Complete the Application

Applications for 2019-20 will be available on October 15, 2018 at the Educational Placement Center or at any SFUSD school. You can also download and print the application from sfusd.edu/enroll. Please complete all sections of the application. Incomplete applications cannot be processed as on time. Remember to sign the application to verify that the information provided is accurate. Applications should list the schools and programs where your child wants to enroll in order of preference. Students can request any SFUSD school within their grade level. There is no limit to the number of schools that students can request.

How to Apply: Steps 1-4

Families applying for TK or kindergarten and families who are new to SFUSD should gatherthe following documents and be prepared to submit them with their application.• Photo identification for the child’s parent/guardian • Proof of the child’s birth (birth certificate, hospital record). If the document does not list the

parent/guardian’s name, additional verification to prove guardianship is required.• One document proving home address with the name of the parent/guardian listed.

Acceptable proofs of home address (must be original and include the name and address of the parent or guardian):• Utility service contract, statement or payment receipts from agencies such as PG&E, wa-

ter, cable, or garbage dated within 45 days (no cell phone bills will be accepted)• Both automobile registration and auto insurance policy (declarations page), must be cur-

rent (count as one proof)• Homeowner’s or renter’s insurance policy, must be current• Property tax statement, must be current assessment year• Correspondence from a government agency dated within 45 days• Grant deed, title of property• Rental property contract, lease, or payment receipts within 45 days• Section 8 agreements, must be current• Affidavit of residency executed by the parent or legal guardian of a pupil• Pay stubs dated within 45 days• Voter registration, must be currentWe cannot accept cell phone bills as proof of address.

For current SFUSD parents/guardians who haven’t changed their home address, only photo iden-tification is required. If the home address has changed, parents/guardians must provide one proof of address and photo identification.

Students who speak a language other than English and list a Dual Language Pathway as a school choice may be assessed for their current language skills to evaluate their proficiency in the pathway language. Parents/guardians should submit their child’s enrollment application early to meet with an EPC counselor and complete the necessary assessments. More informa-tion on assessments can be found in the English Learners section on page 22.

Who should apply? Students new to SFUSD, students entering transitional kindergarten or kindergarten, students transitioning from elementary to middle school or middle school to high school, or students who wish to change schools next year should apply by January 11, 2019.

Placement CounselorsThe Educational Placement Center (EPC) is where parents/guardians can apply to enroll their child in an SFUSD school. Placement Counselors are available to assist families in the enrollment process year-round by answering questions, explaining the assignment process and assisting other enrollment-related needs. No appointments are necessary to meet with a Placement Counselor. Please visit during EPC’s hours of operation.

Enrollment WorkshopsThe EPC also offers workshops to help families with important enrollment information. Com-pleted applications can also be submitted at these workshops. All workshops are located at 555 Franklin St., San Francisco, CA 94102.To request translation services during an EPC workshop or event, call 415-522-7343. Residency Requirements

A student’s residence is the legal residence of the parent(s)/guardian(s) who have physical custody of the child. To enroll in SFUSD, the student must continually reside in San Francisco when he/she applies for school, and while attending an SFUSD school. Students cannot temporarily reside in San Francisco solely to attend an SFUSD school. Also, parents/guardians who own property in San Francisco, but do not live in the city, are not considered a resident. (This residency policy does not apply to students who are homeless.)To verify San Francisco residency, parents/guardians must:• Remain at the home when not elsewhere for labor or other temporary reasons;• Maintain their residency, or move to another residency in San Francisco; and • Have their child physically reside in San Francisco for at least 50 percent of the time during the school year if

the parents/guardians live separately.

Special Residency SituationsThere are special circumstances when a student can declare residency in San Francisco without a parent/guard-ian. They include: students who are emancipated, living in foster care or with a caregiver, receiving temporary medical care in San Francisco, or who have an interdistrict permit. Students living with an adult caregiver, specif-ically to attend a particular school, may have their school request denied.

Students Moving Inside/Outside SF Students moving with their legal parents/guardians from a San Francisco address to a new San Francisco address must submit a Change of Address form to the Educational Placement Center within 14 days of moving. Failure to submit a Change of Address Form by the deadline could result in a student’s enrollment being revoked. Students who move out of San Francisco but want to continue attending a SFUSD school can apply for an inter-district permit from the new school district of residence to attend an undersubscribed SFUSD school that has available seats. An undersubscribed school is defined as a school that was not full and did not have outstanding choice requests at the beginning of the current school year. If enrollment has been revoked, the student will not be eligible to apply for an interdistrict permit for a year. Please see page xx for details about the permit.

