1 Executive summary The ‘Get Moving Redcar & Cleveland’ project is funded for three and a half years by the Department for Transport’s “Local Sustainable Transport Fund” (LSTF) and Sustrans have been commissioned by Redcar & Cleveland Borough Council (R&CBC) to deliver the work. The project team started delivery in March 2012. Sustrans are working in partnership with the Council, the NHS and Tees Valley Rural Community Council to increase active travel across the area. This report reviews delivery from 1st April 2013 to 31st March 2014. The borough of Redcar & Cleveland is a geographically diverse local authority, ranging from larger market towns to more rural and coastal villages. The economic landscape is also a unique mixture with a large complex of heavy industry along the south bank of the Tees, dominated by iron, steel, petrochemicals, process engineering and logistics, including Tees Port which is the third largest port in the United Kingdom. Manufacturing, retail and the health and social care sectors are some of the largest employers in the borough. The latest indices of deprivation suggest that the area continues to experience relatively high levels of depravation across the borough. Life expectancy and unemployment rates are above the national average and levels of adults participating in physical activity (30 minutes per week) are lower than the national average. With a population of 135,000 covering some 25,000 hectares, Redcar & Cleveland is a vast contrast of urban housing estates and areas of outstanding natural landscapes. The borough is made up of 22 wards, has a strong industrial heritage and many close-knit communities.

1.1 Project aims and objectives Since the project launch, the team has worked with schools, workplaces and communities delivering a borough wide programme that offers practical support and encouragement to help people change their travel behaviour and achieve the following outputs: More than 6,000 recipients of travel awareness information and advice via ‘Get Moving’ travel awareness promotional road shows. Up to 14,000 young people engaged in the project via schools. More than 10,000 employees engaged in the project via workplaces. 90 stakeholder/volunteers recruited and trained to support the project across settings.

Identification of new community walking and cycling routes and facilities. The project will also aim to make significant contributions towards the following strategic objectives in the borough: Reducing carbon emissions through the promotion of car free days and car share schemes.

Supporting economic growth: investing money back into the local economy, especially smaller independent family businesses.

Promoting equality of opportunity: supporting local people back into employment, training and up-skilling volunteers.

2 Governance The project is overseen by a Management Group and Steering Group. The Project Co-ordinator meets with the Management Group every month, and Steering Group quarterly. They are involved in shaping project delivery and ensuring outputs remain on target. The Council lead also receives a monthly update of planned events.

2.3 Project team Recruitment of project staff took place in February 2012 and project delivery started with a launch event at Redcar & Cleveland College on the 17th April 2012. Unfortunately since the start of the project the Workplaces Officer role has been re-advertised twice due to staff leaving to develop their own businesses. However on both occasions the post has been filled by successful internal applicants and although this has had a small impact on delivery it has been a smooth transition. Additionally in October of last year, with agreement from R&CBC Sustrans was able to use some of the budget underspend to recruit a Communities Officer for the project. The delivery team is based with the Council at Fairway House in Dormanstown and consists of:

3 Schools Schools in Redcar and Cleveland have really engaged with the programme and after its second year of delivery there are some schools that really buy into the ethos of active travel and access most activities we offer. We cater for all age ranges and cover topics such as road safety, personal safety and journey planning as well as fun, one off activities to promote engagement such as the smoothie bike and bike cross country events on the school fields. Schools now complete the pre hand-up survey prior to any work we do in their school and a post hands-up survey will be carried out 3 months later so we can see the benefits of our programme. Another aspect of the schools work involves providing local Bikeability Officers with project bikes so that children who are unable to transport their bikes to school can still take part in the scheme. This involves transporting bikes to and from the schools to set timescales for the delivery of Bikeability. The Project Schools Officer works closely with Council partners such as the School Sport Partnerships, the Healthy Schools Team and external agencies such as MoreLife and SureStart to offer more of a holistic approach to health education in schools and their communities. 3.2 Beneficiaries Throughout the year, the Schools Officer has delivered 117 activities to 14,792 children and young people, 669 parents and 622 school staff members.

