it was the most talked about coincidence of the year. In the film Back to the Future Part II, which takes place in 1985, Michael J. Fox’s character, Marty McFly, travels 30 years into the future where the fictitious USA Today headline is Cubs Sweep Series in 5 Against Miami. The date? October 22, 2015.

Moviegoers were skeptical about the fact that the Cubs would not win the World Series for another 30 years, as this prediction seemed far-fetched. Fast-forward to the year 2015, where the world watched with bated breath as the Chicago Cubs won a sudden death wild card game to advance to the National League Division Series to face their archrival, the St. Louis Cardinals. They would go on to decisively beat the Cardinals and advance to the National League Championship Series!

Unfortunately for the Cubs, that is where the parallel would end. However, next year might just be the year!

The thought of traveling back in time to learn about the people, places and things that have shaped our lives and organizations is intriguing. Those of us who have dedicated ourselves to making Illinois a better place through parks, recreation and conservation would surely be impressed with how far we have come if we were able to travel back in time to see how it all began.

Imagine, traveling back 120 years to June 24, 1895 to see firsthand the enactment of the law that enabled the creation of special districts - called park districts. Or, traveling back 87 years to witness A.D. McLarty write the first letter in his campaign to create the Illinois Association of Park Districts.

Or, going back 26 years to 1989 to observe the IAPD staff craft the funding formula for the Open Space Lands Acquisition and Development Program (OSLAD), which has been protected by IAPD throughout the years and has resulted in a total of $414,530,937 million in grants for Illinois park districts, forest preserves and recreation agencies. Or, traveling back 13 years to 2002 to witness the IAPD staff advocate for the signing of Public Act 92-697, which created the Park District Youth License Plate, that has generated more than $546,000 in grants to IAPD member agencies for beyond-school programs.

It has been said that you can’t know where you are going until you know where you have been. When you look back on IAPD’s proud history of advancing our member agencies, their citizen board members and professional staff through our successful legislative advocacy, cost-saving affinity programs, timely educational opportunities, valuable research and critical funding initiatives, you can’t help but be excited about how we have advanced.

Knowing that the future is built not only upon the seminal moments of our past, but on what we accomplish today, means the future for parks, recreation and conservation in Illinois continues to hold great promise and shine brightly. It also instills in us a continuing deep commitment to serve our membership with dedication to excellence in everything we do.

Our mission – The Illinois Association of Park Districts is a non-profit service, research and educational organization that serves park districts, forest preserves, conservation, recreation and special recreation agencies. The association advances these agencies, their citizen board members and professional staff in their ability to provide outstanding park and recreational opportunities, preserve natural resources and improve the quality of life for all people in Illinois.

That Was Then ….

In 1986, IAPD spearheaded efforts to seek funding from the Build Illinois program to support grants to units of local government under the Open Space Lands Acquisition Act, or OSLA (renamed OSLAD in 1989, when IAPD introduced and passed legislation to fund the program from the Real Estate Transfer Tax).

This is Now …

In 2015, as it has done several times throughout the program’s 29-year existence, IAPD launched an aggressive campaign to protect the OSLAD grant fund when a special fund sweep occurred, taking nearly $1.4 billion from approximately 100 special funds to cover the State’s general operations. IAPD’s campaign highlighted the short-term and long-term benefits of OSLAD, PARC and the Public Museum Capital Grant programs and the ways in which these matching grants address some of the State’s fiscal needs.

ADVOCACY/LEGAL SERVICES

In 2015, IAPD:

• Successfully advocated for the passage of four IAPD Platform bills, including House Bill 1363/Public Act 99-0271, which encourages intergovernmental cooperation as a means for park, forest preserve and conservation districts to pool resources and achieve greater success by working with other units of government.

• Responded to 375 legal inquiries and distributed more than 40 legislative alerts, updates, legal news briefs and legislative advocacy videos to keep IAPD members apprised of legislative developments, grant opportunities, new laws and regulations.

• Analyzed and raised awareness of the specific impact that a statewide permanent property tax freeze would have on the day-to-day operations of park and recreation agencies. IAPD’s key talking points were utilized by members to enhance their advocacy efforts.

• Prepared and published a 57-page report titled Impact of Unfunded Mandates on Illinois Park Districts, which provided a survey and analysis of the costs and recommendations for improvements to 17 different state and federal laws and regulations.

