HADDINGTON The historic market town of Haddington is at the heart of East Lothian’s attractive countryside and lies on the River Tyne. The town is just off the A1, approximately 18 miles East of Edinburgh. The excellent road network accessible from Haddington makes the city centre and Edinburgh Airport easily reached by car in around 30 minutes. The new A1 expressway to Dunbar also provides easy access to the South. The town is well served by a regular bus service to Edinburgh and there are train facilities nearby, at Drem and Longniddry Stations.

Haddington is an attractive and popular place to live with an excellent range of local shops and restaurants within a traditional High Street. It also benefits from a large Tesco supermarket in the town centre and is a very desirable commuter town of Edinburgh.

6-8 LODGE STREET 6-8 Lodge Street comprises a substantial 3 storey building situated close to the John Gray Centre within Haddington Town Centre Conservation Area as shown on the location plan. The building is of mainly stone construction with slated roof. Although not listed, the building has some attractive features with a dressed stone frontage and dormer windows on the upper floor. There are single storey flat roofed extensions to the rear and east and large full height display windows with two entrance doors along the Lodge Street frontage.

Internally the premises comprise office accommodation with large rooms on the ground floor and smaller offices to the rear and upper floors. Much of the accommodation has suspended ceilings with integral lighting, electrical trunking, carpeting and window blinds. There is generous toilet, staff and storage accommodation throughout the premises as shown on the floor plans.

The building has been well maintained and is generally in good decorative order. There is gas central heating with radiators throughout and intruder and fire alarms are in place.

The Subjects extend to the area shaded red on the site plan. The Council holds shared ownership of part of Paterson Place as shown cross-hatched on the plan. The hatched area within Council ownership is subject to rights of vehicular access in favour of properties to the rear but nevertheless provides useful yard space and parking for approximately 4 cars at the rear of the property.

PLANNING The premises currently has Class 2 office use – financial, professional or other services

Guidance from Planning for alternative uses is as follows: Land Use Planning Policy This site is covered by site specific Policies ENV2: Town and Village Centres, Other Retail or Mixed Use Areas, Policy ENV4: Development within Conservation Aras, Policy ENV5: Conservation Areas: Proposed Restriction of Permitted Development Rights and Policy ENV6: Illuminated Advertisements. Policy ENV2 supports uses appropriate to town centres, though proposals that would have a significant environmental impact particularly on housing would not be permitted. As the site is within a town centre, change of use to housing on the ground floor, particularly on its frontage with Lodge Street, would only be allowed where the Council is satisfied that the premises have been suitably marketed for all other town centre uses acceptable in principle within such an area and that no reasonable offers have been received. Marketing for at least 3 months would normally be expected. Conversion of the upper floors to housing would be acceptable in principle. Any redevelopment of the land and single storey extensions would require to have regard to the character of the Conservation Area and nearby listed buildings, particularly Carlyle House. Acceptable Uses Class 1 Retail Class 2 Financial, Professional or other services Class 3 Food and drink for consumption on the premises Class 4 Business use Class 7 Hotels and hostels Class 10 Non-residential institutions and Class 11 assembly and leisure (For some Class 11 uses the impact

on adjacent housing would have to be carefully considered) Note Class 8 (Residential Institutions) and Class 9 (Housing): Change of use of the ground floor frontage to residential would only be allowed if the Council was satisfied that the premises had been suitably marketed for all other uses acceptable in principle and no reasonable offers received. Plans prepared by the Council for a possible mixed commercial and residential re-development of the building have been provided with these particulars as an indicative scheme only to demonstrate how the premises could be re-developed. Please note that there is no planning consent in place for this scheme. Parties interested in alternative uses or re-development at the premises should contact the Council’s Planning Department to discuss their proposals prior to making an offer to purchase or lease.

The Council’s preference is to sell or lease 6-8 Lodge Street as a whole. However, offers to lease part of the premises may be considered if suitable sub-division of the accommodation and the services can be achieved and would be subject to agreement on the cost of required works. Offers conditional upon gaining planning consent will be considered, but in the event of similar bids being received, preference may be given to offers not conditional on planning.

CONDITIONS OF SALE

1. The property will be sold as possessed by the Council and subject to all conditions and/or restrictions affecting it, whether or not contained in the title deeds. Any conveyance by the Council shall contain such reservations, burdens and conditions as the Council may consider necessary for the protection of the Council’s interest.

2. Offers conditional upon gaining planning consent will be considered, but in the event of similar bids being received preference may be given to offers not conditional on planning.

3. The purchase price will be paid in full at a date to be agreed.

(a) A deposit of 10% of the purchase price shall be paid to the Council immediately on conclusion of formal missives, with the balance of the purchase price payable at the date of entry.

(b) Interest at 4% above the Royal Bank of Scotland base rate will be chargeable on the balance of the purchase price from the date of entry until paid.

4. The purchasers shall become liable for any statutory notices issued after the date of conclusion of missives.

5. Any offer submitted should also include information on the proposed use intended for the property together with details of any planning and/or other consents required. This information should be as detailed as possible and include plans, specifications etc, where appropriate.

6. Prospective purchasers should also submit with their offer, information sufficient to allow the Council to obtain a suitable financial reference. Where an offer is submitted by a company (which is not a limited or public limited company) or a partnership, then the directors or partners must be named.

7. Offers are invited on the basis that full vacant possession is available to the property. 8. The purchase price is exclusive of VAT.

Offers over £65,000 per annum are invited for lease of the property. 2. The closing date for offers has not yet been set. All interested parties who have expressed an interested will be

notified of the closing date once set. Offers should be open for acceptance for a period of 6 weeks after the closing date. This is to allow for consideration of all offers received and to accommodate the Council’s committee reporting procedures.

3. All offers must be made in the appropriate offer envelope and the name and address of the offerer should be

4. Only self-evidencing offers in standard legal form will be considered for acceptance by the Council. 5. Offers received by fax will not be accepted. 6. Council. 8. Offers must be submitted in accordance with the above. Failure to do so will result in the offer being

declared void.