3.3 School case study

A Case Study on Normanby Primary School Introduction: Normanby Primary School first engaged with the GMRC back in May 2012 when the project was launched in schools. Normanby Primary is a large primary school with 502 pupils on its roll. Gill Connor is a teacher there and the school champion for Sustrans and the Get Moving project and works very hard to promote walking and cycling to school, regularly promoting competitions to design new posters, captions and logo’s for their walk to school campaigns which run continuously throughout the year and get celebrated regularly in special assemblies.

Activities Accessed: Normanby Primary regularly access all the different lessons and activities we offer, engaging the whole school and celebrate their work in assemblies too. Below is a list of activities they have accessed throughout the previous school year. Puncture Repair Sessions – Year 5 pupils learnt how to

repair punctures in their classroom and loved learning this new skill. The success rate was extremely impressive too! Healthy Minds and Bodies Assembly was an assembly to celebrate healthy lifestyle

choices including walking, cycling and scooting to school. Our Council mascot Spike entertained the pupils and applauded their work! Cycle Helmet Safety Sessions: Year 3’s and Year 6’s designed their own safety helmets for eggs and carried out an experiment to see if the helmets protected their eggs! Great fun, but I think we’ll stick with the safety tested cycle helmets for ourselves!

Scooter Training: Early years and foundation stage had great fun learning how to stay safe on their scooters. Some of them were really fast! Racer Bike Challenge: Year 6’s competed to see who could travel the furthest in one minute! A great activity for a rainy day!

Community Afternoon: The smoothie bike was used alongside a fruit kebab stall that the pupils prepared and managed. Bike Loans: Some pupils couldn’t get their bikes to school for the bikeability training so our project was able to loan some high quality bikes for them to take part on. Road Safety Assembly: This assembly promoted staying safe when travelling to school by promoting our catchphrase ‘Stop, Look, Listen, Live’ and promoting the ‘Be Bright Be Seen’ campaign.

Road Safety Bears Sessions: Early years and foundation stage loved meeting the road safety bears and learnt all about why they wear bright clothes, take their hoods down to cross the road and always hold their mummy’s and daddy’s hands when crossing the roads walking to school and in big crowds. Bling my Scooter/Bike Session: A fun lunchtime club

was organised to bling up the pupil’s scooters and bikes!

Christmas Fair: The smoothie bike was miraculously transformed into the hot chocolate bike for the Christmas fair! Rainforest Ramble (learning walk): A great adventure walk for the youngest pupils in the school saw us rambling through the local park spotting different animals that live in the rainforest. A great educational walk which the children loved – they even dressed up as explorers and animals! Scooting and Bike Skills: Year 2’s took part in a ‘on the move’ day where they studied different forms of transport and we practised our biking and scooting skills too in the yard. "It was the best! I got really good didn't I?" LP (boy in Y2) "I don't get chance to go fast like this when I'm playing out. And I know I can stop properly now." EB (girl in Y2) On the Move Assembly – A celebration event looking at all the work the children had done. I was honoured to present the prize draw and help celebrate all the pupils hard work. "What a fantastic skill session and perfect conclusion to our On The Move Topic. We will certainly ask Jennifer to do this activity next year as it gave children safety training in a fun yet structured way. Thanks to Sustrans for supplying helmets to the children who didn't have one (it will be arranged that they are a Lucky Draw Winner in the future!)" GC (Teacher) Normanby were also given 100 hi visibility jackets with Spike on the back like every primary school in Redcar and Cleveland, which they use for their walking bus and trips outside of school. Gill and the school are keen to continue the work over the next year and are keen to really try and increase the number of pupils travelling actively to school. We have recently completed the hands up survey and will be repeating this next year to see if the levels of cycling, walking and scooting have gone up.

4. Workplaces Workplaces across the Borough range from large scale employers in the steel, engineering manufacturing, and petrochemical industries through to high street stores, retail parks and smaller family businesses. The project officer is working with key people ‘Champions’ within workplaces to promote active travel and offer very practical support through Dr Bike, Bike Loan and Route Planning. Partnership work with the Better Health at Work Awards team and Weight Management Services have helped provide a combined approach/offer to workplaces.

