• Youcanverifythatthetaxdatasubmittedonthefileisprocessedandpostedtotheemployer’s UCaccounttwobusinessdaysaftersubmissionofthefile.Ifthedataisnotposted,contactthe OfficeofUnemploymentTaxServices(UCTS)e-GovernmentUnitat1-866-403-6163.

• Thetransmitterwillberesponsibleforcorrectingandresubmittingtherejectedfile.Itis recommendedthattransmittersretainabackupcopyoftheirelectronicfile(s)untiltheyhave confirmedthatthefilewassuccessfullyprocessed.

• IfyouhavemultiplefilestouploadontheFTPserver,youmustwaituntilthefirstfileinthe InProcessfolderdisappearsbeforeuploadinganotherfile.Otherwise,thesystemwilloverwritethe firstfilewhenyouuploadthesecondfile.

• Employersareresponsiblefortheaccuracyandtimelinessofwageandtaxdatareportedbya TPA.IfaTPAfailstomeetthefilingandpaymentrequirements,theemployermaybeliablefor interestand/orpenalties.Sinceitcantakeuptotwobusinessdaystoprocessafile,employers andTPAsmustallowsufficienttimetoensuretimelypayments.

• ForallfileDATATYPES: o A/N=ALPHANUMERIC;LEFT-JUSTIFIEDANDBLANK-FILLED. o N=NUMERIC;RIGHT-JUSTIFIED,ZERO-FILLED,UNSIGNED. o DONOTINCLUDEDECIMALINFIELDSCONTAININGDOLLARSANDCENTS.

Changes Effective 1/1/2020:

• CSVfilesrequireaFEINineachErecordandcontactinformationintheArecord.(SectionIII) • ICESAfilesareacceptedasbothtaxandwagereportingfororiginalfiles.WhenanICESAfileis submittedforanoriginalfiling,itisnolongerberequiredtosubmitanadditionalTABfileto completethetaxreportfiling.Toaccommodatethis,thefilenamingconventionfororiginalfiles havechanged.(SectionII). • TABandSSAfileformatsarenolongeraccepted.

Payment Information:

TosubmitpaymentforamountsdueonquarterlytaxdatafromaFileUploadorFTPfile,loginat www.uctax.pa.govtwobusinessdaysafterfilesubmission.SelectQuarterlyReportingthenManage UploadedFiles.SelecttheBatchIDyouwishtopayandthenPayNow,whichtakesyoutotheMakeAPaymentportal.Onlyonefilecanbeselectedperpaymenttransaction,andthetotalamountdueas calculatedbyUCMSmustbepaid.TPAswhowanttomakeACHCreditpaymentsonbehalfoftheir clientsareencouragedtousetheACHCreditCCD+format.(AppendixD).

Anyapprovedcreditsonaccountswillbeappliedtothenewlypostedreceivableinanovernightbatch processing.Thesecreditsmayaltertheamountowed.

PaymentoptionsareACHDebit,ACHCredit,CreditCard,orCheck.Selectapaymentoptionandfollowthepromptstocompleteyourpayment.

EffectiveJanuary1,2017,employersarerequiredtopayelectronicallyifthetotalliabilityowedequals orexceeds$5,000forapaymentperiod.Oncethethresholdismet,allfuturepaymentsmustalsobe submittedelectronically,eveniftheamountsdueforsubsequentperiodsarelessthan$5,000.

Waiver Information:

Awaivermaybegrantedforelectronicwageandtaxreportingorelectronicpaymentifthese requirementsposeanunduehardshipforyou.CompletedwaiverrequestsforElectronicFiling RequirementorElectronicPaymentRequirement,FormUC-181orUC-855(AppendixC),maybe submittedto:

WhenTPA’slogintotheFTPserverforthefirsttimeusingtheirUserIDandPasswordcreatedfortheUCMSapplication,theyshouldenteranemailaddressbyclickingtheAccountOptionshyperlinkatthe toprightcornerofthescreen.IftheusersuppliedtheiremailaddresswhenregisteringforaUserID andPassword,theFTPservershoulddisplaythatemailaddressintheAccountOptions.Ifyouneedtoupdateyouremailaddress,clicktheAccountOptionshyperlinkatthetoprightcornerofthescreen afterloggingontotheFTPserver.

4. UsetheUCMSFileValidationToolthatisavailableontheUCMSwebsite.

5. Pleaselimitthesizeofyourfilesto2MBs.

I. Prefile and Prefile Match

A. Purpose

Third-PartyAdministrators(TPAs)whochoosetouploadquarterlytaxandwagereportdatafortheir clientsbysubmittingfilestothedepartmentviaFileTransferProtocol(FTP)mustensurethataccuratedataistransmitted.Theprefileprocessisusedbythedepartmenttoprovideaccurateaccount number,FEIN,contributionrate,andotherpertinentaccountinformationforclientsofaTPAto facilitateincreasedaccuracyoffilingandpaymentofquarterlyUCreports.

Uptothreetimeseachquarter,aTPAmaysubmittothedepartmentaprefilecontaininginformationaboutclientswhosetaxandwagedatawillbereportedonaquarterlydatafile.Theprefilemustbe submittedthroughtheFTPsite.The prefile SHOULD NOT include clients who are not liable for PA UC.Uponreceiptofaprefile,thedepartment’srecordswillbesearchedtovalidatetheclient information.Validaccountnumbers,legalbusinessnames,federalemployeridentificationnumbers(FEIN),contributionrates,etc.willbeprovidedtotheTPAviaaprefilematchfile.The prefile process will not reactivate an inactive account.PleasereviewprefilematchfileforanydifferencesfromwhatyouprovidedincasethereareitemsthatneedtobecorrectedineitherUCMSorinyour system.Thisvalidateddatashouldbeusedwhenpreparingthequarterlytaxandwagedatafiles.Onlythoseclientswhowereincludedonaprefilematchfilearetobeincludedonthequarterlytaxand wagefiles.

A. Overview

Thefollowingdescribesthedataandrecordlayoutsthatareusedtocreatefilesforreportingor amendingquarterlyUCwagesviaFTPorfileupload,usingtheICESAformat.Themaximumfilesize forFileUploadis500k.Ifyourfileislargerthan500k,theFTPfilingmethodmustbeused.
