President’s Message January 9, 2010 Growing Our Future Langara College has a strong reputation for quality education that is accessible to the communities we serve. As evidenced by record enrolments in 2009, there are a growing number of learners who are taking advantage of what Langara has to offer. Our many alumni have gone onto further education, fulfilling careers, and are active citizens across our region and beyond. During the past year, over 400 members of the Langara College community took part in a strategic planning process to establish priorities for the next phase of the College’s development. The new vision for the College focuses on further establishing Langara as the leading undergraduate college in the region by building on its existing strengths, while growing new programs and services. To achieve this vision, Langara will focus on three key areas over the next several years as outlined in this plan. First and foremost, are the development and implementation of relevant programs and services that support our increasingly diverse student body. This includes the provision of necessary resources to support these priorities and initiatives. Secondly, and fundamental to our success, is the need to continue to attract and support leading faculty, staff, and administration to work towards this vision. Finally, we need to build on our regional reputation with the goal to support learners and graduates, fundraise, recruit, and attract the required resources necessary to move forward. With the implementation of this plan, Langara will continue to grow and provide new and innovative ways to serve our learners and communities. About Langara Located in beautiful Vancouver, BC, Canada, Langara College provides University Studies, Career Studies, and Continuing Studies programs and courses to more than 20,000 students annually.

• Langara College offers three semesters of credit studies as well as a comprehensive variety of Continuing Studies programs and courses throughout the year. The total employee head count, which includes part-time and casual employees, is approximately 1,500 We are a public post-secondary institution represented by the Langara Faculty Association (LFA), Canadian Union of Public Employee's Local 15 - Vancouver Municipal, Education and Community Workers (CUPE), and British Columbia Nurses’ Union (BCNU), and (Langara College Administrator Association (LCAA). Strategic Plan In the Spring of 2009, Langara College embarked on a collaborative and interactive strategic planning process. The College evaluated the existing landscape, identified new opportunities, and ultimately clarified the institution's vision and mission for the coming years. Invaluable feedback and input was received from the College community during the process via questionnaires and focus groups. The Strategic Plan was finalized and approved by the College Board on June 25, 2009. Vision, Mission, and Values Vision Langara is the leading undergraduate college in British Columbia. Learners choose Langara College because we are well-known and recognized for providing exceptional learning opportunities that lead to future education and career advancement. The opportunities we provide include:

• Program credentials ranging from citations to baccalaureate degrees. All of our students have the opportunity to complete a degree either at Langara College or a partner institution.

• A wide variety of university, career, and continuing studies programs that are innovative and fulfill the needs of a broad range of learners.

Parking and Transportation Pay parking is in effect in all parking lots on campus unless you have a parking pass clearly visible. There are two parking lots provided on campus for employees, the “Preferred Lot” and the “General Lot”. If you wish to bring your vehicle to work you may purchase a parking pass that will allow free parking in the General Lot only. A parking pass is obtained from the Facilities and Purchasing Department for a refundable $10.00 deposit. Having a parking pass for either lot does not assure you of a parking spot. During the Fall and Spring terms, the parking lots can become quite congested, so arrive early. Parking in the “Preferred Lot” is restricted to employees who have purchased a pass for this specific lot. There are a limited number of spaces available and the cost is $55.00 annually (excluding the deposit). The “Preferred Lot” is accessible only from Ontario Street. If you wish to park in the “Preferred Lot”, you must register your name on the waiting list in the Facilities and Purchasing Department. The General Lot is available to students and employees on a first come/search basis and is accessible from either 49th Ave. or Ontario St. A Short term parking area is available opposite B Building however pay parking is mandatory and a pass is not valid here. Parking without a pass or valid pay parking receipt will result in a fine and/or towing. All lots are patrolled regularly. Parking Lot Hours: Monday to Friday: 7am to 11:30pm Saturday and Sunday: 7am to 7pm Statutory Holidays: Parking lots locked All cars must be off the lot by the posted closing times. Cars remaining in the lot will be towed at the owner’s expense and risk. If a vehicle cannot be removed due to mechanical failure, please inform Security so that it will not be towed. Employer Pass Program The Employer Pass Program (EPP) is an annual discounted transit pass program offered by TransLink. Langara College employees may purchase a transit pass through monthly payroll deduction, which is valid for unlimited TransLink bus, SkyTrain and SeaBus service within the selected zones, with optional West Coast Express service. http://www.langara.bc.ca/campus-guide/employer-program.html Bicycle Racks It is convenient to cycle to Langara along the nearby 37th Avenue Bikeway (Ridgeway Greenway) or along the Ontario Bikeway. We have bicycle parking racks all around the campus. There is also a locked bicycle parking cage with lockers and a compressed air hose located at the west end of the campus, underneath the Bookstore/Library Complex. Access is between the LSU and Langara Daycare. Buy your magnetic access card at the Bookstore, for $5.00 per semester. The bicycle cage is located right by the entrance to the gym for easy access to showers and rental