4.1 Workplace activities A wide range of activities have been used to engage workplaces and their employees. These have been tailored to suit different businesses and to accommodate shift patterns, working hours, lunch and break times as well as the time employers are willing to give employees off their station to discuss and take part in the activities. Project staff have worked early

mornings and covered the midnight shift, in order to engage with all employees in the workplace. These activities have ranged from presentations made to large groups, to basic bike maintenance courses for small groups of five or six. Dr Bike and Be Bright Be Seen information stalls have been very successful and staff had a fantastic uptake with the challenges, used to encourage participation in both cycling and walking. In total, GMRC now has a portfolio of over twenty different activities available for delivery within the workplace. Bike breakfasts have been a useful way to engage employees walking and cycling into work. Participants are invited to have breakfast with other active travellers and the opportunity to talk to project staff that can help with maps, routes and travel information.

4.2 Workplace challenges The two main challenges used throughout the 2013-2014 delivery period have been the Step Challenge and the Racer Bike Challenge. These challenges have predominantly been used in large workplaces, with a great employee uptake. Step Challenge The Step Challenge is an eight week walking challenge. Participants measured the distance walked each day using a pedometer. The number of steps taken each day was recorded on a step count record card. The employees grouped together into teams of five and each team nominated a team captain. Every week the team captain collected the total number of steps taken by their team. The team captain would then email their teams’ weekly total to the Workplace Officer each week, The GMRC Project sent out an update email with the latest news, running step count total and ideas on how to increase participants step count. A Facebook page and project website was kept up to date with challenges, prize draws and participants stories. On the visual leader board included a map on the step counter, to see who was the furthest from Redcar. At the end of the eight week challenge, prizes were awarded for the furthest team and the furthest individual. The GMRC Workplace Team launched the ‘Walk at Work Step Count Challenge’ in 2013 in workplaces across Redcar & Cleveland. Participants Comments: “There were a few of us from different teams who live in the same area and travel to work together, we did things like get off a bus stop earlier and get out the lift a floor earlier.” “It was great for team building at work and getting to know your workmates while out for lunch time walks.” “I knew all the science stuff about the benefits that this might bring, but it was still surprising to feel how big a difference it made. The pedometer pushed me to go further every day.”

