ith the Pacific Ocean on herwest, the Atlantic to the eastand the Arctic to the north,

Canada possesses one of the world'slongest and most unusual coastlines.The coastal zones of the west and eastare unique geographically and industri-ally, considering the east's St. LawrenceRiver, massive Gulf, Labrador Sea andthe huge Hudson Bay. The QueenElizabeth Islands of the NorthwestTerritories compete only with the tip ofGreenland on their reach to theNorthpole. The Yukon shares with herbordermate, Alaska's concerns of popu-lation, petroleum production and pollu-tion control.

To maintatn a constant vigil overthis vast and rather inaccessible landrequires patrol by aircraft. It is interest-ing to note that Canada is the secondlargest country in land size and that her

seacoast includes 36,356 miles of main-land and II5,l33 miles of islands.

Eighteen years ago, Canadaselected an aircraft to fulfill her opera-tional requirements and to replace theirold, beloved, glass-nosed Argus. Theirchoice would be a customized P-3 Orionredesignated the CP-140 and renamedthe Aurora.

To some, Aurora conjures upthoughts of Greeks mythology. Aurorawas the goddess of the dawn, who wasin love with ORION the Hunter, a nice,coincidental match of names. Othersenvision Canada' s Aurora Borealis ornorthern lights display, which becametheir logo.

Built for Canada by Lockheed inthe late l9l0' s, the CP-140 is a longrange maritime surveillance aircraftbased on the P-3C Orion. The aircraftshares the same basic airframe and

engines as the P3C, but containsadvanced avionics of Lockheed's S-3AVIKING modified for the Aurora. Oneof the major differences of the Aurora isits unique interior crew alrangement. Bycareful Canadian design, all the sensoroperators are clustered in the center ofthe aircraft to foster improved crewcoordination and mission efficiency.

Like the P-3 Orion at that time, theAurora was primarily used as a subma-rine hunter and was a vital link inNATO's Arctic defense of the NorthAtlantic during the Cold War. TheAuroras also performed multiple sover-eignty roles, search and rescue andnational interest missions.

Today, the aircraft are concentrat-ing their support to the national interestroles. Besides performing traditionalmaritime patrol missions, the burlyAuroras conduct civilian government

tasks that include environmental moni-toring, fisheries protection, law enforce-ment support, northern sovereigntypatrols and iceberg reconnaissance.

Many of the civilian tasks resultedfrom the Department of NationalDefense (DND) signing Memorandumsof Understanding with various Canadiango\rernment agencies to provide themu,ith aerial support. Now the Aurora'smulti-mission capabilities are beingfulll,utilized.

PROTECTING THEIRENVIRONMENT

Enr,ironmental Canada utilizes theAuroras for monitoring of pollution andcontrol of natural resources to includeanimal population census and aerialmapping. Some of these missions areaccomplished through design provisionsin the aircraft, with specialized packagesmounted in the weapons bay to housesensors and photographic equipment.There is even a provision for a Side-Looking Airborne Radar (SLAR) in theaft section of the aircraft.

DEFENDING FISHING ZONESIn support of the Department of

Fisheries and Oceans (DFO) enforce-ment program, Canadian Auroras moni-tor shipping traffic in maritime regionsto locate and identify violators ofCanada's 200 mile EEZ or ExclusiveEconomic Zone. Auroras investigatesuspect vessels, querying them as totheir point of origin, cargo on board andamounts and types of fish collected.Violators are identified and photo-graphic evidence is generated to aid inprosecution.

Canada is also a member ofNAFO, the North Atlantic FisheriesOrgamzation and is responsible forpolicing fishing zones outside of its 200mile limit.

COUNTERING NARCOTICSINFILTRATION

Through a Memorandum ofUnderstanding between the DND andthe Royal Canadian Mounted Police (inassociation with Canadian Customs)military Auroras provide aerial surveil-lance to monitor and track surface ves-sels suspected of smuggling drugs intothe maritime provinces. These missionsusually include drug liaison officersfrom the RCMP aboard the aircraft tocoordinate operations. The Auroraslocate, identify and track these ships

until seagoing law enforcement or CoastGuard assets can intercept and board thecraft. If contraband is found and arrestsare made, photographs and data collectedby the Aurora are used as evidence incourt. Canadian Auroras have beendirectly involved in such operationsover the years, with several recent cap-tures netting very large quantities ofdrugs bound for Canadian cities.

