ALEC or the American Legislative Exchange Council

Although this “exchange” group has been in existence since the 1973, this editor first became aware only after

the murder of Trayvon Martin under the excuse of a, “Stand Your Ground Law.” Texas and 32 other states

have a similar law. Following the information trail, the NRA name came up many times, but also another group

was mentioned: ALEC. The National Rifle Association (NRA) is a member of ALEC. A simple Web search

produced the ALEC website: www.alec.org and ALEC Exposed website: www.alecexposed.org. Further

searching lead me to the People for the American Way Foundation www.pfaw.org and Right Wing Watch in

Focus www.rightwingwatch.org. Well over 200 corporations are involved in ALEC and 3000 legislators,

nationwide, including 112 members from the Texas Legislature, Slick-Rick Perry and other top-ranking Texas

officials. I did note the Democrats have all decided to not renew their association with ALEC. The same Texas

Legislature and officials which gave us the judged-discriminatory Voter ID laws and redistricting, denounced

healthcare reform, defunding existing healthcare organizations effectively ending women’s healthcare, increased

corporate power including granting eminent domain privileges to domestic and foreign companies, limited

(further) worker’s rights, strangled the public schools, promoted school vouchers and diverting, ignoring and

ending safeguards of air, water, land and wildlife of Texas.

In the list of corporate members I found, predictably so, Koch Brothers, Walmart, AT&T, Comcast, Verizon,

Time-Warner, AOL, Anheuser-Busch, Energy Future Holdings, CenterPoint Energy, Microsoft, Union Pacific,

stopping at State Farm Insurance.

We have had our house and car insurance with State Farm for nearly 35 years. Recently, I received a call from

our agent, Rick Hanley, saying our coverage would be adjusted (lowered, he confessed) and the premium would

be raised. The CEO of State Farm made $10,800,000 in salary last year. State Farm has repeatedly requested

rate increases from the State Insurance Board. Finally, I found something we could do. We cancelled State

Farm Insurance and took our business to AAA, got more coverage for the house – the Premiere Policy -– for the

same money and saved more than $400 a year on our auto coverage – for more coverage, as well. We struck a

blow for the middle class. I also gave up Bud Light, Coors Light and Miller Lite – leaving me a principled

but a very dry, good Democrat.

Next came paperwork for The Texas Democratic Party Convention. Chuck and I are both delegates. Obama

delegates of course. While filling out the paperwork for the Lady Bird Johnson Breakfast ($70) and the

Opening Night Event, (another $70), I scanned down to look at the list of sponsors. Eight of the convention

sponsors are members of ALEC. (Not State Farm, however). I immediately called the TDP about this, and after

a couple of days which included the intercession of some VIPs, I got a call to explain this “ALEC-connected”

sponsorship. “The convention costs a great deal of money and these companies are willing to buy advertising.”

When I suggested this was rather like sleeping with the enemy, I was assured with: “MSNBC has advertising

from these and other companies. We wouldn’t expect Ed Shultz and Rachel Maddow to quit their jobs because

they didn’t like the advertisers. Now would we?”

Extraordinary News, “Historic decision, changing the base of supporters (MSNBC NOW with Alex Wagner): President Obama

announced today the historic affirmation of same-sex marriage. Wow and Hallelujah! Vice President Biden gave

his support to same-sex marriage just the other day. I truly believe we will all be more whole and certainly more

healthy when this becomes the law of the land and all people can have the blessings of liberty. The work isn’t

done, by any stretch. Yesterday, North Carolina passed some of the most stringent laws in the U.S., mandating

marriage can only be between a man and a woman and restricting association between any unmarried couples.

According to David Letterman tonight, in North Carolina a man and a woman can be married and divorced as

many times as they choose; the age of consent in N.C. is 16 years of age; marriage between first cousins is

permitted and it is only a misdemeanor to sleep with your auntie. (I didn’t fact–check this – other than boldly

accept Letterman’s information, verbatim.)

