ED&LU Co-chair Ruby DeVera read a draft letter opposing any variance that doesn’t require a minimum 20’ wide improvement to the roadway that fronts this and any property in development. Stakeholder, Tony Scudellari, suggested additional language.

Stakeholder, Tony Scudellari recommended additional language further explaining the benefits of such preservation and asking Council District 1 to lend its full support as well. Committee Co-chair, Ruby DeVera, who is also the Board’s Legal Liaison, cited the packet of conflict of interest information provided to some Board members and advised other Board members (Contreras, Taylor, Piane) should recuse themselves. Voting commenced.

The Glassell Park Neighborhood Council has been a supporter of the Glassell Park Holiday Tree Lighting since the annual event began. The holiday event is an opportunity for the community to come together in the spirit of the season and one that we'd like to continue to support.

For the past seven years the Glassell Park holiday tree's lights have been powered by a temporary power pole rented from Andy Gump and paid for by the Glassell Park Neighborhood Council.

Originally the temporary power pole was installed and removed every year at a cost to the Glassell Park Neighborhood Council; and, as the holiday tree lighting became an annual event for Glassell Park, the "temporary" power pole became a permanent fixture in the Eagle Rock Boulevard median.

While there have been conversations with Council District One about finding a better way to provide power on the median, we are now submitting an official request to partner with LADWP, Council District 1 and Council District 14 to secure a permanent, less unsightly, power source at this high-traffic site in Glassell Park.

We believe that in working together, we can seize this opportunity to improve our community for years to come.Thank you,

ARTS, PARKS, HEALTH, AGING &RiVEf MOTION

In February 2014, the Council adopted a Motion (CF# 14-0222) to conduct the Los Angeles River Recreational Zone Program in partnership with the Mountains Recreation and Conservation Authority (MRCA). The Program, which started as a pilot-program in 2011, stemmed from strong community interest in expanded and interactive public access to the Los Angeles River.

The Recreational Zone Program took place in the summer of2014 (from Memorial Day to Labor Day); and consisted of various recreational activities such as non-motorized boating (kayaking), fishing, bird watching and hiking. The boundary of the Program included the river stretch between Fletcher Avenue/Rattlesnake Park to the North and the Confluence Park/Egret Park to the South.

The Council's action also granted the MRCA the authority to manage the designated Recreational Zone area and utilize its Park Ordinance to preserve, protect and maintain the area. In tum, the City's public safety personnel provided police and fire protection services.

The MRCA is requesting that the City re-authorize it to manage the River Recreational Zone Program for the summer 2015 season. The MRCA is also requesting an extension of the 2015 season from Memorial Day- May 25, 2015 (kick-oft) to October 1, 2015. The additional four weeks (from Labor Day) will allow Los Angeles Unified School District students to participate in the Program.

The MRCA has ensured that it will provide minimum funding/in-kind services for the 2015 season; yet it can benefit from additional funding to maintain a viable and interactive Program.

In addition, the MRCA has requested that the City also consider making the Program permanent and granting the MRCA authority to manage the recreational zone for a five year period. Last year's Program was hugely successful and experienced by over 3,000 participants. The Program has maintained high participation levels several years.

It is important that the River Recreational Zone Program commences for the 2015 season and that the City and its partners establish a long-term program and provide ongoing support. In this manner, revitalization of the Los Angeles River can be ensured and greater recreational opportunities offered to City residents.

I THEREFORE MOVE that the Council hereby authorizes the Mountains Recreation and Conservation Authority (MRCA) to conduct the Los Angeles River Recreational Zone Program for the 2015 Season consistent with the following conditions:

• Grant the MRCA authority to manage the designated recreational zone area and utilize the MRCA Park Ordinance to regulate park and public trust doctrine activities, subject to City Attorney review;

• Establish the boundaries of the Program to consist of Fletcher A venue/Rattlesnake Park to the North and the Confluence Park/Egret Park to the South along the Los Angeles River;

• Establish the Program Season from Memorial Day- May 25, 2015 to October 1, 2015 with hours of operation from sunrise to sunset, seven days a week;

CLA RECOMMENDATION: Adopt the attached Resolution to include in the City's 2015-2016 State Legislative Program SUPPORT for SB 163 (Hertzberg) which would require counties to send vote by mail ballots to all registered voters, IF AMENDED to include the following provisions: I) state-mandated reimbursements from the state of Califomia cannot be suspended without suspension of the program itself and relief oflocal duties associated with the program; 2) state-mandated reimbursements include all costs associated with distribution of vote by mail ballots, including distribution, and processing of returned and re-issued vote by mail ballots; and 3) state-mandated reimbursements associated with this program be expanded to include costs of indirect impacts on other voting methods, such as costs related to anticipated increases in provisional voting.

