New Section: Registration—Job Seekers

What does a job seeker need to register in the website? It will be helpful for job seekers to have a basic resume available for registration because the new WorkInTexas.com will be able to upload that information and auto-populate to answer basic questions of the registration process. Then, the

Page 3

Page 4: Frequently Asked Questions for Staff - twc.texas.gov  · Web viewThis is all of the training material trainers need to conduct WIT training. These are the same materials the TWC

registration process will ask the user detailed questions about his or her personal situation. This information will create a profile which may assist users in qualifying for programs and services.

If a user does not have an existing resume, he or she will be able to answer all of the questions asked during the registration process and use the WorkInTexas.com Resume Builder tool to develop a resume once basic registration is complete. To build a résumé, job seekers may want to gather details about recent employment and education credentials for quick reference.

Job seekers filing for unemployment insurance will be required to enter their social security number to validate their registration in WorkInTexas.com.

What registration questions, if answered incorrectly, would make a customer ineligible for Wagner-Peyser participation? There are no registration questions that will prevent a customer from participating in the Wagner-Peyser Employment Service (ES) program. All job seekers are eligible for employment service activities in WorkInTexas.com.

Is email a required field for job seeker registration?Email is not required for registration. Email is highly encouraged for all job seekers seeking employment services, but not required.

When an individual is homeless, what should be used for residential address and phone number?TWC does not have a policy related to the use of alternate contact information for individuals who are homeless. Local Workforce Development Boards (Boards) may develop local guidance for Workforce Solutions Office staff in their workforce area.Suggested options may include: Homeless shelter Trustworthy friend or relative Hotel or motel front desk Local Workforce Solutions OfficeIt’s important for Workforce Solutions Office staff to be aware that potential correspondence could include tax-related documents, unemployment benefits information/debit cards, or other personal correspondence which is intended for the sole use of the homeless individual.

If a customer, job seeker or unemployment claimant, starts registration, but fails to complete the résumé builder part of the registration, is the registration considered complete?Registration is technically complete without adding a résumé; however, completing a résumé gives the job seeker a more robust registration and should be encouraged.

During job seeker registration, is driver’s license a required field, or is it optional?

Page 4

Page 5: Frequently Asked Questions for Staff - twc.texas.gov  · Web viewThis is all of the training material trainers need to conduct WIT training. These are the same materials the TWC

The driver’s license is not a required field. If a job seeker does not have a driver’s license or a state identification card, they can answer “No.” If the job seeker answers “Yes,” then he or she must provide the ID number and select from drop down menus to provide information on the type of driver’s license and the issuing state.

During job seeker registration, can links be added to provide more information on how to answer the support-type questions in the “Public Assistance” section?Job seekers can click the help icon to find additional information on each question in the Public Assistance section. Once registered, job seekers can access additional information from the many links available in the left navigation menu under the heading “Services for Individuals.” Information on supportive programs can be found in the “Community Services” section under “Services for Individuals.”

During job seeker registration, does the general assistance question refer to support services? Is general assistance offered in Texas counties and how does receiving general assistance affect a job seeker’s WorkInTexas.com account? This question does not apply to Wagner-Peyser ES customers. The question has to be asked because the Department of Labor requires TWC to report this information on all customers served, including self-service ES customers. The data element is labeled “General Assistance Payments and Refugee Cash Assistance.” TWC does not manage these programs and has requested an option to select “Not Applicable” be added as a response option to this question in WorkInTexas.com.

Will the new WorkInTexas.com have updated military specialty codes that include all codes for all branches of the military? The new WorkInTexas.com has an updated military occupational crosswalk; however, sometimes transitioning service members may have difficulty finding their specific military branch’s specialty code. In these cases, it’s best to select the military occupational code that most closely matches what the job seeker did in the military, review the suggested civilian occupational codes, and select the most appropriate civilian occupation code(s) for each résumé template being developed.

