The Chief ExecutiveWelcome to the December edition of the Monthly News. I am delighted to report that the EIC National Dinner proved to be a wonderful occasion, set against the beautiful backdrop of the Royal Courts of Justice. It was a pleasure to speak to so many members and hear their success stories over the year, despite the ongoing difficult economic conditions. With so many of our members and guests under the same roof, it was clear to see why the National Dinner is such a popular event in the EIC calendar, providing as it does, an excellent and enjoyable opportunity to meet with industry contacts in such a splendid location. On to another major event, at the time of writing, I am in Abu Dhabi for ADIPEC, where the EIC is hosting the UK Group once again. The exhibition is proving to be hugely successful and is a great showcase for UK products, services and technology in a market that is eager to buy from UK vendors, who are so highly regarded within the global oil and gas sector. We were delighted that we had a visit from the Minister for International Development, Alan Duncan, who kindly made time to visit the EIC’s UK Pavilion to meet several of our members after his excellent speech at the exhibition. This level of government support has been extremely well received by our members and by all those involved here at ADIPEC. Back to the UK where many of you may be reading this at the EIC Connect Oil & Gas 2012 event in Manchester, for which preparations are in full swing at the time of writing. If you are a delegate at the event I hope that you are finding the new format, now including a two-day conference, excellent value for money. EIC Connect events provide the supply chain with an unrivalled platform, from which suppliers can discover upcoming business opportunities directly from the operators and contractors leading the projects, while also getting the opportunity to meet decision-makers on a one-to-one basis. One of the highlights of the conference programme is a session that will explore opportunities and challenges for the supply chain in North Sea production, with panellists from Statoil, Aker Solutions, AMEC and Xcite Energy Resources. Oil and gas prospects in the North Sea continue to attract the world’s leading operators, as indicated by the success of the recent 27th UK offshore oil and gas licensing round, which awarded 167 licences across 330 blocks. The enduring appeal of the North Sea is evident from the analysis conducted for EIC Consult’s UK Upstream Country Report, which will be launched at EIC Connect Oil & Gas 2012 in Manchester. The report includes information on 180 offshore oil and gas projects – proposed or under construction – that are worth an estimated £59.8 billion. In terms of financial commitment, around £32 billion of capital investment was agreed and in progress at the start of 2012, up from £24 billion at the end of 2010. In recent months alone, DECC has awarded consents to Shell and Talisman Energy to go ahead with some of their planned North Sea developments. Consequently, the EIC has been investing in a rolling programme of enhancements to our services, particularly on IT developments. The new EIC website is central to this, and I am pleased to announce its launch this month. The new website features an improved user interface, easier access to market information, and a redeveloped energy and project news platform to keep you up-to-date with the latest news from industry. Future developments to be released in the coming months are an online event booking system, improved e-news services, and a self-service portal for members to manage their mailings. You can find out more on page 3 opposite. Another major project is also underway to redevelop EICDataStream, which is making good progress. The Business Information team is working on data extracts that members can download from EICDataStream, giving even more in-depth detail on project scopes to allow for analysis. The team has recently completed data extracts for the upstream projects and for midstream projects in primary regions, which are available from the EICDataStream section of the new website. As my first year as Chief Executive draws to a close, I am beginning to reflect on the EIC’s progress and achievements over the past year. In the next edition of the Monthly News, I will review the milestones reached and the successes of 2012. I will also take a look ahead at the ways the EIC will continue to build on our existing values to further strengthen our services to members. The New EIC Website

The EIC’s new website is launched...Providing a new online source of energy intelligence

During November, the EIC launched its new look EIC website. The new EIC website is the first stage of a major infrastructure project at the EIC which in practice is a complete overhaul of our internal IT systems. From the homepage you can navigate around the site using the tabs situated on the menu bar of the page. Apart from the main menu you can see that there are quick links to Overseas Exhibitions, Overseas Delegations, Forthcoming Events and Upcoming Training and EIC Consult Reports, our business intelligence consultancy product. In About Us and Worldwide Offices you will be able to find important information for each of our global offices, such as contact details, information about the services that each office provides, events being held in the region plus regional profiles and maps with summary project information. By clicking on the EICDataStream tab you will be able to access information about the EIC’s online projects tracking database which tracks projects in the Upstream, Midstream, Downstream, Power and Renewables sectors. You can now also explore the range of projects that are available within a particular country by using our new interactive maps. Members can use the Login box in the top right-hand side of the page to access EICDataStream. A Full Events Diary is still available where you can choose the type of event you would like to attend as well as the region in which it is being held.

By clicking the event you would like to attend more information will be provided including an opportunity to register your interest or book your place. Extensive information is also available About EIC Events including event reports, terms and conditions, country information and FAQs about our Overseas Delegations and Overseas Exhibitions. Our new Training section allows users to navigate around our vast portfolio of training courses. Each section is now organised by course type and users can browse for available dates and book courses in each section. Many of our courses are now available In House and this is easily visible. Our brand new News section allows you to access all of the latest news stories, which are now conveniently categorised; register for EICOnline (the EIC’s weekly email news) and access all of our publications including the EIC Monthly News. The Procurement Guide is a comprehensive directory of suppliers and contractors based in the UK who provide goods and services to the worldwide energy sector. The online guide is free to use and is fully searchable. Simply type a company name, enter in a product or service and you will get a list of suppliers with detailed company information and a listing of their capabilities.