Racer Bike Challenge The Racer Bike Challenge has been a fantastic way to engage with employers and employees in local workplaces. The format used sees teams of four employees working collectively to reach the furthest distance. The bikes are set up on static turbo trainers, usually in an open office space, or staff canteen. The participants then pedal for five minutes, aiming to reach the overall greatest distance in that time. The teams total is then compiled and is compared against their rival teams. Prizes are awarded for the furthest team, but also for furthest male, furthest female and best team time. This is has proved to be a great way of engaging with staff, promoting the health and wealth benefits of cycling and providing advice and support to enable people to make the switch from the car to a bike. The Racer Bike Challenge is a fantastic engagement tool for both The Get Moving Redcar & Cleveland Project and for the employer. It brings a huge sense of camaraderie into the workplace. A bit of friendly rivalry helps to build team spirit. “Thank you for the ongoing support with our health promotions campaigns. The cycling challenges have encouraged many to increase their physical exercise and lifestyle choices in order to maintain physical fitness. 4.5 Workplace case study TATA Steel - Behaviour changes TATA steel has worked with the project to promote cycling and active travel to their workforce. They have erected their own cycle shelter giving employees a safe and secure place to park their bicycles. As part of TATA steels health and safety programme the Workplace Officer delivered two Be Bright Be Seen events, giving away Hi Viz products to ensure cyclists and walkers would be safer in the darker mornings and nights. Participants in the Be Bright Be Seen events received lights, reflective slap bands, mud guards, and Hi Viz jackets. With these events the Officer engaged with over 200 people ensuring a good percentage of TATA steel employees could be seen by motorists and other pedestrians in the dark. Following the construction of the cycle shelter at Skiningrove, a number of Dr Bike surgeries where delivered, where employees were encouraged to bring their bikes along for a health check- up and minor repairs. Some bikes arrived in a state but the doctors managed to bring them back to life and get another employee on the road using pedal power. A total of 24 bikes were repaired and made road worthy giving employees access to more cycling activity and more fresh air miles. One participant (Chris) who had his bike repaired has made a big behaviour change which includes his family of four. Chris and his family now regularly cycle on weekends in Guisborough and the moors. He has lost a great deal of weight with his new found passion for cycling and he continues to involve his family in weekend rides. In July and August TATA steel participated in an eight week step challenge with 45 people taking part. Over the weeks participants stepped their way to challenge for top spot in a team leader board. There were a couple of standout performers recording well over the recommended 10000 steps per day. But one person stood out from the rest come the end of the challenge. This individual continued to improve week on week in his steps but more so in the fact that Steve managed to lose four stone over the two month period. This was a massive achievement for him and since the challenge Steve has continued to lose more weight and is a shadow of his former self. In this instance the challenge has acted as a catalyst for his behaviour change and a change in lifestyle. "The programme has been a varied and fun one and delivered well. Nigel has been a great motivator of health and well-being of the employees at Tata steel Skinningrove for the last 18 months, he has been friendly and approachable to all of our colleagues. 5 Communities The Communities Officer supported by members of the team has delivered and attended many community events across the borough. Working closely with libraries, health centres and community groups to engage with families to offer a range of activities that promote walking/cycling and enjoying the outdoors. A real emphasis has been on rolling programmes of work that provides regular opportunities for families to get active. One such initiative is ‘Active Families’ which took place over 12 weeks every Saturday, offering a mixture of treasure hunt walks and bike rides. This regular intervention has provided local families with a fun and free active start to the weekend. Many families have gone on to receive loan bikes from the project, which has helped them travel around the area. Following on from ‘Active Families’, the Communities Officer has developed an ‘Active Steps’ programme in partnership with Boots Healthy Living Pharmacies. The general public are referred to the projects walks by the Boots staff as a remedy to help alleviate minor complaints such as back problems and general fitness issues. The project provides two health walks a week of varying difficulty. These walks have been running from Boots since February and have seen two participants become volunteers with the view to running these walks permanently after their volunteer training programme has finished. This partnership with Boots has also had an impact on their own staff. Ten staff are taking the opportunity to loan a bike to cycle into work. This has also resulted in an application for bike storage stands in Boots car park, so the staff can secure their bikes whilst at work. The team continues to make use of the range of family friendly locations including parks, walkways, visitor’s centres and museums and where, possible, to use and promote these facilities. This is evident through our new cycling group ‘Redcar & Cleveland Riders’. This group rides every Sunday, and various times throughout the week, enabling residents of Redcar & Cleveland to join guided rides throughout the borough. Many of the rides are run entirely through volunteers that have been trained through Sustrans GMRC project.

There have been many fun and educational activities delivered in communities from heritage walks, stabiliser free sessions, pedometer challenges to road safety. The age range of participants has been broad and it has been good to see activities attract many generations of families. Standout events that have been have been the Treasure Hunts, Santa Strolls, Teddy Bears Picnics, Wheelie Big Festival and the Road Safety Bear sessions.

“I started with the ‘Active Steps’ walks ran by Alex in February, I was advised of the walks by the healthy pharmacies in Boots, Guisborough. We meet every Monday and Thursday at 9:30am outside Boots on the high street. Within 10-15 minutes we can be walking in the local countryside seeing lots of local landmarks such as the famous Guisborough Priory, Highcliffe, Guisborough Branch walkway and Hanging stone. The walks we do are different depending on the day, the Monday walks are around 3-4 miles long and are suitable for everyone, I often bring the children along to a Monday walk when they are off in the school holidays, and my daughters love

