The goal of the project was to develop and try out the instrumentation and

procedures needed to assess students' mastery of guidance competencies as a result of

their participation in the curriculum component of the Missouri Comprehensive Guidance

Program Model. To accomplish this goal, a group of counselors, administrators, and

counselor educators were assembled in February of 1992 in Missouri to provide advice

and counsel concerning the development of these instruments and procedures. Based on

their advise and counsel, the attached instruments were developed. The instruments--the

Missouri Guidance Competency Evaluation Surveys--Grades 4-6; 6-9; and 9-12--were

derived directly from the competencies contained in the guidance curriculum of the

Missouri Model and used in the Missouri Comprehensive Student Needs Survey. In

addition, the sampling procedures to establish the norms for the survey were identified so