Over the past few years, the onset of a natural gas ‘revolution’ has been taking place in North America. The US energy industry has been experiencing robust growth thanks to the boom of shale gas – now in abundance due to recent advances in hydraulic fracturing (‘fracking’) and horizontal drilling – and the construction of the associated infrastructure required to support it. Not only is natural gas much cheaper, it is also cleaner than coal or oil, and most importantly in the USA, it is extremely plentiful! It is estimated that the US is sitting on 100 years worth (or more) of natural gas, and new, improved technology has made it easier to obtain previously hard-to-reach gas. As long as we are able to continue extracting it safely from the ground, the entire American economy will benefit. Natural gas will help the US be energy independent from foreign oil, provide job growth, and continue to be a major export commodity. The environment is also seeing a benefit, as around the country power generating plants and petrochemical complexes are converting to cheap and abundant natural gas as a fuel source. It’s a popular move with increasing support behind it. Carrying on with the ‘cheap, clean and plentiful’ theme, the logical progression of natural gas usage in the US is in transportation. Natural gas vehicles (NGVs) have been around for decades, and are widely used in other countries, but incentives and infrastructure in the USA have not provided for an easy conversion or transition to NGVs in the past. Smaller cars use compressed natural gas (CNG) while larger trucks use liquefied natural gas (LNG), and infrastructure would have to support both. Currently, the US is ranked #14 in the world for NGV infrastructure. However, there is growing interest in North America in encouraging the advancement of vehicles that run on LNG or CNG. At the forefront of the NGV trend are commercial vehicles. The long-haul trucking industry, public transportation such as city buses and shuttles, garbage trucks, delivery fleets and company vehicles are getting (or already have been) on board the natural gas movement. Many big companies are converting their existing fleets to natural gas, or they are purchasing new NGVs in bulk. For these vehicles, the cost incentive is already present, as NG costs several dollars less per gallon than diesel. To support and encourage this shift, state governments are putting up fuelling stations along particular interstate highways. Across the country, there are more than 1000 stations in operation. California is leading the way, with incentives for converting to alternative fuel vehicles and the nation’s best infrastructure construction. Texas is currently promoting investment in its own NG infrastructure. The Texas Clean Transportation Triangle is a strategic plan to build public access NG stations along the major highways that connect Houston, Dallas, and San Antonio.

T Boone Pickens, Chesapeake Energy, and other private investors are joining together to finance a $450m project, ‘America’s Natural Gas Highway’, a network of LNG truck fuelling stations on the Interstate Highway System and in major metropolitan areas. NGVs are not largely available in the US; there are only a few choices for potential customers. Automakers are looking to contribute to, and later profit from, this new direction in American transportation. Dual-fuel and dedicated natural gas vehicles do well in other countries, and they now have growing appeal to Americans, who have seen the cost of gasoline rise in recent years. A challenge for consumers is the comparatively higher cost of an NGV, either as a conversion or factory-built. But as their numbers increase, the prices should drop. And with the growth of this new type of vehicle, we should see a rise in production jobs for NGVs, and a larger selection for consumers. Another option is to retrofit a diesel or gasoline vehicle, but the conversion is also costly and should only be performed by certified installers. Besides cost, availability, and convenience, other concerns for consumers who are interested in buying NGVs include less passenger/cargo space; a loss of horsepower; lower mileage; as well as smaller tanks, which mean more frequent fill-ups. On the bright side, natural gas is much cheaper, and oil and spark plugs have a longer life because of fewer impurities. On top of this is the feel-good side effect of driving a vehicle that produces less pollution. NGVs meet strict emission standards and they produce much lower emissions than gasoline and diesel vehicles. For those who have an NGV and a house that already pipes in natural gas, there is the option to set up a home refuelling appliance that could be placed in a garage, carport, or outdoors. By fuelling up at home, one pays even less than at the pump, and it is more convenient to fill up. On average, it can take 5-8 hours to fill a tank at home for 50 miles of driving, so it’s an overnight solution (filling at the station takes only a few minutes). Again, cost is an issue, with current prices ranging in the several thousands of dollars. But General Electric and Eaton are each currently working on an affordable home fuelling station; their goal is one that costs $500 and can fuel a car in an hour or less. The Department of Energy is helping to fund the companies’ research. The goal is to have the unit available by 2015. One concern about the low natural gas prices is its effect on the industry. The abundance of natural gas has driven down the price. This is great for consumers, but not so great for gas companies. With an increase of NGVs, though, the demand for natural gas would rise, as would its price. The promotion of NG for transportation has been challenged by chemical companies, whose interests lie with keeping natural gas prices low because they use so much of it. Hopefully, the private sector, the government and the American public in general will carry on with the natural gas revolution. EIC makes progress with new EICDataStream featureThe Business Information team has now completed data extracts for midstream projects in primary regions, which provide enhanced data for all active and future projects in the UK, Europe, Russia and the Caspian regions. The data extracts, available for download in spreadsheet format from EICDataStream, give even more in-depth detail on individual project scopes.

The data extract for the midstream sector currently provides pre-designed pivot tables covering: LNG Terminal Capacity, LNG Liquefaction Capacity and Project Values (CAPEX) by country, as well as the Operator Spend (CAPEX) of the top 20 operators. Members can also design their own pivot tables using the enhanced datasets to suit current business development activities. These expanded datasets allow members to do their own analysis of the project data held on EICDataStream.

