Youth turncar washinto den of

DRUGS>> Municipality gave the car wash to the men through acoop they had formed to generate incomeNTUNTU DWEBA>>[email protected]

AONCE neat and busy car wash with thebest facilities has now been reduced toa worn-out and dirty business where

men smoke dagga and drink alcohol whilewashing cars.

The once popular car wash in LongHomes,Ebhongweni was given to four unemployedyouth by the Greater Kokstad Municipality afew years ago.

The municipality built the car wash for thementhroughaco-op theyhad formedtogener-ate income and help them make a living.

Before the intervention by the municipalitythey had been washing cars at the MzintlavaRiver near the bridge in Bhongweni township, but the municipality was concerned that thesoap they were using was polluting the water

whichwouldaffect animals thatdrink fromtheriver.

When the car wash was given to the youthsit had a steamwash, Hoover vacuumcleaners, two toilets and taps with running water.

They were even trained on how to run thecar wash, but now there is only one workingtap, nosteamwashand the toiletsare inshock-ing state.

Greater Kokstad Municipality CouncillorNtobeko Mavuka said the reason for the poorstateof thecarwash is that theworkers (not theoriginal four) aredividedwith somewanting towork individually and keep the money forthemselves. He said heheld ameetingwith theyouths to try to find a solution to the situation.

“Another issue is that there is only one guyleft out of the original four who were given thecarwash,so thenewguysarenowcomingwithforeign tendencies and are disrupting busi-ness,” said Mavuka.

Hesaid theguys initiallyhadabankaccountfor their co-op where they deposited the dailytakingsandtheywouldgetpaid fromtheweek-lyprofits. Hesaid it seemsnowas thoughsomeof theyouthswork there togetmoney tobuyal-cohol and dagga.

Mavuka said he will contact the municipallocal economic development to discuss the is-sueof the carwash. He said thebusinessneedsto be returned to its former glory.

“Ialsohearthatthoseguyssmokedaggaanddrink alcohol at that car wash and we cannotallow that because it is not a tavern, it is a busi-ness. People can’t go to work drunk, its unac-ceptable.” He said as themunicipality theywilllook at appointing someone to manage andoversee thecarwashbecause theguysare irre-sponsible.

“THE Greater Kokstad Mu-nicipality ANC council-lors must step down and

I want to say Democratic Alliancecouncillors are prepared to stepdownwhen the community ofKoks-tad endorse that they must stepdown,” said DA member LwandaMadikizela during a human settle-ment debate organisedbyANN7TVstation at the Kokstad CommunityHall on Friday morning.

“Thereareahighnumberofelec-tricity cuts, high hike of rates, cor-ruption, fundsarebeingabusedandtheAuditorGeneral reportshaveal-luded that they are failing to handlefunds.Thatiswhyweareadvocatingthat themunicipalitymustbeplacedunder Section 139meaning that themunicipality must be run by an ad-ministratorbecause theyareunableto deal with service delivery,” saidMadikizela.

Greater Kokstad MunicipalityMayor Nosisa Jojozi, responding tothe allegations, said thatMadikizelamusttakethemattertocourtifhehasevidence of the accusations.

“We have an open door policy inourmunicipalityand ifhe feels thereis something that needs to be clari-

fiedhehasaright toget clarity.Com-ing to the issue of electricity cuts, asthemunicipalitywehaveanindigentpolicywhichwaspublishedtobeap-plied,” said Jojozi

Madikizela drew criticism fromthe municipality saying that theyhave supporting documents allud-ing to corruptionwithin themunici-pality and in the next two weeks the

PublicProtectorofficewillhandoversupporting documents to them.

The mayor also said thatMadikizela must take the matter tocourt if he has evidence of corrup-tion. The debate was supposed tostartat9am,butduetothelatearriv-al of Democratic Alliance andEconomic Freedom Fighters mem-bers it started at 11am.

The Greater KokstadMunicipali-ty and the ANC was represented byspeaker Zolani Mhlongo and Jojozi, the DA was represented byMadikizela and EFFwas represent-ed by Malibongwe Potwana.

Thedebatewasmeant to focusonhumansettlement issuesbroughtupby the Landless People’sMovement, but it turned nasty when water and

sanitation problems in Kokstadwere brought to the fore.

MhlongoaccusedMadikizelaandthe EFF of leading the invasion ofland in Kokstad illegally. He also ac-cused them of bussing in EasternCapeandLesothopeople toKokstadto invade private property and mu-nicipal land illegally.

