FOUR-YEAR GRADUATION RATE – COHORT ANALYSIS

(School Year 2014-15 – Graduation Class of 2015)

INTRODUCTION

The “Four Year Graduation Rate – Cohort Analysis” report is a comprehensive examination of the graduation rates of the Kenosha Unified School District (KUSD) for the Graduation Class of 2015. This is the twentieth annual report to the Kenosha Unified School Board as it examines each graduation class in terms of a “static” graduation rate, referred to as “Base Cohort”. All KUSD students who enter grade nine are tracked until the end of their class’s designated graduation cycle (four years later). No allowance is made for any students who enter that class as it progresses from the ninth grade until the twelfth grade and its eventual graduation. For example, first time ninth graders who are in attendance on the Official Third Friday Count Day during School Year 2011-12 are tracked with respect to their educational progress until the end of summer school in August 2015. Therefore, the ninth graders of School Year 2011-12 become the Graduation Class of 2015 (School Year 2014-15). Additionally, this report also examines the graduation rates in terms of progress made during the two years beyond a designated graduation year, that is, the five-year rate of the Graduation Class of 2014 and six-year rate of the Graduation Class of 2013. The cohort graduation rate presented in this report is slightly different than the rate published by the Wisconsin Department of Public Instruction (DPI). Beginning in 2009-10, DPI reported a 4-year cohort graduation rate which includes all students who have been assigned to a Wisconsin public school cohort and were last enrolled in KUSD during the 4-year period whether or not the student began in KUSD in their ninth grade year. In addition, DPI does not count the completion credentials such as a HSED or a certificate of completion unless their Board of Education deems it as a regular high school diploma. DPI’s graduation rate has been a reported factor in two priority areas of the annual Accountability School and District Report Card: the 4-year cohort graduation rate is used in the Closing Graduation Gaps calculation and a 4-year and 6-year cohort graduation rate is used in the graduation score of the On-Track and Postsecondary Readiness calculation. However, DPI’s WISEdash (online data reporting) portal reports 4-year, 5-year and 6-year rates. This KUSD cohort report will align with the DPI model of presenting a 4-year, 5-year and 6-year graduation rate. Further analysis of the graduation rate is provided by demographic groups. Please note that the terms “Students with Disabilities”, “Economically Disadvantaged”, and “Limited English Proficient” are used as defined by the newly revised Every Student Succeeds Act (ESSA, formerly NCLB) and IDEA, and are consistent with DPI reporting. Beginning in SY 2010-11, DPI began collecting student race and ethnicity data based on revised federal guidelines. In the past, parents/guardians were required to choose one ethnic group from the following options: Asian,

Black/African American, Hispanic, Native American, and White. The more recent guidelines allow for a two-part question format first asking whether or not the student is Hispanic/Latino and then selecting one or more of the following races: American Indian or Alaska Native, Asian, Black or African American, Native Hawaiian or Other Pacific Islander, and White. This cohort report will use the federal race/ethnicity categories established in SY 2010-11 for the Graduation Class of 2014 and beyond whereas the previous cohorts used the former categories.

Definitions for the following categories are provided to assist the reader in understanding the context of this report:

Definitions Graduate A student that has received a High School Diploma from KUSD. Credit Deficient A student that is currently attending KUSD but does not have enough credits

to graduate. Transferred A student that has transferred out of KUSD for one of the following reasons:

Transferred to a public school outside of the district Transferred to a parochial/private or vocational/technical school Incarcerated Transferred to home schooling Temporary withdrawal, due to medical problem, etc. Death

Achievement Gap The disparity between the graduation rates of “Students of Color” and

“White” students, “Students with Disabilities” and “Students without Disabilities”, “Economically Disadvantaged Students” and “Not Economically Disadvantaged Students”, and “Limited English Proficient” and “English Proficient”.

Dropout A student that has stopped attending KUSD and is not enrolled in any other K-12 educational institution.

Expelled A student that is not permitted to attend schools within KUSD (as a result of

a Due Process Hearing) and has not returned.

