RECORDED MINUTES OF THE GLOUCESTER COUNTY SCHOOL BOARD

GLOUCESTER, VIRGINIA

JULY 14, 2015

The regular monthly meeting of the Gloucester County School Board was held on Tuesday, July 14, 2015 at the Thomas Calhoun Walker Education Center. The Chairperson called the monthly meeting to order at 6:33pm.

I. ROLL CALL

Roll call was taken by the Acting Clerk, and the following persons were recorded as present: Troy M. Anderson, Chairperson, George R. (Randy) Burak, Kimberly (Kim) E. Hensley, Anita F. Parker, Charles B. Records, and Kevin M. Smith, Members. Also present for the closed meeting: Walter R. Clemons, Ph.D., Superintendent of Schools, and John E. Hutchinson, Assistant Superintendent for Administrative Services and Acting Clerk. Carla B. Hook, Member, was absent.

II. CALL FOR CLOSED MEETING

At 6:33 pm, a motion was made by Mr. Burak, seconded by Ms. Parker and unanimously approved to adjourn for a closed session, pursuant to Code of Virginia , 1950, as amended, Section 2.2-3711 (A), Subsection 1, for the discussion of personnel matters (monthly appointments, resignations, etc.); Subsection 2, for the discussion of student personnel matters (1 recommendation for expulsion and 4 requests to home-school under religious exemption provision); and Subsection 7, discussion of/briefings by staff members on actual litigation (Grimm v. Gloucester County School Board. At 6:47 pm, the Chairperson declared a recess, and the meeting was relocated to the Thomas Calhoun Walker Education Center Auditorium.

Ill. RETURN TO OPEN MEETING/CERTIFICATION

Note: Ms. Betty Jane Duncan, Deputy Clerk, recorded the remainder of the meeting. The Deputy Clerk noted that all members were present for the open meeting.

At 7:02pm, a motion was made by Mr. Records to reconvene the meeting into open session and to certify that the Gloucester County School Board, while in closed session, discussed only public matters lawfully exempted from open meeting requirements provided in Subsection A of Section 2.2-3711 and that only public business matters that were identified in the motion convening the closed session were heard, discussed or considered . The motion was seconded by Ms. Parker and approved as follows:

IV. MOMENT OF SILENCE/PLEDGE OF ALLEGIANCE - Mr. Andersen led the Board and citizens in a moment of silence followed by the Pledge of Allegiance to the flag of the United States of America.

V. PERSONNEL ITEMS

A. Approval of Monthly Personnel Actions - A motion was made by Ms. Parker, seconded by Mr. Burak, and unanimously adopted to approve the monthly listing of personnel appointments, retirements, and resignations. (Approved personnel actions are attached to minutes)

A. Approval of Four (4) Requests for Release from Compulsory Attendance by One (1) Family Under Religious Exemption Provision- A motion was made by Mr. Smith, seconded by Mr. Records and unanimously adopted to approve four (4) requests from one (1) family to home school students under the religious exemption provision of the Code of Virginia. 1950, as amended, Section 22.1-254(B)(1 ). (Information on this action on file in the Office of Student Services)

B. Recommendation for Expulsion of One (1) Student -A recommendation for expulsion of one (1) student was changed to a recommendation to assign one (1) student to the alternative education program. A motion was made by Mr. Burak, seconded by Mr. Smith, and unanimously adopted to assign one (1) student to the alternative education program. (Information on this action on file in the Office of Student Services)

VII. ADDITIONS/CHANGES/ADOPTION OF AGENDA - Dr. Clemons recommended the following addition to the agenda: Under Administrative Services items: Add Update on Page Middle School under Administrative Services' items XV.D. Under Consent Agenda items: Move item VIII.H.20. File JHG/GEAB to Administrative Services item XV.B.2. A motion was made by Mr. Burak, seconded by Mr. Records, and unanimously adopted to approve the agenda as amended.

Mr. Andersen asked if there were any persons present who wished to address the Board. He asked that all persons state their name, the district in which they reside and to limit their remarks to five minutes or less. The following person spoke:

Howard Mowry (Gloucester Point) addressed issued including the teacher pay scale, merit pay, test scores, studenUteacher ratios , budget format, consolidation of services, and online courses.

X. STAFF PRESENTATIONS/RECOGNITIONS

A. Updates on Boards/Commissions by School Board Members - Mr. Andersen reported on a meeting of the School Facilities and Use Committee.

XI. SCHOOL BOARD MEMBERS ITEMS

A. Call for Nominations to 2015 VSBA Media Honor Roll - A motion was made by Mr. Records, seconded by Ms: Parker, and unanimously adopted to nominate Ms. Fran Hubbard (Daily Press) to the 2015 VSBA Media Honor Roll. Further a motion was made by Ms. Parker, seconded by Ms. Ms. Hensley, and unanimously adopted to nominate Gloucester County Community Education (Beehive publication) to the 2015 VSBA Media Honor Roll.

