INTRODUCTION
Electrical Construction & Management Ltd (ECM) was founded in 2012 to provide a unique service to the
Electrical and Instrumentation construction industry, involving the provision of select professional staff and
support services to assist their Clients in the successful completion of projects.
ECM’s mission is to exceed the customer’s expectations through zero harm, service excellence and continual
improvement, whilst ensuring that all stakeholders involved enjoy a safe, harmonious and rewarding work
environment.
All ECM services are performed under the personal supervision of ECM Managing Director, Jason L Smith, who
is a Licensed Electrician with over 25 years of experience in the electrical construction industry. Jason has
been involved in numerous large and complex construction projects in Australia and overseas, including major
Mining and Resources, Petrochemical, Oil and Gas and Infrastructure sector projects.
ECM’s business management systems combine the key components of Health, Safety, Environment,
Community (HSEC) and Quality, which provides an effective means of reviewing our processes and continually
ensuring the success of our company as a whole.
ECM is committed to ensuring the health, safety and welfare of its workers and visitors and any other persons
who may be affected by its operations. In securing workplace health and safety, ECM will pursue the best
practice in HSEC. Our safety system has been prepared in accordance with the requirements of Occupational
Health & Safety Legislation, Regulations, Ministerial Notices, Codes of Practices, and Australian Standards and
is based on the principles described by Environmental ISO14001:2004, Safety OHSAS18001:2007 and AS4108
and DME “Safeguard”.
To achieve our aims we have a Quality Management System that complies with AS/NZS ISO 9001: 2008 that
allows for continual improvement. This has been planned and developed in conjunction with other
management functions and we are responsive to the legislative requirements. The Company's Quality
Management System complies with the requirements of AS/NZS ISO 9001: 2008 “Quality Management
Systems- Requirements” and is subjected to continual improvement so that its effectiveness can be
maintained as conditions or regulatory requirements evolve.
ECM is an electrical contracting company that provides electrical service in all areas of the Electrical and

ECM PROJECT MANAGEMENT SERVICES
ECM provide the below listed Project Management services to ensure the success of our Client’s project;
PROJECT INTEGRATION
• Implementation of the ECM business systems which integrate all areas of Project Management to
ensure Client projects are managed at the highest level and provide the best possible outcome.
• Ensuring that all ECM business systems record, analyse and report the necessary information to fulfil
the Client’s requirements for Corporate Reporting and Governance.
• Ability to adapt ECM business systems to seamlessly accommodate our Client’s specific project
requirements, without compromising the high level of skill and service that ECM brings to a project.
SCOPE MANAGEMENT
• Preparation of Work and Material Takeoffs from conceptual design documents and/or detailed design
drawings, suitable for the development of Budget Estimates and Bulk Purchasing.
• Development and Implementation of a Work Breakdown Structure in order to develop Labour Control
and Production Control Systems necessary to manage the labour component of any project.
• Implementation of a Change Management System to identify and manage scope changes that may
occur through the course of the project, including the identification and pricing of variations.
TIME MANAGEMENT
• Development of Critical Path Schedules in order to identify priority activities and ensure Client’s
projects are completed in the shortest timeframe possible.
• Development of detailed Look-Ahead Schedules and Target Programs to ensure an adequate level of
planning and organisation is used to achieve identified key milestones and target completion dates.
• Development and Implementation of Progress Reporting, in order to properly understand the status of
the Master Schedule and implement Recovery Plans if and when required.
COST MANAGEMENT
• Preparation of Budget Estimates and Work Breakdown Structures to enable Clients to have a level of
confidence in their Cost Forecasting.
• Development and implementation of Cost Control Systems to ensure costs are tracked and monitored
throughout the project and Client budgets are maintained.
• Development and implementation of Monthly Progress Reporting including the detailed assessment of
Subcontractor Monthly Progress Claims.

QUALITY MANAGEMENT
• Development and implementation of Inspection and Test Plans to ensure the work is inspected and
approved at every stage in order to avoid unnecessary rework and or delays to the works.
• Implementation of daily quality surveillance inspections to ensure close supervision of the works and
ensure any non-compliance items are identified and corrected at the earliest possible time.
• Development and Implementation of a Document Control System to properly manage the receipt,
distribution and control of design drawings and documentation from the office to the field.
HUMAN RESOURCES MANAGEMENT
• Hand selection of skilled and experienced professionals, carefully matched to the Client’s specific
project requirements, to ensure the project will be adequately resourced and successfully executed.
• Achieving best possible project outcomes, using the available resources, through effective team
building, allocation of duties, responsibilities and monitoring of personal performance.
• Establishing and communicating clear expectations for all staff and labour on the project, setting
acceptable levels of behaviour and performance which need to be achieved and maintained.
COMMUNICATION MANAGEMENT
• Significant Client involvement from project inception through to successful completion and handover
of the project, ensuring the Client’s specific requirements are understood and communicated to all.
• Establishment of formal lines of communication and standard distribution of information, to ensure all
communication is properly controlled and the necessary parties are kept informed as required.
• Development and implementation of a customised reporting format to ensure that all the necessary
project data is collected on a daily basis and the Client’s specific reporting requirements are achieved.
RISK MANAGEMENT
• Identification and recording of key risks and opportunities for the project, implementing risk control
measures as required and taking advantage of opportunities through the course of the project.
• Careful allocation of risk control measure responsibilities and monitoring the successful
implementation of those control measures, altering allocations if and when required.
• Ability to adapt to the changing project environment, looking after our Client’s interests every step of
the way by reviewing project risks on a regular basis, identifying and managing new risks as they arise.
PROCUREMENT MANAGEMENT
• Using established supplier contacts within the industry to provide a high level of service to our Client,
also ensuring transparent and competitive bidding practices are used at all times.
• Using established logistics contacts within the industry to ensure a reliable and cost effective means of
getting plant, tools, equipment and materials to the project.
• Effective Stores Control to ensure all materials are properly inspected, stored, secured and effectively
managed, including the monitoring of minimum stock levels, throughout the project.

The PNG LNG Jetty Project is an approx $ 380 M project being undertaken by BAM Clough JV, on behalf of
Esso Highlands Limited. The Electrical and Instrumentation systems include the following;

• Telecommunications, PAGA, PA, CCTV, Security and Access Control systems

ECM’s business model ensures our Clients can be serviced by a small, efficient and cost effective Project
Team, which is hand selected by ECM Managing Director Jason Smith to have the necessary skills and
experience to effectively manage the project works, whilst being able to draw upon the support from ECM
Head Office on an as required basis.
Project Teams are tailored to each Client’s specific requirements for Project Management, Works Supervision
and Field Design / Procurement support. ECM is able to mobilise Project Teams at relatively short notice and
expand or contract those teams to meet the Client’s changing requirements throughout the course of the

ECM HEALTH, SAFETY, ENVIRONMENT AND COMMUNITY MANAGEMENT (HSEC)
In order to ensure the success of our business ECM is supported by a business management system which
combines key components of Health, Safety, Environment and Community (HSEC). On all projects HSEC
training and awareness is given the utmost level of importance, with necessary documentation prepared in
relation to the specific demands of the worksite. ECM pursues the best practices in HSEC at all times and is
committed to:
• Incorporating HSEC in all aspects of the execution of its services
• Incorporating HSEC in all aspects of its operations
• Complying with the appropriate required HSEC legislation
• Monitoring and reviewing HSEC issues.
HEALTH AND SAFETY
ECM promotes a culture whereby harm to our people through work is unacceptable, further consolidating
our commitment to providing safe and healthy working conditions for workers, visitors and any other
personnel who come in contact with our business activities. We maintain management processes and