BASE COHORT REVIEW

Graduation Class of 2015 (Four-Year Period)

Since 2008, the number of students in each graduating class has ranged from approximately 1,600 to 1,800. The Class of 2015, based on 9th grade enrollment, contained 1,610 students.

Appendix A contains the graduation rate for the Graduation Class of 2015 at the completion of their fourth year in the Kenosha Unified School District. Please note that only first-time ninth grade students who were originally enrolled on “Third Friday” for school year 2011-12 were tracked. Students who were enrolled in grade 9 the previous year (2010-11) but were retained at the end of that year and remained in grade 9 were not included in this “Base Cohort” review. Those students were included in the Graduation Class of 2014. Graduation rates are reported using two methods:

• Excluding from the “GRADUATED” category those students who received a high school diploma through the KUSD High School Competency Diploma Option (Iowa) and including them in the “DROPOUT” category.

• Including the KUSD High School Competency Diploma Option (Iowa) graduates in the “GRADUATED” category and not the “DROPOUT” category.

To earn a KUSD High School Competency Diploma, students must meet all of the following requirements (revised beginning with the Class of 2007):

• Credits earned in Consumer Education/Economics, Health, and Government and Politics • Successful completion of an employability skills component • A score of “4” or higher on the 10th grade WKCE (Wisconsin Knowledge and Concepts

Examination) or (ACT Aspire equivalent) Writing Assessment or a level “3” or higher on the ACT WorkKeys Business Writing Test

• Passing scores at the 4th stanine or above on all required subtests of the Iowa Assessment

Beginning in September 2013, the assessment used in the High School Competency Diploma Option transitioned from the paper and pencil Iowa Test of Educational Development (ITED) to the Iowa Assessment, an online version that is aligned to updated standards. For clarification purposes, this report will refer to KUSD High School Competency Diploma graduates as “Iowa” graduates. Kenosha Unified Policy and Rule 6456 Graduation Requirements was updated in April of 2011 to reflect a change in the high school graduation credit requirement, which decreased from 26.0 to 23.0 credits, effective for the Class of 2013. The minimum credits for Social Studies, Math and Science were reduced from 4.0 to 3.0 credits. For the graduates in this report, Wisconsin High School Graduation Standards contain a minimum requirement of 3.0 credits for Social Studies, 2.0 credits each for Math and Science, and 21.5 credits overall. In April 2012, Policy and Rule 6456 also added a Community/Service Learning (10 hours) requirement beginning with the Class of 2013. In December 2013, Wisconsin increased the math and science requirement to 3.0 credits each, which first applies to the Class of 2017. This new increase would be consistent with the current KUSD requirement for those subject areas. However, Act 63 (2013) also strongly encouraged local school districts to set an elective requirement of 8.5 credits. KUSD updated this policy to require a total of 23.5 credits for Cohort 2017 students. Furthermore, Act 55 (2015) requires that all diploma requests beginning in 2016-17 include a civics assessment. The number of students who began the cohort group in SY 2011-12 was 1,610, including 181 students who transferred out during the four-year period. When including “Iowa” graduates, 1,296 students graduated, resulting in a graduation rate of 90.7% for this Class of 2015, an increase of 2.3% when compared to the Class of 2014. When excluding “Iowa” graduates 1,197 students

graduated (83.8%), another increase from the 82.0% reported from the Class of 2014. There were 127 students (8.9%) who were classified as “DROPOUTS” when including the “Iowa” graduates as dropouts (a increase of 0.6% when compared to the prior year), and 28 students (2.0%) when excluding the “Iowa” graduates (an increase of 0.1% when compared to the prior year). The number of students who were classified as “CREDIT DEFICIENT” was 105, or 7.3%, a decrease of 2.4%. It should be noted that 33 of the 105 students who were “CREDIT DEFICIENT” are students with disabilities who are legally permitted to stay in school through the age of 21 if it is indicated on their Individualized Education Plan (IEP). In addition, nine students graduated early within a three-year period after their initial enrollment into the ninth grade.