Residency FraudSFUSD reserves the right to request additional documents and/or conduct an investigation if the Superinten-dent (or designee) reasonably believes, or has a reasonable suspicion, that the parent/guardian of a student has given false or unreliable evidence of residency. SFUSD can verify residency at any time, or require proof of con-tinued residency at certain intervals (monthly, quarterly, annually) as deemed appropriate. The Director of the Educational Placement Center (EPC) is the designee charged with overseeing residency fraud investigations.

Age RequirementsCalifornia law requires that a child must be five years old on or before September 1 of the school year to be le-gally eligible for kindergarten and six years old on or before September 1 of the school year to be legally eligible for first grade. Students who will have their fifth birthday between September 2 and December 2 of the school year are eligible for transitional kindergarten, which you can learn more about on page 50.

Application Requirements

Student Health RequirementsImmunizationsAccording to the California School Immunization Law, children must have their required immunizations (vaccinations or shots) before they can attend school.

TB ClearanceNew students also must provide evidence of tuberculosis (TB) clearance, such as a negative test result, or verification that the child is not at risk for TB, dated within one year before starting school.

Physical ExamStudents enrolling in kindergarten must also have had a physical examination within 6 months of the first day of kindergarten. First-graders must have had a physical examination within 18 months prior to the first day of first grade. The School Health Form for the physical exam and TB clearance are in the SFUSD School Health Manual (section E) available at www.healthiersf.org/resources/SHM.php. Information about required immunizations can be found in the SFUSD School Health Manual (section E) or at www.shotsfor-school.org.

Students with Medical ConditionsStudents who have a health condition that may affect their education should state this on their enrollment application in the “Special Needs” section, along with a brief description of what the child will need for functioning at or attending school. In addition, health documents should be given to the school and/or at-tached to the application. Do not include information about the medical condition of relatives or non-med-ical issues like transportation. Any need for health or medical services should be reviewed by an SFUSD School District Nurse before services are provided so staff who will be providing those services could be identified and properly trained.

Health Documents for SchoolsIf needed, the student’s healthcare provider should complete an Emergency Care Plan so the student can receive the proper care while at school. If the student needs medication while at school, the healthcare provider must complete a Medication Form for each medication needed. If the student requires specialized healthcare procedures while at school, medical orders must be given to the school before services can be provided. Emergency Care Plans and Medication Forms for common conditions are available in the SFUSD School Health Manual (sections B and C) or at www.healthiersf.org/resources/SHM.php.

SFUSD Wellness PolicyThe purpose of the SFUSD Wellness Policy is to ensure that students are safe, healthy and ready to learn. Schools are encouraged to create an environment where the healthy choice is the easiest, most desired choice among students, staff, families and the community. • To meet the child care needs of the student• Because the parent/guardian is employed in San

Francisco• Because the student has a sibling attending school in

the requested district• To allow students to complete a school year if their

parents/guardians moved out of the SFUSD bound-aries during the school year

• When there is a valid interest in a particular edu-cational program not offered in the school district where the student lives

Students who are victims of bullying at the school district where they live will have priority for interdis-trict transfers under any existing interdistrict transfer agreements the student has, or will be given additional consideration for an interdistrict transfer agreement.

Living in San Francisco, Applying to Another DistrictParents/guardians must submit an interdistrict permit to the Educational Placement Center (EPC) if he/she lives in San Francisco and wants their child to attend a public school outside of San Francisco. Verification of the San Francisco home address is required. Stu-dents receiving Special Education Services must also submit a copy of their Individualized Educational Plan.Interdistrict applications are reviewed weekly and forwarded to the requested district. Final approval is made by the requested district. Students who request interdistrict transfers cannot be guaranteed enroll-ment in SFUSD. Interdistrict permits must be applied for annually.

Living Outside of San Francisco, Applying to SFUSDStudents who do not live in San Francisco but want to apply for an SFUSD school should enroll in the school district where they live as a precaution in case they are not assigned to an SFUSD school. SFUSD grants interdistrict transfers if seats are available.Students living outside San Francisco applying for interdistrict transfer permits will not be assigned an SFUSD school through the regular student assignment process. Instead, the EPC will begin reviewing requests five weeks before school starts. School assignment offers will first be made to students living in San Francisco.