the walks as it gets them out and about. The Thursday walks are a little more demanding and hilly, we tend to walk around 6-8 miles and try to move at a faster pace. The group on a whole is a very popular activity and everyone is so friendly, the social side to walking with people is really appealing and that’s what makes people come back each week. There is a variety of different ages that take part on the walks, and also different kinds of people from new mums wanting to lose their baby weight, to retired older people wanting some company, to socialise and for the health benefits too. Whilst we have been taking part in our walks we have been given pedometers to help us keep track of our progress, and we have also been given a “walking goodie bag” from Get Moving Redcar & Cleveland with things inside that come in useful to help keep us active and to use during our walks. My main reason for joining the walks is become healthier, active, lose weight and also to meet new people and socialise. I feel I have attained this with the ‘Active Steps’ walks. From a young age I have suffered with hip problems, having had several operations on them to make them stronger. My doctors told me more walking and exercising will help with the pain and some of the discomfort I feel in my hips. Since walking I have found my hips have been much better and I do not suffer with as much pain as I used to. During the time I have been taking part in ‘Active Steps’ I have lost around three stone and dropped two dress sizes and my health on a whole is so much better. Not only do I walk more often I now take part in local exercise classes such as aqua fit and fitness steps, and have not long since taken part in a sports relief team challenge swimming 5k in a team of five. I am beginning to see a real difference in my lifestyle which is for the better, not just for me but my family too. Being a full time mum this group allows me to socialise and exercise whilst my children are in school, also during the holidays its welcomes children to join in on the walks which they all love. Being part of this Group has increased my love of walking and exercising, so much that I have now become a Sustrans volunteer, undertaken some training and will be helping to run and organise walks in the future. I have even received a loan bike from Sustrans to help me continue to travel actively. In my personal opinion the active steps walks are brilliant and very beneficially to loads of different people, I hope that they will continue in the future, with more new people starting each week and new routes being planned.”

6. Electric Bikes The project has four ‘Giant’ electric bikes, two of the bikes are on loan with Grangetown Youth Club, where Youth Workers are using the bikes on outreach sessions enabling them to cover a wider area and engage with more young people. Another is with the Neighbourhood Police team in Skelton. The other bike is on loan with a local resident:

6. 1 supporting local residents

Bill is someone who seems to have benefited greatly from the Project’s support. Bill lives in a

small village in East Cleveland; previously he worked in the construction industry, but now he

is affected by health problems and has a condition that is similar to Meniers disease (a

disorder that affects the inner ear). Bill finds it difficult to cope with loud noises. This means

that he can suffer from sudden attacks and when this happens he has to return home quickly.

As a result of this condition Bill finds it hard to travel on public transport and will only travel in

a car when it is absolutely necessary. His Mum lives six miles away from him and Bill had

been making the two and a half hour journey each way by foot to go and see her and get her

shopping. He does have a mountain bike; however, the distance (longer quieter route) and

up-hill journey back proved to be too demanding. Tees Valley Rural Community Transport,

one of the Projects partners suggested that GMRC contact Bill to see if there was any way to

help him.

Following a phone conversation and completion of a health questionnaire, Bill was allocated

one of the projects electric bikes. He now uses this to make the journey to his Mums house,

he arrives in less than half the time and is in a better condition – the large panniers on the

bike also make it easier to get shopping. Bill stated that:

“The electric bike has made a huge difference to me, my confidence has improved and my

wellbeing is much better. Some days it would be easier to sit in the house but the bike helps

me stay independent and not become isolated”

The bike has also brought other benefits, Bill’s Mum is much happier because she sees him

more often and, his family have benefitted from now having time to do other things whilst Bill

is at his Mums. As well as this a Seagull that Bill rescued, Mrs Crabstick, has benefited from

the bike as he can now get to the larger supermarket to buy her crabsticks…

7. Bike loan scheme Work on the recycled bikes and pool bike loan schemes has continued over 2013-14. Donated bikes are collected then serviced and given out on long term loan to people who want to make the switch from a car to a bike or those that have a new job but no means of transport. Pool bikes (newer bikes) are loaned to people for a period of eight weeks. Should they then wish to purchase their own bike we have arranged a discount with local bike shops. Lack of space to accommodate bikes and volunteers has remained a problem, however it is hoped that the new satellite space (Route1) in the town centre will alleviate this problem. This year the bike loan scheme has provided 45 people with a bike and suitable locks and lights. They also receive maps of the area and support and advice on route planning.