SUMMARY On March 2, 2015, the City Clerk submitted a bill response report to the Office of the Chief Legislative Analyst regarding SB 163. Currently pending in the California State Senate is SB 163, which would require counties to send vote by mail ballots to all registered voters. Per the City Clerk, although the City would not be required to distribute vote by mail ballots to all registered voters, there could be direct impacts on City voters if the City's elections are conducted by the County of Los Angeles, which could result in a potential increase in administrative costs. Additionally, the City Clerk reports that distribution of vote by mail ballots to all registered voters could result in an increase in provisional voting, which would require additional staff, training, and funding. Due to the potential financial implications ofSB 163, the City Clerk recommended that the City oppose SB 163. However, upon further discussion with the City Clerk, our offices agree that the City should support SB 163, if proper amendments are made to reimburse local jurisdictions for all associated direct and indirect costs, since the intention of the bill is aimed at increasing voter participation, which is a concept that the City supports. The attached Resolution has been prepared and submitted based on the issues raised by the City Clerk pertaining to SB 163.

The attached Resolution states that, on March 3, 2015, the voters of Los Angeles approved two ballot measures which changed the dates of the City's municipal elections to even-numbered years, and this action now allows the City to request that the City's elections be consolidated with tl1e County of Los Angeles administered statewide elections. Further, the subject Resolution indicates that per state law, any election consolidated with a statewide election be subject to the regulations of the California State Election Code. SB 163 (Hertzberg), per the Resolution, would require that the County distribute vote by mail ballots (VBM) to all registered voters, regardless of whether or not a VBM was requested, and that this initiative be considered a state-mandated program. The Resolution states that the concept may increase voter turnout; however, the bill may also have unanticipated costs that would not be

reimbursed to the City. TI1erefore, the Resolution states that SB 163 should be suppmted, if several changes are included in the final bill to allow for the reimbursement of all increases in local costs.

BACKGROUND On October 22, 2013, the Los Angeles City Council adopted a Resolution (Wesson-Krekmian), which formed the City of Los Angeles Municipal Elections Refonn Commission, which was created to provide a review of City law and the City's electoral process, and to provide recommendations on methods to enhance voter participation and further promote civic engagement. On June 5, 2015, the Commission presented several recommendations to the City Council on methods to increase voter participation, including a proposal to change the City's municipal elections to even-numbered years, to coincide with state and federal elections. Subsequently, the City presented the voters of Los Angeles with two ballot measures which would change the City's election dates, as consistent with one of the recommendations of the Municipal Election Reform Commission. On March 3, 2015, the voters approved the ballot measures, officially changing the City's election dates by year 2020, which would allow the City to consolidate, if it so chooses, with the County of Los Angeles administered statewide elections.

Cun·ently, all elections administered by the City of Los Angeles, are subject to the provisions of the Charter and the City Election Code. Effective in 2020, the City of Los Angeles will hold its elections at the same time as statewide elections. Pursuant to California State Election Code section 10418, any election consolidated with a statewide or state special election shall be regulated in accordance with the provisions oflaw regulating the statewide or special election. If the City consolidates its future elections with the County administered statewide elections or special election, then those elections will be subject to the provisions of State Election Code. Therefore, any proposed amendments to the State Election Code which will impact the City of Los Angeles should be reviewed in order to identify any potential conflicts or problems for the City.

Existing State law requires a request for a vote by mail ballot (VBM) be made in writing to the elections official having jurisdiction over the election. This practice is consistent with City law. On February 4, 2015, Senator Hertzberg introduced SB 163, which would amend the Califomia State Election Code to require county elections officials to issue a VBM to every registered voter in the county for statewide primary, special, and general elections, regardless of whether a VBM was requested. The bill states that recent studies show that registered voters who automatically receive their ballots by mail are more likely to vote. If the Commission on State Mandates determines that these statutory provisions are a state-mandated local program, then the state would be required to reimburse local agencies for certain costs mandated by the state. If this bill passes, elections which the City consolidates with the statewide elections administered by the County, would be subject to this new provision.