All active and future projects within the upstream sector are already available for download and this data is regularly updated. Further releases will be made of midstream data over the coming months for the remaining global regions, with an anticipated completion date for all midstream data in early February 2013.

& Controls has achieved real time measurement of drilling fluids in partially full pipe conditions. During oil and gas drilling operations, drilling fluid (mud) is pumped into the drill string to stabilise the well bore, remove cuttings and cool the drill bit. Maintaining proper density of the fluid is imperative to ensure downhole pressure is correctly managed, whilst accurate measurement of flow rate entering and exiting the well provides assessment of drilling performance and indication of a potential well control event. It has long been recognised that flow and density measurement of mud results in improved drilling control and increased safety whilst lowering non-productive time (NPT) of the drill rig reduces overall costs without compromising safe operation. The challenges to achieve this goal are extreme due to the variation in conditions of the drilling fluid during operation, including partially full pipe conditions and wide variations in the fluid constituents.

Following extensive trials with a major drilling operator, the ABLE MudMasterTM has succeeded in achieving accurate and repeatable real time measurement of mud under actual drilling conditions. The ABLE MudMasterTM independently measures flow and density using a development of established measurement techniques, diagnostically aggregated to produce reliable, accurate and repeatable real time data. The instrument is spool mounted to bolt directly into the outlet pipe and the non-contact nature of the technologies employed provides no restriction to mud flow, zero pressure drop and no moving or process contact parts subject to wear or requiring maintenance. procurement process, they have been appointed by Severn Trent Water as their exclusive, Strategic ICA Framework Partner with immediate effect. The term of the Framework will be to the end of AMP 6 (March 2020) and will include provision of major programmes of work such as large motor control centre (MCC) replacements, a major Telemetry upgrade programme, on-going support for complex solutions and specialist advice in developing an integrated ICA strategy to help Severn Trent deliver its goal to “be the best water and waste water company in the UK”. Chapman Freeborn has further expanded its specialist On Board Courier (OBC) services with the launch of a new office in Hong Kong. DNV has launched a Recommended Practice (RP) for the entire life cycle of shale gas extraction, based on risk management principles. The recommended practice provides a reference document for the independent verification of shale gas projects. The objective is for the RP to form the basis for a globally recognised standard for safe and sustainable shale gas extraction. DNV’s recommended practice applies risk management principles to ensure that threats related to shale gas activities are effectively and efficiently managed in an accurate, balanced, transparent and traceable way. “The overall objective of this Recommended Practice is to establish guidelines and recommendations for the processes required to protect the safety of people and the environment during all phases of shale gas field development and operations,” said Remi Eriksen, CEO of DNV Maritime and Oil & Gas. The company further recommends that shale gas operations are monitored and publicly reported. This will establish proper points of reference and consistent monitoring prior to, during and after operations.

It advises carrying out extensive baseline surveys prior to the commencement of any shale gas activities. Although several stakeholders have developed guidelines covering parts of the activities involved, a complete risk management framework has, up to now, been lacking. The Recommended Practice focuses on the following aspects: management systems; safety, health, and the environment; well integrity; management of water and energy; infrastructure and logistics; public engagement; stakeholder communication; and permits. It has been developed following consultation with European and US authorities, oil and gas companies, NGOs and other industry bodies. Representatives of the industry and regulators are now invited to engage in a discussion on the first version of the Recommended Practice for managing risks of shale gas operations as an initial step in creating a new international standard. Yorkshire-based engineering firm KOSO Kent Introl (KKI) has created two new senior positions at a time when the specialist control valves manufacturer and supplier continues to grow in Yorkshire and is further strengthening its presence in Brazil. Silvia Serpa joins as Area Business Manager within the growing Brazil team in Rio de Janeiro, a region where KKI has increased its presence recently. Silvia is a chemistry engineering graduate with a control valves and applications engineering background. Her role will focus on business development and continuing to build strong customer relationships in the upstream oil and gas market sector. Silvia will also work with KKI’s local agent in Brazil, RTS Valvulas, with whom a five-year deal was signed last year. Lyn Thomas takes on the role of Business Development Manager in the UK, in the severe valves service area. He brings over three decades of valve experience, primarily in the oil and gas industry for companies including BP, CCI and Masoneilan. He joins from the Dubai office of parent company KOSO where he covered the Middle East region. Lyn’s core remit involves working across a range of industries, specialising in some of the severe process challenges that organisations face including noise, vibration, corrosion and pressure management. Event ReportOverseas Delegation to Egypt Cairo and Alexandria7 – 11 October 2012The Overseas Delegation to Egypt consisted of participating companies: Advanced Sensors; Baker Hughes; BEL Valves; Knowsley SK and Sigma Coatings. A four day programme with two days in Cairo and two in Alexandria enabled delegates to capture a complete overview of the Egyptian oil, gas and petrochemical sectors following the recent change of government. The delegation received a market briefing from the Embassy staff in Cairo, followed by visits to: the Egyptian National Oil Company; Egyptian General Petroleum Corporation (EGPC); Egyptian Maintenance Company; Engineering for the Petroleum & Process Industries (ENPPI); Petroleum Projects & Technical Consultation Company (Petrojet); Petroleum Marine Services (PMS); British Petroleum (BP); ODE North Africa and Gulf of Suez Petroleum Company (GUPCO). In Alexandria the delegation received presentations from: Arabian Petroleum Pipeline Company (SUMED); Egyptian Projects Operation & Maintenance (EPROM) and SidiKerir Petrochemicals Company (SIDPEC). The delegation benefited from a networking reception at the British Ambassador’s residence in Cairo, and a reception at the Consul General’s residence in Alexandria. The Egyptian market proved that it should be considered by any UK companies looking to expand their footprint in the Middle East and North Africa.

