This “Introduction to the Master Plan Level 3 Implementation Planning & Reporting”presentation provides a broad overview of the Single Sky Implementation planning andreporting mechanisms, at pan‐European and local levels.
It covers questions such as: What is the ATMMaster Plan Level 3 Implementation view? What is an Implementation Objective? What are the criteria set to determine implementation progress? The Single European Sky needs concrete implementationplans for Europe as a whole, and these have to be basedon the European ATMMaster Plan.
Once a European plan has been agreed to, local andregional plans have to be drawn up. These will be used byAir Navigation Service Providers, Regulatory Authorities,the Military, Airports, Airspace Users, etc.
Individual Stakeholders then compile their ownimplementation progress reports. These are laterconsolidated on a European level so that the aviationcommunity can identify the gap between what is neededat the European level and what can actually be done atthe local and regional level to close that gap.
EUROCONTROL supports by: coordinating the contributions to the annual ATM
Master Plan Level 3 Implementation Plan; facilitating the production of implementation progress
reports (‘LSSIP’ documents) made by the nationalStakeholders;
producing consolidated reports on a European level,such as the ATM Master Plan (MP) Level 3Implementation Report, the CAPEX report forPerformance Review Body (PRB)/EC, the ICAOGANP/ASBU monitoring report for ICAO;
assisting decision‐making by various steering bodies onany remedial action needed to implement the plans.

Where it come from?
European ATM Master Plan Level 3 Implementation Planning and Reporting – Awareness Training
Single European Sky (SES) and SESAR framework require Stakeholders to agree at European level on implementation actions prior to local deployment.
EC Regulations are one of the channels to ensure harmonisation in the implementation, but over‐regulation would be inappropriate.
To complement SES legislation, Stakeholders recognise the imperative for progress on the SES implementation through Consensus decisions Synchronised actions
As a result, Stakeholders requested the EUROCONTROL Agency in 2007 to adapt the ECIP/LCIP process to match SES and SESAR environments, and over a 2‐year consultation process with Stakeholders, the Planning and Reporting (known as ESSIP/LSSIP) mechanism emerged as the answer.
The aim is to facilitate the achievement of endorsed implementation actions by all concerned ATM Stakeholders as a major contribution to reach the expected benefits of SES and SESAR in particular against agreed performance targets

Within the framework of the Single European Sky (SES), the European Air Traffic Management Master Plan (hereafter referred to as ‘the Master Plan’) is the main planning tool for defining ATM modernisation priorities and ensuring that the SESAR (Single European Sky ATM Research) Target Concept becomes a reality.

The Master Plan is an evolving roadmap and the result of strong collaboration between all ATM Stakeholders.As the technological pillar of the SES initiative, SESAR contributes to achieving the SES High‐Level Goals and supports the SES regulatory framework.

The Master Plan details not only a high‐level view of what is needed to be done in order to deliver a high‐performing ATM system, but also explains why and by when. It therefore sets the framework for the development activities performed by the SESAR Joint Undertaking (SJU) in the perspective also of the deployment activities to be performed by all operational Stakeholders, and under the coordination of the SESAR Deployment Manager (SDM) for the regulated Pilot Common Projects (PCP) in accordance with the Deployment Programme to ensure overall consistency and alignment.

The content of the Master Plan is structured in three levels to allow Stakeholders to access an integrated set of information at the appropriate level of detail: Level 1 (for Executive level Stakeholders) constituting the synthesis consisting of the SESAR Vision, the Performance View, the Operational View, the Deployment View, the Business View and the Risk Management.
Levels 2 and 3 of the Master Plan provide more detail on the operational changes and related elements and therefore the target audience is expert‐level Stakeholders. Level 2 (Planning and Architecture View) is available through the European ATM portal (www.atmmasterplan.eu), which provides the detailed planning and architecture information supporting Level 1.
Level 3 (Implementation View) comprises the Implementation Plan and Report. The Implementation Plan is a set of commonly‐agreed implementation objectives and actions, including those resulting from the other SES plans such as the SESAR Deployment Programme, which aim at achieving the performance targets in the areas of safety, environment, capacity and cost efficiency. The Implementation Report provides a progress assessment for all implementation objectives at ECAC level.
In addition, the Level 3 of the Master Plan provides Stakeholders with a basis for short‐term common implementation planning.