8. Local Economy

The Project Co-ordinator and Team always try to spend the project’s budget locally, where possible buying goods, services, bikes and equipment from independent retailers, social enterprises and micro businesses across Redcar & Cleveland. From the 1st April 2013 - 31st March 2014 the project has been able to re-invest £13,687 back into the local economy. Added to the £35,588 previously spent brings the overall total to £49,275. The project also employs three full-time members of staff that live in Redcar & Cleveland.

9. Marketing/Media Promotion of the project is done through a range of media channels; these include social networking – Facebook and Twitter. The project’s website is also used to communicate the work carried out and upcoming events. Local community newsletters and school publications such as the Primary Times have proved to be a great way to publicise activities and events.

Posters and leaflets have also helped to spread the word. Local community radio has been used to promote events. Additionally local micro businesses have been commissioned to produce project mugs, t-shits and bespoke goodie bags. A Communications Policy between Redcar & Cleveland Borough Council and Sustrans is in use and the Project Co-ordinator has been working closely with the Redcar &Cleveland Borough Council and Sustrans Communications team on all aspects of project promotion, marketing and press releases.

Participants provided with travel information – it is difficult to quantify this target accurately, under Project Beneficiaries, as people have received information in varying formats e.g. maps, active travel leaflets, GMRC postcards, slap bands, pens, pencils, bags etc. All of which display the projects contact details. Therefore an individual may not have engaged in direct conversation however they have the means to access travel advice and information on the journey planner facility located on the project website www.active.travel.me Stakeholders/Volunteers – In order to report on this target it is firstly necessary to differentiate between the two groups as they are two differing entities: Stakeholders are people who have a vested interest in the delivery of the project – Management Committee, Steering Group etc. The Management Committee (consisting of four members) meet once a month and the Steering Group (eight members) meet once a quarter. Volunteers differ from stakeholders in that they are people who give their time freely to work alongside the project staff team to assist delivery.

The project has recruited 13 new volunteers in 2013/14; these include people who are working, some that are out of work and others who have now retired. They are from varying localities across R&C and have helped out with a range of activities including events, road shows, led rides and walks, admin and marketing. Volunteers are involved closely in the work of the project and support project staff with delivery. Volunteer training is an integral part of their role and this year they have taken part in, Induction, Route Planning, Walk Leader, Ride Leader, Food Hygiene, Personal Safety and Bike Maintenance. Each Volunteer is invited along to social events which allow them to spend time with other volunteers, and the Project-Co Coordinator supports them to apply for jobs locally. A few of the volunteers have grown in confidence and with their new skill set they are now at the point of planning and leading walks and rides in their own communities. In addition to this the project has had 2 students on work placement from Teesside University, The first placement was full-time for 6 weeks and the student helped with marketing and publications. The second placement was a 3 month full-time post graduate internship. This student worked on all aspects of project planning and delivery and raised the profile of the projects social media channels, she went on to apply for the Project Assistant post which became available and was successful. She is now employed as a full-time member of staff. The project is also taking 2 Occupational Therapists students on placement and a student from the University’s Summer Boost Programme. All students on placements are paid by the University of Teesside. Volunteer positions are advertised on Sustrans website, the project website, RCVDA, MVDA, and Teesside University

The team also work with Sustrans Redcar rangers. The Rangers tend to the paths and hedges along the NCN1 route that runs through R&C, keeping them clear and in good condition for the thousands of cyclists and walkers that pass through every year. The Rangers have helped out at a number of events and also access training opportunities.

Identification of new routes – project staff are working with local people, the Redcar Rangers and partner organisations to identify new routes. All suggestions/ideas are fed back to R&CBC. However, in discussions with the general public project staff are aware of the need to record the information whilst not raising expectations about installing new routes and cycling facilities given the current economic climate.