Event ReportOverseas Delegation to PeruLima14 – 19 November 2012With abundant natural gas, unexplored offshore and onshore reserves and increasing demand for energy, the Overseas Delegation to Peru was very successful, especially as a door opener in this new frontier. The busy itinerary covered four days of oil and gas concentrated meetings and one day specifically focusing on power. The delegation to Lima consisted of UK companies: NRL; RPV Group; Severn Glocon; SNC Lavalin; Siemens; William Hare; Roxtec and Det-Tronics. The group participated in numerous meetings, with taxation and employment covered by specialist lawyers, to operators such as: ProInversión; Petroperú; Perenco; Savia Peru; the Maple Gas and Petrobras and contractors including: Odebretch; Techint and Grana y Montero. GDF Suez, Endesa and Termochilca received the group for presentations with a power perspective. The meetings allowed the group to glimpse a snapshot of the moment and understand how to benefit from future opportunities. The networking reception at the Ambassador’s residence gathered around 50 high level contacts from the energy sectors, and was yet another interesting opportunity to network with the Peruvian industry.

The country was midway through their plan to raise oil production prior to the events of last year. The country is returning to normality following its historic transition, and opening itself up to the world more than ever before. It is an ideal time for the UK supply chain to reaffirm the strong relationship enjoyed between the UK and Libya in the past, explore the market and access opportunities within the energy sectors. The post-conflict reconstruction programme is estimated to require over $200 billion in expenditure over the next ten years providing opportunities for the UK supply chain. Booking NowOverseas Delegation to KurdistanErbil2 – 7 February 2013Since 2007 the majority of project activity in Iraq has taken place in Kurdistan, which has a more settled regulatory environment. Over 50 production sharing contracts have been signed since the region established its own hydrocarbon law in 2007 and early exploration has yielded several large hydrocarbon finds, which are now moving into early production phases. The Kurdistan region claims to have reserves of at least 45 billion bbl of oil, though these are not yet proven and the figure allocated to Kurdistan in national estimates is around 28 billion bbl. The region has an estimated 100Tcf of gas reserves which may be expanded as high as 200Tcf with future exploration. Oil production from Kurdistan in March 2012 was around 175,000b/d and the region aims to reach 400,000b/d by 2013. Kurdistan is aiming to increase its export capacity to at least 1 million b/d by 2014 and 2 million b/d by 2019. Besides oil and gas, the region is also working towards increasing its power generation capacity. A new pipeline linking Kurdistan to Turkey has also been proposed. Examples of companies that will be included within the Erbil itinerary are: Afren Plc; Crescent Petroleum; DanaGas; DNO; Genel Energy; Gulf Keystone Petroleum; KNOC; Marathon; Hunt Oil; Federal Group; Darb Global; Definitus; Iraq Middle Market Development Foundation (IMMDF) and Mass Global.

News from our UK officesEvent ReportCorporate Entertainment: The EIC National Dinner25 October 2012Royal Courts of Justice, London485 guests joined us for the 58th EIC National Dinner at the iconic Royal Courts of Justice for a night to remember. The EIC’s largest corporate event of the year took place in London on 25 October and saw members and their guests in all their finery assemble to network, entertain and celebrate successes with their peers. After a drinks reception in the Costume Gallery, home to an impressive collection of historical legal robes, the evening was officially opened by speeches from the EIC’s new Chairman, Paul Mitchell from Rotary Group, Paul’s predecessor, Mike Rolls from Siemens, and Lord Jenkin of Roding, the EIC’s Honorary President before guests settled down for a sumptuous meal. During the evening, guests were treated to music from upbeat, folk inspired covers band, Fables & Friends. Georgia and her band provided acoustic arrangements of a mixture of pop music from the swing era to the present day. This was then followed by Dominic Holland who enjoys success as both a stand-up comedian and a writer and is often seen as a panellist on shows including Five’s The Wright Stuff, Have I Got News For You and Never Mind the Buzzcocks. Between speeches, fine food and the wonderful entertainment, guests took the opportunity to network with one another and ‘talk shop’ – all over a few glasses of wine. We were delighted to see that more ladies joined us at this year’s National Dinner, a trend we hope to see continue at next year’s event. The 2013 EIC National Dinner will take place within the stunning surroundings of the Natural History Museum.

Regional CommentBP, Statoil interested in CNOOC’s offshore bid roundBP and Statoil have expressed interest in the offshore round launched by China National Offshore Oil Corp (CNOOC). The two companies have visited CNOOC’s data room to access details of geological data already obtained during seismic surveying or drilling, CNOOC sources said, adding that they were reviewing the information before committing to opening negotiations with the Chinese explorer. In August, CNOOC offered 26 blocks located in the South China Sea, East China Sea and Bohai Bay, looking for overseas partners in joint exploration. Except for the three in the South China Sea, the rest are all in shallow waters, with water depths ranging from five to 200 metres. The round is China National Offshore Oil Corp’s second offer this year after offering nine deepwater blocks in the South China Sea in June 2012.

