Established by the Hampton Roads Workforce Development Board, Opportunity Inc. oversees workforce development programs for eight localities in South and Western Hampton Roads. The organization provides strategic workforce development solutions designed to assist businesses in accessing qualified workers and jobseekers in search of suitable job openings and training opportunities to bolster their earning potential.

Over the past year, Opportunity Inc. of Hampton Roads has generated significant momentum for the economy of Southeastern Virginia through its involvement in the integration of workforce development into economic development activities.
While we witness a slow decline in the unemployment rate, the region must continue to focus on identifying and developing qualified workers capable of satisfying the demand in growing industry clusters, such as Information, Analytics and Security; Advanced Manufacturing; Life Science and Healthcare; Maritime Logistics and Supply Chain; and Business and Financial Services.
Opportunity Inc. continues to provide workforce solutions designed to grow talent and connect it with opportunities, and support these critical business and industry needs. As the Regional Convener for Workforce Development in South and Western Hampton Roads, we remain committed to connecting business, education, economic development, and all entities with a vested interest in developing a highly skilled labor force.
For three consecutive years, Opportunity Inc. has exceeded all performance measures for workforce development boards — successfully administering high quality programs that have strengthened our regional workforce as it recovers from the effects of the recent recession and sequestration.
We look forward to building on these accomplishments through the enhancement of existing programs and the implementation of new initiatives, such as the Career Access Network (CAN), that align with our new federal governing legislation, the Workforce Innovation and Opportunity Act (WIOA).

Opportunity Inc.’s committed team of workforce development professionals provides services to thousands of job seekers per year — creating individualized career plans that lead to employment. Career services are funded through the U.S. Department of Labor, which absorbs all costs for job seekers and employers.

As an unemployed single parent, Rhonda Shelton connected with Opportunity Inc.’s One-Stop Workforce Center with the goal of
becoming a registered nurse. After realizing that her initial plans were not progressing as expected, the One-Stop staff worked with Rhonda to develop her resume — guiding her toward a career path that matched her knowledge of the medical field and office administration experience. Leveraging contacts in the healthcare industry, Opportunity Inc.’s Business Services team forwarded Rhonda’s resume to a
contact at the Children’s Hospital of the King’s Daughters (CHKD) who recommended that she apply for an open position. Rhonda
successfully navigated the extensive application and interview process with the help of her Career Developer and the Business Services
Coordinator. She is now employed as an Office Supervisor II with CHKD.

In fiscal year 2015 – 2016, 461 customers completed training at 22 educational institutions for specific career skills in high-demand industry clusters like healthcare,
manufacturing, information technology, and transportation.

HOLISTIC WORKFORCE, EDUCATION, AND FINANCIAL SERVICES
Laid off from her 25-year position as a Senior Electrical Mechanical Assembler, Alice Rodgers-Demps visited the One-Stop Workforce Center for assistance. She attended a total of 10 workshops, enrolled in Individualized Career Services, and attended the Harbor Freight Hiring event hosted by the One-Stop, which led to her employment as a part-time cashier with the company. From there, while working with Career Services, she also secured a three-month contract as an Electronics Technician. Alice eventually gained full-time employment with CTR Group as an Electronics Technician earning $16.69 an hour.
Recognizing the need to make adjustments to her finances, Alice met with a Working Families Success Network Financial Coach to receive assistance with creating a budget and streamlining purchases. With the help of The Virginia Financial Success Network, supported by Opportunity Inc., Alice received comprehensive workforce and career services, financial coaching, and income support services that helped her achieve employment and financial stability.
EMPLOYMENT OPPORTUNITIES FOR VETERANSIn a continued effort to support veterans transitioning into the civilian workforce, Opportunity Inc. hosted the Veterans After Tap Program — a monthly panel-style workshop for veterans seeking employment. The monthly workshops featured more than 50 employers who provided insight into résumé development, interview preparation, and other career related topics. The monthly workshops assisted more than 75 veterans — helping to remove barriers to employment.

Opportunity Inc.’s Career Access Network (CAN) is the bridge that connects individuals to essential career related information and services within their communities throughout South and Western Hampton Roads. Services are provided through a partnership with Opportunity Inc. and local public library systems, community organizations, public school systems, post secondary educational institutions, and municipalities. The Career Access Network offers a multitude of career exploration, job search assistance, labor market information, financial literacy education and employer recruitment activities.

In September 2012, Opportunity Inc. implemented Launch Hampton Roads, a program designed to support the region’s entrepreneurship culture, in partnership with Old Dominion University, the College of William and Mary, and Tidewater Community College. Funded under the U.S. Department of Labor’s Workforce Innovation Fund as part of a three region Virginia consortium that also includes organizations in Northern Virginia and Richmond, the program was strategically designed to increase entrepreneurial activity in
the Hampton Roads community. Launch Hampton Roads helped to develop 111 new businesses in Hampton Roads over the four year life
of the grant.