B. VSBA Legislative Advocacy Conference -- Thursday, September 10, 2015, 8:30 am to 1:15 pm at Doubletree by Hilton in Charlottesville at $150 per person. The Clerk would like to know if anyone would like attend for pre-registration (by 8/27/2015) purposes.

C. Other Matters as Brought Up by Board Members - There were no additional matters brought up at this time.

XII. SUPERINTENDENT'S ITEMS

A. Proposed Dates and Locations for School Board/Superintendent Retreat - Dr. Clemons provided information on scheduling of a School Board/Superintendent Retreat during August. Mr. Andersen will survey Board members to see if all could attend a retreat on the afternoon of August 11 in the Hampton area.

XIII. BUDGET AND FINANCE ITEMS

A. Monthly Departmental Report -- Ms. Wright reported on activities and accomplishments of the Office of Budget and Finance during the month of May. Board members noted that Ms. Wright would be leaving the school division prior to the next School Board meeting and expressed appreciation for her service to Gloucester schools.

B. Acceptance of Donations -- Ms. Wright highlighted the donations and scholarships received by the division totaling $5,098.60. A motion was made by Ms. Parker and seconded by Mr. Burak to accept with grateful appreciation the donations as outlined. The Deputy Clerk polled the Board as follows:

C. Financial Reports - Ms. Wright presented the following reports for information. All reports were accepted by the Board as information.

XIV. INSTRUCTIONAL ITEMS

A. Monthly Departmental Report - Dr. Wagner reviewed highlights for the month from Instructional Services and reported on activities scheduled for the summer.

XV. ADMINISTRATIVE ITEMS

A. Monthly Departmental Report - Mr. Hutchinson provided information on the projects and activities accomplished by the Administrative Services team during the month of June 2015. He also reported on projects scheduled for the summer.

* The following item was considered out of sequence from the agenda as adopted.

* D. Update on Page Middle School - Mr. Hutchinson and Mr. Scott Shorland, Project Manager, provided information on the progress of construction at the new Page Middle School and the status of the removal of the modular units on the GHS campus. A certificate of occupancy is expected to be issued for the Page project by mid-August. Parents of Page students will be invited to an open house prior to the opening of school, and a grand opening ceremony and public tour will be held in early fall.

Mr. Hutchinson issued an invitation to Board members to attend a farewell reception for staff members Shirley Chirch, Joanne Wright, and Diane Clements Gamache on Tuesday, July 21 , at 1 :00 pm in the TC Walker Education Center cafeteria.

B. Policy Manual Update (new policies) - Mr. Hutchinson presented the following new policies for consideration and recommended adoption on 1st and 2"d readings:

A motion was made by Ms. Hensle¥, seconded by Mr. Records and unanimously approved to adopt Files GEAB and JHG on 1st and 2" readings as recommended .

C. Approval of 2015-2016 Pay Plan/Supplements - Mr. Hutchinson presented the 2015-2016 proposed Pay Plan and Supplements and recommended approval. A motion was made by Mr. Burak and seconded by Mr. Smith to approve the 2015-2016 Pay Plan and Supplements as recommended . The Deputy Clerk recorded the following vote:

BACKGROUND / SUMMARY: Dearborn National was awarded STD and LTD coverage under RFP 11-018 with rates guaranteed from October 1, 2011 to September 30, 2013. The RFP allowed for a one-year award and four successive one-year renewals. A one-year renewal option remains at this time. The STD coverage is on an Administrative Services Only (ASO) arrangement at a rate of $1.43 per person per month. This rate has remained unchanged since inception in 2005. Since January 1, 2014, all new hires with no prior non-refunded VRS service are covered under the VRS Hybrid Retirement Plan. This plan does not provide for disability retirement and Hybrid employees are covered under the Standard for both LTD and STD. Hybrid employees are covered for work related disability in the first year of employment and not covered for non-work related disability until after the first year of VRS membership. On April 15, 2014, the School Board approved a recommendation to include Hybrid employees under the Dearborn STD plan during the first year of employment. Plan 1 and Plan 2 employees are covered under the Dearborn National STD and eligible to participate in the voluntary LTD coverage. KSPH, our insurance consultants, has secured a one-year renewal with no change in rates. REQUESTED ACTION: That the School Board award the STD and LTD coverage to Dearborn National, effective October 1, 2015 through September 30, 2016 for Plan 1 and Plan 2 VRS covered employees and hybrid employees during the first year of employment for non-work related disability. On May 12, 2015 the School Board approved the award of the health insurance coverage to Anthem Blue Cross Blue Shield with the option to renew for one additional one-year term, commitment in advance for Anthem’s reinsurance on run out claims and level premiums. Coverage is effective October 1, 2015 through September 30, 2016. The plan comparison provided by the consultant required two corrections:

1) HealthKeepers 10 & 25 was corrected to reflect that prescription drug tiers 2-4 will apply to the deductible rather than tiers 2-3.