Applying for Interdistrict Transfer PermitsStudents living outside of San Francisco who want to attend a SFUSD school must apply for an interdistrict transfer permit from the school district where they live. If the student’s district of residence approves the per-mit, it will be forwarded to the SFUSD EPC for approval. Students must submit a SFUSD enrollment applica-tion with their out-of-district address, and the documents needed for SFUSD enrollment.Students who need special education services and want to attend a SFUSD school must have their interdis-trict transfer applications approved by the Special Education Local Plan Area (SELPA) Director or the Assistant Superintendent of Special Education Services before students will be placed in a school.Interdistrict permits must be renewed for students each school year. Students also must maintain satisfactory standards of academic progress, behavior and attendance for interdistrict transfers. School assignments are made in the order that the applications are received.

Approving Interdistrict TransfersInterdistrict transfer requests will be approved on a case-by-case basis. SFUSD reserves the right to limit the number of incoming students and establish priorities according to types of requests.Interdistrict transfers will not be granted for high-demand schools, which are schools filled to capacity at the end of the first placement period. The requests also are not granted for Lowell High School and Ruth Asawa San Francisco School of the Arts (SOTA).

Interdistrict Transfers

Undocumented StudentsAny child whose parents/guardians live in San Francisco is guaranteed access to a free public education in SFUSD. Students will not be denied access to school because of their immigration status.

Foreign Exchange Students SFUSD does not participate or issue the federal Student Exchange Visitor Information System (SEVIS) I-20 form for potential F1 students (international students with an F1 visa attending an academic program or English Language Program at a school in the United States). Approved J1 student exchange organizations must contact the SFUSD Educational Placement Center (EPC) when requesting placement of a foreign exchange student. J1 visas are issued to students attending cultural and educational exchange opportunities in the United States through programs overseen by the U.S. State Department. J1 students will be assigned to an SFUSD school if space is available.

Foreign Transcript TranslationsHigh school students who are immigrants and want to enroll in a SFUSD school should bring school tran-scripts from their country of origin and required documents for SFUSD enrollment. The EPC will provide translations of transcripts if needed. EPC placement counselors also will make recom-mendations for placement at the appropriate grade level.

Education OutsidePracticing Science and Connecting to Nature

More than half of all elementary students at SFUSD participate in Education Outside during the school day. The program transforms school gardens into living outdoor classrooms, and brings hands-on, experimental science and environmental education to students.

Students in Transition

SFUSD ensures educational rights and protections for students experiencing homelessness or students in transition who lack a fixed, regular, adequate nighttime residence, according to the federal McK-inney-Vento Act and Every Student Succeeds Act (ESSA). SFUSD students, pre-kindergarten through 12th grade, will have equal access to public educa-tion and educational resources deemed appropriate for their individual needs. Students who are homeless and in transition can apply for enrollment to any SFUSD school at the Edu.cational Placement Center (EPC), 555 Franklin Street, room 100. School assignment will be based on space available for the grade level, or the student’s need for attending a specific program with the support of an EPC placement counselor and consistent with the McKinney-Vento Act.

Documents for Students in TransitionSchools, agencies and shelters can start the enroll-ment process for students in transition by contacting the EPC. The school selected should immediately enroll the student, regardless of the student having the required documents for enrollment (past aca-demic records, medical records, proof of residency), in accordance with the McKinney-Vento Act and ESSA. To obtain a student’s academic records, the enrolling school must immediately contact the last school the student attended. The enrolling school must maintain the student’s documents, including immunization or medical records, ac-ademic records, birth certificates, guardianship records, and evaluations for special services or programs, for students who are homeless and in transition. The records must be maintained and available within 14 days of the student’s enrollment into a new school or SFUSD. Records also must be maintained according to the General Education Provisions Act. Students in transition can receive additional services for school (Muni monthly passes, uniforms, tutoring, and school supplies) by contacting the District Liaison, Teri Gee. Students who lack immunizations or medical records should also contact the District Liaison for support.

According to the McKinney-Vento Act and per SFUSD policy, students in transition are children and youth who “lack a fixed, regular and adequate nighttime residence.”This includes the following situations:• Children and youth who are sharing the housing

of other persons due to loss of housing, eco-nomic hardship, or a similar reason

• Children and youth who may be living in motels, hotels, trailer parks, shelters, or awaiting foster care placement.

• Children and youth who have a primary night-time residence that is a public or private place not designed for or ordinarily used as a regular sleeping accommodation for human beings.

• Children and youth who are living in cars, parks, public spaces, abandoned buildings, substan-dard housing, bus or train stations, or similar settings.

• Migratory children who qualify as homeless be-cause they are children who are living in similar circumstances listed above.

Who Qualifies as Students in Transition?