The European ATM Master Plan Level 3 (MP L3) Implementation view consists of two closely related parts – Plan and Report – and is complemented by States Local Single Sky Implementation (LSSIP).
The Implementation Plan is a performance‐oriented process that describes the common implementation actions required to improve the European ATM network over the next five to seven years. It does this in the form of Implementation Objectives and Stakeholder Lines of Action which define what has to be done, why, how, when, where and by whom.
The Implementation Report consolidates of the local implementation plans and annual progress reports, provides an overview of implementation and identifies the delays in implementation at European level.
This overview helps to focus the analysis on the most critical implementation delays and to prepare for appropriate remedial actions, thus closing the loop between implementation monitoring and implementation planning.

From the ATM Master Plan, implementation actions are derived, which in turn are the main drivers for the SES Implementation
The Implementation Plan is based on and covers the ATM MP (including the SDM’s Deployment ProgrammeATM functionalities) and where needed some elements of the Network Strategy Plan, SES Interoperability regulations (8.33, Datalink Service,..).
It is under the governance of SJU (with a dedicated Project for its maintenance and through the Master Planning Committee), and EUROCONTROL Provisional Council

The Local Single Sky Implementation (LSSIP) provides a ”Reality check” on the MP L3 Plan, as reported by National Stakeholders, who sign and commit to the report documents.For each ECAC State (+ MUAC), the LSSIP delivers one document containing the local implementation plan and progress report.The LSSIP reports present the review of the situation at the end of the calendar year, the evolution over the past year, and the plans for next years until achievement of each individual Implementation Objective.

The MP L3 Implementation Report is the official Master Plan reporting deliverable that gives an overview of progress for all implementation objectives represented in the MP L3 Implementation Plan.

The MP L3 Implementation Plan is updated every year.
The edition 2016 is driven by two main objectives: toupdate and secure the planning of the deployment of theSESAR baseline and to ensure a complete coverage of theATM functionalities covered by the PCP.
The plan is enriched with the outcome of the monitoringand reporting activities linked to the execution of theprevious editions of MP and of the Implementation Report.
It shows the deployment of SESAR prerequisites progress,and also the progress in PCP delivery until the targetcompletion date.
In order to ensure coherence in the management of thedeployment of the components of the PCP, the documenthas been developed in cooperation with the SESARDeployment Manager (SDM), integrating ImplementationObjectives to ensure the adequate coverage of the PCPrequirements in relation with SDM’s DeploymentProgramme families.

The Implementation Plan 2016 proposes an enhanced structure based on three views for improved readability by decision makers:
The Strategic view presents the main operational changes according to the four SESAR Key Features as defined in the Master Plan Level 1 and gives an overview of what is in the pipeline for deployment.
The Deployment view gives a more detailed description of each Implementation Objective, and refers to the “What” “When”, “Who”, “Where”. It includes the link with Level 2 of the Master Plan, with the SDM Deployment Programme 2016 and with the ICAO Aviation Systems Block Upgrades (ASBUs) as well as the benefits expected and the status of implementation at European level.
A third view, the Engineering view, which is available on‐line only, provides a complete description of each Implementation Objective with details of the Stakeholder Lines of Action (SLoAs) and reference to the necessary supporting material.

What is an Implementation Objective lifecycle?

The European ATM Master Plan serves as source, and the Implementation Objective selection and approval process as procedure for objectives to advance.
First Stakeholders, in collaboration with SESAR partners, select topics that are mature enough for the current or next cycle.
Stakeholders then prioritise the topics, to allow them to start working on outline descriptions for the most relevant ones.
Having outline descriptions available allows Stakeholders to make a final maturity approval decision, which results in outline descriptions being converted to draft objectives.
Finally, Stakeholders will commit to those draft objectives that then get included in that cycle’s Implementation Plan by endorsing it at the appropriate bodies.