PAIROLLING THE GREAINORTHWEST AND ARCTIC

Another important national interesttasking, vital to Canada's sovereignty isNorthern Patrols of its Arctic region.This mission stems from a 1985 govern-ment mandate for the miiitary to demon-strate a presence in isolated Arctic andcoastal territories, to assert Canada'ssovereignty and protect its naturalresources from those who would exploitthem. This mandate contributed greatly

The 14 Wing operates the 415,405 and 404Squadrons, and the MP & EU (MaritimeProving and Evaluation Unit). Their centralizedmaintenance group, the'1.4 AMS, is a substantialpart of the Wing as well. The 19 Wing onVancouver Island, supports the 407 Squadron.

A Northern Patrol is usually syn-onymous with the Arctic surveillancemission, but can also include other task-ings such as pollution monitoring, animalpopulation census, emergency medicalevacuation and Arctic search and rescue.

One important sub-mission ofNorthern Patrols is Ice Reconnaissance.Icebergs located during "NORPATS"are reported to the Iceberg CentralDivision of the Canadian Department ofTransportation. "Ice Central" uses ice-berg location data in its maritime radioreports to mariners, for safer navigationof northern waters.

Most of these missions are nowflown by their three new Arcturus air-craft. These were the last three P-3Cairframes off of Lockheed's closingPalmdale production line. Originally, thethree planes ordered were intended to befully equipped Auroras, but when theCold War defused, their mission wasredesigned. Delivered "Green" withoutany avionics or sensors, the Arcturus'were equipped with minimal equipmentnecessary for Arctic surveillance byIndustrial Marine Products (IMP) ofHalifax, Nova Scotia. Lacking theAuroras ASW and associated gear, theArcturus is lighter and profits withgreater range.

The CP-140As use the APS-507(APS-134) Radar and enhanced longrange navigational and communicationssystems. They regularly caffy SurvivalKit Air Droppable (SKADS) multi-purpose life rafts designed for deploy-ment from the weapons bay. TheSKADS provide a significant measure ofemergency/survival equipment for anysituation.

The Arcturus augments the fleet inother ways, especially in pilot training,but they also work as a logistical trans-port, ferrying spare parts and replacementcrews to deployment sites.

SUPPORTING OPERATIONSHARP GUARD

Although expanding national interestroles of the Auroras are important in thisPost Cold War era, traditional militaryroles of the Aurora are still in demand as

demonstrated during the recent supportof NATO operations in the Adriatic.

The Canadian Auroras have beenparticipating in operations to supportUnited Nation's Resolution 820, enact-

GANADAing an economic embargo against theformer republics of Yugoslavia, as partof Canada's NATO commitment.

Since early September (1993), theAuroras have been flying armed mis-sions over the Adriatic from Naval AirStation Sigonella, Sicily. Sharp Guardsupport missions include surface sur-veillance operations to detect, identifyand query any merchant ships in theregion. Those suspected of carryingprohibited cargos to the formerYugoslavian republics are reported tothe fleet aircraft command and controlships. Suspect vessels are then targetedfor intercept and boarding for inspec-tion by other NATO surface units. Iffound to be violating the imposedembargo, the ships are escorted to portfor discipline.

Sharp Guard has been one of thefirst major international deploymentsfor Canadian Aurora squadrons. Crewsfrom 405, 4I5 and 407 squadrons regu-larly rotate through Sigonella every 30

days in overlapping schedules. Prior todeploying, each designated crew isassigned to special orientation trainingconsisting of rules of engagement,defensive air combat maneuvering,potential threat identification, local sur-veillance techniques and regionalgeopolitical background. Cockpit crewsengage in additional flight simulatortraining emphasizing aircraft handlingcharacteristics with higher grossweights (due to weapons loads).

LOOKING AHEADCanada has not been immune from

budget cuts and defense downsizing.Yet, as in the United States, her mis-sions and obligations to NATO con-tinue. So to keep their planes updatedand in condition for their future require-ments and interoperability with otherplatforms and P-3s around the world,the Aurora Life Extension Project hasbeen initiated. The Project is a series of"supportable" avionics enhancement

initiatives for prototype systems.Design studies are culrently underway,as required by Project Management-Aurora Office.

Their goals are set on the integra-tion of GPS (Global PositioningSystem), SATCOM and a new ESMwith a stand-alone, self-protection suite,

as well as a color weather radar andcommunications management package.