Enrollment Disputes for Students in TransitionIf a dispute arises over school selection or enrollment for a student in transition, the student must be imme-diately enrolled in the school where the student is seeking enrollment, pending resolution of the dispute. Parents/guardians should contact the District Liaison, Teri Gee, to resolve disputes as quickly as possible. For students not accompanied with a parent/guardian, the liaison must ensure that the dispute resolution pro-cess is performed.A written explanation of the decision regarding school selection or enrollment must be provided to the par-ent/guardian or unaccompanied youth. If the dispute remains unresolved or is appealed, the Program Admin-istrator will forward all written materials to the Executive Director of the Students and Families Experiencing Homelessness program for review. A decision will be made within five working days. If the dispute is not resolved, the documents will be sent to the State Homeless Coordinator at 866-856-8214.

As such, we provide various educational programs and lan-guage pathways for students who are English Learners. This section provides a general overview of the enrollment process for English Learners. Who is an English Learner?Your child is classified as an English Learner (EL) if when you filled out the “Home Language Survey” on the SFUSD Enrollment Application, you answered at least one of the following questions with a lan-guage other than English:• What language did your child first learn when s/he began to talk?• What language do you use most frequently to speak with your child?• What language does your child use most frequently at home?And if at grades Transitional Kindergarten (TK) and above, your child did not receive an overall score of “Initial Fluent English Proficient” on the Initial English Language Proficiency Assessment for California (ELPAC) or your child has not yet been reclassified as an English-proficient student by SFUSD.

If my child is an English Learner, how do I enroll them in school?Students who speak a language other than English and list a Language Pathway as a school choice may be assessed for their current language skills to evaluate a child’s proficiency in the pathway language before they can enroll in school. Parents/guardians should submit their child’s enrollment application early to meet with an EPC counselor and complete the necessary language assessments.

Where does my child take the assessment test?All assessments will be conducted by the staff at the Educational Placement Center, Room 100, 555 Franklin Street, or a designated school site. Assessments will be scheduled and conducted prior to fam-ilies receiving a school assignment.

What happens after the test?Once the test is completed and scored the parents/guardians meet with a counselor at the EPC to dis-cuss test results, program options, and support services. Parents will have the opportunity to change the school or program requests on their child’s application if they so choose and/or if their child is not eligible for a selected language pathway.

Reclassification for English LearnersEnglish Learners can be reclassified as Fluent English Proficient (RFEP) students after meeting linguistic and academic criteria set by the state and district. The Multilingual Pathways Department regularly dis-tributes a list of students who potentially qualify for reclassification to schools. Schools are responsible for starting the reclassification process for each student. When a student is reclassified, the student’s academic progress must be monitored for two years. General Education with Supports (TK-12)General Education-based services are available at every TK-12 school. This service offers the necessary accommodations, modifications and supplementary aids and supports designated in a student’s IEP. Students are assigned to the general education classroom for the majority of the school day.

Related Services (TK-12)Related Services are available at every TK-12 school. Related Services provide specific and specialized instructional supports that increase access to core curriculum and grade-level peers. Students requiring only Related Services are assigned to the general education classroom for most of the day. However, Related Services may be delivered in a separate education setting per the student’s IEP. Related Ser-vices are:

Resource Specialist Services (TK-12)These services are available at every TK-12 school for students with disabilities and assigned to the general education classroom for most of the school day. The services focus on accessing grade-lev-el content with grade-level peers, as well as individualized instructional supports. Each student is assigned a special education teacher (also called an Education Specialist), who is the student’s case manager. Resource Specialist services may be provided in the general education classroom and/or a separate setting as indicated in the student’s IEP. Students with low incidence disabilities may receive all, or a portion of their instruction, in a regular class and/or may also be enrolled in a separate class to receive specialized academic instruction as indicated in IEP.

Special Day Class (SDC)/Separate Class (TK-12)Special Day Classes are for students who require separate class instruction and a smaller class size for the majority of the day. These classes are offered at select SFUSD schools. Students in separate classes for the majority of the day are assigned to a multi-grade classroom with a special education teacher. Instruction focuses on students accessing common core standards through accommodations, modifica-tions and specialized academic instruction. SDC classrooms are assigned additional adult support.

Access - Adult Transition Program (ages 18-22)Students eligible for Access, the Adult Transition Program, are on track for a Certificate of Completion at the end of 12th grade. Access programming includes post-secondary education, employment, and independent living skills. Individual student needs, strengths, preferences and interests inform IEP services for instruction, related services, community experiences, employment development, and other post-school adult living objectives. SFUSD students on IEPs are eligible for special education services through Access until they are 22 years of age or complete a high school diploma.