This includes both people that have attended relatively light touch community events, galas, fun days and activities, through to people who have done more focused in-depth activities such as bike maintenance, led walks/rides, family activities and road shows.

12. Monitoring & Evaluation Output data shows that the project has been delivering activities to a large number of participants across Redcar and Cleveland, meeting output targets. The majority of activity in year one and two has been around information-provision and awareness-raising. In the final year of the project it has been decided that the team should build on this groundwork with a more intensive package of activities to affect behaviour change. Following a review of the project in March/April 2014, a number of changes have been put in place for the final year of the project to help address previous issues around data collection and maximise response rates. This will also direct the focus on more intensive engagement of beneficiaries in year three. In schools, we are reviewing historic school travel data to establish a baseline for the project. Hands-up surveys will then be delivered in all schools at the end of the 2014/15 school year, and again in March 2015 at the end of the LSTF funding period. In addition to this, a teacher survey is currently live. This has been sent to one key contact within every school that the GMRC team has worked with over years one and two of the project. In acknowledgement that the project delivers a holistic range of activities, including light-touch activities (e.g. information provision) and more-intensive activities (e.g. led bike rides), we have introduced short-form surveys for light-touch activities, keeping the full survey in place for more intensive activity. We therefore now have a postcard registration form in use at light-touch activities, as well as the full questionnaire for more intensive activities. Due to low response rates to online follow-up surveys (administered by email), we have also put greater resource into telephone surveying for all follow-ups. To date, we have a 27% response rate to telephone surveys, compared to less than 5% for email/online follow-ups.

12.1 Get Moving Redcar and Cleveland: Outcomes analysis

Up until December 2013, 433 beneficiaries had completed a baseline survey, 57 of those respondents completed both a baseline and follow-up survey (a 13% follow-up response rate). Respondents had taken part in a range of activities; however the WIE (Info Stall) activity and Workplace Challenge were the most common activities

Table 1 shows the results of the pre and post comparison of outcome data. The results include respondents’ mode of travel, levels of walking and cycling and the number of respondents who are achieving the recommended government guidelines for physical activity.

Comparison of baseline and follow-up results indicate an increase in the number of respondents

achieving the recommended government guidelines of 30 minutes or more of physical activity on five

or more days per week, from 25% to 39%. However, there was a slight increase in the number of

respondents doing no physical activity.

When examining the data, 44% of respondents had increased their physical activity between

baseline and follow-up while 20% had maintained the same level of physical activity.

The results indicate a slight decrease in the average hours spent cycling per week from 12 hours a

week to 14 hours a week), from 3.82 to 2.18, although there was an increase of 2 hours for the

maximum number of hours spent cycling. This is reflected in the matched data, which shows 48% of

respondents reduced the hours they had spent cycling per week between baseline and follow-up. It

is worth noting that there was no matched data for 26 of the respondents.

The average (mean) hours spent walking per week increased by 2.41 hours between baseline and

follow-up. These findings are supported by the matched data, which shows that 60% of respondents

with baseline and follow-up data increased the number of hours they spent walking.

At follow-up, 37% of respondents were achieving 10 minutes or more of active travel on five or more

days per week (an increase from 25% at baseline). When looking at respondents matched data,

almost half of respondents (47%) had increased their active travel between baseline and follow-up.

Overall, the increase in respondents achieving 30 minutes or more of physical activity on five or more

days per week is encouraging, although these results should be interpreted with caution due to the

small sample size. The increase in physical activity is further supported by the increase in

respondents achieving 10 minutes or more active travel on five or more days per week.

Though the average hours spent cycling decreased at follow-up, average miles cycled in the

previous week increased. This suggest that respondents are cycling a greater distance overall but

the regularity and time taken has reduced.

Interestingly, results suggest an opposite affect has taken place for walking with average hours

spent walking increasing but average miles walked decreasing. This change in regularity and

distance for both walking and cycling suggests the project may impact on people differently

depending upon travel behaviour, though a larger sample size would be necessary to explore this

further.