The National Democratic Convention in early September is in Charlotte, N.C. Tonight, in Oak Cliff, there was a

march and demonstration, I assumed all sponsored by the incredible Stonewall Democrats in Dallas. According

to Channel 11 CBS News, the group celebrated the president’s affirmation of same-sex marriage and demanded

the Democratic National Convention be moved out of North Carolina. I wish I could have attended, taking

pictures and bringing to Garland Democrats and to all the readers of the Voice, one more example of strength

in working together to bring about change and right.

Sweat Equity Turns Dallas BlueThe VOICE regularly applies for Media Credentialsfor the various events. The goal is to bring eventsto our readers. Our requests are met with varyingresponses. This year we have photographed the

I am very disappointed in this decision. The Garland AreaDemocratic Voice carries the Democratic News and Information to the hard-working folks of, not only Garland, but the entireMetroplex. We have walked the neighborhoods, made the phonecalls and given what we can – many of us survive on SocialSecurity.

Here's a real fact: After paying for my health insurance for May,there would not be enough money to make the $250. contributionto our president's campaign.

The Garland Democrats are a hearty, hard-working group whoexist on the lower side of the middle class. In the GarlandDemocrats are six or eight veterans. One of our veterans (KoreanConflict) spends one day a week at the VA repairing wheelchairs(volunteer). Another member, a federal employee, has walkedmore miles in the Garland neighborhoods than can be counted; another member, a retiree, works hours fighting for healthcare,especially for women's healthcare, which has been stolen away inTexas; we have an environmental crusader and wildlifepreservationist in our midst. This past weekend we have hostedtwo forums for our Democratic candidates. These same folks arealso precinct chairs (and retired precinct chairs) in Garland – wecount at least 10 current and/or retired precinct chairs. Garlandcontinues to make a big contribution to the sweat equity of BlueDallas County.

The all-volunteer staff of the GADC VOICE works tirelessly to getthe news and information out to Democrats. Another veteran isour volunteer webmaster and scientific writer/researcher. Ouremail subscriptions are without cost and number well over 1,000 inGarland, Dallas County, the Metroplex, Texas, and to most of therest of the U.S. The GADC Voice is as close as any of us will get tothe mainstream politics and events.

Fracking - No Problem!

At a meeting recently, an agent of a drilling companystood and refuted information concerning the dangersinvolved in fracking: “We here in North Texas have atremendous gift in the form of great reserves of clean,natural gas located deep and very much below the watertable. We have the opportunity to reduce ourdependance on foreign energy and reap the tax benefitsother cities have enjoyed.”

Here are just a few of the “gifts” of fracking:

1. A glut of existing natural gas supplies. Storagefacilities will be filled by October. Current cost is$2.00. For $6.00 cost, this same natural gas can besold to China for $16.00. (50% profit margin).Companies won't pass the profit on to the U.S.mineral owners. The price of gas is on the currentrate of gas the U.S.

2. Permanent loss of ground water. Less than 7% ofthe water used for fracking is recovered. The rest ofthe poisonous brine is pumped into abandoned mineshafts for perpetuity or when the brine dissipates intothe surrounding earth.

3. Air pollution: In an SMU study, air pollution fromBarnett hydraulic fracking exceeds total air pollutionfrom all vehicular traffic in the DFW Metro Area.

4. Land surrounding mines is lost forever to otherusage and remains off the tax rolls.

5. Increases in the incident of asthma, lung cancerand other respiratory ailments. The CDC (Centersfor Disease Control) reports asthma rate for childrenin six Texas counties with a heavy concentration of oiland gas wells twice the national average of 8.2%. TheCDC also reports breast cancer increased by 20% inthis same area while it has declined by 10% nationally.

Garland Area Democratic Voice I Hope Someone Hears You

In this political year when none of us can take a breath between emergency calls to action, I hope someone hears you

the way Mayor Ron Jones heard our concern about the threat to our water supply form the Seaway Tar Sands

Pipeline. As you have read in previous issues of the Voice , this pipeline is going to

carry poisonous corrosive dilbit (the tar sands product forced through a pipe) that

will soon be running across Lake Lavon and every stream supplying water to

Garland.