2) Lumenos prescription drug coverage as corrected to reflect four tier payment levels. This information was correctly communicated to employees on July 27, 2015. PROFESSIONAL STAFF DEVELOPMENT

The Gloucester County School Board provides a program of high-quality professional development, subject to availability of funds, to include, but not limited to, programs:

(i) in the use and documentation of performance standards and evaluation criteria based on student academic progress and skills for teachers and administrators to clarify roles and performance expectations and to facilitate the successful implementation of instructional programs that promote student achievement at the school and classroom levels;

(ii) as part of the license renewal process, to assist teachers and principals in acquiring the skills needed to work with gifted students, students with disabilities, and students who have been identified as having limited English proficiency and to increase student achievement and expand the knowledge and skills students require to meet the standards for academic performance set by the Board of Education;

(iii) in educational technology for all instructional personnel which is designed to facilitate integration of computer skills and related technology into the curricula, and

(iv) for administrative personnel designed to increase proficiency in instructional leadership and management, including training in the evaluation and documentation of teacher and administrator performance based on student academic progress and the skills and knowledge of such instructional or administrative personnel, and

(v) designed to educate School Board employees about bullying and the need to create a bully-free environment.

In addition, the Board provides teachers and principals with high-quality professional development

each year, to include, but not limited to, programs in:

(i) instructional content; (ii) the preparation of tests and other assessment measures; (iii) methods for assessing the progress of individual students, including Standards of Learning

assessment materials or other criterion-referenced tests that match locally developed objectives;

(iv) instruction and remediation techniques in English, mathematics, science, and history and social science;

(v) interpreting test data for instructional purposes; (vi) technology applications to implement the Standards of Learning; and (vii) effective classroom management.

All instructional personnel are required to participate each year in professional development

programs. Employees may be required to take certain coursework or receive training as determined by the Superintendent for the benefit of the educational program and/or for professional development. Such required activities will be taken in the time frame specified for completion. All tuition costs for the required coursework or professional activities will be paid by the school division. When the school division pays for coursework, the Superintendent may shall request in writing that the employee agrees to a reasonable period of continued employment or the money paid for the coursework will be returned to the division.

The board will annually review its professional development program for quality, effectiveness, participation by instructional personnel, and relevancy to the instructional needs of teachers and the academic achievement needs of the students in the school division.

• Congratulations to Ms. Jennifer McSweeney. She will be leaving Achilles to take on the new role of Literacy Coach for GCPS. We all wish her well in her new endeavor and look forward to working with her in this new capacity.

• Three new teachers will be joining the Achilles staff, along with two support staff transfers. Excited to say that Achilles is fully staffed for the 2015-2016 school year.

Forty-three students in rising grades 1, 2, 3, 4, and 5 attended Achilles summer school. Attendance was consistent and very few absences were recorded. Our program theme was “survival” in grades 4 and 5, and included summer topics in the lower grades. Each class focused on the academic concepts of the following:

• Math- number sense, computation and facts, word problems and problem solving • Writing- sentence structure, paragraph writing, grammar skills • Reading- fluency and comprehension strategies

Each teacher used pretests and posttests to measure student progress and achievement during the summer school program. Assessment measures included:

• Math- teacher-made computation and word problem assessments and progress on math online programs, such as Xtramath.org

• Writing- writing prompts using GCPS grade level rubrics • Reading- Grades 1, 2, and 3- DRA, Grades 4 and 5- STAR

Our program was enhanced through the use of the Gloucester County Bookmobile and several guest speakers. Each class visited the library Bookmobile once a week. Students and teachers were allowed to check out books, encouraging student choice and independent reading. Guest speakers include Deputy Saulman, the Humane Society, the Fire Department, and VIMS. Students learned about safety and survival skills, and how animals survive in their habitats. Our students enjoyed these visits and had the opportunity to write about their experiences. OFFICE OF HUMAN RESOURCES MONTHLY REPORT

School Board Meeting - Tuesday, August 11, 2015 We enjoy helping staff reach their goals as well as moving forward with a few goals of our own. NEW AND BEGINNING TEACHER/SUPPORT STAFF ORIENTATION FOR THE 2015-2016 SCHOOL YEAR The New and Beginning Teacher/Support Staff Orientation is scheduled for Thursday, August 20 in the Thomas Calhoun Walker Education Center cafeteria. Support personnel are only required to attend the first portion of the day’s events as the remainder of the agenda will be professional development activities for teachers. All School Board members are invited for breakfast and to welcome the new employees. STAFFING/RECRUITMENT We are continuing to advertise, screen applications, and conduct interviews for the remaining 2015-2016 vacancies. We are utilizing the following recruitment tools:

• colleges/universities’ career centers and websites, • local and state publications, • local, state, and national human resources organizations, (Tidewater Association of School

Personnel Administrators, Virginia Association of School Administrators and the American Association of School Personnel Administers)

• other job networking sites, such as Jobs.Richmond.com, careerbuilder.com, The Job Network social networking feeds (Facebook and Twitter), aggregator sites, such as SimplyHired, GlassDoor, ZipRecruiter and Indeed,

• the GCPS job board, and • word of mouth as everyone can be a recruiter for the division.
