ENGIE Fabricom was asked by a client to carry out a process safety assessment and gap analysis on a number of high hazard, hydrocarbon processing plant facilities. The study was facilitated in two main parts;

• A comprehensive review of existing process safety provision and documentation; i.e. status and accuracy of P&IDs, HAZOP, LOPA and SIL assessments, operating procedures, hazardous areas classification, management of change, ALARP demonstration

• A physical asset integrity assessment; gas system piping design and field inspection, review and development of appropriate NDE procedures, development of a condition based maintenance programme.

The output provided our client with an understanding of the gaps in each system and a risk prioritised schedule of works to provide a remedy.

As a second phase to this project, ENGIE Fabricom supported the client in addressing some of the gaps; e.g. by carrying out a ‘re-HAZOP’ selectively on high risk areas of the plant, a revised LOPA / SIL assessment, developing an accurate cause and effect chart and producing design solutions to piping integrity issues.

ENGIE Fabricom was asked to carry out the provision of a FEED and detailed engineering design for a multimillion pound Bio-Acrylamide production facility.

The first stage was to provide a comprehensive FEED which included a Total Install Cost (TIC) estimate of +/- 15% accuracy, to enable our client gain CAPEX approval for the project.

This was followed by the detailed design stage which involved development of all P&IDs for the construction status, finalisation of the 3D model, piping isometrics and general arrangement drawings, as well as developing detailed EC&I loop drawings and the production of equipment specifications.

The output from the detailed design was procurement and construction packs necessary to fully execute the project. ENGIE Fabricom then continued to deliver the construction phase.

Engineering and Design

ENGIE Fabricom offers a full multidiscipline engineering service. We can undertake projects from initial Feasibility Study through FEED to detailed design, construction support and commissioning. We have a team of experienced engineers who are highly committed to delivering successful projects and providing value to clients by exploring new solutions to minimise project costs and durations, without compromising on quality or safety.

We undertake work using a 3D model platform. For brownfield sites a laser scan is used to provide point cloud data which is imported into the model to give a highly accurate representation of the existing plant and equipment. This approach allows the new design to be accurately incorporated into the existing plant thereby minimising clashes.

The 3D model can include all piping information as well as structural steel, cables and cable containment, thereby maximising efficiencies between disciplines and minimising rework.

The end to end scope and integrated nature of our organisation also greatly benefits our engineering designs, through the early involvement of our experienced construction personnel in the design process, as this ensures that our designs have constructability built in, supporting a safe and efficient construction.

We will work collaboratively with our client in delivering their project from stand-alone EPCm arrangements, through to working in integrated teams, which can offer considerable advantages for knowledge transfer and operability, we have successfully completed a wide number of projects across the full spectrum of project execution arrangements.

Where appropriate we can undertake the CDM principal designer role.

Project Management

Project management underpins every aspect of the ENGIE Fabricom’s services. We are able to offer EPC / EPCm project management services as a standalone function and also as an intrinsic part of our individual offerings.

Our in-house project management team is committed to delivering to our customers, on time, on budget, quality compliant and safely delivered projects and solutions.

We employ a suite of tools and techniques to achieve these goals which covers all aspects such as planning, cost control, purchasing, resource management, quality and safety deliverables.

Effective project management is at the heart of everything that we do and is the keystone to the successful delivery of all projects from the smallest piece of consultancy work to a fully integrated EPC / EPCm.

We also employ bespoke in-house tools to complement the more traditional software:

• Electronic Project Management Systems (EPMS)

• Cost Time Resource (CTR)• ENGIE Fabricom Project Control System

(FPCS)

We firmly believe that by using these tools we are able to meet all stakeholder expectations including clients, suppliers, and employees.

ENGIE Fabricom worked alongside a major oil and gas customer who was looking to replace one of their flares and associated pipe rack / pipework. Together with our world-class suite of engineering knowledge, tools, processes and project management systems we were able to delivery a quality end product in accordance with best practices.

One of the key success factors within this project was the project management entity to optimise the technical scope in line with the clients schedule and execution plan for their summer shutdown. This included front-loading the project schedule with the design phase thus enabling discussions with the client to obtain feedback and consequently reducing rework and maximising value in the investment decision.

Throughout the project delivery ENGIE Fabricom used their project control system to obtain real-time data giving each project manager and the client an instant view of the project. This enabled forecasting for engineering and design delivery, therefore aiding a transparent working relationship between all parties and a successful end to all projects.

Procurement

ENGIE Fabricom’s procurement department works to ensure that all goods and services procured from any external source are fit for purpose, that they are the best possible value, and that they meet all of the needs of the project in terms of specification, quality, quantity, time and delivery.

The tasks involved in establishing the necessary requirements are sourcing activities such as market research, vendor evaluation and the successful negotiation of contracts.

A project procurement plan is developed in a manner which defines the deliverables expected to be provided by the supplier. Included in the procurement plan are all scheduled dates for the delivery and completion of the goods and / or services.

Commissioning and Completion

Successful commissioning, completion and handover of plant is achieved through careful planning and rigorous testing of equipment and systems with preparation commencing early in the project.

Our experienced engineers ensure, during the design, equipment procurement and vendor management phases of the project, that arrangements are made for appropriate inspections and testing of equipment before shipping.

Depending upon the requirements of our client, we can tailor our commissioning and completion services to suit. We offer a range of services from providing a single commissioning technician through to provision of a full, suitably skilled, qualified and experienced commissioning team.

At the start of a project, we can integrate into our project team the right level of commissioning and completions expertise in-order to develop the commissioning and completions approach and methodology. This includes, as required, the identification of commissioning systems, definition of the process for control of handover of plant from construction to commissioning, preparation of commissioning procedures, including appropriate equipment and system testing and plant integration requirements, reliability and performance testing, definition of requirements for final handover to the client and provision of plant operating instructions and training.

We also supervise and witness comprehensive Factory Acceptance Tests (FATs) against detailed procedures to test the functionality of complex systems against design requirements.

Where applicable, our engineers have organised and carried out integrated FATs in which multiple control system modifications are tested jointly with the control system vendors within a test rig that simulates plant responses. These tests ensure that all equipment delivered to site is fit for purpose and fully functional.

Finally, following the staged commissioning process outlined in the bespoke commissioning procedures, our engineers carry out detailed Site Acceptance Tests (SATs) all of which have been written with clear pass criteria to demonstrate that the installed plant meets client requirements and can be accepted for initial operation.

Our Services:

• Managing safety during the commissioning process through application of a rigorous safety rules process

• The development of commissioning and completion schedules for each commissioning system, eliminating the need for the difficult change over from bulk build to system build

• Control of transfer of responsibility from construction to commissioning

• Ensuring construction completion test packs are complete and the plant is ready for handover to commence commissioning

• Mechanical pre-commissioning tests • Electrical, control and instrumentation pre-

commissioning tests • Guaranteeing an efficient and effective

readiness for commissioning and completion status by ensuring TQs and RFIs have been raised and closed during the test pack development