COSL aims to build up fleet to meet demandChina’s top offshore service provider China Oilfield Services Ltd (COSL) plans to build up to 50 offshore support vessels to meet domestic upstream demand. The fleet additions will consist of platform support vessels and large anchor-handling tug supply vessels, for the deep-water market, as well as stand-by vessels, supply vessels, multi-purpose vessels and barges. Industry sources said most of the units will be built at Chinese yards but the timing of tender processes is subject to a number of factors such as approval from COSL’s parent company China National Offshore Oil Corporation (CNOOC). COSL’s new initiative is partly to meet the needs of CNOOC to boost domestic oil and gas production to 60.98 million tonnes of oil and gas equivalent per annum by 2015 – about 1.22 million barrels per day – up from 50 million tonnes achieved in 2010.

Technip and COOEC win Panyu subsea contractFrench subsea contractor Technip and China Offshore Oil Engineering Corporation (COOEC) have won a major contract to provide subsea engineering, procurement, installation and construction services for the development of the Panyu 34-1, 35-1 and 35-2 field complex in the South China Sea. The winning pair beat rivals including Saipem of Italy, Subsea 7 and Emas AMC (formerly Aker Marine Contractors). The US$259 million deal will commit the consortium to provide EPIC services for the Panyu 35-1 and Panyu 35-2 fields, which are operated by China National Offshore Oil Corporation (CNOOC). The work scope for Technip and COOEC covers a 47 kilometre subsea pipeline, umbilicals and transport and installation of a subsea production system. In their job division, COOEC will be responsible for laying all the pipelines linking the two fields with the Panyu 34-1 platform using its flagship deep-water pipelayer Hai Yang Shi You 201 and the offshore support vessel Hai Yang Shi You 709, which is owned by its sister company China Oilfield Service Co Ltd (COSL). Technip will procure, build and install the umbilicals, jumpers and subsea connectors using its construction vessel Deep Orient.

Sinopec launches new CTL companyChina’s second largest energy company Sinopec has established a new entity to spearhead coal-based energy development. The establishment of Sinopec Greatwall Energy Chemical Company marks the onset of Sinopec’s new development strategy for the coal-to-liquids (CTL) and coal-to-gas (CTG) sectors. The new company is based on a working group Sinopec set up in 2011 and is wholly-owned by Sinopec Group’s listed arm, Sinopec Corp. Sinopec Greatwall President Yang Dong said his company would try to become a leader in China’s coal-related chemical industry in the next eight to ten years. According to a corporate plan, Sinopec will build six coal-based chemical industry bases by the end of 2015. They are to be located in the Inner Mongolia, Xinjiang, Guizhou, Henan, Anhui and Ningxia provinces and regions respectively.

CNPC begins work on West-East gas pipelineChina National Petroleum Corp (CNPC) has begun work on a major new natural gas transportation artery – namely, the third West-East Pipeline (WEP-3). According to Chinese press reports, the state-run company started construction on 16 October. It marked the occasion with ceremonies in three different locations – one in the Xinjiang autonomous region, the starting point of WEP-3, another in the eastern Fujian Province and one more in Beijing. WEP-3 is slated for completion in 2015. When finished, it will follow a 7,378km route from the city of Khorgosin Xinjiang to Fuzhou, the capital of Fujian Province. Construction is anticipated to cost 125 billion yuan (US$19.7 billion). Jiang Jiemin, the Chairman of both CNPC and its main subsidiary PetroChina, said that his company was ready to begin work on WEP-3. He also said that more gas transportation projects are planned.

Middle East NewsOffice NewsIt is hard to believe that we are writing copy for the final monthly news of 2012. Where has the year gone, one wonders? Anyway, before moving on with events that are taking place during December and beyond, I wanted to touch on our Overseas Delegation to Egypt, as promised in last month’s edition. Whilst the delegation was slightly smaller than was expected, it was perhaps not a bad thing given the warm welcomes that were received at all the meetings both in Cairo and Alexandria. The excellent programme that was put together by the Commercial team at the British Embassy certainly touched all the bases which left the delegates in no doubt as to the size and future opportunities that the Egyptian oil and gas sector has to offer UK companies. A more detailed report can be found on page 14. One other topic to report was an invitation received from global members, Endress+Hauser to speak at their International Projects Conference that will have taken place in Abu Dhabi just before ADIPEC. It was certainly an honour to be in the company of other prestigious speaking companies like Shell, Daelim, GASCO and Intergraph. Back to the present, December kicks off with two significant events. In Saudi Arabia we have the Saudi-British Energy week which we have been publicising over the last few months. The British Trade Office in Al-Khobar has been working relentlessly in putting together a very high profile itinerary which will ultimately prove of immense value to both newcomers as well as old experienced hands in the Saudi market which remains by far the largest of all regional sectors across the Middle East area. Following hot on the heels of the Saudi British Energy week is the 3rd Basra Oil & Gas Show. This is looking to be an even bigger affair than the 2011 show that was in the end slightly tempered by a degree of social unrest but things have calmed down quite significantly over the past twelve months and coupled with the identifiable opportunities that Iraq currently presents to UK companies, this will no doubt prove to be a big draw for a high number of companies. Moving on from Basra, we are looking forward to our industry lunch with Jacobs Engineering. It was by pure coincidence that our London colleagues hosted the same programme last month which makes it doubly significant that Jacobs is able to reach such a wide proportion of the UK supply chain by being able to be with us in Dubai only one month after their UK event. Looking forward to next year, it is our intention to look at expanding our training events as well as kick starting our overseas delegation programme with delegations to Libya in January closely followed by Kurdistan in February which incidentally is also the month for our 3rd Golf Tournament that will be fiercely defended by EC Harris.

