FANTASTIC FLOATS & HOBOMOBILES
POLICIES & PROCEDURES All floats must follow the policies and procedures outlined below. Any organization failing to follow defined policies may be removed from the Hobo Day Parade at the sole discretion of the Grand Pooba.
POLICIES 1. The float and hobomobile category is reserved for entries recognized as South Dakota State University student
organizations only. 2. All floats and hobomobiles shall pertain to Hobo Day and/or South Dakota State University. A detailed description must be
included on each organization’s entry form and receive approval from Ben Hanzen (Floats Coordinator), Scott Simons (Assistant Grand Pooba), and Corey Chicoine (Grand Pooba).
3. Floats and hobomobiles may not contain messages promoting societal issues or specific religious beliefs. Acceptable content is up to the discretion of the Grand Pooba.
4. Vehicles allowed to pull a float through the parade, include: cars, pickups, and tractors (under 160 horsepower). 5. Absolutely no undecorated units will be allowed in the parade. 6. Dimensions of floats and hobomobiles may not exceed 15 feet wide, 15 feet high, and 40 feet long. 7. Groups building must confer with Ben Hanzen, Scott Simons, and Corey Chicoine. 8. All floats and hobomobiles must be approved by Corey Chicoine (Grand Pooba) prior to October 22, 2016. 9. Maintaining participant safety is a top HDC (Hobo Day Committee) priority. No more than ten passengers will be
allowed on any float or hobomobile without prior approval from Ben Hanzen, Scott Simons, and/or Corey Chicoine. 10. The HDC claims no responsibility for damages to the float, the hobomobile, or any passengers (passengers will be
required to complete a waiver of liability form prior to the beginning of the parade). 11. No alcoholic beverages or coolers of any kind will be permitted on floats or hobomobiles prior to or during the parade. 12. No organization is allowed to distribute printed material along the parade route. 13. According to Brookings city ordinance, no candy can be thrown from entries. Candy can be passed out along the route. 14. Entries who are not involved in the Fantastic Floats program who are securing business sponsorships can display
signage feature of the business’s logo. The signage must not exceed 2’ x 2’.
PROCEDURES
1. Organizations choosing to participate in the “Fantastic Floats Program” or to build a hobomobile will be eligible for funding and building location from the HDC.
2. Awards will be awarded to all float and hobomobile participants based on judging prior to the start of parade. 3. It is under the discretion of the Floats Coordinator to allocate grant funding to qualified applicants based on plans and
description of entry and prior years’ participation. 4. The HDC is supportive of the concepts of nondiscrimination, affirmative action, and equal opportunity as they relate to race,
creed, religion, ethnic, origin, gender, sexual orientation, age and physical ability. The Hobo Day Committee stresses the importance of eliminating discriminatory behavior and content from the university community and urges all organizations to cooperate in this effort. The committee encourages thoughtful planning in all aspects of the Hobo Day program to reflect and affirm the value and dignity of all members of the campus community.

PROGRAM AGREEMENT
EXPECTATIONS This document outlines the agreement between South Dakota State University Hobo Day Committee and student organizations participating in the FANTASTIC FLOATS PROGRAM. Please return this form along with the Parade Entry Form to the Hobo Day Committee Office (Union 054) prior to September 23rd. Participating student organizations agree to meet the following expectations (please initial in each box):
□ Participate in one of the two provided float building workshops: October 3rd at 7:00 p.m. in Rotunda F or October 4th at 7:00 p.m. in Rotunda F.
□ Receive design/concept approval from Ben Hanzen (Floats Coordinator).
□ Order primary building supplies through the designated vendor; orders due 3 days after last float workshop (Oct. 7th).
□ Abide by all policies and procedures governing student organization floats.
□ Collect and submit relevant receipts for reimbursement.
FUNDING A confirmation email will be sent confirming specific allocation amounts on the day of the first floats workshop (October 3rd, 2016). All receipts must be submitted by Friday, October 28th, 2016 at 5 p.m. to determine whether additional funds need to be reimbursed. Any expenses not reflected in submitted receipts must be reimbursed.
