here has the summer gone?The good news is footballseason is just around the

corner. Have you seen thespectacular new turf at PretzelStadium? Wow it is cool! Justanother new thing to brag about inour community. Congratulations toDave Steenrod and Bob Dahms andtheir committee for helping to raisethe funds and also the FreeportSchool District for allowing such atremendous asset to our communityand for Freeport High School. We cannot wait to see the first game playedon the new turf.

The “Prospering Together”Community Vision is continuing it’slistening sessions and meetings withthe public as they get closer to form avision for Stephenson County. YourChamber is playing a very active rolein this process among several otherorganizations and individuals. Asmany of the people have said “If wecan work better together” we can getour local communities headed in amore positive direction. The responsethus far has been very positive!

We thankCongressmenDonManzullo forstopping byFreeport lastweek for atown-hallmeeting.There wereseveral goodquestions forthe Congressmenand it is alwaysgood to have ourpolitical officials available to hearfrom the public. We look forward toour upcoming seminars in our “SmallBusiness You” Series. We hope tooffer our members and general publicsome great opportunities to hear andlearn from a host of experts. Positive BehaviorInterventions and Supportsimplemented at FHS

“Over the course of the 2010-2011 year an actual femaleFreeport High School 12th gradestudent with a long history ofinappropriate behavior, out ofschool suspensions, and a pooroverall attitude made a huge turnaround! She responded to avariety of early interventions, hasnot been suspended in over 7months, and is now an A and Bstudent! She now intends toattend college and study politicalscience.”

How do we celebrate studentswith stories like the one aboveas well as those who attendschool every day andconsistently exhibit positivebehaviors in the classroom, inthe hallways, and in otherenvironments? How do wepositively reinforce ourexpectations for appropriatebehavior and commitment tostudying rather than focus on

students’ negative behaviors?In an effort to accomplish

this, Freeport High School islaunching a new program called“Positive BehaviorInterventions and Supports”(PBIS). This program isdesigned to systematicallyaddress behavioral andacademic issues throughpositive interventions for allstudents. Through PBIS,our students will be taughtto exhibit FreeportP.R.I.D.E. This means thismeans they are to bePositive, Respectful,Impressive, Disciplined, andEducated. One component ofour program will be theestablishment of our P.R.I.D.E.Store at which students will beable to exchange coupons theyhave received for positivebehaviors for various items ofinterest to them. Some of theseitems may include: pencils pens,backpacks, gift cards, clothing,video games, computer games,

healthy edible items (sugarlessgum, etc.) and other fun thingseach of which will be worth adifferent amount of coupons.

The Freeport School Districtwould like to invite you (your

company/organization) to join aswe work to create more storieslike the one that began thisletter. Any items your companymight be willing to donate to the

P.R.I.D.E. Store will be greatlyappreciated. We are alsohonored to receive any monetarydonation which we will thenspecifically use to purchaseneeded items. It is our hope thatyou will partner with us as weaim to fully stock the store on aregular basis with a variety of

FHNFHN will award $1,000

scholarships to three areastudents pursuing healthcarecareers. Applications will beaccepted from any studentcurrently enrolled in anundergraduate program of studyinvolving the followinghealthcare careers: Medicaltechnology/CLS; pharmacy;nursing (RN/BSN); respiratorytherapy; and rehabilitationservices (PT, OT, PTA, COTA,SP). Benefit-eligible FHNemployees may not apply.

To apply, eligible studentsmust:• Complete an application form,providing evidence of a currentGPA of 3.0 or better.• Submit a typed,approximately 500-word essay respondingto both of the followingquestions: “Why did youchoose your careerpath, what have youdone to support it?”

and”How do your strengths andpersonal goals support thehealthcare needs of FHN’sservice area?” All entries willbecome the property of FHN andwill not be returned.• Participate in an interview, ifselected as a finalist.

