1 ANALYSING PRINCIPLES
1.1 INTRODUCTION
This Annex 1 of the Compliance Oversight Report 2012 contains detailed results of the analysis of the
explanations for the declared compliance level. All standards from the RGCE OH policy 4 which were
assessable had a mandatory explanation request for the declared compliance level. The framework
of the self-assessment process is described in chapters 2 and 3 of the COR 2012 main document.
Each standard has a credibility analysis table which presents the evaluation of the explanation given
by all TSOs related to the standard. The data used for this analysis was provided by the RGCE TSOs
before 8 June 2012 via the RGCE compliance self assessment web questionnaire 2012 system.
1.2 CRITERIA FOR SAQ 2012 ANSWER ASSESSMENT
Assessment teams will follow same principles as 2011 (Chapter 1.3.) with following additions:
o Mismatches between neighbouring TSOs will be analysed and may be an additional input to evaluate credibility of the compliance declaration explanation. The weight of mismatches depends on the standard and TSOs explanations and rely assessment team’s experience and expertise.
o In case two TSOs declare two different compliance levels on a multilateral standard the lower declaration is assumed more credible as rule of thumb if no additional information is in the compliance level explanation
1.3 STRUCTURE OF THE TABLES
The declared compliance level:
o FC = fully compliant (this implies that no improvement/mitigation plan is needed)
o SC = sufficiently compliant (an improvement plan with a deadline to reach full compliance is necessary)
o NC = non-compliant (a mitigation plan with a deadline to remove non-compliance is obligatory)
o N/A = not applicable
The credibility grade for the explanation for the compliance level declaration:
o Credible (CR, Green), good and precise answer
o Some doubts (SD, Yellow), answer is a little bit off topic, inadequate, not precise (or
contains mismatches with neighbours without proper explanation, refer to chapter
1.2. bullet points)
o Not Plausible (NP, Red), missing answer or completely off topic

Critical elements
A subset of relevant elements which are considered to have a major influence on the operational management of the neighbouring systems has to be agreed among involved TSOs. The scheduling of the outages of these elements must be agreed among the TSOs involved on a regional basis This set must include at least the elements considered in the EXTERNAL CONTINGENCY LIST ((>P3-A) determined by each of the TSOs involved in the region.

Data collection
Each TSO collects DACF files from the EH-ftp server and constructs a network model (i.e. the DACF merging process) that represents the most probable state of the forecast time. That model can include all ENTSO-E networks, but a TSO can also disregard the data sets of TSOs whose influence on its network is deemed negligible. This process can be done in a centralized way (organized by any TSO that volunteered). Alternatively this process can be done in a centralized way by a TSO, a regional group or a TSO initiative.

Creos Luxembourg S.A. insufficiently explained their implementation of the DACF process. There are some doubts about the
declared compliance level.
TSOs confirmed the ability on request of any TSO to prepare and send snapshots through EH-server. Most of them are regularly
archiving snapshots of the grid, including all relevant nodes, branches, generation and loads.