“It is a shame that the speakersayspeoplewhoaregettinglow-costhousing are from the Eastern Capeand Lesotho and I want to disputethat the DA is part of land invasion.

“There is a huge backlog of hous-ing in Kokstad and as a result theyouth have not been catered for, in-stead they are living with their par-ents and sisters, so that is why theyhave taken a decision to invade un-used land in an effort to show theydon’thavehouses,”saidMadikizela.

Jojozi said in the past 20 yearsKokstad and the government havedone a lot to ensure that people getdecent houses. She said that 450houses were built in Franklin andanother 200 houses were in theprocess of being built, andR4.7millionhasbeensetasideforre-vamping houses in Review, Shay-amoy and Horseshoe.

3‘Becker won’t have it easy in SA’s super jail’BIANCA VAN AARDTNOhardenedcriminalwouldliketobesent to the Ebongweni MaximumSecurity Prison close to Kokstad inKwaZulu-Natal.

SosaysUniversityofSAcriminolo-gyprofessorAnniHesselinkaboutthefuture facing Christoff Becker, one ofthe so-called Waterkloof Four, whohas been moved to this prison.

“He will have lots of time to spendthinking about what he has done,”said Hesselink.

Ebongweni is the prison thatboasts thestrictest securitymeasuresin the country and is being managedby the Department of CorrectionalServices (DCS) as a government insti-tution.

The prison was built over a four-year period and received its first in-mates in 2002.

Withanelectrified security system

with pneumatic sliding doors, closedcircuit televisionandanelectric fencelinked to an alarm system, it is thecountry’s super jail. No one has everescaped from there.

Due to its intensive monitoring ofinmates, the prison is more staff in-tensive than any other correctionalinstitution in the country.

SouthAfrica’smosthardenedpris-oners, who have been classified ashigh-risk inmates, are sent to thisprison when they do not adhere toprison rules or try to escape.

Ebongweni is divided into fourunits, which again are divided in sixsections, to accommodate 360 pris-oners.Each section,whichhouses60prisoners, is again divided in six sub-sections for 10 prisoners each.

In total, 1 440 inmates canbeheldin single cells.

Entry to each single cell block is

controlled by biometric fingerprintsystems that can inform each controlroom who opened which door.

DCS spokespersonManelisiWole-la said it hadbeendecided to transferBecker to thisprisonafterhismiscon-duct and after showing he “was notready for a rehabilitation process”.

Becker was caught with a cell-phone after a surprise search in theKgosi Mampuru Prison. His rights asa group-A prisoner, which includephone calls and visitors, were cur-tailedandasa result theDCS decidedto transfer him to Ebongweni.

“He will have a hard time,” saidHesselink, who has done researchaboutthehabitsofprisonersformanyyears.

“TheDCShasreallypulled thecar-pet from underneath Becker’s feet.”

Becker has now been forced tothink aboutwhat he had done and he

will have ample time to do so. Beckershowed that he regarded his deten-tion as a joke, said Hesselink.

She said all Becker had been ableto do while in prison was to set up anadvanced criminal network outsideand inside his cell.

“The DCS has now removed anycontacthemayhavehadwithacrimi-nalelement,whichmeans thathewillnot be able to do anything as a resultof the limited contact he has with in-mates.

“Prisoners are locked up here forlong periods and there is a very strictapproach towards rehabilitation.”

Like his fellow prisoners, Beckerwill be locked up in his single cell for23 hours a day and will only be al-lowedonehouradaytoexerciseinan-otherroom.Everymoveoftheprison-ers is monitored.

“He will not be allowed to sit in a

courtyardwherehecouldsociallymixwithotherprisoners. All contact is in-tensely monitored,” said Hesselink.

ShesaidEbongweniisnotajailyouwould like to be sent to because itbrands you as a troublemaker.

“Someone who does not respectrules, regulations or authority landsup in this prison.”

Hesselink questioned the attitudewith which Becker initially ap-proached his rehabilitation pro-gramme in Pretoria.

“He, like many other prisoners, merely did it for parole purposes, butIdoubt ifhereallyhadanyremorseorfelt responsible for what he haddone,” said Hesselink.

Becker will have to serve at leastone more year in prison.

On 11 April the Kwa Sani Local

EDITORIAL COMMENT

Crossborder issues, moreneeds to be doneTHE need to find solutions to the ongoingcross-border problems between South Afri-ca and Lesotho grows whenever stock thefttakes place. Although the government de-ployed soldiers to help fight stock theft, drug trafficking and stolen-vehicle crossinghotspots along the borders of Lesotho,Matatiele and Maluti two years ago, theSouth African National Defence Forceseems not to be doing enough to fight thisongoing crisis.