Special Education: How to Apply

Children identified with a disability that affects their education may be eligible for special education services and an Individual Education Program (IEP). An IEP may include specialized academic instruction, related ser-vices, the use of supplementary aids and services, curriculum accommodations and modifications, and other individually determined services.

How do students with special education needs apply for school?Students with an IEP may be required to submit an enrollment application if they are new to SFUSD, entering a transitional grade (TK, kindergarten, sixth and ninth), Access/Transition Services, transferring to another school, or if there are changes to their special education needs. The same SFUSD enrollment application is used for all students. Families should attach their student’s IEP (if available) to the application and meet with a Special Education placement counselor. Most students with disabilities can attend a school of their choice. Although certain highly specialized services for disabilities are only available at specific schools, all schools have some special education services available. Families should complete the enrollment application and list any school preferences by the specified enrollment deadlines to receive their child’s school choice. Outside of the regular enrollment period, the Educational Placement Center (EPC) will assign students to schools that meet their educational needs and have seats available. Students with special needs or mobility, vision or hearing impairments and who request to be in the same school as their siblings will receive a sibling tiebreaker preference as long as their selected school also provides the special education services required in their IEPs.The SFUSD Schools section of this guide (starting on page 46) states what special education services are offered at each school. How to Enroll: Steps 1-3

All assignment offers are mailed to the applicant’s home address that they list on their appli-cation. If you do not receive your assignment letter within one week of the date listed in En-rollment Key Dates on page 31, please visit the Educational Placement Center (EPC) start-ing the Wednesday after the letters are mailed. Due to identity security, we cannot provide the assignment offer information over phone or email. You must visit the EPC in person and provide a photo ID and one proof of address to receive a copy of your assignment letter.

Register at your assigned school

Receive your assignment offer letter

When your child receives the school assignment letter in the mail, you must bring the letter with you to register him/her at the assigned school within the time frame stated in your letter. Students who do not register by the deadline are not guaranteed their seat at their school. Therefore, it is highly recommended that you register for your assigned school even if you choose to apply for other schools in subsequent placement periods.

Families who wish to get a higher choice school than the one they are assigned may partic-ipate in the May Placement Period. This allows families to list a new set of preferred school options that is processed through the student assignment process. The deadline for this application is April 5, 2019, with new assignment letters mailed May 17, 2019. Families who receive a new assignment are immediately dropped from their previously registered school. To apply for the May Placement Period, follow the instructions in your assignment letter to complete and submit an application.

Withdrawing from SFUSDIf you are withdrawing from SFUSD because you have moved, are entering private school, or other reasons, please notify the Educational Placement Center right away. Cancelling your school assignment allows other students who requested that school to receive it. Please email [email protected] with your student’s name, ID number (if available), date of birth and your request to withdraw.

The SFUSD Student Assignment Policy uses school choice as a way to help create diverse learning en-vironments. Students applying for a SFUSD school submit a ranked list of choices. If there are no space limitations, students are assigned to their highest ranked choice. If more students request a particular school than there are seats available, then the assignment process uses a series of preferences, called tiebreakers, and random numbers to assign students to the limited number of openings. More information about tiebreakers is listed in the next section. Students not as-signed to one of their choices because of space limitations are assigned to a school with available seats closest to the student’s home.

Attendance AreaAttendance areas are geographic borders around most elementary schools. There are no attendance areas for K-5 language immersion schools, K-8 schools, middle or high schools. Attendance areas help students get assigned to their nearby elementary school if requested. Students are not required to attend their elementary attendance area school, and there is no guarantee that students will be placed at their elementary attendance area school.

Citywide Schools and ProgramsCitywide means there is no attendance area, and therefore no attendance area tiebreaker. These schools and programs include high schools, middle schools, K-8 schools, language immersion schools and programs, newcomer schools and programs, and the SF Public Montessori School. Citywide pro-grams are at a limited number of schools, and have different enrollment capacity.

Non-Choice AssignmentsStudents who cannot be assigned to one of their choices because of a lack of space will be assigned to a school that was not listed as a choice. These are the policy guidelines that determine non-choice assignments:• Students who attend a SFUSD school will receive an offer to their current school if there is space in

the requested grade.• Students applying to grades K-5 will receive an offer to their attendance area school if space is

Willie Brown Middle School Students applying to 9th grade who attended Willie Brown Middle School in sixth, seventh and eighth grades. This applies to all high schools requested except Lowell and Ruth Asawa SOTA, which have a different enrollment policy.