The majority of members who we have met since the last monthly news were at our networking ‘Sundowner’ event where over 50 helped support our efforts. In addition, we also met up on a separate occasion with David Hewitt of Endress+Hauser as well as Zishan Khan of SPM who was revisiting his origins here at the office. Lastly, we were delighted to host Oliver Brigginshaw and Chris Ryan from Amarinth who spent a couple of days using our facilities. Regional CommentDrilling begins at Algeria’s Touat gas fieldGDF Suez has begun drilling wells at the Touat gas field. Reserves at the field are estimated to be between 60-120 cubic metres and production at the field could reach 4.5 billion cubic metres a year. The first well has been drilled and the results of this are being assessed.

Gas discovery in Egypt’s West El Qantara concession Dana Gas has made a new gas discovery in the West El Qantara concession. The West Sama-1 discovery is nearby to the Sama-1 and Sama-2 dry gas discoveries in the Abu Madi formation. The evaluated in place resources for West Sama-1 are between 4 to 6 billion cubic feet.

ExxonMobil looking to leave Iraq West Qurna One fieldExxonMobil is seeking to leave the West Qurna One field due to concerns over the projects profitability. Exxon is the current operator of the field and holds a 60% interest and their exit will occur as long as they find a willing buyer to take their stake in the $50 billion project.

Edison wins gas price dispute with Eni Edison has won a dispute with Eni to review the price of its long-term gas contract from Libya. Edison is expected to receive more than 250 million euros ($321 million) from Eni.

Jeddah South contracts awardedHyundai Heavy Industries has been awarded the £3.2 billion EPC contract for the 2,650MW Jeddah South oil fired power plant. Hyundai’s work on the Jeddah South thermal power plant will include designing and building the station and bringing it to production. Hyundai will also be using its latest boiler technology on the plant. This will be the first time they use this technology in Saudi Arabia.

Nuclear co-operation deal signed with Canada The UAE and Canada have signed an agreement affirming the peaceful uses of nuclear energy. The agreement was signed by Shaikh Abdullah Bin Zayed Al Nahyan, Minister of Foreign Affairs and his Canadian counterpart John Baird.

Regional CommentAustraliaAustralia to become largest LNG producerAustralia is the third-largest LNG exporter in the Asia Pacific region. Its exports are forecast to grow by a further 19% in 2012-13. Based on proposed and committed projects, LNG capacity is set to quadruple by 2017.

AustraliaQueensland releases first cash bidding acreageQueensland is offering two coal-bed methane (CBM) gas areas for exploration under a new cash bidding process for exploration acreage. The two 75km² parcels in the Surat basin are surrounded by existing petroleum and gas exploration and production leases as well as established infrastructure. They are the first to be released under Queensland’s competitive tendering system and have been chosen because they are thought to contain some of the best gas reserves in Queensland. Bids close on 14 February 2013. IndonesiaUS$15.08 billion upstream oil and gas investmentBP Migas estimates that upstream oil and gas investment in 2012 will reach US$15.08 billion, higher than 2011’s investment of US$14.02 billion. Most of the investments are planned to support the operation and development of existing fields, as well as finance new projects. Some major projects in upstream oil and gas in the last 5 years include Exxon Mobil’s Cepu block, ConocoPhillips’ North Belut, BP’s Tangguh and Total’s Tunu Phase 13 and Peciko Phase 6.

MalaysiaMalaysia to capture more global shipbuildingMalaysia aims to capture 2% of the global shipbuilding industry by 2020 from 1% in 2010. In 2011, shipbuilding and ship repair in Malaysia contributed RM7 billion in revenue. Malaysia intends to focus on the niche market of small and medium sized vessels of up to 30,000 tonnes. Being strategically located in the Straits of Melaka, the country has a conducive environment for the industry. Currently, there are over 80 active shipyards in Malaysia.

MyanmarWoodside farm-in Myanmar blockDaewoo International has accepted an offer by Woodside to farm-in to the Production Sharing Contract for Block AD-7 in the Rakhine Basin, offshore Myanmar. The offer is for a 40% participating interest in the Production Sharing Contract, and is subject to relevant government approvals. Daewoo will remain the operator of the PSC. Daewoo intends to undertake a 3D seismic acquisition programme during 2013-2014.

SingaporeOffshore and marine industry to get $2.3m from WDAThe offshore and marine industry will receive S$2.3 million from the Singapore Workforce Development Agency (WDA) over two years to raise its productivity and groom future leaders. Part of the fund will go into training engineers and professionals in assessing their workplace’s productivity through a new Workforce Skills Qualification programme called Operations Management Innovation or OMNI@Marine.

South KoreaSamsung Heavy to set up engineering JV with AMECSamsung Heavy Industries, Samsung Engineering and AMEC have formed a joint venture to carry out the design engineering for fixed and floating offshore platforms, FPSOs and subsea pipelines for Samsung’s future offshore oil and gas projects. The joint venture, which is subject to final regulatory approvals, has been named AMEC Samsung Oil and Gas LLC (ASOG). It is 51% owned by Samsung and 49% by AMEC and will be based in Houston, Texas.

