Following are notes of the meetings of26 February 1997 and 27 February 1997 at district schools.

1. Purpose: To tour the existing facilities and discuss their deficiencies and needs in housing the curriculum and community service activities.

Discussions included Master Planning - inunediate and long-range. Everyone was encouraged to include everything on their "wish list" Needs would be prioritized. It is not yet known what ",ill be part of the bond issue or what may be long-range improvements. Large maintenance items possibly should be part of the bond issue in lieu of out ofa limited capital outlay fund. (If included in a bond issue, the State ",ill pay 28%.) Prioritization of needs and long-range planning will help us all define the best solution for the immediate bond issue and visualize how it will fit in the district-wide master plan. Today's decisions will possibly influence choices for the nex1; 30 - 50 years.

4. The follov,ing is not necessarily 100% complete and should be supplemented with additional discussion from Community, Teachers, Facility Committee, and the Board of Education.

A. All Three Elementary Schools: Common Comments and Needs

1. P.E. is 5 days/week; 17-20 students/class; used for bad weather recess; large group assembly; Effingham uses Middle School Au.xiliary Gymnasium; Lancaster leases a City building for Gymnasium - low ceiling; Cummings has a gymnasium.

2. Music is 2-3 days/week; 17-20 students/class; is usually right after P.E. to allow more time for teacher planning; Effingham uses Middle School; Lancaster shares a room with Library; Cummings shares Special Education.

3. Dining is two smits of 40± students/shift; all (3) elementaries have kitchens - Effingham is a satellite kitchen served by High School; other (2) are preparation kitchens; all kitchens are small, especially Lancaster; all kitchens wash everything by hand; trucking from central storage for freezer and dry goods is a problem.

4. Art presently is (1) day/week in classrooms.

5. Itinerant staff includes Principal, P.E., Music, Art, Nurse, Counselor, Psychologist, Librarian.

6, Special Education includes: a. Title I - (2-5) students b. Resource - L.D., B.D., (2) students c. Speech - (1-3) students

2) Need more hard surface play area. HV AC (heating, ventilating, and air conditioning), plumbing, power, lighting, communication, teclU1ology. I) Present mechanical system consists of several forced air heating multi-zoned.

Classrooms do not have individual controls; thus some rooms are too hot or too cold. All classrooms have air conditioning - forced air or window units.

2. P.E. and Dining share one room. The kitchen is a fairly nice size, but needs more storage. The Multi-Purpose room needs acoustical treatment and wall-mounted basketball goals. Folding dining tablelbenches should be stored in a storage room or wall pockets. Tables and equipment stored in the room are a safety hazard.

3. Chapter I and Resource share one room.

4. Library, Music and Speech share one room.

2. Building A (temporary structure) presently houses Pre-School, E.eR, Elementary, Music, and P.AT

3. Building B (temporary structure) presently houses Middle School Math, Computer, Title I, 5-6 Art, and 7-8 Art.

4. The Old Vo-Ag Building presently houses central food dry goods storage; central paper storage; High School weight room; M. T., W T., and concessions for football/track; and ParlcingiGarageiShop.

5. The 1965 North Metal Gymnasium services as Effingham Elementary Gymnasium and Wrestling for High School. These functions cause conflict with Mddle School programs.

6. The 5-8 classrooms are located as follows in order to maintain some degree of segregation of grade levels in the classroom areas: • I st Floor - 6th Grade • 2nd Floor - 7th and 8th Grade • 3rd Floor - 5th Grade

7. Elimination of Elementary and High School functions at this site could provide more space for Middle School functions.

Traffic flow from the east corridor to the General Office is clumsy (people walk through the Principal's Office). The entire space should be rethought and provide: a. Principal's Office. b. 5. Sewing Room. Sewing is no longer offered as an elective. This room has been converted to Computer Business. Possibly this space could be remodeled and better utilized.

6. Foods Lab. Foods is no longer offered as an elective. This room is used for special education LR.C. Some students are taught basic food preparation. Most of the stoves and refrigerators have been sold. Possibly this space could be remodeled and better utilized. Prior to remodeling, the school district needs to decide if they -will ever again offer Foods - Sewing.

7. Staff wants to add (2) classrooms: a. One classroom for Science (life science) and Math. b. One classroom for Computer Business - business, accounting, bookkeeping,

improving computer skills. c. If (2) classrooms are not added, teachers may have to give up their home room for

planning time (in order to allow their classroom to be scheduled).

1. There have been no track events for (2) years because of the extremely bad condition of the existing asphalt track. Present track is 6 lanes on straight away and 4 lanes elsewhere. a. Need new 8 lane 400 meter track. b. Need to grade adjacent land and provide an underground storm drainage system.

2. There was some discussion that the varsity football/track bleachers could be moved to the High School property, thus providing more recess, P.E., practice, and competition fields for the Middle School This will put the facility closer to H.S. and provide better access to parking and locker rooms.

3. Old bus bam may need to be razed to make adequate room for new track and field events.