The City has recently, and historically, supported measures which could improve voter participation. As studies of other states have shown, practices such as these proposed in SB 163, increase voter participation. However, the City Clerk's office indicates that the bill could have several direct and indirect impacts which could be more costly to local jurisdictions. CutTently, if a voter subscribes to a VBM or is a permanent absentee voter, and wishes to vote at a polling place in lieu of doing so by mail, they must sutTender their ballot at the polling location. If they are unable to sutTender their VBM, they are required to vote provisionally, in order to avoid potential instances of fraud or double voting.

The City Clerk anticipates a substantial increase in provisional voting due to the implementation of SB 163, especially in the first few years of implementation. Increases in provisional voting could also increase voter wait times, and increase costs, including the costs of a robust outreach campaign, additional pollworker trainings, and additional staff/supplies at polling locations to process increased provisional votes and prevent delays. These increases in costs would likely be passed down to the City, as they would not qualify for state reimbursement. Further, there would be a higher amount of undeliverable VBM ballots and re-issued ballots, which would require an increase in staff and work hours. Lastly, the City has encountered issues in the past with state-mandated reimbursements which have resulted in increased costs to the City and County. One instance pertains to AB 110 in 2013, where reimbursements from the state were suspended, yet the City and County continued to sustain costs, which were not reimbursed. The City Clerk estimates a potential increase in costs of 23 percent if the City were running the elections. Costs could be higher since the County staff costs are typically higher than the City's. Those costs could be passed down to the City.

In order to realize the benefits of a potential increase in voter participation as a result of SB 163, it is necessary to include several adjustments to the bill to protect local jurisdictions from increased local costs, such as including reimbursements for all costs fi·om direct and indirect impacts of VBM distribution to all registered voters, and addressing the issue of cost reimbursements in the event that the program is suspended. The Resolution includes support for the bill, if amendments are made to address the aforementioned issues.

RESOLUTION

WHEREAS, any official position of the City of Los Angeles with respect to legislation, rules, regulations or policies proposed to or pending before a local, state or federal governmental body or agency must have first been adopted in the fonn of a Resolution by the City Council with the concmTence of the Mayor; and

WHEREAS, on March 3, 2015, in an effort to improve voter participation in municipal elections, the voters of the City of Los Angeles approved two ballot measures which changed the dates of the City's primary and general elections to June and November of even-numbered years beginning in 2020, so that they are held on the same dates as federal and state elections; and

WHEREAS, by changing the election dates, the City's primary and general elections may be consolidated with the County of Los Angeles administered statewide elections, and per state law, elections consolidated with a statewide election must held in accordance with provisions of law regulating statewide elections; and

WHEREAS, since consolidated elections are subject to the regulations of the Califomia State Election Code, in lieu of the City's Election Code, it is important to identifY state bills which would impact state law, and would thereby impact City consolidated elections; and

WHEREAS, SB 163 (Hertzberg) would require county elections officials to issue a vote by mail ballot to every registered voter in the county for statewide primary, special, and general elections, and the bill would also impose a state-mandated local program, in an effort to increase voter tumout statewide; and

WHEREAS, although SB 163 would require that all registered voters in the county be issued a vote by mail ballot, such action would not preclude voters from exercising their right to vote at their designated precinct polling locations; and

WHEREAS, while the City supports efforts to increase voter turnout such as these, and although some costs are typically reimbursed with state-mandated programs, the local direct and indirect financial impacts of this specific bill could be substantial, unless the bill is amended to cover reimbursements for all anticipated increases in costs;

SB 163, as introduced, Hertzberg. Elections: vote by mail ballot. Existing law requires the vote by mail ballot to be available to any

registered voter and requires an application for a vote by mail voter's ballot to be made in writing to the elections official having jurisdiction over the election between certain days before the election.

This bill, notwithstanding any other law, would require county elections officials to issue a vote by mail ballot to every registered voter in the county for statewide primary, special, and general elections. The bill would include findings and declarations related to vote by mail ballots. By requiring county elections officials to issue a vote by mail ballot to every registered voter, the bill would impose a state-mandated local program.