ThailandPTT to revise its 5 year plan PTT is revising its five year investment plan approved late last year by focusing more on Myanmar while maintaining its annual investment limit between US$2 billion and US$2.5 billion. The revision to the capital-expenditure plan for 2013-17 will be completed and forwarded to the board for consideration in December 2012. A clearer domestic plan for next year will be made for pipelines and logistics, including rail and warehouses, for liquefied petroleum gas (LPG). The international plan will be weighted towards neighbouring countries, particularly Myanmar, where PTT will join with PTT Exploration and Production to build an offshore processing platform for natural gas and a gas pipeline system.

VietnamVung Ang BOT contract signed by year end Vung Ang 2 thermal power plant investors are expected to sign a build-operate-transfer contract with government before the end of 2012. The 1,200MW Vung Ang 2 project is part of the Vung Ang thermoelectricity power centre in central Ha Tinh province, where PetroVietnam is building another 1,200MW Vung Ang 1 power plant. Vung Ang 2 Thermal Power Joint Stock Company is a joint venture between the local firm Refrigeration Electrical Engineering Corporation (REE) and OneEnergy Asia Limited.

Office NewsThe Houston office welcomed Chris Barton, Senior Vice President, Oil & Gas Business Development, KBR Inc on 5 November for a business presentation. He provided EIC members with an inside look at KBR’s corporate structure and values, current projects and procurement opportunities. The event had an overwhelming response and sold out a few weeks ago. We continued to have members show interest in the presentation, so Mr Barton has graciously agreed to make a second presentation for those who missed this one. We are in the process of determining a date for the second presentation. It was a very beneficial presentation and we thank Mr Barton for his time and expertise. We are also planning several training programmes. We will host Technical Writing in January, How to Write Winning Bids in February and are working on a date to reschedule the Introduction to the North American Downstream and Petrochemical Industry; Outlook, Opportunities and Challenges. Over the next few weeks we will finalise the agenda, dates and timing of the different training courses and will publish as soon as possible. We give a big welcome to our new tenant Langley Alloys. They joined us on 1 November, which brings us closer to full capacity with our available office space. We are hopeful the office will be full by the new year. I recently made my first visit to the UK to meet with our head office in London and our two regional offices in Billingham and Aberdeen. I now have a better understanding of how our offices work within each region and will be exploring ways to capitalise on their successes in our region. Regional CommentHeavy investment in Niobrara shaleThe Niobrara Basin in the Rocky Mountains is one of many hot spots in the shale industry, thanks to new horizontal drilling techniques. Anadarko Petroleum and Noble Energy are both investing heavily in the Wattenberg Niobrara. Carrizo Oil & Gas has entered into a JV with the Chinese company Haimo Oil and Gas, and Oil India Ltd/Indian Oil Corp, to pursue exploration in the area. Synergy Resources has expanded its own presence in the region. Whiting Petroleum has announced successful results in their Niobrara drilling programme. It is an attractive target because it contains oil, dry gas, and NGLs.

Recent oil and gas acquisitionsRecent acquisitions in the North America region include Exxon’s purchasing of Celtic Exploration for their shale properties in Alberta. Exxon also recently purchased Denbury Resources’ acreage in the Bakken Shale, in two oil fields in North Dakota and Montana. Malaysian state oil company Petronas has attempted to buy Progress Energy, but Canada’s government blocked the merger. However, Petronas is still interested in pursuing the deal and they will continue to work with the government. Canadian exploration company Crescent Point Energy is buying Ute Energy Upstream Holdings, which produces oil in the Uinta Basin in Utah. Sunoco is now a subsidiary of pipeline company Energy Transfer Partners. Inergy Midstream will purchase Rangeland Energy, owner and operator of the COLT Hub. NGL Energy Partners completed the acquisition of Pecos Gathering & Marketing, based in the Permian Basin.

Gas prices expected to recoverSeveral Houston energy companies have been feeling the downside of the low price of natural gas. Oil and gas producers are starting to become more cautious due to increased competition in the shale fracking business, which has created an overabundance of gas in the market. To balance the costs of producing cheap gas, the industry is focusing on more profitable oil production. Chesapeake Energy is a good example of a company that is transforming its focus from gas to oil production in order to avoid more profit loss. As a consequence of E&P companies slowing down their gas production, shale service companies are being negatively affected by this drop in the numbers of working gas rigs in North America. One reason is because the servicers had forecasted that more fracking equipment would be necessary to handle the shale boom, but now there is a glut of equipment due to lowered demand. Although gas drilling on many fields has been put on hold, prices are expected to eventually recover and drilling will become economically feasible again.

Fluor awarded project management contractThe Canadian oil sands business is also starting to have its own issues; increased production costs and competition from US fracking are causing stagnation in their industry. Labour and capital costs are increasing, contributable in part to labour shortages, higher wages, and competition for construction materials. Despite the slowdown on spending in their company, Suncor did award Fluor a front-end project management and engineering services contract for its MacKay River Phase 2 oil sands project. Also in the region, TransCanada and Phoenix Energy Holdings have proposed the C$3 billion Grand Rapids pipeline, which would transport crude from the producing area north west of Fort McMurray to the Edmonton-Heartland region. The 500km pipeline will have the capacity to move up to 900,000b/d of crude oil plus 330,000b/d of diluent.

