Thoughts from Leadership While the economy continued to fluctuate this year, the Economic Development Commission of Florida’s Space Coast continued to produce results. Some paint a cautionary tale of a stagnant economy with no signs of life. We like to think there is still an abundance of opportunity out there; you just have to be more creative in your approach than ever before. It’s no secret that companies aren’t expanding or relocating at the same pace they once were in “boom years,” but movement is most certainly occurring.
The Space Coast has faced some challenging circumstances this past year and the effects will be felt into the upcoming year. However, the Space Coast is a region that faces emergencies and crises head on, and knows what it takes to be successful.
The EDC Coalition, a combination of staff, Board of Directors, Investors and community partners, has converted a significant number of opportunities into reality over the past year. Not only are our efforts measurable in terms of new or retained jobs, we have also been successful in easing business restrictions, strengthening Brevard’s position in the media, securing funding for local infrastructure projects, proactively working alongside legislators as we navigate a monumental transition in the aerospace industry, and providing support to local companies to aid future growth.
National numbers show the exact areas in which our economy has lost steam over the past few years. But, economic development isn’t just about what the numbers say. Our conversations with local industry leaders continue to provide reason for optimism and the companies we speak with across the nation are starting to express interest in relocating again. Signs of life are emerging again in key segments. As we look toward the future, we are confident this renewed confidence in the marketplace will help develop new opportunities for the Space Coast and strengthen our standing in the nation and world.

Business Development ProjectsBusiness development success serves as the backbone to growing our economy. This year, there were companies that garnered national press for choosing Brevard and some that chose to stay and grow close to home. Regardless of size or location, the impact generated from these announcements will help to propel Brevard’s economy for years to come.
Two of the larger stories this year involved the relocations of AAR Airlift Group and Midair USA, aviation companies who now join the growing cluster of established and emerging companies at Melbourne International Airport. Further strengthening MLB’s corporate footprint, Embraer’s first and only U.S. manufacturing facility reached completion and officially began operations in February 2011, after a highly competitive site location process in 2008.
Brevard-based companies also continued to fuel growth. The EDC facilitated a number of projects this year in which local companies grew in a big way. SolTec Electronics, Executive Wings, Professional Aircraft Accessories and others made headlines along with large announcements from Lockheed Martin and the Air Force Technical Applications Center that preserved hundreds of jobs for our community.

State and Local AwardsAccolades among industry and community partners are important for our organization. Not so much to shine a light on the award or person itself, but for the opportunity these recognitions provide to gain national attention from site selectors and corporate America.
Awards that will help make the case for business cultivation include Area Development magazine’s recognition of Brevard as of a “2011 Location to Watch,” Florida Economic Development Council’s “Deal of the Year” for AAR’s relocation to the Space Coast and recognition of EDC president & CEO Lynda Weatherman as its “Professional of the Year,” and two “Excellence in Economic Development” awards from the International Economic Development Council.
Locally, the Melbourne Regional Chamber of East Central Florida recognized our team’s work to bring new opportunities to the area with an Impact Award.

Policy Changes As we continue our efforts to expand existing and attract new companies to the Space Coast, it is important to remember success doesn’t happen by chance. There is a lot of continuous work behind the scenes to ensure that the Space Coast is as competitive as possible. A lot of this work focuses on influencing change in public policy and continuously enhancing our pro-business environment. When we launched our current Strategic Plan, we knew that changing policies to be more pro-business would help set us apart from the competition.
For example, the vision, drive, and determination of the EDC’s Development Council has stream-lined an entire system. With tremendous support and assistance from our municipalities, what started as one meeting outlining huge challenges in our permitting process countywide has resulted in what we know now as the EDC’s S.N.A.P.SM program - Simplified, Nimble, Accelerated Permitting. This program has enhanced building and site permitting by streamlining the process throughout the Space Coast and has generated interest not only from other Florida locations, but other states as well.
The EDC was also part of efforts to establish designated areas for business growth including a Titusville Brownfield District and the North Brevard Economic Development Zone.

International Recognition The EDC’s Community of Distinction Council, which is charged with leading the effort to brand the community as a place of innovation, has worked over the past year to capture the right kind of attention for Brevard. These results, often in the form of national or international rankings, lend credibility to our marketing messages and confirm we can compete along-side larger, more well-known cities. One ranking that will help make the case for business cultivation is Area Development magazine’s recognition of the Space Coast as of a “2011 Location to Watch,” based on attraction of significant business investment, job creation, and positive economic outlook.
Our creative approach in securing business attraction and expansion projects, promoting our competitive advantages, and ensuring a pro-business environment contributed to Expansion Management, the Washington Post, Forbes, Trip Advisor, and the Tech America Foundation in recognizing the Space Coast during FY 2011 as a prime location for business and quality of life.

Innovative Marketing The Space Coast generated a tremendous amount of media attention this past year with the Shuttle retirement. We seized this opportunity with the Space Transition Public Relations Strategy, which told our own story of a community with the infrastructure, ingenuity and, most importantly, the talent to support the country’s next great initiative. From the Associated Press to the Wall Street Journal, coverage focused on our diverse economy, stellar workforce, and opportunities in commercial space – all messages outlined in the strategy.
Over the year, we focused on the positives through the development of an aerospace workforce direct mail campaign and reaffirming our Space Act Agreement with Kennedy Space Center. Plus, Delta Airlines in-flight Sky magazine selected the Space Coast for its August Community Portrait. With a built-in audience of over 5 million international business and leisure travelers, the 20+ page section outlined Brevard County’s technological advancements in space and beyond as well as an array of local companies, tourism draws and area economic information.

EDC Councils draw on the distinct knowledge and expertise of a coalition of over 200 Investors. These volunteers work to identify community needs, economic impacts, marketing opportunities and also oversee the general structure of EDC operations.
This year, the EDC’s Councils achieved impressive results both in terms of successful community targeted initiatives and reaching or exceeding long-term goals. Highlights from this year include:

Strategic Plan Goals The EDC enjoyed much success during FY 2010-2011 and is on track to meet its Strategic Plan goals. Highlights from FY 2010-11 include:
• Business development projects resulted in 866 announced new jobs during the fiscal year, with a total of 1,699 announced jobs since the start of the Strategic Plan.
• The EDC successfully completed 6 changed business policies, on track to meet the Strategic Plan goal of 12.
• The Resource Development Council secured $42,500 in new Investor funding, exceeding its $40,000 goal.
• The Community of Distinction Council exceeded its goal of attaining 12 targeted rankings for the Space Coast, including top rankings from Milken Institute, TechAmerica Foundation, Area Development, Expansion Management, and TripAdvisor.com.
• The EDC generated over $1.9M in earned media value, exceeding its goal of $1.25M.
