PROJECT SUMMARY:

Today's tourist and festival goers are no longer satisfied with visiting a location or festival with static exhibits and run-of-the-mill festival activities. They are looking for events that allow them to explore the culture and history of an area where they can have an authentic "experience". Fell's Point offers the perfect backdrop for these visitors with an expansive deep water port in a charming historical town with an expansive waterfront view. These “privateers” were legally sanctioned by the US government to disrupt British trade and deter England’s eagerness for war. These privateers were the forerunners of the US Navy Reserve and have been honored for 16 years at the Fell’s Point Privateer Festival.

FPMS would like to extend this festival to two days in 2021 and will use the grant funds to cover the majority of the expenses for the second day of activities and expanding the entertainment options.

businesses, residents and visitors alike, while at the same time preserving and enhancing the district’s historical character.

The planned activities will share the privateer history with the public. The two-day festival will increase “feet on the street” for two days . Merchants and restaurants love this festivals as it encourage people (especially surrounding counties) to come back to Baltimore/Fell’s Point. Expanding the festival to two days will increase overnight stays and get “Heads in the Beds”.

By highlighting our historic and cultural attractions during the festival, FPMS is hopeful that festival goers will return to Fell's Point to explore these attraction and support our merchants.

How will completing this project accomplish the goals and objectives of your heritage area?

FPMS's mission is to preserve the heritage of historic Fell's Point and revitalize its commercial and historic districts. Research cited from the 2013 Comprehensive Management Plan on page 4.1 Section 4.1.1, states that "cultural and heritage activities identified by travelers include: visiting historic sites (66%); attending historical re-enactments (64%); attending an arts and crafts fair or festival (45%); and exploring urban neighborhoods (30%). The vast majority of these travelers (65%) say they seek travel experiences where the "destination and its buildings and surroundings have retained their historical character". By attracting these heritage tourist (through all the activities above) to Fell's Point, we will be fulfilling a goal of the Comprehensive Management Plan.

DELIVERABLES:

What will be the results of this project? What tangible and intangible deliverables do you anticipate?

FPMS estimates that 4,000 - 5,000 people attend the one-day festival. We are confident we can double this number by expanding the festival to 2 days. We are confident that the two day festival will fill all hotel rooms in the area putting "heads in the beds" and "feet on the street".

Since 2015, merchants in Baltimore City have struggled to attract customers to Fell's Point. The perception of criminal activity in all areas of the city is hard to overcome even though Fell's Point has very low crime rates in all categories. FPMS is hoping that visitors will feel comfortable coming to the Privateer Festival and will explore our cultural and historical sites. We are confident that they will return with other family members in the future.

URGENCY:

Is this project urgent?

YES!

Since 2015, Baltimore City has seen a decline in visitation to the city. Visit Baltimore reports that there is a 60% decline in tourism from residents in the five counties (Anne Arundel, Baltimore, Howard, Carroll, Harford ) surrounding the city. This has caused a decline in sales for the retail shops, restaurants and bars. Additionally, retailers are competing with Amazon, further reducing profits.

The Fell's Point community has banned together to bring customers back to our town. A group of merchants have spearheaded an effort called "Wednesday Waving". This groups stands at busy intersections and waves to motorist with smiles and signs that say "Welcome Back To Baltimore". The business owners have also put an emphasis on clean, safe and green activities to make our town look as attractive as possible.

Our business owners are desperate for customers and are reporting 20-40% decreases in annual sales. If this trends continue, more businesses will be forced to close their door.

Festivals are a great way to re-introduce our neighbors in the county to Fell's Point and all the great things it has to offer.

IMPACT:

Describe how this project will address one or more of the Maryland Heritage Area's Program's three areas of focus.

One of the Maryland Heritage Area's Program area of focus states "Through the projects and events that they host or encourage, Heritage Areas sustain, respect and celebrate the heritage of an area, making it relevant to both present and future generations." The Privateer Festival focuses on sharing the history of the Privateer with all generations, especially children. The festival will feature a children's craft area, storytelling, puppets and skits.

Fell's Point is a main contributor to Baltimore's heritage tourism. FPMS is fortunate to have a beautiful, well preserved historical community to serve as a backdrop for the cultural and historical attractions in Fell's Point. This festival addresses "Developing Heritage Tourism Product' by organizing a popular festival annually and celebrating the history of Privateers in our community.

Does your project support or highlight the diverse history and cultural traditions of Maryland? If so, please provide details.