South America NewsOffice NewsAs the Petrobras FPSO contracts take place, now is the ideal time to put EIC members in contact with the consortiums created to build the modules. The December Business Presentation is showcasing opportunities related to the Lula and Sapinhoá fields with presentations from Chemtech – a Siemens company and the MGT consortium (a partnership between DM Constructors and TKK Engineering). It is again that time of year when EIC members are also invited to make a small presentation about their activities in South America. This event will be held at Demi-Glace restaurant downtown in Rio on the 5 December and sponsoring opportunities are now available. In October, the EIC brought an Overseas Delegation to Peru which faces enormous challenges such as exploring in the middle of jungles, developing LNG plants as well as thermal and renewables projects such as hydro, small hydro and solar. The report can be found on page 14.

We held our second technical workshop on 30 October (pictured above) titled ‘An Introduction to Control Valves’ with Koso Kent Introl. Twenty two attendees from the operators Petrobras and Eletronuclear, engineering companies such as Doris, Consortium Tomé Ferrostaal and Andrade Gutierrez and companies FMC and SBM, found the training very practical and useful. Regional CommentPetrobras to develop gas in the AmazonThe state-run oil company and Brazilian independent HRT have agreed to create a plan to monetise the latter’s gas resources in blocks located in the Solimoes Basin deep in the Amazon. HRT is the operator of 21 blocks in the area in a consortium with TNK-BP and has made five discoveries so far. Joint plans may include sharing a pipeline or building fertiliser and power plants. LNG terminals and gas-to-liquids options are also being considered. HRT’s blocks are close to Petrobras’ Urucu field, which supplies gas to the city of Manaus via a 660km pipeline.

Gas production decreasing in ArgentinaAccording to information published by the Argentine Oil and Gas Institute last October, gas production in the country has dropped by 35% in 2012 compared to last year. In the first eight months of 2011, the country produced 45.5 billion cubic metres of gas, while this year production figures have plunged to 29.7bcm. Decreasing production is one of the main concerns of the Kirchner administration, and was the reason alleged by the government for the expropriation of 51% of YPF. Dwindling gas supplies have motivated authorities to import costly LNG cargoes and Bolivian gas to shore up supplies, but major corporate customers still face cuts during the winter. Analysts argue that the main reason for decreasing production figures is the country’s low natural gas price, which in late October was $2.5 per million Btu. This is expected to be a relevant issue for shale gas exploration, as stiff pricing is likely to stymie further developments in the sector.

Uruguayan success in latest bidding roundThe Uruguayan government has signed four exploration contracts worth $1.65 billion as a result of its latest bidding round for exploration blocks located in offshore frontier exploration areas. The 30 year production-sharing contracts were signed with BP, BG, Total and Tullow Oil. Contract terms stipulate that each company will have three years to shoot 3D seismic (Total was the only operator that also committed to drilling one exploration well), after which they will be entitled to a three-year extension to drill at least one well. Uruguay will be entitled to a 20% share in the blocks in case any discoveries are made. This is the second bidding round for offshore blocks in the country. The 2009 round awarded two blocks to a consortium between Petrobras (40% interest), YPF (40%) and Galp (20%), which are currently in the exploration phase. Uruguay is estimated to hold 147 million barrels of oil, according to a study by the US Geological Survey.

Training ServicesTechnical WorkshopAn Introduction to Compressors5 December 2012Siemens Energy, Duisburg, GermanySiemens Duisburg is the headquarters of the oil and gas division and production site for turbo compressors. This workshop has been designed for individuals who are new or are requiring awareness of compressors in the field of engineering, operations and maintenance fundamentals. However it also provides an excellent review for individuals who have been involved with compressors, but have not received formal training. The workshop provides attendees with a general understanding of the inner workings of compressors and basics of compressor drives. Attendee’s understanding of the course is assessed through question and answer sessions. A factory tour will facilitate the participants to familiarise themselves with the equipment from a manufacturing and assembly point of view. Course highlights include gear type compressors, single shaft compressors and axial radial compressors.

Management CourseAn Introduction to Social Media12 December 2012Herd Communications, EIC LondonThis one day introductory course will provide an insight into a range of social media channels such as blogs, micro-blogs (Twitter) social networks (Facebook, LinkedIn), video-sharing sites (YouTube), and social bookmarking (Digg, Delicious). The morning session will focus on social media basics, looking at the most popular social networking sites and learning from high profile success stories such as Starbucks, Dell and Oxfam. The afternoon session will focus on the use of social media, exploring the opportunities and challenges of putting a social media strategy in place. Delegates will leave with an understanding of all the latest social media speak and equipped with a practical set of actions that they can implement immediately.

Technical WorkshopAn Introduction to Reservoir Engineering and Drilling7 December 2012ESD Simulation Training, EIC LondonThis is a one day course consisting of short lectures, video clips, and question and answer sessions. The purpose of the course is to enable all those without a technical background to have a better understanding of the exploration and production sectors of the oil industry and in particular, the work of the reservoirs and drilling engineers and drill rig personnel. On completion of the course, delegates will be equipped with sufficient knowledge to allow them to offer more effective support to their technical colleagues, as well as potentially advance their chosen career path. The course covers all of the aspects of reservoir engineering and management and the activities associated with drilling exploration and production wells. For each of the main sectors, the activities and technology will be explained in a clear, concise manner with the objective of introducing the day to day terminology and phraseology of the industry.