Eventually, a new acoustic proces-sor, 99 channel sonobuoy receiverset and an imaging "Spotlight SAR"Mod to the radar may see their way intothe suite.

Another initiative in progress is theinstallation of Structural DataRecording Systems (SDRS) on severalaircraft to generate information for a

structural life extension study. Theirobjective is to determine the cost andeffort to prolong the structural life ofthe aircraft to the year 2025. lr

to allow disastrously-low, stocks of cod, halibut and ground-fish to recover. But although other members of the NorthAtlantic Fisheries Orgamzation, NAFO, have agreed toobserve quotas on many species, this only applies to vessels

registered in those countries. It is an easy matter to register a

ship in Panama and Liberia, with much-lower standards, as

operators of cargo ships found out long ago.Only onboard inspection can tell what they're catching.

They mainly haul in various species of groundfish, but theykeep everything they catch.

The Canadian cuts in fishing quotas began with northerncod, but then were extended to almost all groundfish. These

include such types as red and silver hake, flounder and pol-lock. This latter has become popular recently under the com-mercial name Boston Bluefish, and is also dyed red, flavored,and sold as mock crab.

According to fisheries officer Trent Barrett, there are less

illegals now due to the constant patrol of the waters and tovery high fines. *

The flag on the fishing trawler says it comes from Belize.Or Panama. Or Sierra Leone. But the nationality of its crewsays it really hails from more Mediterranean climes. It sits juston the line that limits Canada's 20O-nautical-mile economiczone, on the edge of one of the greatest fishing areas in theworld, The Grand Banks off Newfoundland. The captain ispreparing to place his trawls in the water. It is a rough day,with two-metre waves, and a low overcast that threatens snow.The foreign skipper is quite confident he can haul in his catchand make his way clear without getting caught.

Suddenly, out of the sky, comes a grey shape, its fourengines roaring, and as it passes low overhead a camera in itsbelly begins snapping pictures. This is a CP-140 Aurora air-craft of 415 Squadron, 12 Wing, from Greenwood, NovaScotia. It and its crew are engaged in what has become knownin flying jargon as a "FISHPAT" or fisheries patrol.

Reluctantly, the trawler captain sends his crew below, andputs the helm over. But he'll probably be back another day,

trying his luck with international law.Most of the violators are what are called "flag-of-

convenience" vessels. Sometimes what they're doing

n September 30, 1991, the duly elected president of theIsland nation of Haiti was deposed in a coup by a mili-tary Junta. This action initiated a period of unrest in

Haiti that continues today. Negotiations to return the oustedpresident, Jean-Bertrand Aristide and bring stability to Haitiwere futile, so in June 1993, the United Nations passedResolution No. 841 to enact an economic embargo againstHaiti. This prompted the ruling military council to letAristides return in August. The council later reneged and thesanctions were reimposed on October 18, 1993.

The UN embargo, Operation Support Democracy,involves a blockade of Haiti by naval combatants fromBritain, France, Canada and the United States including ele-ments of the US Coast Guard. The NATO flotilla is tasked toenforce the sanctions and has the authority to stop and searchvessels suspected of violations. Embargoed goods includegasoline, oil, oil by products, arms and ammunition, police ormilitary equipment, vehicles and spare parts.

It was on October 16, 1993, immediately preceding the

reinstatement of the U.N. resolution, that Patrol SquadronSixteen conducted the first intelligence and surveillance mis-sions of the embargo.

The War Eagle's P-3 Orions were part of the multi-national force under the command of Joint Task Force 120.

They provided surveillance support to the Task Force and

became the aviation backbone of the embargo. "No other U.S.or Allied Aviation Squadron has contributed more to ensure

the embargo's success." reported Lt. Dave McKneely,VP-16's Public Affairs Officer.

The OSD mission encompasses employing the P-3 Orionson 10 hour surface surveillance flights against merchant trafficin and around Haiti. The multi-mission Orions detect; identifyand query suspect ships. Information on suspicious vessels ispassed to ACU (Aircraft Control Unit) ships; suspects may be

targeted for subsequent boarding. The P-3s then track the sus-pect vessels, and provide intercept vectors to the Navy orCoast Guard units.

Within days of the embargo's initiation, VP-16 Orionslocated several ships. One was found to contain over 6,000barrels of motor oil. Another ship tried to run the blockade.Refusing to change course, warning shots were fired across

the ship's bow. This caused the vessel to turn back and leavethe area.

