DEUSS (Date Entered in a United States School)
DEUSS is self-reported by the parents at registration. Every effort must be made by school personnel to get previous schooling information from a US school.
The DEUSS will be used to monitor:
• ELLs to be included in State Accountability System
• Extension of Services
• Promotion/Retention--Good Cause (third grade)
• Immigrant Information
NOTE: The DEUSS will not be used for calculating weighted ESOL FTE funding. However, we need to take into consideration FTE funding received by LY students in another district in Florida when calculating FTE for our district to avoid exceeding the 6 years of funding.
DEUSS (Date of Entry in a United States School)
• The process of identification, assessment and provision
of services for LY students (K-12) within the state of Florida transfer from one county to the next.
• ESOL information from previous county must be obtained by the Information Specialist through FASTER (mainframe screen 50).
• The DEUSS date guides Extension of Instruction; therefore, it is crucial that we obtain ESOL data in order to keep our district in compliance.

Enter ODA information on mainframe as you enter the LAB:
• Name: LAB • Date: Date of Assessment • School: ODA • Subtests: enter actual percentiles if available, if not, enter 20 percentile
in all subtests.
• Student Profile will reflect:
• Entry Date: First day in ESOL as per ODA date • Plan Date: First day in Lee County School • Class Date: ODA date • HLS Date: DEUSS date (if original HLS date from previous county is not
available).
Below are the rules that appear in the META Consent
Decree pertaining to extension of instruction. Please
note the highlighted areas:
This procedure needs to be followed after the third year
that the student has been in the ESOL program and
every year thereafter.

• Note: If the student has been in a U.S. school for more than 3 years, an Extension of Instruction meeting must be held based on the DEUSS date. If the DEUSS date is prior to October 1st (August or September), look for CELLA scores. No LAB will be given; just hold the meeting.
• If DEUSS date is October 1st and after, even though there are
CELLA scores from the previous school, administer the LAB and hold the Extension of Instruction meeting. DO NOT enter the LAB on the Mainframe. Keep it in the Blue Insert.

• Once the Extension of Instruction meeting has been held, enter the date of the meeting on Mainframe in the Re-eval date field. (Information Specialist)
• Enter ‘Y’ on the Mainframe in the Extension of Instruction field.

Basis L and DEUSS
• Once a student enters the ESOL program through ELL Committee decision, an ELL meeting (Basis L) must convene annually. This meeting must take place within thirty days prior to the anniversary of the student’s classification date, to monitor the student’s progress.
• However, once the student has received services for three years, the meeting date must be held within thirty days prior to the anniversary of the student’s DEUSS date and Extension of Instruction procedures must be followed.
LF Procedural Update
Due to the new statewide transfer of ESOL classification, once a student is LF in another county in Florida, the classification transfers to Lee County upon enrollment.
Student exits the ESOL program in another county in Florida and enrolls in Lee County.
• All previous ESOL information is entered on mainframe including exit date , exit code and possible monitoring dates from previous county.
• Continue monitoring the student until two required years of monitoring have been completed. (Use report cards from previous county, if available.)
• Hold LF monitoring meeting to address low grades, when applicable.
• Change classification to LZ.
LF Procedural Updates (cont.)
An LF student withdraws to another county in Florida during monitoring then re-enrolls in Lee County.
• Input monitoring dates beginning where the previous
county left off.
• Use report cards from previous school(s) to complete monitoring.
• Hold ELL Committee Meeting to address low grades, if applicable.
• Create a Note to File to document the student’s enrollment and monitoring situation.
LF Procedural Update (Cont.)
An LF student withdraws to another country (out of US) then enrolls in Lee County. •Once the student has been enrolled for one quarter, monitor using consecutive monitoring periods, continuing wherever the previous monitoring left off. •Hold an ELL Committee Meeting to address low grades, if applicable. •Create a Note to File to document the student’s enrollment and monitoring situation.
