GOV OSEVal-TT Objectives
• Provide specific requirements for ocean observations (GOOS) to agencies and organisations in charge of global and regional ocean observing systems.
• Maintain and develop international collaboration among the ocean monitoring and forecasting centers organisation of regular meetings and workshops.
• Focused on short range forecasting of the mesoscalebut do not exclude applications related to seasonalforecasting. Links with other communities (as climate) are important to ensure consistency of the requirements

GOV- CLIVAR workshop, 13th-17th June
Delayed mode OSE/OSSE for short range and seasonal forecast systems
• Objective: Perform in depth OSE/OSSE studies to assess the impact of the different observing systems
altimeter constellation, in-situ (ARGO, drifters, XBT, etc...), high resolution SST
• Aim of this activity is to help to the coordination of the different initiatives through the GOV OSEVal-TT workshop and to provide guidance for the design of the OSE/OSSEs
GOV- CLIVAR workshop, 13th-17th June
Delayed mode OSE/OSSE for short range and seasonal forecast systems
Guidance identified during the last meeting:• Time period:
Impact of altimeters: 2003- 2006 (4 altimeters)Impact of ARGO: after 2004
mesoscale: 2008seasonal studies: 2004-2008
• Definition of common diagnosticsstrong link with Intercomparison and validaton TT (L4 metrics)
• This kind of studies require a lot of resources (human and computer)if we want a minimum of coordination inside the TT, studies need to be planned
GOV- CLIVAR workshop, 13th-17th June
Delayed mode OSE/OSSE for short range and seasonal forecast systems
Define priority :• Design and Assessment of a given observing system
which altimeter constellation ? role of specific altimeter mission (ex: Jason-1
interleave,...)
Argo: revisite the 3°x3° sampling, need to have deep Argo floats ?
• Assessment of a given data productL2, L3, L4 for SST, surface topographywhich product to use ? what is the impact of intercalibration/homogeneisation ?
GOV- CLIVAR workshop, 13th-17th June

• Magdalena Balmaseda: The new ORA-S4 ECWMF ocean re-analysis
• Yosuke Fujii: OSSE for seasonal/decadal prediction
• Peter Oke: Design and Assessment of the australian integrated Marine Observing system

GOV- CLIVAR workshop, 13th-17th June
Design and evaluation of new/future Observing system component
• Similar to the previous task but specific studies dedicated to new and/or future observing systems
• Essentially based on OSSEs- SWOT
• But also OSEs for assessing the impact of very recent data (means with small data set)
- Cryosat-2 - SMOS - Gliders- ...
not in depth studies but crucial
Reactivity needed !!!
GOV- CLIVAR workshop, 13th-17th June
Design and evaluation of new/future Observing system component
• Clement Ubelmann: OSSEs to evaluate the impact of future
SWOT assimilated data in regional coastal model
• Gilles Larnicol: New diagnostics to assess the impact of satellite constellation for (sub)mesoscale applications
• Clement Ubelmann: OSSEs to evaluate the impact of future

GOV- CLIVAR workshop, 13th-17th June
• Provide illustrations/arguments/requirements for short term political/technical decision
- contribute to assess the observing system status
- ensure that GODAE needs has been taken into account
where are the gap in Argo coverage ?
what data are looking suspect ? (pb in the Argo pressure
sensor,...) black/grey list
• Better understand how to improve the monitoring and forecasting centers
how can we get more information from observations?better assimilation procedures
Routing Monitoring of the GOOS
GOV- CLIVAR workshop, 13th-17th June
Routing Monitoring of the GOOS
• Performance and evaluation of Near-Real-Time OSEs (NRT OSEs) When: what data to with-hold:
Jan 2011 Argo Feb 2011 XBT Mar 2011 TAO Apr 2011 Jason-2 May 2011 All altimeters Jun 2011 AVHRR
• Analysis of Class 4 metrics
The class 4 are generated and will be analysed to quantify the impact of each type of observationsWork jointly pursue with the InterComparison and Validation TT.
GOV- CLIVAR workshop, 13th-17th June
How could we perform routine monitoring?
• Conventional Observing System Experiments (OSEs):- Difficulty : expensive to perform routinely
• Routine inter-comparisons of diagnostics:
-The class 4 are generated and will be analysed to quantify the impact of - -each type of observations
Work jointly pursue with the InterComparison and Validation TT
quarterly/monthly/weekly basis (TBD)
• Analysis sensitivity:– Degre of freedom of signal
• Forecast sensitivity– readily applied to adjoint-based assimilation systems
– when we perturb “obs A” how much did the forecast change

GOV- CLIVAR workshop, 13th-17th June
Provision of Observations Impact Statement
Ultimate goal of the task team !!
Synthesis of the OSE/OSSEs results in order to provide clear requirements coming from the GODAE community
1. Management of feedbacks from all the membersespecially important in case “observing system events”:continuation and extension of life of Jason-1
ENVISAT new orbit, use of Cryosat-2 ocean data
2. Preparation and formal publications of the OIS OSEs using GODAE systems (Oceanography special issue)
OSE TT community white paper (OceanObs’09)
OSE/OSSE special issue every 3-4 years ?
GOV- CLIVAR workshop, 13th-17th June
Provision of Observations Impact Statement
Practical recommendations have to be provided to observation agencies:
What is the process of delivery ? What is Observations Impact Statement ? Recent Experiences (Continuation and EoL of Jason-1, Cryosat-2 ocean
data) show that:- synthetic report preferable than full scientific articles - reactivity is required due to short delay
To be discussed during this meeting (breakout session)