The following charts summarize the “Base Cohort” graduation rates by gender, ethnicity, disability status, economic status and English proficiency status after 4 years.

* Sample size too small to report Females continue to graduate at higher rates than males. When excluding “Iowa” graduates, 86.9% of females and 80.8% of males graduated in 2015. These figures rose to 92.9% and 88.6% when including “Iowa” graduates. However, the 2015 graduation rate reported by males for both including and excluding “Iowa” graduates is the highest in the past several years. Increases from 2014 to 2015 were reported in all the ethnic groups except for Asians. Asians had a noticeable drop from 100.0% in 2014 to 88.9% in 2015. White students reported the highest graduation rate in 2015 with 88.2% and 93.4% when excluding and including “Iowa” graduates, respectively. The other minority ethnic groups fell behind that of their white peers. However, 2015 figures show this gap closing with Hispanic students. When excluding “Iowa” graduates, the Hispanic graduation rate rose from 74.7% in 2014 to 77.7% in 2015. When including “Iowa” graduates, the rate increased from 83.6% in 2014 to 88.3% in 2015. These increases by Hispanic students caused the gap between Hispanic and White students to continue to decrease. When excluding Iowa graduates, the gap declined from 10.9% to 10.5% and when including “Iowa” graduates, it decreased from 7.4% to 5.1%. Cohort graduation rates were also calculated based on “disability” status. When excluding “Iowa” graduates, the rates for “Students with Disabilities” increased from 64.5% in 2014 to 69.6%. However, when including “Iowa” graduates, the rate increased 1.6%, from 78.0% to a high of 79.6%. “Students without Disabilities” reported much higher graduation rates, both when excluding and including “Iowa” graduates, with rates of 85.8% and 92.3%, respectively. “Students without Disabilities” reported a 1.3% increase from 2014 to 2015 when excluding “Iowa” graduates and an increase of 2.4% when including “Iowa” graduates.

Graduation rates relating to the economic status of the students (based on Free or Reduced Lunch eligibility) who were included in the Graduating Class of 2015 were also computed. When excluding “Iowa” graduates, the graduation rate for “Economically Disadvantaged” students was 73.4%, an increase of 2.2% over last year’s rate of 71.2%. The rate increased to 84.8% when including “Iowa” graduates, another increase of 4.0% when compared to last year’s rate of 80.8%. The rates for “Not Economically Disadvantaged” students were 92.1% and 95.6% when excluding and including “Iowa” graduates, respectively. The “Not Economically Disadvantaged” students reported an increase of 3.1% when excluding “Iowa” and a 1.6% increase when including “Iowa” graduates. There continues to be a gap based on economic status, however, this gap decreased by 2.4% from 2014 to 2015 when including “Iowa” graduates. Beginning with the 2012 cohort group, graduation rates were calculated based on English proficiency. English Proficient students reported an increase from 83.4% in 2014 to 85.3% in 2015 when excluding “Iowa” graduates. When including “Iowa” graduates the rate increased from 89.8% in 2014 to 91.5% in 2015. “Limited English Proficient” students reported increases from 2014 to 2015 when excluding “Iowa” graduates (66.4%) and including “Iowa” graduates (81.9%). This gap between English Proficient and English Language Learners fell to under 10.0% when “including” “Iowa”. Appendix B reports the same 4-year graduation rate figures as in Appendix A but for each high school. It disaggregates the status of students included in the base cohort group after four years of instruction by the high school of their initial 9th grade enrollment. Keep in mind some students may have transferred to another high school within Kenosha Unified and graduated thereafter. Student counts are reported by ethnicity, gender, disability status, economic status, and English proficiency status. The chart below displays 4-year graduation rates by each high school.