Fortunately, Editor Rachel Baker Ford, was able to join me for the appointment

time which opened up at the last minute for the for the April Mayor’s Night In, the

time he sets aside to listen to his citizens. With 15 minutes preparation time, she

presented the facts and references to substantiate concerns about the likelihood of

disastrous spills which could depopulate our area.

Mayor Jones is well informed about how carefully water must be managed in this

area which didn’t surprise me. What did surprise is how diligently he studied the

information we presented and how generous he and Elizabeth Dattomo, his

executive assistant, were with their and time. Not only did Mayor Jones hear our

facts, he concluded the meeting saying, “I’ll contact some people in the other cities

and on the regional water boards. I can do that because I know people.” making it

clear he wanted to learn more in order to make a plan and the plan would involve

Rachel and me.

That’s good government. Hear the people. Address the people’s problems. Govern for and by the people. Wow!

Wouldn’t it be great if anyone in Austin or Washington D.C. could hear you?

In The Mayflower Compact, 41 sovereign individuals, of their own free will,in their words, did “covenant and combine ourselves together into a civicBody Politick for our better Ordering and Preservation…to enact, constituteand frame such just and equal Laws, Ordinances, Acts…as shall be thoughtmost meet and convenient for the General good of the Colony; unto whichwe promise all due Submission and Obedience.” This simple statement, these words, provide the model for everything essential in government. (1) Sovereignty of the individual; (2) Recognition a free person canrelinquish a measure of their sovereignty to achieve, with others, what theycannot achieve alone; (3) Importance of the "civic body" including allcitizens; (4) Common good is the goal of the compact; (5) Everyone pledgesto obey the law. Thus was born the concept of the social contract and essenceof a democratic government.

Our national history is one of the elements of this essential formula beingrejected by some parties or political factions. Element three, the democraticelement, is a continual source of division, culminating in the Civil War butcontinuing to this day in the quest of equal rights for all people. Elementfour is fought by the 0.01% because they do not want to relinquish their holdon their inherited wealth. The GOP, Tea Party Conservatives andNorquistites have a problem with element two and five as they embraceeconomic anarchy by attempting to starve the federal government intoimpotence, simultaneously embracing religious absolutism centered aroundthe denial of a woman’s health and reproductive rights. The problem is notthe unclear notes on the page; some do not want to play the tune!

This need not be. Civility will return to our "Body Politick" and we sit downat the table across from persons whose integrity we would defend as wewould our own, and compromise to what we will contribute to achieveAmerica’s greatness. Surely, it is not too much to ask of ourselves in the lightof what has been given by so many to bring us to this day.

Texas enables residents to vote in the days and weeks before an electionto make the voting process more convenient and accessible. There aretwo ways to vote early: by showing up in person during the prescribedearly voting period or by voting by mail.

Voting Early voting: May 14, 2012 through May 25, 2012.Polls Open: M-F 5/14–5/18, Sat. 5/19 & M-F 5/21–5/25 8:00 am –7:00 pm Sun. 5/20 1:00 pm–6:00 pmGarland City Hall, 200 North 5 ST. th

Voters may cast a ballot at any early voting location in Dallas County. Election Day: May 29, 2012 7:00 am –7:00 pm. Voters cast their ballotin their precinct polling place.

To vote, the voter must present their voter registration card (Yellow) or another form of identification

proving name and residency which must also appear in the voter rolls to receive a ballot.Run off Elections: July 31,2012 More information can be found at: http://votetexas.gov/

The Voter ID law is not in effect. It is in the courts. Voters do not need to show a photo ID to vote in the

May 29 Primary Election. th

2012 Precinct Chair FilingAttention Precinct Chairs:

Due to the redistricting of precincts and the March 1, 2012 court order from the United States District Court forthe Western District of Texas extended the filing period for the office of Precinct Chair. The filing period ends

on June 1, 2012. The Precinct Chair Election will be held during the July 31, 2012 Runoff election.

Candidates for Precinct Chair may refile, amend or withdraw their application for Precinct Chair in their newprecinct no later than 6:00 p.m., June 1, 2012. All Current Precinct Chairs must refile. If only the precinct

number has changed, notarization not required. Fill out the application with your new precinct number andsend it in, fax or email it to Dallas County Democratic Party