Will the new WorkInTexas.com system support Transportation Worker Identification Cards (TWIC) for security clearances? The new WorkInTexas.com has a robust document upload capability. There are no restrictions on what type of documents job seekers can upload. However, Workforce Solutions Office staff do not verify status related to job seeker and employer interactions (e.g. application matching) as a customary part of doing business. Therefore, Workforce Solutions Office staff will not be providing any additional services, such as verifying security clearances for job seekers, based on the job seeker’s uploaded documents, just as staff currently do not provide drug testing or background checks.

If a job seeker indicates that he or she has a disability during registration, will an open Vocational Rehabilitation Services (VRS) case be able to be linked to a new or existing job seeker account in WorkInTexas.com?

Page 5

Page 6: Frequently Asked Questions for Staff - twc.texas.gov  · Web viewThis is all of the training material trainers need to conduct WIT training. These are the same materials the TWC

VRS cases will not be linked with job seeker accounts in the new WorkInTexas.com based on the registrant’s answer to the disability question. While some information may be exchanged via an interface between the RehabWorks system and WorkInTexas.com, the exchange of information will not link VRS cases with registration information in WorkInTexas.com.

Will staff be able to use the E-59 job seeker registration form to register individuals attending events such as off-site job fairs? The E-59 form will not be sufficient to create an individual registration in WorkInTexas.com. It does not contain minimum required data fields to do so today. There is a job seeker registration form being developed by the Rapid Response team in the Technical Assistance Department that may help Workforce Solutions Office staff with off-site job fairs; however, safeguards and procedures to protect all PII on these forms must be strictly observed following guidance provided in WD Letter 02-18.

Registration—Employers

Revised: What does an employer need to register in the website?A new employer registering in WorkInTexas.com for the first time, will need their Federal Employer Identification Number (FEIN) and their TWC Tax Account Number. Employers already registered will not need to do anything as their credentials will be converted from the existing website to the new website.

Login and Permissions

How will the job seeker login process compare from the existing WorkInTexas.com to the new WorkinTexas.com?The job seeker login process will be conducted in a similar manner as it is today. A user will enter a username and password and accept the acknowledgement page.

Will the single sign-on process be supported for unemployment claimants?Single sign-on will continue to be available for unemployment claimants with a User ID that meets the new system’s requirements. Passwords will not be required to meet these new standards for existing single sign-on users.

How will the employer login process compare from the existing WorkInTexas.com to the new WorkinTexas.com?The employer login process will be conducted in a similar manner as it is today. A user will enter a username and password and accept the acknowledgement page. How will employer permissions compare from the existing site? Employer permissions will remain the same with three levels called “crowns”.Will there be a way to stop employers from entering false or inaccurate data (scam job orders) when self-registering in WorkInTexas.com?Yes, the same FEIN/TWC Tax ID checks are being run with the TWC Tax Interface at the time of an employer’s attempt to self-register. If the FEIN is not registered with the TWC Tax System, the employer will not be able to proceed past the “Employer Identification” page in the employer self-registration page flow.

Page 6

Page 7: Frequently Asked Questions for Staff - twc.texas.gov  · Web viewThis is all of the training material trainers need to conduct WIT training. These are the same materials the TWC

Are there different permission levels for different staff roles?Yes, there will be different permission levels according to staff roles. Certain local staff will have capabilities beyond what they currently have today. Front line staff are likely to have the same permissions they have in WorkInTexas.com today.

New: Will Workforce Solutions Office staff be able to help job seekers by resetting their passwords, or will this become a local admin function? If a job seeker is unable to reset his or her own password using the Forgot Password function, then Workforce Solutions Office staff will be able to reset the job seeker’s password.

Is there a way for staff to add all our workforce offices at one time to set up permissions within the site? All workforce center offices will be set up in the new WorkInTexas.com website by Workforce Automation prior to go live, following the Y-9 process.

Will job seeker and employer user IDs change for the new WorkInTexas.com?Job seeker and employer information – including existing user IDs and passwords - will migrate to the new WorkInTexas.com. However, some job seeker users will need to create new user IDs before go live to comply with the requirements of the new site. TWC began communicating with these users in March 2019 by placing a message on the WorkInTexas.com home page and notifying them that the new WorkInTexas.com will not allow some special characters. Those users were encouraged to make sure they have an email address on file in their account, so agency staff could email them a new user ID. Those emails were distributed (in English and Spanish) to users starting in May 2019. TWC is in process of changing and issuing new user IDs.