The submissions must bepostmarked by Wednesday,Sept. 15, 2011. Finalists will beinterviewed through October andNovember and winners will beannounced in December. Thefunds will be dispersed to thewinners’ colleges or universitiesto be applied toward the winterterm in 2011.

A Cancer SurvivorSeminar Series

“Journey BeyondCancer” is a series ofinteresting and helpfulprograms for cancersurvivors, their friendsand family. Theprograms will be onThursday evenings at7:00 p.m. at the FHNFamily Healthcare Center -Burchard Hills, 1010 W.Fairway Drive inFreeport.Refreshments will beprovided.

The first program“Fighting Cancer withBeans, Broccoli, andChocolate Too!” will beThursday, September 22, andwill feature Donna Weihofen,RD, MS, and Senior Nutritionistat the University of WisconsinHospital and ComprehensiveCancer Center. Donna willprovide up-to-date, reliablenutrition information on ways toincrease the ability to fightcancer as well as to lower cancerrisk. She will include tips,practical suggestions and evenrecipes.

The second program“Handling Financial andInsurance Concerns” onThursday, October 6, will featurea panel of experts including;Carolyn Sluiter, RCP, CFM ofFreeport Home MedicalEquipment, Ce Faulkner,Healthcare Benefits Specialist ofthe Crum Halstead Agency and

Beth McWhirter, FHN MedicalSocial Worker. Questions fromthe audience will be welcomedby the panel.

The final program “Copingwith Fear of Recurrence andCheck-up Anxiety” on Thursday,October 20 features Carolyn

Perry, Licensed ClinicalSocial Worker for the

American CancerSociety, IllinoisDivision and MiaMcDermott, RN,BSN, OCN, staffnurse at the FHNLeonard C.Ferguson Cancer

Center. Carolynsupervises

professionalnavigators of theACS PatientNavigationServices and

has muchinsight into the

concerns faced bycancer patients. Mia works dailywith cancer patients and theirfamilies and understands thefears and challenges that theyface.

are adding new items to themenu and are slowly fresheningthe atmosphere at Family AffairCafé.

“We are keeping the oldfavorites so we don’t want folks

thinking we are changingeverything,” she said. “We’veexpanded the menu by addingabout a dozen new items and weare working to re-format ourmenus to make them easier toread and order from.”

She said their goal is to keepthe traditional Family Affair Cafemeals while adding new tastes tothe selection.

“We love our current clienteleand we are working to bring innew customers,” Ugalde said.“We have a lot of regulars whohave been with us for years andwe want to add things they enjoyto our menu while at the sametime, adding some new clienteleas well.”

She said the consistency andfriendliness found at FamilyAffair Cafe keeps folks comingback.

“Just knowing that we are apart of the Freeport communityand that we have theopportunity to continue givingback to this community keepsus going,” she said.

“I’m just kind of more relaxedand family friendly and I like tolet people do what they want to

do so I capture them beingthemselves,” said Rupnow.

She added that she worksboth in and out of her studio.

“Weather permitting, I do a lotof photography outside,”Rupnow said. “I do travel topeople’s homes because kidsand families usually make betterphotos outside or in a familiarsetting. They might suggest thatrather than sitting in a studiothey would go play in a park orrun around searching for themost perfect flower for mommy.I just like to catch them doingwhat they love to do.”

She said the normal sittinginvolves going for a walk.

“They might go chase mommyand daddy or see who can ticklewho,” Rupnow said. “I try tokeep it relaxed and we alwaystry to do a couple shots wherethe family or child might sit orpose. I just go for a mixture ofwhat a parent wants to see andwhat the kids will tolerate.”

She said she takes the samepath when she photographs asenior.

“I ask if they normally wear asuit and tell them to follow thatpattern,” she explained. “If theydon’t normally dress formal then

why have a photo in formalwear. They aren’t beingthemselves and that will comethrough in the picture.”

Rupnow said she attributesmuch of her skills withyoungsters to her experience asa pediatric nurse.

