    Initiating PPP Projects:The Facilitators Course

    The course will equip the PPP facilitators(or their staff) with the appropriatecompetence set for identifying, developing,and delivering PPP projects. The set willinclude skills to plan, manage andadminister specific PPP projectopportunities and projects for theirrespective institutions. PPP facilitators willinsure that PPP projects happen on time,on budget, and to the required standards no small feat without the propertraining. The focus is on specific PPPelements that the PPP facilitators andimplementers need to effectively build andmanage the PPP team, carry out theoverall PPP processes, and get tocontract/transaction closure.

    This course aims to accelerate thepromotion and delivery of Public-Private-Partnerships (PPP) projects inthe country. PPP is hailed as one of themost important way to resolve complexand risky development challenges in the20th century. It has been applied inmany development projects in various

    sectors like infrastructure, utilities,

    poverty alleviation, health, education,SME promotion, community and localgovernment development, climatechange, etc. The course will presentrelevant case studies showing how PPPsucceeds and fails. It will develop with theparticipants a checklist of practical actionsthat facilitators can take home to enhance

    their success in future PPP initiatives.

    Who are PPP Facilitators?

    There are many PPP facilitators among us. Theyare working with governments, NGOs, civilsocieties, chambers of commerce, private sector,non-profit associations and others. They are calledby different titles. PPP officers, developmentfacilitators and promoters, freelance consultantsand advisors, lawyers, Government staff andpolicy makers, bankers and funding agencies,entrepreneurs, private sector representatives andcivil society leaders.

    In the local government structures, they may be:

    Governors, Mayors, Vice-Governors, Vice-Mayors,Provincial Board Members, City and MunicipalCouncilors, Local Administrators, Legal Officers,Planning and Development Officers, and LocalInvestment Boards.

    Learning Outcomes

    On course ends, you will be able to:

    Identify and practice the key roles, responsibilities, and management skills needed by PPP facilitators List the PPP cycle from inception (idea) to completion. Examine the various PPP modalities during project development, delivery and exit.

    Analyze country, regional and international case studies on initiating and managing PPP Projects. Create a detailed and personalized strategic PPP management checklist that will facilitate applications on-the-job.

    Topics1. Roles, Functions, & Responsibilities

    Topic begins with the concept, definition(s), rationale,drivers, and pitfalls of PPPs. The narrow (project-financearrangements) and broad definitions of PPP will beexplained. It includes the PPP cycle (e.g., key steps andtasks in project inception, principles, best practices, keyapplications, etc.), PPP opportunities identification,engaging PPP actors and transaction advisors,managing the pre-feasibility and feasibility analysis,understanding, managing, and tracking risks, needs andsolutions analysis: balancing Government goals withrealistic PPP outcomes, communicating early withstakeholders, effective and timely decision making andmaintaining good working relationships with the PPPactors.

    2. Powers and MandatesThis provides an overview of the right of the institution(e.g., local and national governments, NGOs and civilsocieties, private sector promotion agencies, etc.) toengage and transact PPP initiatives and with whom. Thepower and mandates of the PPP actors to respond tothe development challenge are brought into the tableand analyzed. Tools like negotiations, TOR creation,PPP actors analysis, etc. are likewise included.

    3. PPP Concepts and PracticeTopic will examine the background, history anddevelopment, the state-of-the art of PPP practice. It willlook into future trends and developments. It will showkey PPP issues: achieving design quality,appointing andmanaging PPP facilitators, appointing and working with

    preferred bidders, public sector comparators (use,selection, construction and application) and managinglong-term delivery of PPP results. PPP will also becompared and distinguished from public provision,procurement and privatization.

    4. PPP Modalities, Procedures and FundingThis will present the PPP structures and proceduresincluding: BOT (Build Operate Transfer), BOOT (BuildOwn Operate Transfer), DFBO (Design Build FinanceOperate), DCMF (Design Construct Manage andFinance), BLT (Build Lease Transfer), BOO (Build OwnOperate), leasing, concessions, joint ventures,management and service contracts (solicited, unsolicitedand negotiated) etc. A comparative matrix willsummarize the topic.

    5. PPP Contracts and Risk-Allocation

    Topic will discuss: overview of risk and risk allocation(risk types and evaluation as well as risk allocation andmitigation), sources and types of Funding (potentialfinanciers as well as types of funding: terms and tenors(senior debt, bonds, junior debt, equity), public smallproject funding, refinancing, and credit enhancements(insurance, wraps, guarantees and other forms of creditenhancement). it will also illustrate how to constructPublic Sector Cost (PSC) and Value for Money (VfM)models and how to calculate and analyze input costs forPPP projects.

    7. PPP in Practice

    The topic will present a sample of PPP contracts inselected sectors preferred by the participants. Thediscussion of the cases will lead the participants tocreate a PPP checklist for the country. In longercourses, the trainers require participants to diagnosetheir current PPP projects.

    7. Deliverables

    The intensive five-day course will enable the participantsto evaluate topical "content-rich" documents andreference materials, case studies, simulation exercisesand complete written assignments. Each day will requireparticipants to complete a group assignment that cantake additional two hours work.

    An online discussion boards, email, and chat rooms will

    be created where the participants can interact andcollaborate on assignments and exchanges with otherPPP practitioners worldwide. This will be maintained bythe Trainers for 3-4 months after the course.

    The course will jointly create a PPP managementchecklist and each participant will prepare a six-stepback home action plan--a comprehensive strategicpersonal plan with weekly feedback and guidance fromthe Trainer and other participants.

Hehas also written several books and manuals andimplemented many small and medium enterprisepromotion and development projects worldwide.