• Attended all 15 meetings of the Lieutenant Governor’s Local Government Consolidation and Unfunded Mandates Task Force and provided testimony on the advantages of the park district model and the specific ways that park districts efficiently and effectively deliver essential services to Illinois citizens.

• Tracked 478 different bills and monitored more than 1,100 bills for their impact on our membership and the citizens they serve.

• Worked with members of the Illinois General Assembly to improve numerous legislative proposals through important amendments that help to avoid costly unfunded mandates, exposure to potential liability and future litigation expenses.

• Partnered with The Trust for Public Land and The Nature Conservancy on a new Statewide Capital Needs Assessment that demonstrates a $2.6 billion capital construction and land acquisition need by Illinois local park, recreation and conservation agencies during the next five years.

• Attended all 11 legislative breakfasts in member districts throughout Illinois, interacting with more than 40 legislators and 500 IAPD members.

• Organized the 3rd annual Legislative Awareness Picnic, attracting nearly 150 IAPD members, their legislators and families to demonstrate how park districts bring families and communities together to improve quality of life.

PUBLIC AWARENESS

• Parks Day at the Capitol featured a sold-out venue, with park districts, forest preserves, conservation, recreation and special recreation agencies showcasing their programs, services and natural areas with the theme: Discover the Power of Park Districts and Forest Preserves.

• IAPD promoted the power of park districts and forest preserves on colorful banners adorning the light poles around the Illinois State Capitol. The banners appeared in conjunction with Parks Day at the Capitol and the Legislative Conference to provide highly-visible messaging to members of the Illinois State Legislature and the public.

• The 22nd annual Park District Conservation Day brought nearly 500 representatives of Illinois park, recreation, and conservation agencies to the Illinois State Fair to showcase their outstanding programs to nearly 50,000 fairgoers at nine high-traffic areas throughout the fairgrounds.

• Nearly 200 guests joined IAPD for the ninth annual Best of the Best Awards Gala. This prestigious event garnered positive news stories and paid tribute to park commissioners, businesses, media and citizen volunteers who contribute countless amounts of their time, talents and resources to the park, recreation and conservation mission.

• IAPD jump started its Living Legends Video Series, recording and memorializing the experience and dedication of park board members throughout Illinois to create an awareness of the commitment made by locally-elected park board members throughout the state.

• The 2015 IAPD Golf Guide was published and distributed as an outstanding resource for golfers around the state. The guide featured a comprehensive list of public golf courses in Illinois, complete with photos, contact information and highlights of each course.

• IAPD’s Park District Youth License Plate Marketing Kit was sent as a complimentary member benefit to numerous agencies to enhance their promotional endeavors. The kit includes a CD containing print ads, flyers, posters, web ads, audio and visual public service announcements, which can be personalized by each agency.

• IAPD’s social media outreach experienced an all-time high this year with a combined total of 1,710 followers on Facebook, Twitter, LinkedIn and Instagram.

• IAPD promoted the numerous health, economic, social and environmental benefits of park, recreation and conservation agencies in the Illinois Issues 2015 Roster of State Government Officials, a popular publication among members of the Illinois General Assembly with a circulation of 3,000.

That Was Then ….

in 1976, iAPD debuted one of its first public awareness campaigns – Life. Be In It. The campaign emphasized the importance of being active every day.

This is Now …

in 2015, 30 iAPD member agencies hosted statewide Flying 4 KIDS kite fly events where more than 5,000 people were exposed to the benefits of parks, recreation and conservation while receiving valuable information about the Park District Youth License Plate program.

$546,450 total amount of PowerPlay! grants IAPD has awarded to its member agencies since the Park District Youth License Plate program, which funds the grant, began.

• Forty-eight Eagle Eye Neighborhood Park Watch Programs are saving agencies in 14 states thousands of dollars in expenses associated with crime and vandalism.

• Nearly 700 Friends of Illinois Parks contributed to the protection and enhancement of parks, open space and the quality of life in Illinois.

• More than 360 golfers, corporate sponsors and guests joined IAPD for our 14th Annual Summer Golf Tour to network and raise funds for Friends programs and research.

• IAPD partnered with Living Lands & Waters in the Million Trees Project to plant 30,988 trees in 2015. Throughout the three-year partnership with Living Lands & Waters, 92,038 trees have been planted by IAPD member agencies.

• IAPD continued to negotiate money-saving relationships with several organizations to offer our member agencies discounted prices on products and services. Our 2015 affinity programs include:

- AMI Communications - provides managed Information Technology (IT) service via on-site and remote support to agencies with limited IT abilities or those wishing to expand their existing IT capabilities.