It is important to note that not all respondents answered every question at baseline. We therefore do

not have a pre and post comparison for all 57 respondents. This may have impacted upon the

results. Additionally, during the first two years of the project activities were focused on providing

beneficiaries with information and raising awareness of the project rather than a more intensive

approach. Therefore, existing results make it difficult to draw any strong conclusions on how well the

project is doing in achieving the intended project outcomes. A major shift in behaviour change would

not be expected from light touch engagement, however the more intensive engagement planned for

the final year of the project should provide stronger results at follow-up.

Follow-up surveys were originally online and administered to participants by email however, after low

response rates and a review of this methodology, it was decided in April 2014 that follow-ups would

no longer be administered this way. When telephone follow-ups were conducted in October 2013,

they were proven to be a more successful methodology achieving a 27% response rate compared

with less than 5% response rate achieved by the email/online follow-ups. After the review in April

2014, it was decided that follow-ups would be delivered through telephone calls. Outstanding

telephone follow-ups are being conducted during July 2014 and will continue to be delivered in this

way as and when follow-ups are due, over the remaining course of the project.

13. Barriers to active travel

Results from baseline surveys conducted with beneficiaries of the Get Moving Redcar & Cleveland project, asked residents within the borough what they considered to be the main barriers to walking and cycling. Chart 1-1 shows barriers to walking and chart 1-2 shows barriers to cycling collated from over 250 adult responses.

13.3 Addressing barriers The team are working with schools, workplaces and communities to offer practical help and solutions to address some of the barriers that people have identified. Dr Bike sessions are helping to get bikes back in use and the loan scheme provides bikes to get people cycling. Route planning assists with timings for cycling and walking. Goodie bags (gained through a loyalty reward card) containing useful items, such as ponchos, gloves, maps, puncture repair kits etc. are used to encourage people to be more active.

14. Lessons learned Sourcing the most appropriate site locations to ensure best footfall has proved beneficial. Linking into national initiatives and campaigns to run local events helps with marketing and promotions. Advertising in school newsletters has proved to be a good way of increasing attendance at some events. Using social networking to promote activities and events. Workplace Challenges are a useful approach into workplaces. A better understanding of local communities and approaching key residents has helped gain access to events. The need to get people to book places for popular activities helps to keep numbers manageable. Building networks and partnerships with organisations across the sectors has helped to build up the projects reputation and accessibility. Promoting the health benefits and cost savings of active travel has proved to be a good way of engaging with some people.

15. Route 1 The Project Co-ordinator is working with a local organisation (Creative Thinking) to secure a satellite base in the town centre for one or two members of staff. The building, Route 1, will open in July 2014 and Creative Thinking will provide a cycle café, indoor cycle storage, changing facilities, cycle repair and cycle hire. GMRC will have space on the first floor. This includes a front desk and workshop area which will be used to service and repair bikes. The base will provide better access to the project for the general public, the opportunity to promote active travel and much needed storage and a safe and dry environment to work with project volunteers.

16. Next Steps The project team are now well established with good links across workplaces, schools and communities. Going forward in the final year of the DfT funding the team will build on their success to date in order to achieve its aims and objectives and exceed all the requirements of the project bid.

17. Sustainability/Legacy The Project Co-ordinator is working with the Regional Smarter Choices Manager, and the Regional Monitoring Unit to look at new funding opportunities for the project to continue beyond the initial DfT funding. It is hoped that Route1 will play a major part in the projects sustainability and ultimately it will be an integral part of the projects legacy in Redcar & Cleveland. Becoming, a well-recognised one stop shop for travel information, cycle storage and repair, maps and a cycle friendly café. The project continues to work with and build the capacity of local volunteers so they have the skills and confidence to continue promoting the benefits and ethos of active travel. Infrastructure - In addition to the five cycle storage shelters installed last year, new shelters are currently on order for Westgarth Primary, Grangetown Youth Club, Boots in Guisborough and at a location (TBC) in Saltburn.