A secondary mission tasking of OSD is the location and

Australian RAAF Grew Wins 1993Fi ncastle Gompetition by David Reade

fter a 14 year drought, Australiawon the 1993 FincastleCompetition, held at CFB

Greenwood in Nova Scotia, Canada.Top honors went to the RoyalAustralian Air Force's 1l Squadron,Crew 5.

Held annually since 1961, theFincastle Antisubmarine WarfareCompetition pits the best ASW crewsfrom the commonwealth countries ofNew Zealand, Australia, UnitedKingdom and Canada against each otherin friendly competition for the covetedFincastle Trophy.

The original competition began as

an annual bombing accuracy contest.New Zealand, Australian, UnitedKingdom and Canadian crews first flewthe bombing sorties locally over homewaters, with the results sent to an adju-dicating committee in the UnitedKingdom. This framework continueduntil I910 when fundamental ASWskills were incorporated into the compe-tition that included the detection andattack of a submerged submarine.

The most significant change tookplace in l91l when all four participatingnations agreed to convene at a centralvenue hosted by one of the membercountries on a rotating basis. A new for-mat was also initiated with a day sortieto detect, classify, localize and attack a

diesel exercise submarine and a nightsoftie, involving radar-homing and pho-tography of a submarine target.

The competition changed again in1981, adding a 30 minute CASEX(Combined Antisubmarine Exercise) as

a tie breaking flight. The CASEX con-sists of locating a snorkeling submarine.Once located, the aircraft flies over thesub, heads outbound for eight miles andturns back for the attack while the sub-marine submerges. Points, or figures ofmerit are scored by two criteria: (1) thetime it takes for re-acquisition of thesub, and (2) the accuracy of the attack.

In 1984 the day sortie submarine waschanged to a nuclear boat and the nightmission revised to locating and tracking a

diesel. The most recent change came in1989, with the day and night sortiesincreased from 4.5 to 5 hours.

Fincastle has attained the honor ofbeing the oldest international militarycompetition based on ASW skills. It hasestablished a long tradition of 'espirit decorps' and camaraderie among thoseparticipating, leading to its longevity.There's even an award, the Chris PatrickFellowship Trophy, sponsored by VPInternational (VPf, that is presented tothe crew that best promotes goodwillduring the competition. It was namedfor CAPT Chris Patrick, who, asInternational President of VPI, initiated

the fellowship award prior to hisuntimely death in 1919. Australia'sCrew 5 was doubly proud to be thisyears recipient.

Competition aircraft have variedover the span of 33 years and haveincluded such planes as Shackletons,Sunderland flying boats, P-2 Neptunesand Canadair Arguses. Today, three outof the four participants fly variants of

Lockheed's P-3 Orion. The Orion wasfirst introduced into the competition in1966, by New Zealand who was the firstforeign operator. Australia soon followedwith her P-3Bs in 1968 and then their ver-sion of the P-3C in 1978. Canada first flewtheir P-3 variant, the CP-140 Aurora, incompetition in 1980. The UnitedKingdom has flown the only true jet inthe competition, the Nimrod, since theearly 1970s.

Although all the competition air-craft are similar in capabilities, it is theskill of the aircrews that most affectsthe outcome, often with the victor win-ning on the basis of just a few yards ora few seconds.

Many of the crews have workedtogether for a long time, which increasestheir skills, but some of the crewcomposition that occurs at Fincastle canbe an interesting factor as well. Due toNATO-exchange practices, finding a

multi-national crew is not unusual. Thisyear was no exception. The Canadianteam, 405 Squadron's Crew 5 had a USNavy exchange pilot, LT Tom Reck,serving as their competition CrewCaptain. The team, also included anAustralian exchange TACCO, FlightLieutenant Paul Wade.

The British team included anexchange Sensor Operator from NewZealand, SGT Spider Newth, andAustralia had an RAF Nimrod pilot,Flt/LT Malcom Ridley. This years NewZealand crew had an ex-Canadian Aurorapilot, Flt/Lt Steve Castle, flying for them.

It's not uncommon for a crewman toparlicipate numerous times wearing uni-forms of different nations. "Transplant"crewmen may have retired from servicewith one nation's air force, move toanother member nation and participatedin Fincastle with that country's air force.

The Fincastle competition is the onlycontest of its kind stressing traditionalASW tactics. Although the world MPAcommunity has many joint exercises,nothing quite compares to the uniquenessof Fincastle.