The new WorkInTexas.com will not allow the following characters:

Spaces ( ) Dashes (-) Ampersand signs (&) Question Marks (?) Equal signs (=) Less than signs (<) Greater than signs (>) Commas (,) Slashes (/)

What if a user does not have an email address and/or phone number associated with his or her account?TWC distributed flyers will be printed and placed in workforce center resource rooms to help remind workforce staff and users to associate an email address with their account. If a user still does not have an email address associated with the account, workforce staff may contact that user by means available.

New: Will “Inactivate” and “Delete” privileges related to managing employer contacts be restricted?

Page 7

Page 8: Frequently Asked Questions for Staff - twc.texas.gov  · Web viewThis is all of the training material trainers need to conduct WIT training. These are the same materials the TWC

The primary contact for each employer location will be able to inactivate and delete other contacts associated with their account(s). Other contacts may have the same privileges, if they are granted by the primary contact.

Workforce Solutions Office staff will be able to inactivate, reactivate, and delete employer contacts. Policy guidance recommends that employer contacts be inactivated rather than deleted.

Note: Employer contacts associated with open job orders or listed as primary contacts for an employer location cannot be deleted or inactivated.

Communication between Staff, Employers and Job Seekers

Describe how WorkInTexas.com users will be able to receive information within the website and from one another. The website offers three ways for users to initiate or receive communication: 1) email via a user’s email address,2) text message via a user’s cellular telephone number, and 3) print via a user’s physical address.

The website also has an internal message center whereby users may send and receive messages to one another. Messages are only viewable when logged in to the website or if selected to have an internal message send an alert to a user’s email address or text message via a user’s cellular phone.

Workforce staff will also be able to communicate to job seekers and employers by: setting and using banners and subscriptions that users will see upon login creating and using statewide and local saved correspondence templates that

are viewable within the internal message center

Can an employer send a job seeker a message?Yes, based on the job seeker’s notification preferences (message center, email, text message or letter sent to physical address).

Revised: Can a job seeker send an employer a message? If an employer has a job order in the system, and they have messaged the job seeker, the job seeker will be able to respond. Job seekers will not be able to initiate messaging with an employer.

Can a job seeker or employer send their workforce staff a message?Yes, a job seeker or employer can send a message to their workforce staff via the website’s internal message center.

Will there be live chat? The website will not have live chat functionality turned on at go live. This is functionality which may be turned on in the future.

Will job seekers be alerted when an employer makes a hiring decision and does not hire them?

Page 8

Page 9: Frequently Asked Questions for Staff - twc.texas.gov  · Web viewThis is all of the training material trainers need to conduct WIT training. These are the same materials the TWC

Employers may provide job order status to applicants. The WorkInTexas.com website will not notify job seekers of hiring decisions.

Can an employer collect job seeker email addresses?Job seeker emails are not directly displayed to employers, rather an employer can send a message to a job seeker by the job seeker’s selected notification method. However, if a job seeker places his or her email address or other contact information in her or her resume, then the information will be displayed to employers.

If there are concerns about employers “harvesting” email addresses for purposes of job scams, know that there are other safeguards in place to identify and verify employers before their registration is complete with the ability to review resumes.

Search and Match

How does the new WorkInTexas.com match functionality work? The new WorkInTexas.com will use a reactive matching approach. The site analyzes the job order requirements against candidate skills, work history, training and educational credentials, and additional job seeker requirements such as geographic location– beyond just a keyword match.

Is there a minimum percent match required for an individual to “qualify” for a job?The website will show job seekers their job match percentages but there is no requirement for those matches to meet a certain percentage to qualify. Job seekers may apply for any job order, no matter their match percentage.

Employers may choose to set a match percentage level to a job order which would filter out candidate matches below a certain percentage. Employers will see a list of candidates ranked according to how well they matched to the job order.

Workforce board staff may choose to develop local procedures or policies related to staff referrals of job seeker match percentage on preferred job orders.