The Frederick Douglass-Isaac Myers Museum is located one block from the festival, on the site of the first African American shipyard in America. It is a National Heritage site which chronicles the struggles of Douglass and Myers, two of Baltimore's most prominent African Americans activists. The museum also depicts the rise of the Afro-American community in Baltimore in the 19th century and the rich maritime and shipbuilding history of the Chesapeake Bay. Wayfinding signage at the festival will direct festival goers to the museum.

Fell's Point has also been historically the home of large immigrant populations of Irish, Germans, Jews, Poles and other Eastern European nationalities such as Ukrainians, Russians, Czechs, and Slovaks, throughout its 250-year-old history. Today, Fell's Point is home to a sizable Latino population. FPMS is hoping to get a Spanish ship to dock for the festival in 2021.

ACCESS & OUTREACH:

Describe the benefit of the completed project to the general public.

Fell's Point is filled with historical and cultural experiences that visitors love. We want to bring tourist and county residents back to Fell's Point to attend this festival and provide them with information on historical and cultural attractions in Fells Point so they will revisit us again.

This festival will give a much needed economic boost to retailers, restaurants and hotels who are experiencing a drop in sales due to the perception of crime in Baltimore City.

What provisions exist or will be made for physical or programmatic access by individuals with disabilities?

There will be no limitations to disabled persons attending the festival. The festival footprint, which includes Broadway Square and Broadway Pier, are handicapped accessible.

How will you ensure that the general public will learn about your property or project?

Fell's Point Main Street has partnered with Good Vibes Marketing to create an effective communication strategy that targets residents in the surrounding counties, tourist, and pirate lovers. Visit Baltimore is offering marketing support in the form of social media posts; communications through their website, newsletters and partner network; and the use of Visit Baltimore ice trike. These in-kind promotional services amount to $6,000 in value.

FPMS will also be using IKE (Interactive Kiosk Experience), a new digital kiosk that provides locals and visitors with information on events and activities. Kiosk will be installed in Spring, 2020.

FPMS will have a booth at the festival and will be handing out an up-dated brochure titled "Fell's Point Building History" so that visitors can take a self guided tour of Fell's Point.

FPMS has one full time staff member, the Executive Director. We have an active board that is composed of 15 people. FPMS has a volunteer base of approximately 50 local volunteers who assist with festivals and activities..

The FPMS is composed of 10 men and 5 women. Two board members self-identify as members of the LGBTQ community.

What is the annual visitation at your site?

Fell's Point is visited by thousand's of visitors each year. I contacted Visit Baltimore to determine if they had stats and they do not. The size of FPMS festivals range from 3,000 - 20,000.

What hours per day, days per week, and months per year will the project / property be open to the public?

The Privateer Festival will be held on April 17 and 18, 2021 and will be open for two days from 11 a.m. to 8 pm. Festival attendees will be encouraged to return and visit the historical and cultural sites in Fell's Point.

What amenities are or will be available to the public at the property?

FPMS will be providing 7 portable restrooms for the festival. Water is available for sale. Parking is available in 4 garages including 805 and 950 S. Caroline St and 1530 and 1401 Thames St. Ample street parking is also available

The 46th Delegation fully supports the work of Fell’s Point Main Street (FPMS) and its mission to preserve

the heritage of Fell’s Point and revitalize its commercial and historic district. FPMS is a member of the

Baltimore Main Street program and hosts many of the engaging cultural events held in Fell’s Point.

FPMS is submitting a FY2021 grant application to the Maryland Heritage Area Authority (MHAA) to assist

with expanding the Privateer Festival to two days (April 17 and 18) in 2021. This festival draws thousands

of attendees to Fell’s Point and celebrates the history of these patriotic citizens who sailed from the Fell’s

Point port to assist the US war effort against the British in the War of 1812.

We are excited about Fell’s Point Main Street plans to expand this festival to a two-day event in 2021 and

support their application for MHAA non-capital grant funds in the amount of $30,000 to facilitate this

expansion. We are confident that many festival participants and attendees will incorporate an overnight

stay into their visit and will dine at area eateries, greatly increasing the positive economic impact of this

festival for hotels, restaurants and retail merchants. Festivals like this are instrumental in bringing visitors

back to Fell’s Point.

In closing, we fully support FPMS efforts to seek funding for the 2021 Privateer Festival and support the

work of Fells Point Main Street to bring visitors and Baltimore City residents to Fells Point.