When analyzing students by their initial enrollment school in grade 9, Lakeview Technology Academy reported the highest graduation rates among the high schools; 95.9% and 99.0% when excluding and including “Iowa” graduates, respectively. Kenosha eSchool and Hillcrest are not reported here in detail due to small sample sizes. It can be seen that students at each school utilize the option of the High School Competency Diploma. The graduation rate for Reuther increased nearly 14 percentage points when including “Iowa” graduates.

Graduation Class of 2014 (Five Year Period) Appendix C contains the graduation rates by student subgroups for the Graduation Class of 2014 at the completion of the fifth year in the Kenosha Unified School District. The number of students who began this cohort group was 1,698. At the end of the five-year period, 1,253 students (83.3%) graduated when excluding “Iowa” graduates and 1,396 students (92.8%) graduated when including “Iowa” graduates, resulting in increases of 1.3% and 4.4%, respectively, when compared to the end of the fourth year. When excluding “Iowa” graduates from the “GRADUATED” category and including them in the “DROPOUT” category, there were 190 students (12.6%) classified as “DROPOUT”. When including “Iowa” graduates in the “GRADUATED” category and excluding them from the “DROPOUT” category, the “DROPOUT” rate decreased to 3.1% (47 students). The 5-year graduation rate of the Class of 2014 92.8% remained steady to the highest reported rate of 92.9% reported by the Class of 2013.

Of the 192 students who transferred out of KUSD during their original four-year cohort period, four students returned and are still attending. In addition, out of the 146 students who were credit deficient at the end of the four-year period, 18 students graduated with a regular diploma, 44 students graduated with the KUSD High School Competency Diploma Option, 5 students transferred out of KUSD, 23 students dropped out of school, and 56 students remained at KUSD but were still credit deficient. Finally, when analyzing the 28 dropouts, two students returned and graduated with the KUSD High School Competency Diploma option, one student returned to the district and is still attending, one student transferred outside the district, and 24 never returned.

Graduation Class of 2013 (Six Year Period) Appendix D contains the graduation rates by student subgroups for the Graduation Class of 2013 at the completion of the sixth year in the Kenosha Unified School District. The number of students who began this cohort group was 1,677. At the end of the six-year period, 1,273 students (84.0%) graduated when excluding “Iowa” graduates and 1,422 students (93.8%) graduated when including “Iowa” graduates, resulting in increases of 1.7% and 6.6%, respectively, when compared to the end of the fourth year. When excluding “Iowa” graduates from the “GRADUATED” category and including them in the “DROPOUT” category, there were 216 students (14.2%) classified as “DROPOUT”. When including “Iowa” graduates in the “GRADUATED” category and excluding them from the “DROPOUT” category, the “DROPOUT” rate decreased to 4.4% (67 students).

Cohort Graduation Rates - Graduation Classes of 2010 through 2015 Appendix E summarizes the 4-year, 5-year and 6-year graduation rates for the Cohort Graduation Classes of 2011 through 2015. Wisconsin Department of Public Instruction now computes graduation rates in this fashion to report the efforts of students that require additional time to complete their high school education. Special education law and Wisconsin statute guarantee students with an approved Individualized Educational Plan (IEP) the right to public education through age 21. This would include the six-year period from entrance into 9th grade.

DPI’s existing Annual Measurable Objective (AMO) for graduation is 85.0%. The Class

of 2013 was the first to meet this objective with a 4-year rate 87.2%. The following year reported another increase to 88.4%. The Class of 2015 is the first to perform over 90 percent at 90.7%. The 5-year rates generally show a five percentage point increase from the 4-year rate to the 5-year rate. The six-year rates report an additional increase of 2 percentage points to the 5-year rate. Recent communications from DPI display a revised Wisconsin graduation goal of 92.0% by 2017.

Appendix E also reports graduation figures by gender, ethnicity, disability, economic

status, and English proficiency. Here it can be observed that the 5-year and 6-year rate show significant gains with students with disabilities, economically disadvantaged and English Language Learners. For example, the Class of 2013 4-year rate for English Language Learners was 75.3%; it increased to 87.7% at the 5-year point and then to 90.2% after 6 years.