Tiebreakers

Tiebreakers are preferences used to place students in their requested school when the number of requests for that school is greater than the number of spaces available. Random numbers will be used for school as-signments if tiebreakers do not resolve ties, or if there are no tiebreakers.

Requests may qualify for more than one tiebreaker. In that case, requests with the highest ranked tiebreaker are always assigned before requests with multiple low-er ranked tiebreakers.

Tiebreakers are not used for students applying to Low-ell High School or Ruth Asawa San Francisco School of the Arts (SOTA). Lowell High School uses academic ad-mission criteria, and Ruth Asawa SOTA has an audition process. More information can be found on pages 105 and 106.

Siblings

Students who live at the same address and have the same parent/guardian are considered siblings. During enrollment, sibling priority assists families who want their children to attend the same school. Younger sib-lings can be assigned to their older sibling’s school if the older sibling is attending the school during the upcoming school year, and if space is available. There is no sibling priority for older siblings who wish to attend a younger sibling’s school, with the exception of TK applications. The Sibling tiebreaker for TK application works both ways: applicant has a younger sibling in PreK or an older sibling at an elementary school where TK is offered.

Twins, Triplets and Multiples

Students who are twins or other multiples and request to attend the same school should:

• list the same school on all applications in the same order; and

• check the box stating they want their twins or mul-tiples to attend the same school.

If one of the students is assigned to their school of choice, the student assignment process will place the other twin or multiples into the same school if seats are available. If an assignment to one of the requested schools is not available, the students will be assigned together to a school that is closest to their home and has available seats.

This is a district-wide committee where parents/guardians can address issues affecting Afri-can American student achievement. District English Learner Advisory Committee (DELAC):

State law requires every district to have a Community Advisory Committee for Special Education. Prekindergarten (PreK) at SFUSDSFUSD has 12 Early Education Schools and 23 elementary schools offering pre-kin-dergarten (PreK). A list of PreK schools and programs can be viewed on the following pages, with more detailed descriptions to be found in the Early Education Depart-ment (EED) PreK Application Guide, available at the EED Enrollment Offices. Prekindergarten has two options, full-time and school-day, both with subsidized and tuition-based enrollment. Subsidized enrollment is low- or no-cost for income-eligi-ble families. Tuition-based enrollment is available on a first-come, first-serve basis for $1,350 a month. Families also have the option of applying to Dual Language programs located at certain schools. These programs aim to strengthen students’ foreign language and English skills, in addition to teaching them about diverse cultures.

Full-time PreK This is a year-round program. Children must be at least 3 years old on or before December 2 of the academic year. PreK programs are open five days a week. Check with individual sites for PreK hours.

School-day PreK This program runs for six hours per school day during the academic year. Children must be ages 3 or 4 on or before December 2 of the academic year, with priority giv-en to 4-year-olds. PreK programs are open five days a week. Check with individual sites for PreK hours.

Discover SFUSD Early Education

How to ApplyFamilies enrolling in PreK should apply at the Early Education Department (EED). Applications are accepted year-round and are available at the EED offices and at sfusd.edu/eed. Families who qualify for subsidized enrollment can also apply through San Francisco Child Care Connection (SF3C) at www.sfcel.org. SFUSD currently has fewer available PreK slots than students applying. SFUSD aims to accommodate all children, but completing a PreK application does not guarantee enrollment. If you have questions about your child’s eligibility, the cost or the enrollment process, call the EED offices.

What is Transitional Kindergarten?Transitional kindergarten (TK) bridges the pre-kindergarten and kindergarten years. It is the first year of a two-year kindergarten program that has been implemented in California for children who are not old enough yet for kindergarten, but want to build their social, developmental and academic skills. TK classrooms are taught by a multiple-subject credentialed teacher and the TK curriculum is based on the Califor-nia Preschool Learning Foundations and the Kindergarten Common Core Standards. TK is offered at select SFUSD Early Education Schools and elementary schools. Please see the list of TK school sites on the next page.

What are TK requirements?TK is for students who will be turning age 5 between September 2 and December 2, 2019. (California law requires that children be age 5 on or before September 1, 2019 to be eligible for kindergarten, and age 6 on or before September 1, 2019 to be eligible for first-grade.) See the age chart below.Students who complete TK will be required to apply for kindergarten the following year and will receive a tiebreaker preference if they choose to continue in their exist-ing elementary school.