The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.

This bill would provide that, if the Commission on State Mandates detennines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to these statutory provisions.

BUDGET & FINANCE MOTION

For the past several years, the Neighborhood Council Budget Advocates have produced an annual "White Paper" containing budgetary recommendation for consideration by the Council and the Mayor. Their work has been an integral part of the. city's budget process in providing alternative viewpoints and suggestions to improve the city's efficient delivery of services.

Their white paper for 2015 makes specific budgetary recommendations for each department and has very concrete policy proposals for consideration in the budget process, for nearly every department.

In light of the limited time that the Council has to consider the Mayor's proposed budget, and the desire by members to give all due consideration to the proposals by the Neighborhood Council Budget Advocates, it W<;Juld be a significant benefit to have a review ofthe proposals before the hearings begin for the Fiscal Year 2015-16 budget.

M 0 T I 0 N ECONOMIC DEVELOPMENT

While the City has placed a high priority on encouraging our film production industry, we should also recognize the fact that we have a unique opportunity to make maximum use, or re-use, of materials and props used in these productions. This effort not only helps our community groups but it is of great benefit for improving the environment.

The City should look for ways to help our film and production industry to move away from trashing their useable discards to instead, finding alternatives that benefit the local community of artists, educators, independent productions, non-profits and others who value and can make good use of these resources.

Instilling environmental responsibility into the filming process is more than simply putting a recycling bin on set or burning for waste to energy - the key is a paradigm shift in the production planning process as well as building a comprehensive re-use network that efficiently connects discarded set items to the community. We should look into ways to make this change to happen with resulting in a positive community benefit; and into ways to connect the "supply" of set discards to a willing public that can use them for their projects.

The City should explore ways to develop some mutually beneficial programs that are natural tie-ins with the newly adopted Zero Waste goals (SWIRP) as well as the Recycling Market Development Zone (RMDZ) loan program so that production discards can be put to good use and not wasted. Recently, the Governors of New York, Connecticut, etc. and the Mayors of San Francisco, Oakland, Seattle, Denver, and many other major cities banned all publicly-funded travel to the State of Indiana to protest that state's recent adoption of their "Religious Freedom Restoration Act," a measure that critics note will allow for discrimination against all lesbian, gay, bisexual and transgender individuals. City leaders should stand in solidarity and enact a similar ban.

As one of the most racially and culturally diverse cities in the world, the City of Los Angeles has continually reiterated its support for all Americans, regardless of their race, ethnicity, sexual orientation, or gender identity. The City of Los Angeles should not support any expenditure of public resources in a state that openly endorses practices that allow the civil rights of any individuals to be violated.

I THEREFORE MOVE that the City Council instruct all City departments, bureaus, and offices to immediately suspend any expenditures of public resources, including publicly-funded travel by City employees to any meetings, events, conferences, or functions to be held in states and cities which have enacted laws that have infringed upon the civil liberties of its residents' sexual orientation, religion, etc., with the exception of expenditures that the Council determines is absolutely essential to public health and safety of Los Angeles residents.

In 1999, the City Charter established the Neighborhood Council System, to connect government with the community and "to promote more citizen participation in government and make government more responsive to local needs ... " (Charter Section 900). In recent years however, Neighborhood Councils have increasingly expressed dissatisfaction with how they are included in policy discussions and often feel left out of the decision making process entirely.

Community participation in City Council meetings in the form of public testimony is an important tool for constituents to voice their opinions regarding a wide variety of issues. For some members of the public, this is the best opportunity they have to speak directly to their Council member . Individuals are typically allowed one or two minute increments to give testimony, these time limits also apply to representatives from the City 1 s Neighborhood Council system.

As stated in the Council Rules, "The Presiding Officer may exercise discretion in determining the duration of speakers 1 comments based upon factors such as the length of the agenda or substance of the agenda items, the number of public comment speaker cards submitted, the need for the Council to conclude its business as expeditiously as is practicable, and whether the Council is in danger of losing a quorum."

Nonetheless, Neighborhood Council representatives have expressed a need for more time when addressing the Council to fully explain their thoughts, ideas and opinions regarding decisions to be made on projects that directly affect their communities

I THEREFORE MOVE that the City Attorney, with the assistance of the Department of Neighborhood Empowerment, and in consultation with interested Neighborhood Councils, be requested to report with options, including possible amendment to the Council Rules, allowing for official representatives of Neighborhood Councils or Neighborhood Council Alliances to address the City Council, its committees, City commissions, and boards with sufficient time to present the official view of their Neighborhood Council Boards or Alliances.

