District Goals and Vision

BOE-Approved District Goals

1. Continue to expand our curricular program and learning opportunities to be inclusive of all learners, with a focus on improving achievement and promoting student individual growth, leading to improved community satisfaction with our schools.

2. Offer professional development opportunities in all schools focused on energizing and empowering staff to make meaningful instructional changes through the use of data protocols with an emphasis on transitional grade levels.

3. Begin a multi-year planning process for grade reconfiguration and necessary changes in attendance zones required for a successful implementation of the One Less Move referendum projects.

4. Continue progress on our facilities projects with the least amount of disruption to the educational process while ensuring the safety and well-being of students and staff.

District Instructional Vision Statement

Franklin Township Public Schools staff and students will participate in a reflective and shared process to ensure ownership for learning. All students will engage in meaningful, data-driven and individualized instruction in a caring and collaborative learning community that fosters college and career readiness and social/emotional development.

District Professional Development Vision Statement The Franklin Township Public Schools will offer a program of professional development that is differentiated by the needs of all staff members, offers choices, and enhances student learning.

Instructional Technology Vision Statement We recognize and embrace the pivotal role of technology within our schools and district communities in today’s global society. In an effort to facilitate innovative learning and teaching, WE will strive to provide a safe and secure technological setting with current technology, information resources, and training. The 21st Century Ready Stakeholders - Students, teachers, administrators and community members will be able to access, process, and communicate information using a wide range of resources and technologies. Individuals will have the opportunity to become independent, lifelong learners in a rapidly-changing society.

Background The Franklin Township School District has had a technology plan in place guiding the implementation of technology as a curricular tool since 1998. As mandated by the Universal Services Fund (E-Rate), as well and the New Jersey Department of Education, every three years a new plan is written and approved by the Franklin Township Board of Education, District Administration and the Somerset County Department of Education. The three previous plans (2007-2010, 2010-2013, 2013-2016) focused on closing infrastructure and support gaps necessary to implement classroom technologies and state mandated digital assessments. The Three Year Technology Plan is created by the District Technology Committee, which is a steering committee tasked with creating, reviewing and updating the plan. The committee meets monthly to review the plan, gather data to evaluate plan effectiveness and make mid-course corrections as needed. The current technology plan builds upon the 2010-2013 technology plan and details a stronger emphasis on seamless classroom integration and leveraging technology to transform the learning environment. These goals help ensure that the current program is sustainable both technologically and financially. The plan also focuses on continuing the many professional development and support programs, implementing a strong digital citizenship program, and continuously improving the infrastructure so it evolves with increased usage. During this time the district installed interactive projectors and whiteboards in all classrooms in all schools, acquired 13” Macbook Air Laptops for all teachers and 4,380 11” Macbook Air laptops and carts for student use in all schools. We upgraded our district-wide wireless network infrastructure and installed a district-wide copier-based printing system, which replaced outdated, old and failed classroom printers. Our Technology Coaches provided 100’s of hours of instructional technology training provided to teachers and clerical staff. Also, the Supervisor of Instructional Technology position was created and filled.

NJTRAx Technology Readiness Reports

NJTRAx Technology Readiness was completed on October 25, 2016

The district fully participates in the New Jersey State’s data collection programs including NJSmart, NJTRAx Technology Readiness System and the NJTRAx Digital Learning system. In Appendix A is the full report from the NJTRAx Technology Readiness System. In analyzing the report, the district is technology-ready with respect to all hardware deployment. All hardware is updated on a regular basis to ensure it can adequately meet the educational needs of all students and staff. Equipment is refreshed on a 4-year basis.

*NJTRAx PARCC Readiness sponsored by the New Jersey Department of Education to gauge the technology readiness of New Jersey schools and districts for online testing.    *NJTRAx Digital Learning Readiness - sponsored by the New Jersey Department of Education, this Digital Learning tool is a school version of the Future Ready District Readiness Assessment used at by the This measurement tool is based on the Digital Learning framework to assist in getting a school ready for digital learning. Stakeholders will gain insight into the school’s digital learning readiness, its digital learning implementation, and the gaps the school currently has that must be closed if they are to use technology efficiently and effectively, in ways that increase their students’ college and career readiness.  Grounded in a key set of indicators for effective implementation of digital learning, six surveys are used to collect data from six different stakeholder groups. Once the data are collected, a customized report for each school has been generated with its readiness ratings for digital learning and comparisons of perspectives across the survey

respondent groups.    *The Future Ready District Assessment will gauge our district's readiness to begin implementing digital learning. It includes a series of questions designed to help us frame a vision for digital learning, recognize the elements of the Future Ready Framework, specify how technology can help align these efforts to achieve higher college-and career-ready standards, and understand the type of digital leadership required to stage our district for success. This assessment was completed by our District Technology Committee.  