“I started doing photographyabout five years ago as a sideline,” she said. “I still workoccasionally at the hospital andI still spend a lot of time withchildren. It all seems to worktogether.”

She said she enjoys workingin Freeport because of thediversity of scenery and localeavailable.

“I live out toward Dakota, butdo a lot of my photography inFreeport,” Rupnow said. “Thereare some great parks and thedowntown lends itself to goodlighting and great background.There are some wonderfulneighborhoods for just walkingon the sidewalks and catchingfolks being themselves. Freeportworks very well forphotography.”

She added that she has a lotof clients in the Mt Carroll andLanark areas as well asRockford.

“Sometimes with peoplecoming to town for a familyphoto they want to be relaxedand Freeport’s central locationmakes accommodating myclients easy,” Rupnow said.

it all,” he said.“I do interiorsand exteriors,power washingand a lot ofdecks.”

He said trustis a big factor

when folks arechoosing a paint

contractor.“The key thing

especially in a smallcommunity is the qualityof work,” Werntz said.“The quality of work hasto be exceptionalbecause if it isn’t, wordwill get out quick andyou will be out ofbusiness.”

He said WerntzPainting is looking to thefuture and has becomelead certified in Illinois.

“Anymore, a lot ofcontractors stay awayfrom lead jobs,” Werntzsaid. “The federalgovernment has mandateda certain procedure thathas to be used on ahouse that is pre-1978. If

a contractor does notfollow those guidelines

something as simple asdistributing a pamphlet canresult in a big fine.”

He added that regulation ofthe lead removal process is agood thing, but the averagehomeowner does not realize thatthat regulation results inconsiderable costs whenrepainting.

He said he stays very busybecause of his repeat customers,his work with several localcontractors and because he isable to offer sound advice onpaint quality, colors andfinishes.

“A lot of people are looking forprofessional advice and I’mhappy to be in a position tohelp,” Werntz said. “I enjoyworking with seniors and don’tmind those little extra thingsthat always seem to pop up. It’sjust part of offering a completejob.”

Economic Development andJob Creation

Illinois is the fifth-largestindustrial state and we arehome to numerous dynamic,successful businesses andinstitutions that comprise adiverse economy. But ourrecord on job creation has beenpoor, even long before theeconomic recession settled in.State unemployment rates nowaverages 9.4 percent with someareas suffering much higherpercentages. In a 2010 reportby the American LegislativeExchange Council, Illinoisranked 48th in the nation interms of job creation. Our statehas shed over 52,000manufacturing jobs alone overthe past year as more than 700manufacturing firms have shuttheir doors.

The health or demise of theIllinois economy relies onlawmakers and employersworking together to pursue pro-growth policies that restore jobsand economic growth to thisstate. Employers need

confidence their business cangrow and prosper in Illinois,which means drasticallyreversing the anti-businessrhetoric that has plagued Illinoispolitics for too long.

The Illinois Chamber hasfought and will continue tofight to support improvementsin the state’s businessenvironment, includingremoving potential barriersfacing new businessdevelopment and the growthof existing businesses in ourstate. Over the past year, theChamber has vigorouslyfought efforts to imposeprevailing wage in EnterpriseZones - one of the mostimportant economicdevelopment tools in thisstate. The Chamber has alsopursued and supportedinitiatives that reform otherimportant economicdevelopment tools, such asthe EDGE tax credit program,which most recently allowed theFord Motor Company to bring1,200 new jobs into this state.

The Illinois Chamber,however, knows that much morework is to be done before Illinoisreverses past trends andbecomes open to supporting the

entrepreneurial spirit andfostering a growth agenda. The Chamber believes Illinoisgovernment can help createconditions for economic growthby:

• Assuring employers thepublic’s investments ineducation yield qualified andproductive workers.

• Making timely and adequateinvestment in maintainingand modernizing the state’stransportation, water andtelecommunicationsinfrastructure.