Stock-theft problems began when theSouth African government withdrew thearmy in 1999. Before then the SANDF

maintained a strong presence along theLesotho and South Africa border. When thesoldiers were withdrawn there was a surgeof stock theft, drug trafficking and stolen-vehicles crossings.

Now soldiers have returned to the bor-der to fight this threat. However, someMatatiele residents urge the government toempower soldiers with helicopters, motorbikes, enabling them to move faster, in-volve community village patrols and givethem radios to communicate with thepolice and soldiers along the border ofSouth Africa and Lesotho.

WARM greetings to the people ofUmzimkhulu.

It is of great importance to wel-come and appreciate the visit of theMEC of Department of Education inKwaZulu-Natal, Neliswa PeggyNkonyeni.

She came to Umzimkhulu for oneprestigious event— to do a sod-turn-ing for Ndawana High School. Theschoolwouldhavebeencompletedbynow if it wasn’t for the confusion of aschool site, which led to a debate.

However, itwaswithpleasure thatthecommunityhasfinallyagreedthatthere isnothingmore important thanthe education of our children. Thereis nothing that can match the vitalityof education as being the top priorityof the government. The schoolwill bebuilt with a budget of about R15 mil-lion. Our MEC left the community inhigh spirits because the government, that is led by the ANC, is doing all itcando touplift the lives of thepeople.

The MEC encouraged voters to goin theirnumberson7May toexercisetheir right to choose the governmentthat will respect the mandate of theelectorate anddomore for thepeople

of this country.The Umzimkhulu Municipality,

led byMayorMBMpabanga, went toWard 8, Edressini Village to handover a house, built by contractorsAbathembukazi Trading, for the des-titute Ntshangase family. The mayorasked thosewhowere able to donateto do so and this is how the housecame to be built by AbathembukaziTrading, which donated a house tothis family.

The Ntshangase family did nothave anything to eat andwhat aggra-vatedthesituationwasthatthefamilydidn’t even have shelter. Themunici-pality has been providing the familywithfoodparcelsandtheDepartmentofSocialDevelopment is lookingafterthe family who were identified asneedy through Operation SukumaSakhe.

The family also received two dou-ble beds for each room, and cutlery.Itwasatremendousexperiencetoseehowacontractor, whonotonly focus-es on generatingprofit, can share thelittle it has with poverty-strickenpeople.

The mayor also visited Ward 18,

Isikhulu Village for feedback on elec-trification issues. It was really hardfor the community to believe that thepriority of electricity is being acceler-

itised byEskom in this financial year.Marketing will start soon and thecommunity will be informed when acontractoristostartwork.Themayor

St Monica’s celebrates 20th birthday>> Never in the history of the school were so many people gathered to celebrate a school event

ON Saturday, 12 April, St Monica’s held its20th birthday celebrations.

The day was an official school day forpupils and parents, grandparents, siblings, past members of staff and board memberswere also invited. Never in the history of theschool were so many people gathered under one roof, well, a marquee, to celebratea school event.

We had prepared seating for 1 200 people and by the time the ceremony started, all of the seats were taken and people werestanding.

Guests started arriving from 7.30am tothe aroma of bacon frying as the preschoolstaff made bacon and egg rolls. The ceremony began at 8.45am with a welcome bythe master of ceremonies Mrs van der Wattand an opening prayer by Mrs AnnieSteenkamp.

Thereafter, longservice awards werehanded over to three members of staff —Princess Magadla for 20 years of service,MaRichard Seshea for 20 years of serviceand Joyce Mothlaudi for 22 years of service(she had served for two years at the StStephens preschool out of which St Monica’s grew, prior to St Monica opening it’s

doors.During the rest of the programme guests

were entertained by our junior and seniorchoirs and drama items by the senior dramagroup. During Mr Pretorius’s message he referred to Saint Monica, after whom theschool was named. The story goes thatSaint Monica was a mother of three children, born in 331AD. She was honoured bythe Roman Catholic Church for her outstanding Christian values, but more importantly, she dedicated her life praying for hereldest son Augustine, to reform. He waswayward and lazy, a resisting Christianity.

It is said that apart from praying for himevery day, she wept for him every night. Thelesson we learn from her is persistence in thefaith that God will work through you if youdo not give up. She did not give up on herson, but, and this is important, she refusedto accept his resistance to living a Christianlife.

Christianity. He later became St. Augustine. It is indeed fitting for a school to be namedafter such a dedicated mother.