Is there a way to ensure that the first few résumés that match for a position on the “run matches” button are the most relevant to the job? When matches are run against a job order, there is an internally-developed “scoring” functionality that assigns a percentage match to each résumé, based on the requirements of: skills, general criteria, and specialized criteria. Each requirement shows a percentage match with the job order, and overall, the résumés with the highest percentage will display first.

How will users receive notification of a job order or candidate match? All users may choose methods of notification when setting up their profile. Notification options include: mail, email, text, or the internal message center.

Will WorkInTexas.com report the number of job matches per job order? An employer, or staff member on behalf of an employer, can conduct a candidate search and retrieve a list of the candidates that match to a job order.

Page 9

Page 10: Frequently Asked Questions for Staff - twc.texas.gov  · Web viewThis is all of the training material trainers need to conduct WIT training. These are the same materials the TWC

There are 39 unique reports to track job order referrals by job order and referral results. There is not a report that will list potential matches by job order number, but the employer - or staff on behalf of the employer - can conduct a Quick Search to retrieve the list of all eligible candidates, save the search criteria, and receive notification when new candidates match the search criteria.

How will employers search for and match candidates to job orders? Employers may use the Applicant Overview tab to rate and rank candidates. Employers may set up a Virtual Recruiter to save résumé search criteria, schedule automatic searches, and receive notifications when new candidates match.

New: When searching for individuals, under general criteria, one of the search parameters is the “State ID” field. What is the State ID?The State ID in the new WorkInTexas.com is equivalent to the Job Seeker ID (JSID) in the current WorkInTexas.com. It is a system generated ID number associated with each job seeker registration. Converted job seekers will be identified by their unique JSIDs as currently displayed in WorkInTexas.com. When Workforce Solutions Office staff want to search for job seekers they were working with before the new WorkInTexas.com was implemented, they can enter the JSID in the State ID field, and the new system will return the converted job seeker account associated with that specific Job Seeker ID.

New: When a job seeker searches for jobs, a pop-up box tells them if their profile isn’t a good match with the job order; however, the job seeker is not prevented from applying to job orders they’re not qualified for. Is there a threshold at which a job seeker will be prevented from applying for a job if they have a low job match percentage? The new WorkInTexas.com system job match percentage shows matches to several categories within the percentage displayed. TWC does not plan to set a minimum percentage match for individuals.

Employers may set a match percentage level to restrict potential job candidate match results when running matches against their job orders.

Boards may choose to develop local procedures or policies related to Workforce Solutions Office staff referrals related to referring job seekers to preferred job orders.

New: Will the option to search for jobs “outside of Texas” be available?Customers are able to search for jobs in Texas by city, ZIP code, metropolitan area, workforce area, county, and statewide. Additionally, customers may select the option to search any location. This option will search jobs outside of Texas.

New: Why is there an Employer Services link in the job seeker’s left navigation menu? The Employer Services link under the “Services for Individuals” section in the job seeker’s left navigation menu provides job seekers with three helpful links to find job opportunities: Employers Posting Jobs, Local Employer Sites, and Trending Employers’ Jobs. These resources are provided to job seekers to use in addition to traditional job search methods.

Page 10

Page 11: Frequently Asked Questions for Staff - twc.texas.gov  · Web viewThis is all of the training material trainers need to conduct WIT training. These are the same materials the TWC

New: Will WorkInTexas.com report the number of job matches per job order? An employer, or Workforce Solutions Office staff on behalf of an employer, can conduct a candidate search and retrieve a list of candidates that match to a job order.

New: How will the occupational codes convert over to the new WorkInTexas.com? Will users have to match multiple occupations separately? All occupations are O*NET occupations. Current WorkInTexas.com is using an older version of O*NET. The new WorkInTexas.com supports a newer version of O*NET occupations.

The data migration process that immediately precedes the go-live date will be handled by GSI. Currently, job seekers can have up to 15 matching occupations and job orders can have up to 10 matching occupations. The new WorkInTexas.com allows one O*NET occupation per job seeker and one per job order. Therefore, the data migration process specifically related to O*NET occupations will be handled in a many-to-one process.