What is not readily perceived isthat Fincastle serves as a forum forASW tactics, where shared knowledgereaps dividends in both revising oldASW tactics and developing new ones.The ASW symposium segment of thecompetition provides an opportunity formember nations to benefit from eachothers experiences and knowledge ofASW matters. >t

Besides the many changes, itis worth mentioning that theresponse to our first publicationof the list was over-whelming.We believe this list is the mostcomprehensive and accurate in

existence. We heard from air-craft enthusiasts and formeraircrew personnel and from peo-ple who actually work with thenumbers in their jobs.

Besides status and titlechanges, these aircraft are in aconstant state of evolution. TheEP-3E ARIES II pictured here,for instance, is shown over NASPatuxent River, MD on a flighttest before delivery to VQ-l. It issporting new grey canoe podsand radomes. RESERVE PATR0I F0RGE: Vital to the Fleet byDavidReade

s a brilliant sunset fades on the western Caribbean, thecalm of the coming twilight is broken by the drone ofturboprop engines. The dark outline of a P-3 Orion

darts across the fading light.On board the aircraft, a lawyer, a real estate agent and a

high school principal, man the controls while an airline pilotand a NASA technician handle the NAVCOM and TACCOstation. The rest of the crew members aboard the Orioninclude a Coca Cola executive, sales representative, teacher,landscaper, stock broker, banker and policeman.

As you have guessed, this is no ordinary P-3 crew. Thisis a Reserve VP crew made up of Selected Reservists, menand women from all parts of the country and all walks of life.Reservists serve one weekend a month and two weeks peryear, with requirements to complete upwards of seventy-twoadditional drill periods. These drill periods consist of trainingin NATOPS safety coordination, weapons, ethics, and sexualharassment. Flight crews are also required to spend additionaltime in crew trainers and flight simulators.

Reserve VP crews are highly proficient at their militaryoccupation, often having three times more experience thantheir active forces counterpart. Crew coordination and moti-vation is highly developed due in part to a reserve crewslongevity which can run five years or more before a crewmember change.

Initiated early in the 1970s, Reserve patrol squadronswere established as part of a new Reserve Force Squadronconcept. This concept implemented a structure for the navalair reserve forces to provide fully manned and equippedsquadrons to the fleet in the event of war or national emer-gency. For many years, reserve squadrons conducted mobi-lization and proficiency training, by deploying to distant

bases to practice their trade alongside active squadrons andattain higher states of combat readiness. During times ofnational crisis or if tensions increased, Reserve squadronscould be called up to augment the active forces.

Today, reserve patrol squadrons are more proactive andresponsive to the needs of the fleet. They are flexible, sup-porting ongoing fleet operations worldwide and possessing thecapability to respond quickly in a crisis. At least two reservepatrol squadron crews are deployed somewhere in the worldeach week, fifty-two weeks a year. Reserve VP units providecontributory support to many fleet operations.

Operation Support DemocracyOSD is the Navy's mission in support of the United

Nations economic embargo of Haiti. Reserve VP squadrons,flying out of NAS Roosevelt Roads, Puerto Rico, have beenconducting surface surveillance flights of merchant traffic inthe maritime environment around Haiti. Ships are detectedand questioned as to name, nationality, point of origin, desti-nation and contents of cargo. Any vessel deemed suspiciousis reported via Datalink to a NATO surface combatant actingas the Aircraft Control Unit. The ACU then directs an avail-able Naval or Coast Guard surface ship to intercept and boardthe suspect vessel for inspection.

Able ManorA secondary mission tasking during Operation Support

Democracy is Able Manor. With OSD flights conductedtowards the south of the Haitian capital of Port-au-Prince,Able Manor missions are flown to the north, in the straitsbetween Haiti and Cuba. The mission's purpose is to detectHaitian refugees adrift, fleeing from their homeland. Once

sighted, their location is transmitted back to the ACU and aCoast Guard vessel is dispatched to pick them up. Under apresidential directive and current US immigration laws, allHaitian refugees are to be repatriated to Haiti.

Counter NarcoticsOne standing task for reserve VP units in all U.S. waters

is counter narcotics operations. In the Caribbean, Reserve P-3s are based at Naval Air Station, Key West, Florida support-ing Commander Joint Task Force Four. Counter narcoticsmissions incorporate standard MPA surveillance proceduresto identify suspect vessels sailing in known transit zones.Photographs are routinely taken to confirm ship identificationand configuration.