Eventually, the Stakeholders can also decide that the objective has been met, in which case its status is set to “Achieved”.
Achieved objectives can still be monitored via the LSSIP process in order to ensure the maintenance of quality in the information collected and to support the monitoring of ICAO ASBUs implementation.

The Local Single Sky ImPlementation (LSSIP) documents are the expression of the commitment of civil and military National Organisations (Regulators and National Supervisory Authorities), Service Providers and Airport Operators, towards the implementation of the European ATM Master Plan.
They provide a comprehensive view, for the benefit of the ATM community at large, of how ECAC States and concerned Stakeholders are progressing in planning and deploying the mature elements of the ATM Master Plan, as identified as Implementation Objectives in its Level 3. They constitute a short/medium term implementation plan containing ECAC States’ actions to achieve these and to improve the performance of their national ATM System.
The MP L3/LSSIP is a well‐established and mature mechanism, with a long history dating back more than 20 years ago, named Convergence & Implementation Program (CIP).
The LSSIP document – Year 20xx describes the situation in the State at the end of December 20xx.

The LSSIP documents (Level 1) are structured into 6 chapters:
Chapter 1 provides an overview of the ATM institutional arrangements within the State. In addition, an overview of the Airspace Organization and Classification, the ATC Units, the ATM systems operated by the main ANSP are also provided in this chapter;
Chapter 2 provides a comprehensive picture of the situation of Air Traffic, Capacity and ATFM Delay per each ACC in the State;
Chapter 3 provides a set of recommendations extracted from the MP L3 Report which are relevant to the state/Stakeholders concerned. The state reports how they have handled those recommendations and the actions taken during the year to address the concerns expressed by those recommendations;
Chapter 4 provides a set of the main ATM national projects which contribute directly to the implementation of the ATM MP related Objectives. The description, timescale, progress made and expected contribution to the ATM Key Performance Areas are provided by the states per each project;
Chapter 5 deals with the ATM Regional Coordination. It provides an overview of the FAB cooperation and Projects and also all other regional initiatives and Projects which are out of the FAB scope.
Chapter 6 contains high‐level information on progress and plans of each Implementation Objective.

The MP L3 Report
The MP L3 2015 Implementation Report (latest edition) is based on the MP L3 Implementation Plan that included 41 implementation objectives. Most of the implementation objectives are directly related to SESAR functionalities, including the PCP components. In addition, some implementation objectives are PRE‐SESAR objectives that are important for implementation at network level or interoperability‐related objectives. There are also a few implementation objectives related to Single European Sky legislation.

The 2016 edition report on ASBUimplementation in ICAO EUR Region covers 41States, plus 3 States where the information isincluded in another State’s implementationprogress information, that are part of theESSIP/LSSIP mechanism and 8 States within theICAO EUR Region that reported their statusand plans using a dedicated questionnaire aspart of their regular State Reports for the AirTraffic Management Group – Eastern part ofthe ICAO EUR Region (ATMGE) meetings.
The report is developed by EUROCONTROL incooperation with ICAO EUR/NAT Office.It is presented on an annual basis to theEANPG for endorsement, then submitted forinclusion into the annual ICAO Global AirNavigation Report, so that the regionaldevelopments/deployment actions can becoordinated across the regions and globalinteroperability can be ensured at the highestlevel.

As part of the Conclusions andRecommendations, the information presentedin the planning views and implementationprogress are summarized by two tables, aimedat giving an overall and straightforwardunderstanding of the ASBUs Implementationstatus so far.
The first table, called “ASBU Block 0Implementation Dashboard”, presents thenumber of States that have achievedimplementation and gives the overall rate of“Completion” status by the end of 2015. It canbe used to compare, in a simple way, theprogress achieved in different ICAO Regions.
The second table, called “ASBU Block 0Modules Implementation Outlook for 2018”,presents the “Completion” status (number ofStates and rates) foreseen to be achieved bythe end of 2018, in accordance with theplanning dates reported by States in the ICAOEUR Region.