Needs Assessment School vs. District Needs Assessment

It is imperative to understand that the district’s focus on equity across all students, staff and schools is an important decision factor where it pertains to technology integration, training and deployment. A concerted effort has been made, and continues to be made, when it comes to individualization and standardization. With the exception of special trials and pilot programs, the district focuses on grade level implementations of hardware and software, keeping consistency of programs across all schools. It is for this reason that this technology plan does not individualize different schools, but rather aligns specific objectives to the grade level(s) to which they apply. In addition, the district grades spans will be modified due to the One Less Move, One The Move Referendum.

Needs Assessment If our students are to graduate college and career ready in today's high-tech, connected society, they must be digitally competent, proficient with technology and the Internet, and equipped with 21st Century skills. This framework, according to the U.S. Department of Education, is designed to set out a roadmap to achieve that success and to commit districts to move as quickly as possible towards a shared vision of preparing students to thrive today and tomorrow. Using the NJDOE Digital Learning Surveys and the Future Ready Schools District Assessment, we are able to define our needs. The six district technology goals reflect the analysis of these surveys. Hardware and Optimal Network Needs Assessment, Reflection and Adjustments Detail Specifications for network requirements, from a capacity and availability standpoint, are acquired from various sources such as, application specific recommendations, staff and administrative feedback and testing requirements. These specifications are used to determine current network optimizations for specified uses, as well as recommendations for adjustments. The district technology budget networking line items are reflective of any gaps determined between current network capacity and future needs.

Professional Development The Franklin Township Public Schools will offer an ongoing program of professional development that is differentiated by the needs of administrators, teachers, support staff and parents and offer course choices, enhancing job productivity and student learning. Professional development opportunities will be delivered to all stakeholders via in-class session, online and self paced, individualized instruction.

Transformational Budgeting Implementation of the goals and objectives in this plan will require a continued commitment of funds over three years. All technology initiatives are funded centrally from the district’s technology budgets. This ensures equity in deployment of equipment and services. This will include funding sources for recurring services, anticipated leasing agreements, and anticipated purchases. In addition, the district will continue to develop a monitoring system to ensure what is purchased actually being used appropriately.

Objectives and Purposes: * To understand, practice and encourage the legal and ethical use of technology. * To promote effective learning through effective teaching. * To integrate technology into the curriculum of all departments. * To make current technology available and accessible to all students, faculty, staff and administration. * To establish and maintain minimum required competencies for students, faculty, staff and administration. * To provide training to all students, faculty, staff and administration. * To periodically re-evaluate our commitment to technology to ensure we are providing the most effective teaching and learning tools to our students and staff. In order to accomplish the technology vision of the Franklin Township Public Schools, the following goals have been established to insure our students’ success as they live, learn, and work in an ever-changing information age. Goal 1. The district will provide opportunities for all students to be able to engage in meaningful, data-driven and individualized instruction in a caring and collaborative learning community that encourages appropriate and responsible use of technology with an instructional emphasis on digital learning. Goal 2. District teachers will develop and implement a sustainable, personalized, student-centered, digital learning environment across curriculum content areas by June 2019

Goal 3. The district will provide on-going technology professional development to administrators, teachers, staff and parents. Goal 4. The district will continue to support a robust, comprehensive, and well-managed infrastructure; efficient help desk system; and high speed connectivity to the internet in all instructional and administrative areas within the district. Goal 5. The district will continue to make current technologies accessible to all students, and to support a 1-1 device program for students. Goal 6. The district will continue to support technology integration in the classroom and bridge the digital divide by participating in the Future Ready Schools NJ Recognition Program.

Three-Year Implementation and Strategies Table Built within each goal listed in the following section is a documentation/evaluation component associated with each benchmark activity. Each person(s) listed as responsible for the implementation of the said goal(s) will ensure that the benchmarks have been achieved.

The Supervisor of Instructional Technology and Director of Technology evaluate the larger district plan, including the implementation of network services, with feedback from the technology staff and in-house staff. Through regularly scheduled meetings with the Superintendent, Assistant Superintendent and Business Administrator and updates to the district curriculum leaders and building administrators, progress is examined, modified, and new methods of implementation evaluated. If changes are needed, because of the existence of new technologies, then this plan will be amended to reflect the evolving technology environment. With technology’s accelerated rate of change, the district must be flexible and able to adopt and modify goals appropriately. The implementation and strategies outlined below will be constantly monitored to ensure they are meeting the needs of the district and the community it serves. New technologies or software programs will be continuously evaluated and recommendations/modifications will be made on an ongoing basis.