Although the primary sensors are radar during the dayand IRDS at night, reserve Orions are sometimes equippedwith a portable electro-optical sensor known as SID-RIT shortfor Secondary Imaging Dissemination System - RemoteImaging Transceiver. This system includes a digital cameraand laptop transmitter to send stabilized visual data back to acommand center or ACU asset.

Sharp GuardThe Reserve squadrons were among the first MPA units

to participate in operation SHARP GUARD, the NATOenforced embargo against the former Yugoslavian Republicsin support of U.N. sanctions aimed to restore peace. Again,they demonstrated the value of maritime surveillance capabili-ties for blockade support, this time to stem the flow of illegalcontraband from entering the warring Adriatic Republics ofBosnia and Herzegovina.

Most of these missions include weapons loads usually inthe form of torpedoes and rockeye bombs. As in the OSDmissions, suspected vessels are reported to Allied surfaceships and targeted for interception and inspection. Other mis-sion requirements include stand-off monitoring of Adriaticseaports along the coastline.

The FutureThe reserve force is changing right along with the active

patrol forces. By the end of FY 1994, both the Atlantic andPacific fleets will be forced to retire several patrol squadrons,reducing the total number from thirteen to nine. VP-60, VP-67 , YP-90 in the Pacific and VP-93 in the Atlantic will dises-tablish, dispersing some personnel to remaining squadronsand some to non-aviation reserve units. Some will opt forearly retirement or drop out rather than transit greater dis-tances required to report for duty.

In the mean time, transition training from the P-3 to theP-3C continues. When completed, reserve VP will be an allP-3C fleet with two squadrons utilizing P-3C Update IIIs andthe remaining units operating P-3C NUD, Update II and II.5Orions. The ultimate plan for reserve VP is to upgrade all itsaircraft to the P-3C Update III configuration. Conversion ofthe existing P-3C variants could begin as early as 1996, culmi-nating in a completely integrated P-3C force.

With the continued disestablishment of active patrolforces, reserve VP will play an ever increasing role providinga ready and effective force to augment active elements inequal support to the fleet. This concept has already beentested during a trral nine month program enacted to augmentactive patrol squadrons with reserve VP elements. Crewsfrom VP-62 co-located with YP-49 on deployment and oper-

ated jointly sharing crewmembers as well as maintenancerequirements. Since then, reserve VP units have continued theside-by-side concept throughout operations Sharp Guard andSupport Democracy.

In months to come reserve squadrons will strive to main-tain the fifty-two week coverage it has established, whilegoing above and beyond providing crews for counter nar-cotics, UNITAS and crisis response missions. Reserve VPwill continue to be an effective force multiplier for fleet oper-ations now and in the future.

trEPAETMENT OF

AIRBORNE MUTTI.SENSOR POD SYSTEMDAVID READE

The Department of Energy is sponsoring Research,Development, Test and Evaluation of several new technologysensor systems that can monitor areas of interest vital to ournational security and our environmental concerns. The programinvolves the use of a Lockheed RP-3A Orion as a testbedresearch aircraft for proof-of-concept sensor development.Named the "Airborrre Multi-Sensor Pod System" (AMPS) pro-gram, the project is under DOE sponsorship with the NationalLaboratories. Their purpose is to develop a series of pods withstate-of-the-art electronics to support data collection whichcould be used ultimately in treaty verification and in environ-mental monitoring applications.

Under the program, the DOE National Labs are tasked todesign and develop sensor pods in order to test multisensor dataresearch concepts. There are currently three different podsbeing designed for AMPS that are based on US-3A VikingCarrier Onboard Delivery cargo pods modified as electronicsensor instrument bays. Each pod, 200 inches long and 42inches in diameter, has a 9O-inch wide door well suited foraccess to installed avionics.

Pod 1, developed by the Sandia National Laboratory, con-tains a digital imaging Synthetic Aperture Radar (SAR),positioned in a side-looking configuration for all weather, dayand night radar imagery. Pod 1 information processed throughData Fusion compliments and enhances the optical sensor datafrom Pod 2.

Pod2, designed by EG&G-Remote Sensing Laboratory, isa multi-sensor pod, housing six different off-the-shelf opticaland thermal imaging sensors. These range from high-resolutionmapping cameras and video units, to three multispectralinfrared sensors. The units are placed in a downward lookingvertical position within the pod.

