Sir, I am directed to refer to this Department's letter No.11-10/2016-Hort. dated 13 th April, 2016 conveying the approval of competent authority for implementation of the Centrally Sponsored Scheme on Micro Irrigation under the component "Per Drop More Crop" of Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) and to convey the sanction of the President to the payment of an amount of ~ 936.00 Lakh (Rupees Nine Crore Thirty Six Lakh only) during 2016-2017 as first installment (General Category) for implementation of the Scheme in Uttar Pradesh. 2. In accordance with the revised procedure, the Reserve Bank of India may please be advised for debiting to the account of Department of Agriculture and Cooperation and passing on the credit to the Central Account Section, for transfer to the State Government of Uttar Pradesh. 3. The said Grant-in-aid will be subject to the following conditions and the State Government shall ensure that they are strictly complied with: - a) The grants shall be utilized and disbursed by the concerned implementing agency in accordance with the Operational Guidelines (which were applicable in the year 2014-15 subject to minor modification that the funding pattern between the Central.Government Share and State Government Share is to be kept as 60:40), Annual Action Plan and in accordance with the' conditions stipulated in this letter. b) The implementing agency shall maintain proper accounts of the expenditure incurred and submit the statement of audited accounts and Utilization Certificates to this Department as soon as possible after the closure of the financial year. Sir,I am directed to refer to this Department's letter No.11-10/2016-Hort. dated

13th April, 2016 conveying the approval of competent authority for implementationof the Centrally Sponsored Scheme on Micro Irrigation under the component "PerDrop More Crop" of Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) and to conveythe sanction of the President to the payment of an amount of ~ 936.00 Lakh(Rupees Nine Crore Thirty Six Lakh only) during 2016-2017 as firstinstallment (General Category) for implementation of the Scheme in UttarPradesh.

2. In accordance with the revised procedure, the Reserve Bank of India mayplease be advised for debiting to the account of Department of Agriculture andCooperation and passing on the credit to the Central Account Section, for transferto the State Government of Uttar Pradesh.

3. The said Grant-in-aid will be subject to the following conditions and theState Government shall ensure that they are strictly complied with: -

c) The audited records of all aspects (permanent or semi permanent), acquiredwholly or substantially, out of the grant to the implementing agency should bemaintained as prescribed in the form GFR 19-A under General FinancialRules-200S. The Consolidated Statement of Utilization Certificate along withstatement of accounts shall be furnished to the Government of India annuallylatest by the end of June; following the financial year to which it relates.

d) Assets permanent or semi-permanent acquired wholly or substantially, out ofthe grant by the Government of India shall not, without prior approval of theGovernment of India, be disposed of, encumbered or utilized for the purposeother than those for which the grant is being sanctioned.

e) The accounts of the implementing agency shall be open to Internal Audit of thePrincipal Accounts Officer, Department of Agriculture and Cooperation as well asStatutory Audit by the Comptroller and Auditor General of India at his discretionand he shall have the right to demand the production of books, accounts,connected vouchers and other documents and papers in this regard.

f) The Implementing Agency shall furnish Physical and Financial Progress Reportto this Department on monthly basis in the prescribed formats.

g) The Implementing Agencies will follow other terms and conditions contained inthe General Financial Rules 2005, as amended from time to time.

h) Any unspent balance of grant, which is not spent for the pur ose for which it issanctioned during the financial year shall be refunded to the Government ofIndia or adjusted for further utilization at the end of the financial year. Thefunds shall be transferred electronically through RTGS System/Demand Draft tothe Implementing Agencies.

i) At least 30% of budget allocations are earmarked _for women beneficiaryfarmers. The guidelines issued by competent authority in respect of personswith disabilities may also be kept in view for disbursement of subsidy. This mayalso be intimated to central Govt. in the monthly progress report.

4. As per Census of India 2011, the SC and ST population of Uttar Pradesh is21% and 1% respectively. Category wise funds released and head of account towhich it shall be debited are as under: -