Innovative Solutions for
Opportunity Inc. provides comprehensive business solutions that help the region’s employers with recruiting, hiring, and retaining a highly-skilled workforce. Through the One-Stop Workforce Center, Opportunity Inc. has hosted hiring events for new and existing companies in the region, such as Automatic Data Processing (ADP), Liberty Tax, DOMA Technologies, Hampton Roads Transit, and Amec Solar. The Opportunity Inc. Business Services team also works with local and corporate human resources personnel to facilitate the process for On-the-Job Training (OJT) opportunities. In FY 2015, Opportunity Inc. provided training for several businesses, including Target, Sentara, global oilfield provider Oceaneering International, and industrial equipment supplier Sumitomo Drive Technologies.
The Opportunity Inc. team listened to our employment needs and their screening process brought us the right candidates. We were able to interview and hire excellent employees we believe will be an asset to our company. We look forward to continuing our partnership with Opportunity Inc.

NEW ECONOMY WORKFORCE GRANTS FOR INCUMBENT WORKFORCE TRAININGIn June, Governor Terry McAuliffe announced Opportunity Inc. as one of seven regional Workforce Development Boards in the Commonwealth awarded grants to work with small businesses, community colleges, and other partners in their regions to provide workforce training and credentialing to incumbent workers. The $150,000 in incumbent workforce training funds will be used to support businesses with 250 employees or fewer by contributing a percentage of the training and certification assessment costs that lead to a certification or occupational license.

ON-THE-JOB-TRAINING Opportunity Inc.’s On-the-Job Training (OJT) Program offers employers an incentive to hire unemployed individuals by helping to offset expenses associated with hiring, training, and supervising new workers. Heather Webb, an OJT participant, relocated back to Hampton Roads seeking a better life for herself and her two young children. Through Opportunity Inc.’s On-The-Job Training program, Heather trained as an Installation Coordinator for Segin Software — a rapidly growing company in Virginia Beach that has patented a financial management and fraud prevention system. Heather is now able to provide for her young family and is working toward a college degree, which will create more opportunities for advancement.

Opportunity Inc. is committed to helping prepare the emerging workforce for meaningful and successful occupations of the future. Through participation in Opportunity Inc.’s Youth Career Center of Hampton Roads (YCCHR), as well as in-school and out-of-school year-round programs for youth ages 14-24, participants learn workplace readiness and academic skills essential for reaching their career goals.
Upon completion of Opportunity Inc.’s youth and young adult programs, many students move on to post-secondary education and find employment through YCCHR-hosted recruitment events for local employers.

4TH ANNUAL TEEN SUMMER OPPORTUNITY FAIRThe Teen Summer Opportunity Fair, which took place March 3, 2016 at Pembroke Mall, provided an opportunity for several hundred students like Bradd Mejorada to interact with 55 participating businesses and colleges. Students received valuable information on employment and post-secondary education opportunities.

YOUTH FRANCHISE SUMMITOpportunity Inc. and the Youth Career Center of Hampton Roads hosted the Youth Franchise Summit on April 9, 2016 for teens and young adults, ages 14-24. Attendees gained insight on entrepreneurship from local franchise owners in a small group setting. The summit took place on the Virginia Beach campus of Tidewater Community College and featured several franchisees, including FranNet, Jersey Mike’s, Liberty Tax, McDonald’s, Sprint PCS, and Zoup! Sponsored by SunTrust Foundation, two students also received a $1,000
scholarship.
CAREER GUIDANCE ACADEMYThe Hampton Roads Career Guidance Academy, sponsored by Opportunity Inc., hosted its second annual class June 28 - June 30, 2016 at the Tidewater Community College Workforce Development Center. The three-day program included information on in-demand careers of the future and provided educators and guidance counselors with a blueprint on how to best prepare today’s students. Academy participants received labor market information on the needs
of various industries, learned the requirements for entry into careers, and gained insight into cutting-edge opportunities currently available in
Hampton Roads. Highlighted industries included healthcare, manufacturing trades, hospitality, and tourism. The program also included industry and site tours to Sentara Healthcare, EVMS, ECPI University, and the Mid-Atlantic Maritime Academy.
Upon completion of the three-day training, educators received 2.25 Continuing Education Units from Old Dominion University, free of charge.

Sarah Pope connected with Opportunity Inc. for assistance with her educational and career goals. After learning about the Adult Learning Center’s Foundations Transition Program, she decided to take the placement test for qualification into the program.
In March 2015, at age 18, Sarah started the GED® program. With the help of Opportunity Inc.’s youth services, she passed the Science, Social Studies, and Math GED® tests; and earned her GED® certificate in November 2015.
In January 2016, Sarah continued her education by enrolling into Tidewater Community College’s healthcare program in pursuit of her license as a Certified Nursing Assistant.

MICHIYIAEDNEY
Michiyia Edney was first introduced to the Youth Career Center of Hampton Roads in 2012 as a freshman at Bayside High School. Through the YCCHR summer immersion sessions and web series, Michiyia developed her interests in cosmetology, community service, and leadership, and later became a Peer Council Member. The Youth Career Center assisted Michiyia throughout her time at Bayside — helping with homework assignments, college and scholarship applications, and employment. With the assistance of the YCCHR, she also landed her first job as a cashier at Farm Fresh.
A 2016 graduate of Bayside, Michiyia received her diploma along with a license in cosmetology. She will begin her new journey as a student at Hampton University where she will pursue a degree in Business Administration.

Opportunity Inc.’s job placement and career training services were shown to have a benefit/
cost ratio of 6.1-to-1, meaning benefits derived from these programs were nearly six times greater than the costs required to generate those benefits.