When migrating job seeker accounts and job orders, the first occupation will be migrated over to the job order or job seeker account. For example, if the job seeker has 15 matching occupations, the first occupation will be migrated over to the new WorkInTexas.com. The same for job orders. If the job order has ten occupations, the first occupation will be migrated over.

Employer Job Orders

How will job orders work in the new WorkInTexas.com?Employers will have five options for creating job orders:

Basic, Manual Job Order Entry: the shortened Job Order Wizard using default values with minimal data entry

Custom, Manual Job Order Entry: comprehensive Job Order Wizard allows employers to customize the job order

Copy Existing Job Order: makes an exact copy and uses a preview feature to edit specific fields

Copy Job from Template: works with an established employer’s library of job orders to improve control and consistency over time

Mass Job Order Import: transfers many job orders into the websiteIn reference to prescreening questions, is there a way to make sure the employer will not ask discriminatory questions? While there is no way to totally automate a process to ensure that the employer does not ask discriminatory questions, there is a mechanism that scans for inappropriate words, and staff are required to conduct job order reviews.

New: Will the current job posting IDs transfer to the new WorkInTexas.com?

Page 11

Page 12: Frequently Asked Questions for Staff - twc.texas.gov  · Web viewThis is all of the training material trainers need to conduct WIT training. These are the same materials the TWC

The job posting IDs will be migrated over to the new WorkInTexas.com prior to the go-live date and will display the same numbers as assigned in the existing system. However, a new job order number sequence will be applied to all new job orders created in the new system.

New: Will employers be able to post a job order without an FEIN? Could an employer register with an SSN and post lawn care jobs or day labor jobs? Many small business owners register with their SSN. In these cases, the FEIN and SSN are equivalent. Workforce Solutions Office staff must review and approve all new employer accounts. As stated in the Employment Service Guide, section C-201, and in Technical Assistance Bulletin 211, Change 2, the employer’s access to WorkInTexas.com is dependent on meeting the federal definition of an employer, which requires the existence of an employer-employee relationship.

New: When creating a job order, the drop-down menu for salary allows an employer to choose hourly rates that are below federal minimum wage. Why is this allowed? When creating job orders, salary is not a required field in the current WorkInTexas.com or in the new WorkInTexas.com. If the employer is paying less than minimum wage and is planning to supplement the worker’s salary with tips or some other additional pay or benefit, the employer can choose not to list a salary and simply include detailed information in the job description.

New: How long will a job order be displayed? In the Job Details section of a job order, the “Last date this job order will be displayed on the system” defaults to 30 days from the creation date. Can the employer change it?WorkInTexas.com will allow employers to change the job order display date. If hires are reported that meet or exceed the number of openings, the job order status will be changed to “Maximum Positions Met” (Placed) which is equivalent to Closed – Pending Contacts in the current WorkInTexas.com. Similarly, if the maximum number of applicants for a job order is reached, the status will be automatically changed to show “Maximum Applicants Met.”

New: The default expiration date on job orders is 30 days. What is the maximum it can be changed to?The “Last Date to be Displayed” will be 30 days from creation date by default. Employers and staff may extend this. The job order may be extended for an unlimited amount of time.

New: Can job orders be copied?Yes. WorkInTexas.com allows employers and staff on behalf of employers to copy existing job orders. There is also a feature that allows job order templates to be created and saved so that an employer can copy an existing job order or use a template to create a new job order.

New: Will there be Job Posting Notes available for Workforce Solutions Office staff to use in the new WorkInTexas.com?There is no capability to add notes to a job order in the new system. However, there is a Case Notes function associated with each employer location (Customer Management -> Case Notes). While job posting notes cannot be attached to job

Page 12

Page 13: Frequently Asked Questions for Staff - twc.texas.gov  · Web viewThis is all of the training material trainers need to conduct WIT training. These are the same materials the TWC

orders in the new system, Workforce Solutions Office staff have a free text field in case notes where they can cite job order numbers and add information related to the job order. Workforce Solutions Office staff can add case notes to both employer accounts and job seeker accounts.

Job Seeker Functionality

What functionality will the new WorkInTexas.com offer for job seekers? Budget calculators?

o Yes, on the Financial Services widget, there is an Overall Budget Planning option and a Training Budget Planning option for job seekers to use. Only job seekers will be able to view this – staff will not be able to.