Recommendation for Council action:

1. Adopt the accompanying Resolution, which assigns to the Los Angeles River Revitalization Corporation (LARRC) a right to apply for Proposition A Cities Excess Funds in the amount of $333,000.00, which are available from the Third Supervisorial District of the County of Los Angeles through the Los Angeles County Regional Park and Open Space District on condition that the funds are used for the completion of the La Kretz Crossing Bridge Project, located within the City of Los Angeles.

Background:

As a result of the November 3, 1992 and November 5, 1996 elections, the Los Angeles County Proposition A, Safe Neighborhood Parks Propositions (collectively the Propositions) were enacted, which among other uses, provides funds to public agencies and nonprofit organizations in the County to be used for the acquisition, development and/or rehabilitat.ion of facilities and open space for public recreation.

In accordance with the Proposition A guidelines, each fiscal year, an independent audit of the Proposition A Grant Program calculates the remaining balance of the grant program's revenues over expenses to determine the excess. A portion of these excess funds are made available for

eligible projects and are classified as Excess Funds. The Los Angeles County Board of Supervisors, at its discretion, allocates these funds to eligible applicants. Only applicants that have expended or committed to expend all funds allocated to them are eligible to receive Excess Funds, which are allocated to the following four categories: Competitive Excess Funds, Specified Excess Funds, Cities Excess Funds and County Excess Funds.

As one of the City's primary grant administrators for the Proposition A Grant Program,· the Department of Recreation and Parks was contacted by the Los Angeles County Regional Park and Open Space District (County) to assist with the adoption of a City Council resolution assigning to the Los Angeles River Revitalization Corporation (LARRC) the right to apply for available Third Supervisorial District Proposition A Cities Excess Funds, pursuant to the Proposition A guidelines.

Recommended by the City Council at its meeting of May 22, 2012, the proposed La Kretz Crossing Bridge Project will consist of the development of a new bridge across the Los Angeles River that will include the construction of a steel multi-use suspension bridge to accommodate pedestrians, cyclists, and equestrians and provide connections between the Los Angeles River and Atwater Village, North Atwater Park, and Griffith Park (CF No. 11-1246). LARRC will oversee the completion of the project, which is estimated to cost $9,660,000.00, which includes $3,660,000.00 from Active Transportation Program Funds, $5,000,000.00 from the Morton La Kretz and Council District 4 and 13 Discretionary Funds, and $667,000.00 from in-kind services.

The City Council action adopting the authorizing resolution will allow the County to administratively comply with the Proposition A guidelines for allocating Cities Excess Funds to LARRC for the La Kretz Crossing Bridge Project. Once allocated, LARRC will administer the funds and assume full responsibility of the completion of the Project.

SUMMARY:

In anticipation of the release ofthe November 2014 Kaiser Permanente (Kaiser) request for grant proposals for the Operation Splash Program 2015 (Program), the Department of Recreation and Parks (RAP) requests approval to submit a grant application to help fund aquatic programs that will provide safe, recreational physical activities within City of Los Angeles (City) to low-income neighborhoods. The Program's objectives include: 1) increasing opportunities for safe physical activities in low-income neighborhoods where health disparities are greatest and opportunities for safe physical activity are often scarce; 2) teaching children and adults basic water safety and swimming skills in order to prevent drowning; 3) promoting life-long physical activity; and 4) promoting healthy beverage choices.

A generous and valued partner, Kaiser has awarded RAP the Operation Splash Program funding for the past eight years. This funding has allowed RAP to serve several thousand youth and adults throughout the City. The grant is used to supplement funding for RAP's Leam-to-Swim and Junior Lifeguard Programs, as well as the "Rethink Your Drink" program, which encourages healthy beverage choices, at approximately forty-eight (48) RAP pool sites located within disadvantaged areas of the City. It also helps RAP extend the pool season by one (1) week at approximately seven (7) RAP pool sites. These aquatic programs teach youth swimming fundamentals, water safety, emergency response, teamwork, and goal setting. Approximately 7,000 youths ages seven (7) to seventeen (17) years old are projected to be served through this grant program.