How to ApplyApplying for TK is similar to the application and enrollment process for elemen-tary school grades. Families should complete the application form and submit it to the Educational Placement Center (EPC) by January 11, 2019. Families who apply by January 11, 2019 will be mailed their school assignments on March 15, 2019. For more information, contact the EPC at 415-241-6085.

All SFUSD elementary schools offer students the following: • Math and English courses aligned to rigorous state standards; • Visual and performing arts and music programs; • Comprehensive physical education each week;• Social-emotional learning, like communicating feelings and resolving conflicts; • Support for student health and wellbeing from school nurses and social workers;• Healthy school breakfasts and lunches; • Enhanced learning through libraries and technology; and • Out-of-school learning opportunities.The school descriptions on the following page have more details on academic pro-grams, student services, meal options, middle school feeders, and other offerings.

Middle School FeedersAll SFUSD elementary schools have a middle school into which they feed. This es-tablishes a tiebreaker preference -- called “Middle School Feeder” -- when students apply for that middle school in fifth grade. Families should be aware of their middle school feeder when choosing an elementary school because of this tiebreaker prefer-ence. See page 83 for a list of all middle school feeders.

Elementary Attendance Area SchoolsAttendance areas are geographic borders drawn around most SFUSD elementary schools. Attendance areas give students a tiebreaker preference to attend a nearby elementary school in their attendance area, if requested. Families do not have to re-quest their Elementary Attendance Area School, nor are they guaranteed placement in that school. Please note there are no attendance areas for K-5 language immersion programs or middle, high or K-8 schools.

Elementary Citywide SchoolsCitywide schools do not have attendance areas. Therefore, there are no attendance area tiebreakers for Citywide schools.

How to ApplyStudents entering kindergarten may apply for any SFUSD school. Students en-tering grades 1 to 4 may apply for a transfer to, or be placed in, a different school than which they currently attend.To apply for elementary schools, submit your application by January 11, 2019 to the Educational Placement Center or other collection sites (see page 13 for addresses). There is no limit to the number of school choices families can request. Schools should be listed on the application in order of preference. Families who apply by January 11, 2019 will be mailed their school assignments on March 15, 2019.

Elementary-to-Middle School FeedersEvery K-5 school in the district is matched with a middle school, known as the mid-dle school feeder. This was created to ease the transition from fifth to sixth grade, and provide some predictability on school assignments. Students entering sixth grade receive a tiebreaker preference to their middle school feeder if they request their middle school feeder on their application. Applicants are not required to list their middle school feeder, nor are they guaranteed a placement if they do list them; however, they do get a priority.

To apply for middle schools, submit your application by January 11, 2019 to the Educational Placement Center or other application collection sites (see page 13 for addresses). New Tech NetworkTransforming middle school learning

SFUSD partners with the California design organization New Tech Network to innovate middle school learning. Through project-based learning, students develop skills like collaboration and communication to prepare for high school, college and career. Teachers first introduced the curriculum to sixth graders in the 2017-18 school year at Dr. Martin Luther King, Jr. Middle School, Willie L. Brown, Jr. Middle School and Visitacion Valley Middle School, and rolled out to seventh and eigth graders in the 2018-19 school year.

How to ApplyStudents entering 9th grade may apply for any SFUSD high school. Students entering grades 10 to 12 may apply to transfer or be placed into a different high school. SFUSD students in eighth grade will be mailed an application in October 2018 to their homes. Submit your application by January 11, 2019 to the Educational Placement Center or other application collection sites (see page 13 for address-es). Families who apply by January 11, 2019 will be mailed their school assign-ments on March 15, 2019.

Career Technical Education (CTE) Academies are high school small learning communities where students develop technical skills, leadership and career experience in a specific industry (see full list below). CTE stu-dents learn the newest technology and job skills from professionals and outside of school by visiting com-panies, touring colleges and shadowing/interning at work sites all across the San Francisco Bay Area. High school students can participate in CTE academies for up to three years, typically in grades 10-12. CTE courses are “A-G” approved, and many CTE programs result in the students earning college credits and cer-tifications that make the student a step ahead in college credit, entry into an apprenticeship or when head-ing directly into a career. CTE students write resumes, have mock interviews, take college classes, work in paid summer fellowships, and receive additional support to graduate and transition from high school to college and career.

