Scheme Overview:

The proposed scheme consists of the following enhancements:

• Relocation of the bus station to the site of the existing taxi rank, short stay car park and drop-off/pick-up facility adjacent to

Falkland Gardens;

• Relocation of the taxi rank to the western part of the existing bus station site;

• Relocation of the pick-up/drop off area and short stay car park to the southern side of The Esplanade;

• Upgrade the Mumby Road pedestrian crossing;

• Alterations to the existing road network, including the provision of a link across High Street, between North and South

Cross Street to improve bus accessibility within the town centre;

• Installation of a new bus stop on High Street.

The scheme objectives are to:

➢ Improve the bus facilities at the Gosport Interchange, which is served by a number of services, including the Fareham to

Gosport Eclipse bus service. The Gosport Interchange is a key travel hub to Portsmouth Harbour from which people can

access onward links to the Isle of Wight (via catamaran services), to the wider rail network and bus services across the

Portsmouth city region.

Funding; Subject to the outcome of public engagement the proposed scheme will be delivered by Hampshire County Council

using funding provided by the Department for Transport’s Transforming Cities Fund, with a contribution from Gosport Borough

Council.

Transforming Cities Fund

Funding from the Department for Transport’s (DfT) Transforming Cities Fund will see Hampshire

County Council deliver schemes in 8 locations by the end of 2023 worth £19.6 million for the

Portsmouth City Region.

These schemes aim to improve journey times for bus passengers and provide enhanced facilities

for pedestrians and cyclists in the boroughs of Fareham, Gosport and Havant. These will focus on

improving access to the town centres and transport hubs from the surrounding local communities

and improving bus and cycle corridors linking the town centres to Portsmouth city centre.

➢ Relocated taxi rank facility on the western part of the existing bus station site, with the same capacity as the

existing rank.

➢ Relocated short-stay car parking and passenger pick-up/ drop-off on The Esplanade.

➢ Provision of a link across the High Street between North and South Cross Street to enable bus

movement. Access will only be permitted for buses and those vehicles that are currently permitted to access

High Street to serve the market and retail premises. This would provide public transport access into Gosport's

major retail area.

➢ Provision of a new bus stop on North Cross Street, adjacent to Lloyds Bank.

➢ Introduction of new one-way operation on several roads, including South Cross Street, Coates Road and

Thorngate Way (reversal of existing operation).

➢ Preservation of Falklands Gardens and provision of new wayfinding (signage) to direct people towards the

relocated facilities.

➢ Upgrade the Mumby Road pedestrian crossing to increase the crossing time for pedestrians.

The proposed scheme aims to improve the bus facilities at the Gosport Interchange by relocating the bus station to provide a more modern and efficient facility than the current provision.

Consideration of several relocation options within this constrained area has been undertaken, with early engagement sought from key stakeholders to ensure technically feasible solutions give adequate operational capacity and access for buses.

The land adjacent to Falklands Gardens (site of the existing taxi rank, short-stay car park and drop-off/ pick-up facility) is the preferred location as this is the only site with the advantage of maintaining strong links between the High Street and the other facilities provided within the Interchange.

The proposal returns the bus station to its historical position adjacent to Falklands Gardens, combining well with existing pedestrian routes via the High Street crossing. The area identified is ideal for providing a more compact and efficient facility than the current bus station and one which can be easily seen from both the High Street and the rest of the Interchange.

A new modern shelter will be provided, equipped with seating, lighting and real time passenger information. The shelter will be designed to complement the characteristics of Falkland Gardens and the surrounding area whilst maintaining views to Falklands Gardens and across the Waterfront and Harbour areas.

20. Ecological and Environmental Considerations

Gosport Interchange

The proposed scheme has considered the impact on the local

environment including an assessment of potential impacts to

air quality, noise and vibration, ecology, arboriculture,

historic environment, flood risk and contaminated land.

In line with HCC’s Climate Change Strategy, a Sustainability

and Climate Change Statement has been produced for the

scheme as part of the planning application.

The outcomes of the environmental assessments have

informed the commitments included within the forthcoming

planning application for the bus station, which includes the

following:

• Implementation of a Construction Environmental

Management Plan to ensure environmental protection;

• Replacement of 6 trees impacted by the development;

• Provide improvements to any local existing biodiversity and

botanical features where possible;

• Provide additional landscape planting within the immediate

public realm areas;

• Ensuring that the bus shelter design compliments the local

character.