DOE has selected Infotec Development Inc. (INFOTEC)of Camarillo, Califomia as the program coordinator. INFOTECprovides project development support to the National Labs andis the liaison with the US Navy. The company directs all flightoperations for the program and had coordinated the arrange-ment with the Naval Air Warfare Center-Weapons Division,Point Mugu, California to utilize a range control RP-3A Orionas the AMPS testbed aircraft. (DOE had investigated purchas-ing a used Navy Orion to conduct RDT&E projects severalyears ago, but settled on the less costly agreement to utilize oneof the NAWC-WD Point Mugu Orions on an "as need" basis.)

The NAWC-WD Orion was modified by the NavalAviation Depot, Alameda to provide power, control and data-signal support for the AMPS pods. The Mod includes a twinsensor operator workstation in the back of the aircraft to operatethe SAR pod and controls. Sensor data is collected and storedby digital tape and film/video units installed on the aircraft forlater analysis.

Although the Orion is only the testbed aircraft for theAMPS program and is not scheduled to be an operational plat-form for the pods, which were originally conceived for use withvarious aircraft, it is possible that P-3 Orion operators could uti-lize the AMPS sensor pods, custom-tailored for their ownoperational needs.

Effluent Species ldentification pod

The proposed Effluent Species Identification Pod is planned to houseair particle scanning spectrometers and air samplers. The pod's capa-bilities include detection of chemical pollutants and chemical warfareagents, as well as radioactive particles escaping from nuclear produc-tion or storage facilities. This is an important new tool in an era ofarms control, nuclear proliferation and environmental concerns.

The AMPS pods are attached to the P-3 hardpoints using a customizedpylon and wiring. For other MPA aircraft, a universal adapter can be

made available. The pods are 200" long X 42" in diameter and have a90" wide access door.

The DOE AMPS pods are flight tested on an NAWC-AD Pt. Mugurange test RP-3A (No. 150425). The Synthetic Aperture Radar pod has

the black radome used during flight test (clear Lexan will replace it).The multi-sensor pod is installed on the port wing.

Avionics racks inside the multi-sensor pod can be seen as maintenancepersonnel service the Orion.

,,PROJEGT KESTREL"J{eur Wings For New Zealand's P-Bshe Royal New Zealand Air force is currently finalizing a contract with Lockheedfor the purchase of five to six pairs of P-3 wings as part of a New Zealand re-winging program, called Project Kestrel. The RNZAF has been investigating the

option of re-winging their P-3K Orions for several years now and only recentlyrequested Lockheed to look into all aspects of such a project that would also includereplacement of the horizontal stabilizers and refurbishment of engine nacelles.

After 27 years of continuous service, the New Zealand aircraft are showing theirage. The Kiwis were the first foreign operator of the P-3, receiving five lighrweight P-3s in 1966. Since then, corrosion and stress corrosion cracks in the wing spar web,upper caps, horizontal stabilizers and engine nacelle areas have begun to appear.Replacing critical fatigue items on the existing aircraft became the best alternative tosolve the problem.

Several Service life Assessment Program-like studies were initiated to identify anddetermine the remaining fatigue life of the aircraft, which included the installation ofstress and strain load recorders and flight parameter instruments aboard the Orions togenerate fatigue data during normal operations.

The SLAP data indicated that the P-3Ks had less than ten years of service left andidentified which areas needed replacement.

Lockheed was then asked to conduct a feasibility study to determine if new pro-duction heavy weight P-3C wings, currently in production for the Korean P-3 Orionprogram, could be installed on the older New Zealand P-3K Orions. Lockheed'sresponse was a proposed installation plan that consisted of modifying the lower sectionof the center wing box to that of a P-3C, to facilitate the attachment of the Charliewings. The upper section of the center box would remain virtually the same. The hori-zontal stabilizer would encompass a straight forward replacement with the enginenacelles needing only refurbishing. The project does include a non-fatigue related mod-ification to the #5 fuel tank, accommodating a fuel dumping capability.

The RNZAF is considering where the re-winging installations will take place.Proposals include Lockheed's Marietta plant and/or its Aeromod facility located inSouth Carolina. There is also a possibility that the wings could be shipped directlyfrom their assembly point in Korea to New Zealand for installation. The project isexpected to start in early 1995 and take approximately four years to be completed.

In this era of austerity, Project Kestrel is perceived to be the most cost effectivemeans for the RNZAF to keep its Orions flying. Project Kestrel will add another 20years to the P-3Ks service hfe.* -by David Reade