lockers. Contact the Athletic Department in the gym for locker rentals. Gym hours are posted at each door. http://www.langara.bc.ca/campus-guide/parking-alternative-transportation.html Keys and Security Passcodes Keys for your office and/or special department areas may be obtained from Facilities and Purchasing (Room B225) Security passcodes may be obtained through Mel Fearman, Building Services Manager (Room B228) or (extension 5247) DO NOT LEAVE YOUR OFFICE OPEN AND UNATTENDED. KEEP YOUR KEYS ON YOUR PERSON AT ALL TIMES. Do not leave your keys in your office. Do not leave your keys in the door lock. Do not leave your keys at home when you come to work. Do not lend your keys to anyone. If you have lost your keys, check the Lost & Found at the Information Kiosk. Keys are the property of the College and must be returned to the Building Services Manager upon leaving employment. Information and Educational Technology Services The Information and Educational Technology Services Department (IETS) is located in A104. They provide support for Instructional computing, Administrative computing (Banner), Web services, Telephone services (Voicemail, locals), Email accounts, myLangara portal, Netware accounts, and purchasing (they also approve all requisitions for computers and related equipment). Service Desk Hours: Monday - Friday: 8:00 am – 5:00 pm Saturday - 9:00 am – 5:00 pm Sunday - No Sunday support Phone: 604-323-5999 (on campus, just dial 5999) http://www.langara.bc.ca/campus-services/computer-services/faq.html Computers and E-mail “myLangara” is the college portal for students, faculty and staff. “myLangara” gives you access to payroll information, email, WebCT, bulletin boards, group discussions, etc.

Each employee office in the College is equipped with at least one computer and access to a printer. Use of your College computer and the computer system is governed by the “Computer and Computing System Use” policy http://www.langara.bc.ca/about-langara/policies/media/pdfs/B5002.pdf Faculty can also use shared computers in room B017 (PCs and Macs). The mailroom key can be used to enter. http://www.langara.bc.ca/campus-services/computer-services/index.html The Information and Educational Technology Services Department provides technical support to College installed and approved systems. http://www.langara.bc.ca/campus-services/computer-services/index.html Telephones and Voice Mail Each office in the College has a telephone local assigned to it. Department Heads must notify the Switchboard Operator of the name and office number of all new employees and their start date in order that a voice mail account is established and phone directories are updated. The College Directory is available online: http://www.langara.bc.ca/campus-guide/contact.html Outgoing personal long distance calls are not permitted on the College phone system except in an emergency. If you are required to make a personal long distance call, provide the Switchboard Operator (dial 0) with your name, date, time, phone number called, so that you can be billed for the call. Extra extension phones, or new telephone lines are provided by the Administrative Assistant, Instructional Support however prior approval is required from your Division Chair, Dean or Director. Additional details regarding Langara’s telephones can be found online: http://www.langara.bc.ca/campus-services/computer-services/telephonesys.html Office Supplies General office supplies such as paper, pens, chalk, envelopes, mark-books, file folders etc. are available by completing a “Request for Supplies” form and leaving it in the Mail Clerk’s mailbox. Your supplies will be placed in your mailbox the next day. Mail Service The Mailroom (B243) is located in Building “B” and is accessible with your office key. A mailbox will be assigned to you as soon as you begin work at Langara. Department and lab mailboxes are arranged in alphabetical order. All outgoing mail for Canada Post is picked up twice daily at 0930 hours and 1430 hours. College related correspondence that needs postage and has your name and department on the top left hand corner of the envelope along with any prepaid mail can be put in the mailboxes found in the mail sorting area. Postage for personal mail can be purchased at the Bookstore. Mail is sorted and placed in mailboxes as soon as possible after delivery to the College. Large parcels that will not fit in your mailbox may be found on the shelves labelled as English, Career, Social Services, Science and Math underneath the mailboxes. Please note that students are not permitted in the Mailroom. When necessary, in an emergency, have student assignments handed in to the General Office (B234)

