditions. In the event of the grantee failing to comply with the conditions or committingbreach of the conditions of the bond, the signatories to the bond shall be jointly and severally liable to refundto the President of India, the whole or a part amount of the grant with interest at ten per cent per annumthereon or the sum specified under the bond. In case the Institute is exempt from execution of bond, acertificate to this effect is required to be submitted along with acceptance of terms and conditions of the grant­in-aid.

(v) The Institute will not obtain grant for the same purpose or activity from any other Ministry orDepartment of Government of India or State Government.

in-aid is sanctioned to another Institute or institution. No funds out of this grant should be utilized for any newscheme for which prior approval of Government has not been obtained.

(vii) The Institute will agree to make reservations for SCs/STs/OBCs and the Disabled in the po:;ts orservices under its control for the implementation of project(s) sanctioned to it, on the lines indicated by theGovernment of India.

(viii) The Institute will furnish to this Ministry annual progress report (Performance-cum-achievementreport) on the project indicating both physical and financial achievement related to the approved project.

(ix) The Institute will maintain subsidiary accounts of the Government grant and furnish the audited statementof accounts with utilization certificate to the Government as mentioned in para (i) above.

(x) The accounts of the Institute shall be open to inspection by the sanctioning authority and audit, both bythe Comptroller and Auditor General of India and Internal Audit Wing of Office of Chief Controller ofAccounts of this Ministry, whenever the Institute is called upon to do so.

(xi) The assets acquired wholly or substantially out of Government grant should not be disposed of withoutprior sanction of the President, encumbered or used for purpose other than those for which grant has beensanctioned. The Institute is required to maintain a Register of such assets and send an annual statement in theprescribed proforma to this Ministry at the end of the financial year.

(xii) If the Government is not satisfied with the progress of the project or considers that the conditions of

sanction are being violated, it reserve the rTgh(to 1eJIIlin* ~he grants-in~aid or to blacklist the Institute fromfuture grant or any other financial assistance from the Government.

(xiii) It is further certified that grants-in-aid to the grantee is sanctioned in accordance with pattern ojfinancial assistance approved and is in conformity with the rules and principles of the scheme as approved b)the Ministry .

(xiv) The grants-in:..aid is further sul)ject -to the conditions laid down in General Financial Rules as amende(from time to time.

(xv) The accounts of the grantee institution shall be audited by the C&AG of India under Section 14 ofth,C&AG of India(Duties, Powers and Condition of Service) Act, 1971.

2. Unspent Balance

a) Certified that the unspent balance of fO/- from the grant sanctioned during the previous years has beeadjusted in this year's grant.

b) Unspent balance from this grant will be adjusted from the subsequent grant.

3. Certified that this sanction has been noted at S. No. 06 in the Register of Grants-in-aid.

4. The Drawing & Disbursing Officer of this Ministry is authorized to draw an amount of fll,42,100,(Rupees Eleven Lakh Forty Two Thousand One Hundred only) for disbursement to National Institute (Fashion Technology, Chennai the grantee institution through telegraphically directly in their Account N,082010200001465 in Axis Bank, Branch at Adyar Branch, No.18, M.G.
