Mitigation Policy

As a component of the Caribbean Hazard Miti-gation Capacity Building Programme

(CHAMP), The Caribbean Disaster EmergencyResponse Agency in collaboration with the Or-ganization of American States, with support fromthe Canadian International Development Agencyis seeking to enhance regional capacity to reducevulnerability to the effects of natural hazards. Thiswill be done through the development of nationalhazard mitigation policies and implementationprogrammes, wider use of hazard information indevelopment decisions and the strengthening ofsafe building practices, building training and cer-tification. One component of the CHAMP activ-ity is to develop a Model National MitigationPolicy for use in CDERA Participating States.

The Consultant will be required to:1. Review existing national mitigation policy

documentation;2. Identify, obtain and review any other exist-

ing mitigation policy documentation region-ally or extra-regionally;

3. In close consultation with the CDERA Coor-dinating Unit, develop a draft Model Na-tional Mitigation Policy;

4. Present the draft Model National MitigationPolicy to the CHAMP Thematic CooperatingGroup on Mitigation Policy and Planning;

5. Assist in the preparation of a regional miti-gation policy dialogue/workshop agenda toguide the further development of the draftpolicy document;

6. Facilitate the regional mitigation policy dia-logue/workshop;

7. Finalize the Model National Mitigation Policyincorporating the outcomes of the regionalpolicy dialogue/workshop;

8. Prepare a report on the Model National Miti-gation Policy development process;

9. Provide hard and diskette copies of the finalModel National Mitigation Policy.

POST OF STATISTICAL OFFICER

THE Eastern Caribbean Supreme Court is inthe process of restructuring and

reorganizing its processes, with a view toenhancing the administration of justice in all theislands in its jurisdiction. As part of this process,the Court is seeking to recruit a Statistical Officerto assist with the design and implementation ofits data-gathering and dissemination systems.

The successful candidate, who will form partof the Court’s Information Resources Team, willreport to the Information Resources Manager, butwill collaborate with all aspects of the Court’soperations, providing advice and support in allmatters related to the collection and compilationand dissemination of relevant statisticalinformation.

NEMO Committees Continueto Prepare

UNDER the Emergency Recovery and Disas ter Management Project, which is being

funded with a loan from the World Bank, the Gov-ernment of Saint Lucia is pursuing a number ofprojects aimed at protecting Saint Lucians fromdisasters. Many of the projects will take the formof preventative measures.

One such component of the project is that pres-ently attached to NEMO is a Planning and Miti-gation Consultant. Together with the National OilSpill Committee, chaired by the Saint Lucia Airand Seaports Authority the Consultant met withthe Committee to review the Draft Oil Spill Plan.Over the past three years the Committee has hadto respond to at least one oil spill. The public mayreport a spill to the emergency numbers 9-1-1 or9-9-9.

At the district level Committees continue prepa-rations as members of the Committee for CastriesNorth will commence a familiarization tour of thearea starting Saturday 05 October, 2002 andanother tour of the area the following SaturdayOctober 12, 2002.

MINISTRY OF AGRICULTURE, FORESTRY AND FISHERIES

THE Ministry of Agriculture, Forestry and Fisheries wishes to inform the public that it will beauthorizing a five day islandwide harvesting of white sea urchins (sea eggs) from Wednesday 23

October to Sunday 27 October 2002 (both days inclusive).

To ensure that the sea egg population is not over harvested, and that juveniles (young sea eggs)remain for the benefit of future harvest, all harvesters are required to adhere to the following conditions:

1. Persons must harvest only years that are at least 3.5 inches (9.0 cm) in diameter(measured at the widest length across the body of the animal);

2. No one is to harvest in any Marine Reserve such as the Maria Island Nature Reserveand the reserves within SMMA and CAMMA;

3. No Scuba gear is to be used for harvesting of sea urchins;

4. All sea urchins must be brought to shore for breaking and processing (no activitiesare to be carried out at sea);

5. All persons who operate as “cleaners” must bury urchin shells on a daily basis,placing them above the high tide mark and covering them with at least six inches ofsand;

6. All harvesters and cleaners must make available to the Department of Fisheries anydata on sizes and weights, as requested;

7. No exportation of sea urchin is permitted without first obtaining the required exportpermit from the Department of Fisheries. Only export for personal consumption willbe entertained (i.e., quantities of less than 10 Lbs).