• Streamlining and expeditinggovernment agency decisionmaking and permitting.

• Paying vendors on time.• Reducing the cost of doing

business in Illinois byrealigning taxes, fees,workers’ compensation costsand employer mandates.

• Getting out of the businessof helping unions organize.

• Aggressively assisting Illinoisbusinesses and institutionsin becoming global leadersin research anddevelopment, technology,innovation andentrepreneurship.

• Providing opportunities forsmall business tosuccessfully compete.

Education and WorkforceDevelopment

The Illinois Chamber ofCommerce recognizes that thestrength of the state’s economyand ability of its workforce tocompete on a global scale restson the quality of the state’seducation system. The stateand the business community failwhen students are notchallenged to succeed. Workforce capability is acritical component of Illinois’sfuture. Environment and EnergyThe United States is facing

the worst economic challengessince the Great Depression andIllinois is faring worse thanmost. A new report from theAmerican Legislative ExchangeCouncil ranks our economicperformance among the tenworst states in the country andour unemployment rate typicallyexceeds the national average.

In order for this state to getits economy moving again, wemust capitalize on our strengthsand ensure that regulatoryactions balance soundenvironmental practice withgood economic practice. With anenergy base that includes one ofthe largest coal reserves in theworld, farmland for biofuels,more nuclear power generationthan any state, ample wind forelectrical generation, aconvergence of natural gas andcrude oil pipelines, five area oilrefineries, a robust electricitytransmission system and muchmore, Illinois is well positioned

InfrastructureIllinois’ transportation system

plays a pivotal role in thenation’s ability to move goodsand people because of itsgeographic location andextensive road, rail, airport andwaterway network. It alsoserves as a critical factor inmaintaining the current andfuture economic vitality of thestate.

Illinois is not only home to thenation’s third largest interstatehighway network, but it alsoranks 7th in U.S. waterbornetraffic, houses the world’s thirdbusiest airport and has the onlycity in the U.S. that is served bythe six largest North Americanrailroads.

Maintaining our state’s role asthe transportation hub of thenation is a vital economicstrategy for Illinois, butchallenges to the quality andcapacity of Illinois’transportation system areextensive and rising. Thestate’s demand forinfrastructure needs is not beingmet by the necessaryinvestments and although years

of persistent advocacy for moreinvestment on the behalf of theIllinois Chamber finally paid offlast year, the critical needs stillgreatly outweigh the resourcesavailable.

The Illinois Chambercontinues to advocate on thebehalf of these needs, whichinclude reducing traffic and railcongestion in the northeasternregions of the state andmodernizing the state’swaterway system. Protectingand advancing ourtransportation system is not anoption - it is essential to thefuture growth and prosperity ofour state.

Workers’ CompensationWorkers’ compensation in

Illinois is in dire need of reform.Illinois’ workers compensationcosts are the 3rd highest in thenation, up from 21st in thenation just 5 years ago.Furthermore, the state’sworkers’ compensation costs arefar higher than surroundingstates, which means Illinois isgrowing more susceptible tolosing jobs to border stateswhere companies can find relieffrom these increasing costs.

The Illinois Chambercontinues to champion efforts toreduce the cost of workers’compensation. This year theIllinois Chamber sponsoredground breaking legislation tobring meaningful reform to thebroken and out of controlsystem. The Illinois Chamberwill continue to push for reformssuch as requiring the place ofemployment to be the primarycause of the inquiry, the use ofAMA guidelines to determineimpairment, deny claims as aresult of drug and or alcoholintoxication, reduction in themedical fee schedule, utilizationreview, employer choice ofphysician and or establishmentof a preferred medical providernetwork, and increase fraudprovisions to deter abuse of thesystem.

The Illinois Chamber believesthat without much neededreforms to its workers’compensation system, thestate’s ability to attract andretain businesses and build ajob-creating agenda will beseverely hampered.
