A note from the desk of Councilman Richard J. Cherchio – October 2010 Residents, Visitors and Friends,

I would like to take this opportunity to thank all the residents who have shown their dedication to helping our community make it through this economic crisis. I invite anyone who wishes to learn more about Ward 4, or who would like to speak with me personally, to come to my Town Hall meeting -- 6 p.m. on Tuesday, Oct. 26 at Elizondo Elementary School, 4865 Goldfield St.

The City Council and I are continuing to search for ways to align our revenues and expenditures. The ongoing revenue shortfalls have forced us to make tough decisions. We are continuing to work with our union leaders to find more ways to save money and reduce the number of future layoffs.

Additionally, the City Council has asked Acting City Manager Maryann Ustick to provide a Budget Reduction Plan 2 to address the $42 million fiscal shortfall for Fiscal Year 2011-2012 later this month.

I continue to work toward creating opportunities for volunteers to be more involved in hands-on solutions to the City’s budget crunch.

I am committed to looking at all possible options and ideas in order to find viable and sustainable savings. Feel free to contact the City with ideas you may have by sending an email to [email protected]. _____________________________________________________

250 W. Rome Boulevard. The new school pulls students from Hayden, Tartan and

Watson elementary schools. Every room at Duncan Elementary School is a “smart” room, featuring the latest classroom technologies. The new school, like the three other elementary schools opening this year, is designed to deliver greater classroom achievement through day-lighting, improved indoor air quality, acoustics and classroom flexibility.

The school district chose to name the school for Ruby Duncan, a longtime civil rights activist, who made it her mission to advocate for impoverished women and children in the Las Vegas Valley. _____________________________________________________

Make a Difference Day The City of North Las Vegas and the United Way of Southern Nevada are pleased to participate in this year’s Make a Difference Day at 11 a.m. on Saturday, Oct. 23, at Tom Williams Elementary School, 3000 E. Tonopah Ave. The North Las Vegas Police Department Kids and Cops program will be on hand to distribute 300 winter jackets to needy children. The event also will feature the Shots for Tots program, which will provide no-cost inoculations to children who can present a valid shot record card.

Make A Difference Day is the largest national day of helping others – a celebration of neighbors helping neighbors. The event was created by USA WEEKEND Magazine, and is held on the fourth Saturday of every October. _____________________________________________________

Please, be aware and be careful of deals that sound too good to be true.

• AUTOMATIC REFUNDS- company charges $3,500 for loan modification services. Company representative do not do any work on the file. But they automatically send a refund check to the consumer for $350 and keep the rest, saying they “tried” to get a loan modification but the bank rejected them. Few consumers complain because of the company’s claim that it “tried,” and they received a partial refund. This scam is simply the latest spin on the old scam of “phantom help.”

• DOUBLE ESCROWS- company tells bank they have a short-sale buyer at a low price in order to get an appraisal. The company does not tell anyone that they have a second buyer lined up to buy the house once the short sale goes through. The company sets up escrow and closing for the same day on both deals. The bank gets cheated on the original short sale since it is not legitimate and the scammers make a profit on the second deal as well.

• PRINCIPAL REDUCTIONS- companies guaranteeing or advertising a principal reduction. Most lenders will not agree to a principal reduction but scammers use this as an advertising ploy to get consumers’ money and business.

• PHANTOM INVESTOR PURCHASE- scammers falsely claim they have investors willing to purchase an owner’s home from the bank and then resell it back to the owner at a reduced mortgage. The investor pools usually do not exist and the scammer is taking the homeowner’s money up front but does not provide any real assistance.