Personal Profile?o Job seekers can upload documents to their Personal Profile including

multiple versions of a résumé, multiple versions of a State of Texas application, cover letters, certifications or other necessary documents.

Appointment Center?o Job seekers have access to an Appointment Center calendar which will

allow them to enter important dates (e.g. interviews, hiring events, and workforce orientation), as well as view local hiring events or career related activities which are posted by their local workforce staff. Job seekers may elect to register for events so the information will display on his/her calendar.

New: Currently, when job seekers are logged into WorkInTexas.com, they can click a link on their home page that directs them to the Unemployment Benefits System. Will this link between the two systems remain the same for job seekers that are claimants? This question is referring to the “Go to Unemployment Benefits Services” link on the job seeker’s Home page. In new WorkInTexas.com, the job seeker’s dashboard is much busier; however, we’re currently reviewing the page to find the best location for this link.

New: Will all job seeker information be transferred to the new WorkInTexas.com?Yes, all active and inactive job seeker accounts will be migrated over to the new system.

Resume

New: If the job seeker is using the Spanish version of WorkInTexas.com, will the résumé wizard include English in the Language Proficiency options? The default language for all job seekers is English. This is true even when using the Spanish version of WorkInTexas.com. Job seekers may indicate that English is not their first language during registration. Workforce Solutions Office staff may also indicate that English is not the job seeker’s first language on the Wagner-Peyser application, in the Background section. At this time, there is no option to select English from the language proficiency drop down menu.

New: When creating a résumé, will the desired salary option be limited for unemployment benefits claimants?Unemployment claimants are required to accept reasonable employment offers, including those with wages at 90% or above prior wages during the first 8 weeks following an initial claim. Following the 8th week, the wage requirement drops to 75% of the claimant’s normal wage.

For unemployment claimants, wages will reflect the percentage of prior wages in the individual’s Background section, as explained in the above paragraph. However, Résumé Templates, which allow individuals to apply for specific job orders in the system, will allow any desired salary to be applied.

New: Will job seekers have to include their residential address on their résumé instead of their mailing address?Job seekers can change the default settings to only show their desired contact information to employers. This is an option provided during the résumé builder process.

Industries and Occupations

Will there be a direct link to O*NET for job descriptions?Yes, when creating a job order, once the Job Title and Occupation is chosen, the user (employer or staff) will be taken to the “Job Description” field, where an option to “insert sample text” will display a pop-up field for the user to select either the Summary Description or Detail Description for that occupation from O*NET to insert into the Job Description field.

Will there be a section for job seekers highlighting what we call “Hot Jobs” that will appear for cities that job seekers have identified in their profile? The site does allow for “Occupations in Demand by Region” and allows for uploading of Occupations in Demand for each LWDA, and on the job seeker profile, there is a “Display only occupations with a Bright Outlook” that will match the occupations listed in the Occupations in Demand by Region. Also, it is possible to “Display Green occupations only.”

New: How will staff know which North American Industry Classification System (NAICS) code to use if the employer registers with an SSN as their Federal Employer Identification Number (FEIN)?If the employer registered their SSN as their Tax ID in TWC’s Tax System, then the NAICS code will come over to the new WorkInTexas.com when the employer self-registers. If the employer has not registered their SSN as their Tax ID, then the employer will not be able to self-register. In this case, verifying the employer’s eligibility to access WorkInTexas.com and helping the employer register becomes the responsibility of Workforce Solutions Office staff. Staff must work with the employer to determine eligibility, what industry they specialize in, and select the correct NAICS code when registering an employer without a FEIN and TWC Tax ID.

Can industry/employers’ NAICS codes be made available on WorkInTexas.com – alongside EID, Tax ID, and FEIN?On the Employer Profile, under General Information, the page will show Employer Identification Information (employer name and location, contact information and Company information – including NAICS code, type of employer and federal contractor status). FEIN will be a required entry for employers, but UI Tax ID is not a required entry and will be pulled back from UI Tax database, based on employer FEIN. The UI Tax ID will only be viewable by workforce staff reviewing an employer