Choosing a CTE Academy Students may request a high school with a CTE academy that reflects their educational interests and career goals. For example, if a student is interested in Automotive Repair, a student might rank Washington HS as their #1 choice because that’s where the Auto program is. Students are encouraged to learn about CTE academies when considering high schools. Once a student is in high school, counselors may help students start planning in 9th grade to create a three-year CTE plan, based on what CTE programs are offered at that school. What’s the SOTA selection process?Students who have qualified by audition and list SOTA as their first choice school will receive an assignment offer to SOTA. Those who have qualified, but list another school as a higher choice than SOTA, will go into the assignment process for their higher choices. If they receive a placement into a higher choice school, he/she will not receive an offer to SOTA but to the higher choice school. If a qualified student does not receive a higher requested school, they will be assigned to SOTA. Because of the student assignment process, it’s important that students list schools by preference. Students who do not qualify for SOTA will not be negatively impacted for their other school choices, and will be included in the assignment process for all the other choices listed on their applications. Admission to SOTA is solely based on audition outcomes. There is no waiting pool or appeal process for SOTA.

Residency RequirementAdmission to SOTA is limited to students who reside in San Francisco only. Residents who subsequently move out of the district will not be allowed an interdistrict permit to continue.

Applying for Lowell High School into 9th GradeLowell High School is the only high school in SFUSD with aca-demic and merit-based admissions criteria.

Proof of ResidencyStudents who apply to Lowell must reside in San Francisco with a parent/legal guardian at the time of application, and continue to live in San Francisco while attending Lowell. Interdistrict permits are not allowed for admission to Lowell. Any application with falsified information will nullify any application or result in a canceled assignment. Current SFUSD students in eighth grade do not need to submit additional documents for proof of address unless the student’s address has been recently changed. Non-SFUSD students must submit a picture ID of their parent/guardian, proof of birthdate and one proof of address when submitting applications.

Application DeadlineNinth-grade Lowell Applications must be submitted along with an SFUSD application listing Lowell as one of the school requests. Applications are due to the Educational Placement Center or current SFUSD middle school by December 15, 2017. In addition to Lowell, students can list any number of other SFUSD high schools on the application. All requested schools, including Lowell, should be listed in order of preference. Lowell does not need to be the first choice.

Applications submitted after the June 21, 2019 deadline, or those received by mail or fax, will not be considered.To qualify for Lowell admission in grades 10-12, students must take four of the five academic subjects for each semester of high school – English, Laboratory Sciences, Social Studies, Mathematics and Foreign Language – and have the classes listed in their official transcript. No more than one course from each of the five academic subject areas will be considered. Courses completed in sum-mer school are not acceptable.Current SFUSD students do not need to submit transcripts. Students who at-tend school outside of SFUSD or attend an SFUSD charter school must submit their official transcripts to the EPC by July 1, 2019. Alternative High Schools Alternative high schools offer programming optimized to meet the specific educational needs of non-traditional students. All schools offer intensive guidance, a variable credit system and individualized learning plans. They also offer students the opportunity to earn a high school diploma or to transfer to a traditional high school. Alternative High Schools County High Schools

County Schools In addition to schools in the SFUSD, San Francisco also operates schools under the County Office of Education. County schools serve as an additional safety net for youth whose temporary circumstances require specialized supports and structures. County schools focus on addressing the unique needs of their students and building the skills they will need for their next transition. San Francisco County students receive regular SFUSD credits. These schools are also not included in the Educational Placement Center’s general high school application.

Center for Academic Re-entry & Empowerment (C.A.R.E.)C.A.R.E. provides individualized support services for truant and dropped out youth who have not enjoyed suc-cess in a traditional school setting. Students attending this program can re-acclimate themselves to the academ-ic experience and develop resilient life skills. Each student develops an individualized Path to Graduation and begins earning credits to get back on track to earn a high school diploma or GED. Hilltop SchoolThe Hilltop School Pregnant Minors Program enables pregnant and parenting teens to complete high school. Woodside Learning Center Woodside Learning Center (WLC) serves the youth ages 12-18 years that are detained in San Francisco Juve-nile Hall. The school focuses on using student’s brief enrollment to support their academic progress, interrupt patterns of negative behavior and re-engage them with school. Charter Schools

What are charter schools?Charter schools are publicly-funded, privately-run schools. Unlike a traditional school district, which is centrally managed, charters schools operate independently from school districts and county offices of education.

Can you apply for both SFUSD district schools and charter schools at the same time?Yes, students can apply to both. If accepted into a charter, students can decide to remain in the district enroll-ment process, such as the May Placement Period and wait pools, until they notify the Educational Placement Center. Enrollment processes for charter schools differ from enrollment in SFUSD. Admission requirements and procedures vary among the charter schools. Families should contact the specific charter school directly for more information.