and College staff will then place them in your mailbox. Printshop Services (Duplicating) The Langara College Printshop provides black and white high speed copying, full service colour, bindery services and Custom Courseware production. Be aware of copyright laws when you do your own copying. Consult the Copyright Guide: http://www.langara.bc.ca/library/facservices/copyright/copyright.html Large quantities of handouts and worksheets that are consistently produced for students should be produced as “Course Ware” which is printed and sold to students in the College Bookstore. • Typing and formatting documents [e.g. outlines, manuals, exams, courseware, mail-outs (letters, labels), lecture notes, class assignments]

• Creating tables, charts, graphs, diagrams • Desktop publishing (e.g. brochures, flyers, booklets) • Producing slide show presentations and overheads • Converting documents to/from PDF format • Scanning of text & graphics

Turnaround is 2-3 days for most jobs (depending on workload). Submissions can be made in paper format (typed or handwritten notes) or sent electronically via email. Contact Betty (local 5211, [email protected]) or Carmine (local 5307, [email protected]) Instructional Media Services Instructional Media Services (IMS) is a resource centre for faculty, staff and students to assist with their instructional and presentation needs. They provide a wide variety of equipment and services. Training and consultation is also available on request. Instructional Media Services also maintains all audio/visual equipment in classrooms and lecture theatres. (local 5309) http://www.langara.bc.ca/campus-services/instructional-media-services/ I.D. Cards Instructional Media Services produces photo IDs for students, faculty and staff at the beginning of each term and at limited times during the term. http://www.langara.bc.ca/campus-services/instructional-media-services/photo-id.html Meeting Room Bookings Employee meeting room bookings are available online through “myLangara.” Classrooms may be booked by completing a space request form (available in the mailroom). Remember to cancel your booking if you decide not to use it. Meeting rooms are often in high demand.

Library Services The new library contains Classrooms, Computer Labs, Library, Media rooms, Meeting rooms, Private group Study areas, Starbucks, Study Spaces, a variety of study resources and Wireless internet. For details regarding their services and the collections, give them a call or check out their web site at www.langara.bc.ca/library/ Safety, Security and Emergencies Campus Security is accessible 24-hours a day. The security office is located at the exterior northwest corner of A Building, across from the Bookstore. http://www.langara.bc.ca/campus-services/security/index.html Emergency/First Aid If you come upon an emergency life threatening situation, call the police at 9-911 if using an internal phone, or 911 if using a pay or cell phone. As soon as possible after calling 911, call Security so they can assist the police.

• Ensure the accident scene is safe - minimize further danger to injured person or self. • Do not move injured person unless there is a high risk of further injury. Keep calm. Do not

leave patient unattended. • If the injured patient is able to walk, escort patient to Health Services on the first floor, 8:30am

to 4:30 pm, Monday to Friday, or the Continuing Education Office, after 4:30 pm, except Friday. • If the patient cannot or does not want to walk to Health Services, contact College First Aid by

calling #4444 . Give exact location and nature of injury. A First Aid Attendant will respond. • Stay with the injured person until the First Aid Attendant arrives. Follow the Attendant's

instructions after he/she arrives. If you find any unusual circumstance such as a door left open that should be locked, or if you notice any suspicious occurrence or person, please contact a Security Guard right away. Please report all incidents of theft or suspected theft to Security, immediately. Evacuation only takes place once the continuous ringing begins. Should you notice anything on campus that you would consider unsafe or if you find your immediate environment too hot, too cold, lights burned out or any other building related matters such as stopped sinks or toilets, please notify the Building Services Manager as soon as possible