Furthermore, EUROCONTROL Member States are under the obligation to:
Report on the progress of the implementation of the MP L3 Plan;
Report to ICAO‐EUR on the progress towards the implementation of the ICAOGlobal Air Navigation Plan (GANP) Aviation System Block Upgrades (ASBUs).
This is done through the LSSIP process and related National LSSIP documents.
STATE RESPONSIBILITIES IN MONITORING ATM DEPLOYMENT
NSAs while representing the States have multiple responsibilities that are inrelation to the implementation of appropriate functionalities while building andfurther developing the European ATM system.These include : Ensure oversight of changes; Draw up of performance plans, performance oversight and monitoring of
implementation of performance plans and targets achieving processes; Ensure support to EC as described in Commission Regulation 409/2013 for
the setting up of the SESAR Deployment (SD) Governance; Ensure coordination with the SDM as described in Commission Regulation
409/2013 for the setting up of the SD Governance; Monitor investments in ATM, including activities related to Common Projects.

The LSSIP National Focal Point (further – LSSIP FP) is the person responsible for ensuring correct and consistent LSSIP data by respecting the agreed time scheduled.The LSSIP FP is a nominated person by the State, through official designation. In the light of this, it is State responsibility to nominate the LSSIP FP among the staff of the National Regulatory Authority, NSA, or ANSP. The LSSIP FP is responsible for the coordination of all national Stakeholders during the production of the LSSIP of the State he/she represents. The formal job description of the LSSIP FP and his interactions with the various Stakeholders (stakeholder FPs and experts) remains a matter for the respective State/ Stakeholders to agree.
Main ResponsibilitiesAs from the LSSIP kick off meeting: Co‐ordination with all National Stakeholders to update the information in the LSSIP
database; Ensure consistency of information between ‘project modules’ and national business
plan; Whenever possible, ensure consistency of information between LSSIP database and
other databases on the same topics;
Interaction with Other Roles‐ CP from EUROCONTROL;‐ National Stakeholders (Stakeholder’s FP, nominated experts, etc);
The LSSIP Expert Group is established to further enhance the involvement of LSSIP Focal Points / Experts in the development of elements of the LSSIP, e.g. operational matters, process, guidance material, tools, way of working (including collection of and sharing the best practices, lessons learnt, etc.).

The LSSIP Contact Person (further CP) supports the MP L3 implementation cycle (preparation, execution, maintenance) by mediating between EUROCONTROL Agency (the Agency) and State to maintain on timely, precise information and format producing LSSIP.
The CP provides the necessary support and guidance to his/her State(s) for the production/updating of the LSSIP and related activities. The CP works in support of the LSSIP National Focal Point (further – LSSIP FP), who is responsible for providing consistent and complete LSSIP information.
Furthermore, the CP may also interact with other relevant State Stakeholders and experts, providing support and guidance as needed/requested and in line with the agreed working arrangements with that State.

How is the LSSIP information used? The information provided in the LSSIP documents is primarily used to produce the yearly Master Plan Level 3 Implementation Report which gives a global picture of the progress of Implementation Objectives at Pan European Level. Yet there are many other users / usages of the LSSIP information

How is the progress of the Implementation Objectives monitored and reported by the States/Stakeholders through the LSSIP process? The States/Stakeholders provide a concise and comprehensive statement of their progress per each Implementation Objective against the Objective description, finalisation criteria, and overall European planning, through the Web‐based interface of the LSSIP Database. This information is initially challenged by the Agency Contact Person (in DPS/PEPR), and further during an in‐cycle check (January) by the Agency Objective Coordinators (in DPS/PEPR) and Owners (all through the Agency), so to ensure that the reported information is factually correct and up to date.