- Bank of America Merchant Services – offers a specially-negotiated program of card processing services.

- Call One - a single-source telecommunications provider and the nation’s largest reseller of AT&T products and services.

- Colonial Life – offers cost-management solutions to help manage the rising cost of employee benefits and still provide employees with quality benefits including flexible spending accounts and more.

- IPARKS - a local government risk-sharing pool, providing park districts throughout the state with an alternative to traditional insurance. IPARKS is tailored to meet the specific property and liability coverage needs of Illinois park districts and recreation agencies.

- IPDLAF+ Class - offers a professionally-managed portfolio with a competitive money market rate and unlimited checkwriting privileges. The Fund stresses “safety of principal” as the number one objective and has earned a AAAm rating by Standard & Poor’s.

- Purchasing Card – a specialized credit card that enables agencies to streamline the buying process.

- Seven Utility Management Consultants, Ltd. – provides professional consulting services for the purchase of electricity and natural gas.

That Was Then ….

In the early 1990s, FAX machines offered one of the fastest ways to disseminate information. IAPD negotiated a group purchase price with an office supply company so that member agencies could purchase fax machines at a discount, giving them an affordable method of sending and receiving information as quickly as possible.

This is Now …

IAPD’s Affinity Programs offer a solid base of entities that can provide valuable, cost-saving resources for our member agencies. IAPD’s goal is to offer programs and services that will not only improve the bottom line and save taxpayer dollars, but will also increase profitability and operating efficiency.

• The IAPD Leadership Institute presented Leading People Through Change and The Leadership Point of View, empowering board presidents, executive directors and staff with motivating tips and leadership skills.

• The 2015 Soaring to New Heights conference brought together more than 4,400 park, recreation and conservation agency board members, professionals, staff, students, legislators and businesses to learn about the latest trends, products and services.

• IAPD’s webinars included How to Buy Electricity – Taking the Mystery Out of the Market, WhaleDone!® and New Rules for Managing Local Electronic Records. More than 150 board members and professionals participated in this convenient form of IAPD education.

• IAPD conducted five regional Boot Camps for new and seasoned commissioners to participate in board member training to better serve their communities and to fulfill their one-time Open Meetings Act training, as required by the Attorney General’s Office.

• IAPD provided more than 50 educational programs in 2015 including Productive Fundraising Strategies; Using Citizen Surveys for Strategic Planning; Buying Land When You Don’t Have the Money; Words on Play: Communicating the Research-Based Benefits of Play; Primer on the Prevailing Wage Act and Dealing with e-Cigarettes, Guns and Social Media Issues.

• The 37th Annual Legislative Conference and Reception provided nearly 350 attendees with expert perspectives on the importance of intergovernmental cooperation and partnerships, making an economic case for park and recreation agencies and creating value for park districts, forest preserves and conservation districts through the utilization of trails.

• IAPD’s 2015 Legal Symposium introduced a sold-out audience to top legal experts who guided them through the hottest topics in park district law including new wage and hour regulations at the state and federal levels, liability issues and recent decisions regarding parades and festivals in parks.

• IAPD offered the 2015-2016 Benefits of Membership in hard copy form and as an interactive .pdf, featuring 698 hyperlinks to the IAPD website and external resources providing convenient access to grant information, practice tools and educational materials.

• IAPD produced six issues of Illinois Parks & Recreation magazine, featuring timely articles on partnerships, going green, leadership and board development, marketing, aquatics and themed park activity areas and healthy lifestyles.

• IAPD’s Board Self-Evaluation Program continued to increase in popularity in 2015, with numerous agencies receiving specialized assistance in defining roles and responsibilities, describing duties for oversight and governance and determining leadership within their agencies.

• The Board Member Development Program gave board members throughout the state the opportunity to track educational achievements and service to their local board through the accumulation of Board Development Units, which result in three levels of achievement: Notable, Distinctive and Master Board Member.

• IAPD staff provided prompt responses to thousands of member phone calls, e-mails, text messages, social media posts and letters regarding grant applications, board matters, design/build and employment issues, legal questions, organizing a park district and more.

• IAPD assisted numerous agencies requesting strategic planning and goal-setting sessions.

• IAPD published the 2015 Buyers’ Guide, the yellow pages for Illinois park districts, forest preserves, conservation, recreation and special recreation agencies.