Injury on Duty/ Workers Compensation Providing a safe and healthy place for you to work is a priority of the College. In the unlikely event that you are injured in the course of your duties, it is important that you report the incident to your Supervisor immediately. If you require medical attention, contact an Occupational First Aid Attendant (local 4444) or the Health Services Nurse. The College provides WCB coverage for all employees and to students on practicum. Located in B Building, Room B101-8, Health Services is staffed by a physician, a community health nurse, and a medical office assistant/first aid attendant. Child Development Centre (Daycare) The Langara Child Development Centre is a full-time inclusive day-care centre that serves 62 children ages 18 months to five years in three separate programs—one toddler and two 3-5 years programs. We are an inclusive centre with some spaces designated for children with special needs. Theatre Studio 58 is Langara’s nationally renowned theatre school that presents plays throughout the year. All productions are designed and directed by professionals who instruct in the Theatre Arts Department. A completed mileage form, signed by the appropriate Division Chair, Dean or Director, forwarded to the Accounting Office will result in prompt payment. Calculation of mileage incurred is as follows: you will be paid for the mileage from the College to the alternate site of the business that you are carrying out on behalf of the College. You will not be paid for mileage from your place of residence to the College. Other expenses incurred on College business may be reimbursed if approved in advance. Langara Council Langara Council provides a forum for discussion and open consultation between the President and representatives of the College community. This Council is responsible for making recommendations to the President regarding the development of policy, procedure and practices related to:

Budget Spending All expenditures of department budget money must be approved appropriately. Division Chairs are the first-line approval officers in the instructional areas and all expenditures, whether for supplies, additional staff or capital equipment items must be approved and signed for by them and in many cases the Instructional Deans. In non-instructional areas generally the signing officers are: Administrative Assistant, Instructional Support, for telephones, College Services supplies, photocopy supplies; Registrar for Office of the Registrar expenditures; Dean of Student and Education Support Services for Student and Education Support and capital expenditures; Directors for service department expenditures and; President for the President’s Office capital and International Education expenditures. Human Rights/Human Rights Coordinator Langara College wishes to foster an environment in which there are no impediments to full and free participation in the academic, social, political and cultural life of the College. Under the Langara College Human Rights Policy, the College is committed to the principle that all members of the College community have the right to work and study in an environment that is free from discrimination and harassment. Reporting of Absences For all absences due to illness, you must notify your supervisor and the Switchboard on the 1st day of the illness. Switchboard will complete a Notification of Absence form and copy the Dean or Bursar; Division Chair or area manager; Department Chair and Payroll. The Switchboard operator will also put a Return to Work form in your mailbox for completion if you are absent for 10 days or less. Upon your return, you must complete this form and send it to the Human Resources Department. PLEASE NOTE that your record will show that you are remaining on absence due to illness until the Human Resources Department receives your completed Return to Work form. (Note: if you are a CUPE Local 15 - VMECW member, the College may request a validation note from your doctor for illness in excess of 3 days as per Article XV. A. 1(d) of the Collective Agreement.) Long-Term Absence Due to Illness of More Than 10 consecutive Days At least 1 month before a pre-scheduled absence such as surgery or upon commencement of an unscheduled Long-Term absence, you will need to obtain a package containing documents for Reporting of Long-Term Absence from the Human Resources Department. The package contains instructions for reporting absences and outlines your responsibilities and the process to be followed. As soon as you obtain the package, complete the employee information portion of the Notification of Long-Term Absence form and return it to the Human Resources Department. At that time, you will be provided with your remaining sick leave balance as of the first day of your absence. The Human Resources Department will track the expiration date of your sick leave credits and initiate Short-Term Disability (STD) if necessary. Retain the balance of the package which contains 2 documents to be completed by your doctor. Confirmation of Long-Term Absence and Physician’s Certificate of Fitness to Return to Duties) as well as Notification of Intention to Return From Long-Term Absence form for you to complete and submit prior to your return. When you can identify a date for your return, please also verbally notify your supervisor. If you have any questions regarding the new process or completion forms, please feel free to contact the Human Resources Department. Please note that it is not college policy to cancel classes during an instructor’s absence, except as a last resort. A colleague or a substitute will take over for you during any illness. Absence for any other reason should be discussed in advance with your Department and/or Division Chair. Timesheets All employees who are paid on timesheets must ensure that their sheets are approved and submitted by their direct supervisor. Health and Welfare benefits are comprised of medical insurance (MSP), extended health benefits (EHB), dental insurance, short term disability insurance (STD), long term disability insurance (LTD), group and voluntary life insurance, and accidental death and dismemberment insurance (AD&D). Benefit eligibility will be outlined in your appointment letter. Following enrolment, it is important to promptly notify the HR dept of any changes to your name, address, list of dependents, or beneficiaries. Appropriate forms are available on-line. Extended Health Benefit claims are made by you recording your eligible expenses on the claim form and sending it along with your official receipts to Pacific Blue Cross. Pension Faculty and Administrators Enrolment in the College Pension Plan is mandatory for all fulltime Faculty and Administrators employed after September 1, 1999. Enrolment is optional for part-time employees who yearly earn less that one-half (1/2) of the “year’s maximum pensionable earnings limit” (YMPE). Employees opting not to join the pension plan must sign a waiver form. Support Staff Enrolment in the Municipal Pension Plan is mandatory for all permanent fulltime support staff. Enrolment is permissible but optional for part-time employees provided you have worked for at least two (2) continuous years and earned at least 35% of the “year’s maximum pensionable earnings” in each year. Employee Development The Langara Employee Development Centre (LEDC) is responsible for providing opportunities that enhance employee learning in support of the College Vision, Mission and Goals. The LEDC provides on-site learning opportunities that:

• College employees require to achieve their employment related development goals, • The College requires and supports due to implementation of new processes and practices, and • Foster career goals, personal improvement and wellness.

The LEDC Coordinator, with input from the LEDC Advisory Committee and the College employee community, plans, organizes and implements employee development activities and educational offerings to meet identified needs and objectives.

Personnel File/ Access to Personal Information The Human Resources department is responsible for maintaining your personnel file. (Personnel files for C.S. Instructors and Program Coordinators are maintained by the C.S. department Administrator.) This file contains all of your employment related information including but not limited to your C.V., appointment recommendations and letters for appointment, evaluations, benefit and pension applications, commendations and censures, leave requests and approvals, and Payroll related information. The information in your personnel file is confidential and subject to protection under FOIPOP legislation. You may request to view the contents of your personnel file by contacting the HR dept at least 24 hours in advance. Access to your file by others apart from HR and Payroll employees is limited to your Supervisor for College related purposes. Your Union or Association representative may also access your personnel file but only with your written consent. Should you require a “Confirmation of Employment” letter that is often required by financial institutions for loans and mortgages, contact the HR department giving at least 24 hours notice.

Unions and Associations Langara employees are represented by one of four unions or associations:

• Langara Faculty Association (LFA) is a union that represents Instructors, Counsellors, Librarians and Co-op Education Officers.

• Canadian Union of Public Employees (CUPE) Local 15 – VMECW represents support staff employees.

• Langara Administrators Association (LCAA) is a voluntary association that represents Administrators.

• British Columbia Nurses Union (BCNU) represents the Community Health Nurse. The LFA, CUPE, and the LCAA each have a notice board located in the hall next to the Mailroom. The LFA also has an office (A212) on campus staffed by a full-time employee. Employee and Family Assistance Program (EFAP) The Employee and Family Assistance Program is a voluntary, confidential short-term counselling and advisory service that connects you and your eligible family members to a external network of professionals that can be contacted 24/7. This group of professionals includes psychologists, social workers, addiction and career counsellors, child and eldercare specialists, and legal and financial experts. The service is offered by Shepell-FGI, one of Canada’s largest and most respected EFAP service providers. FGI provides assistance for a wide variety of issues including: Alcohol and drug misuse, bereavement, child and elder care, couple and marital relationships, parenting, crisis counselling, stress/anxiety and depression. The cost of the service is paid by the College and as such it is available at no cost to you. Information brochures are available in HR or at http://www.langara.bc.ca/administrative-services/human-resources/efap.html Group Registered Retirement Savings Plan (RRSP) Regular and permanent employees are eligible to enrol in the Group RRSP Saving Plan. This is an entirely voluntary investment plan administered by Great West-London Life. Deposits may be made by lump sum directly to Great West-London Life or by Payroll Deduction. An information binder available in HR provides forms and details of the plan as well as retirement planning in general. Payroll All employees are paid by direct deposit to a financial institution of your choosing. If you wish to change the financial institution that is receiving your direct deposit, you must notify the Payroll department and provide them with a cancelled cheque from your new financial institution. Faculty are paid monthly on the last day of the month. Support Staff and Administrators are paid biweekly on alternating Fridays. Payroll enquiries should be directed to the Payroll Department.