FISCAL IMPACT STATEMENT:

The acceptance of this grant does not require a match. The grant provides essential funding that augments aquatic services to youth. There is no fiscal impact to RAP's General Fund.

I,&Jim&Heubach,&a&GPNC&stakeholder,&and&Bylaws&Committee&member,&register&a&“concern”&with&the&executive&committee.&

At&its&February&2015&meeting,&the&Bylaws&committee&discussed&the&fact&that&some&board&members&had&become&subject&to&the&provisions&of&the&bylaws&article&“vacancies”&by&failing&to&attend&board&meetings.&&The&discussion&was&detailed&and&took&account&of&the&City&Attorney’s&writing&that&affirmed&that&the&GPNC&bylaws&were&to&be&followed&by&GPNC.&&The&committee&approved&a&recommendation&to&the&immediately&ensuing&Executive&Committee&meeting&that&the&February&stakeholder&meeting&agenda&include&the&prescribed&announcement&that&the&positions&of&the&affected&board&members&were&vacant&and&explaining&how&the&process&for&filling&the&vacancies&would&be&communicated&to&the&stakeholders&at&the&next&stakeholder&meeting.&

The&bylaws&committee&recommendation&was&not&adopted,&as&the&stakeholder&meeting&agenda&did&not&call&for&the&announcement.&&At&that&meeting,&the&chairperson&was&asked&to&explain&why&the&committee’s&recommendation&was&not&followed.&&She&declined&to&respond.&

My&concern&is&that&the&Chairperson&and/or&Executive&Committee&are&failing&in&their&responsibility/duty&to&implement&DONE&approved&and&longstanding&bylaws&requirements&by&ignoring&or&changing&the&substance&of&committee&approved&stakeholder&meeting&agenda&items.&

From the GPNC Bylaws: “ARTICLE XI — GRIEVANCE PROCESS All Stakeholders shall be able to express concerns about the GPNC’s decisions and actions during the Public Comment period of a meeting. They may separately file a grievance with GPNC or file a complaint with the Department.

A. A concern raised at a General Stakeholder meeting or at a Committee meeting shall be recorded and that body's response, if any, shall be recorded in meeting minutes. B. Stakeholders and entities which have contracted to provide goods or services to GPNC shall be able to file a grievance, in writing, with the Secretary or other member of the Executive Committee. The grievance process addresses only matters of procedure or policy violations, such as the Governing Board's failure to comply with approved resolutions of the Board, or with the GPNC By-laws. C. A grievance shall summarize its cause and the grievant's suggested remedy. The grievance shall be placed by the GPNC Secretary on the agenda of the next General Stakeholder meeting. The Board shall discuss the grievance and if not able to immediately act to address the grievance, will appoint an impartial panel of regular or Alternate Board members to investigate and issue recommendations for resolution at the following General Stakeholder meeting. The Secretary shall provide a written response to the grievant summarizing the action agreed upon by the Governing Board. An alternate process may be adopted by mutual agreement between the Governing Board and the grievant.”

The GPNC Chairperson has not allowed the implementation of the bylaws per Article V 9 B.

“9 B. Removal. A Governing Board seat is considered abandoned and the incumbent as unable to represent their constituency if they announce that fact, or if they cease to be a Stakeholder in GPNC, or if they do not attend three (3) consecutive General Stakeholder meetings (with or without excuse), or miss four (4) General Stakeholder meetings (with or without excuse) in a calendar year.

The issue arose in December 2014, was disclosed to the Board in January 2015, was continued without action, despite City Attorney advice, in February 2015, and was improperly not acted upon by the chairperson in March 2015.

There are now at least four Board positions that have been vacated by application of the bylaw or by resignation. The Chairperson has not announced the availability to stakeholders of those positions. This abrogation of duty is willful. The Bylaws Committee early in the sequence of events – with the Board chairperson involved – agreed with the City Attorney advice that had been received and voted to have the bylaw implementation agendized at the next and subsequent stakeholder meetings in order to re-fill the vacated positions.

Remedy requested from the GPNC: A. Implement the bylaws requirement at the April 2015 and subsequent stakeholder meetings. B. Require the chairperson to become intimately familiar with the bylaws and Roberts’ Rules of Order. Jim Heubach 4/14/15