Persons failing to adhere to the above conditions will be liable to a fine of up to five thousand dollars($5000.00), as stipulated by the Fisheries Regulations No. 9 of 1994 Section 36(a).

The Department of Fisheries will be conducting monitoring activities islandwide to obtain an estimationof the landings during this open period and will be working along with the Police Department toensure that all persons abide by the harvest conditions slated above.

All harvesting activities must cease after this stated period. No persons are allowed to have in theirpossession or expose for sale any sea urchins after the closure of the official harvest period. Harvestersand the general public are hereby urged to observe and comply with the aforementioned conditions.

UN Sasakawa Award on Disaster Reduction to be Presented

The International Day for Natural Disaster Reduction will be celebrated on 9 October with initia- tives highlighting the way ahead on how to reduce risk, benefiting from risk mapping, educationand mountain development, as a contribution to the International Year of Mountains. In particular, anew brochure on “Disaster Reduction for Sustainable Mountain Development” offers information ondisaster reduction in mountain areas; a children’s booklet on volcanoes has been produced; and theUnited Nations Sasakawa Award for Disaster Reduction will be delivered in Geneva to reward out-standing achievements by disaster reduction practitioners in their field.

The United Nations and the International Strategy for Disaster Reduction aim for the high ground asthe focus for the International Day for Disaster Reduction on 9 October. They want to build a saferworld for mountain communities. This is a contribution to the International Year of Mountains in 2002.“No community is immune from the threat of natural disasters, but mountain communities are particu-larly vulnerable,” says Sálvano Briceño, Director of the ISDR Secretariat of the United Nations. Windsseem to blow harder and snowfalls are more perilous in the high passes. Avalanches can wipe outwhole villages. Heavy rains can wash away fields, long droughts can spell starvation. Earthquakescan send hillsides tumbling, volcanic eruptions can make thousands homeless. Altitude and steep-ness and vulnerability to pollution and climate change mean that mountain people are more at riskthan ever. Poverty has forced people to build homes on hazard-prone slopes, and demographicpressures have pushed them to settle at the feet of volcanoes, and other seismically active areas.

Several initiatives highlight the way ahead and how to live with the risk, and benefit from risk mapping,education and mountain development. The brochure on “Disaster Reduction for Sustainable Moun-tain Development” offers information on the issues at stake as well as concrete examplesof disaster reduction solutions already in practice in mountain areas worldwide. A children’s bookleton volcanoes and volcanic risk reduction has also been produced.

In Geneva, the International Day for Natural Disaster Reduction is highlighted through the delivery ofthe United Nations Sasakawa Award for Disaster Reduction. The Award is sponsored by the NipponFoundation, Japan, and is given every year to reward outstanding achievements by disaster reduc-tion practitioners in their field. This year, the UN Sasakawa Award for Disaster Reduction goes toProfessor Sergueï Balassanian, President of the Armenian Association of Seismology and Physics ofthe Earth’s Interior (AASPEI).

Several Certificates of Distinction and Merit are also awarded every year. The 2002 Certificates ofDistinction go to Mr. Muhammad Saidur Rahman, Bangladesh, Director of the Bangladesh DisasterPreparedness Centre, Ms. Fernanda Teixeira, Secretary General of the Mozambique Red Cross, andthe Emergency Monitoring and Forecasting Agency, Russian Federation. Certificates of Merit 2002are given to United Nations Volunteers (UNV), Guatemala; Cruz Vermelha de Timor-Leste (CVTL), andLt. Colonel Abbu Darwish, Jordan, Director of the Disasters Department of the Jordan Civil Defence.The ceremony will take place at the Palais des Nations in Geneva in room XII at 17:00 pm followed bya cocktail. 60 “Concerning the nature of the damage, it reveals a lot of snapping of plants rather than topplingwhich is a good sign. It shows that farmers have been taking care of their plantations and are using theinformation that extension officers are passing on to them. If that was not the case you would havefound a lot of toppling of plans displaying a very poor root system. All of this tells us that as farnematode control is concerned, farmers are doing a good job,” Said Minister George.

The latest damage caused to the industry comes at a time when farmers and the country werebeginning to see the first signs of a possible recovery in the banana industry, after it recorded theworst draught in 40 years in 2001, which resulted in dramatic shortfalls in production. Agriculturalofficials recently returned to the island after a major fact-finding activity in the UK, designed to furtherpromote St. Lucian bananas to major supermarket chains.
