Elaine Georgas said there are around 1500 first responders with fire, ems, police and we want to thank them. She introduced Jinx Maddox, Outreach Coordinator that gathered baskets, with little items; such as pens, note cards, sticky etc, things we thanked for granted and group will start passing these out next Monday. If anyone is available She showed a video of people that have been saved by narcan. We are asking all communities to say thank you and each basket will receive a proclamation and notes along with the video. In the matter of awarding various contracts for )homeowners to receive grant assistance from ) April 4, 2018CHIP PY16 Private Rehabilitation activities for )Home Rehabilitation assistance which include )contingency for any unforeseen change orders )

WHEREAS, Lorain County has received funding for home repairs in Program Year 2016 Community Housing and Impact Preservation (CHIP) funds from the Ohio Development Services Agency to provide assistance to low and moderate income families in accordance with the grant agreement, and

WHEREAS, these property owners have applied for assistance and been determined eligible for grant assistance, and

1. JenMet Construction, LLC, 5000 Pearl Avenue, Lorain, Ohio in the amount of $39,440.00 with a contingency of $3,944.00 for a total of $43,384.00 for Sharon DeMartinis 840 Irving Park Blvd., Sheffield Lake, Ohio, (Parcel ID #03-00-036-127-006) for home rehabilitation work, this being the best and most responsive.

2. Green Home Solutions, 4900 Brookpark Road, Cleveland, Ohio in the amount of $36,524.00 with a contingency of $3,652.00 for a total of $40,176.00 for Kathleen Jacob, 37370 Royalton Road, Grafton, Ohio, (Parcel ID #11-00-075-000-008) for home rehabilitation work, this being the best and most responsive.

Said payments will be paid from CHIP PY16 grant funds.

NOW, THEREFORE, BE IT RESOLVED, that this resolution stand as authorization to pay invoices and the Lorain County Commissioners hereby authorize payment of such amounts upon completion and acceptance of the contracts.

SOLID WASTE

b.11 RESOLUTION NO. 18-232

In the matter of entering into a MOU with Lorain)County Landfill, LLC for disaster debris ) April 4, 2018

WHEREAS, the Lorain County Board of Commissioners has a Disaster Debris Management Plan as part of their Ohio EPA approved Solid Waste Plan, Chapter IV, page 51; and

WHEREAS, The Commissioners wish to establish prices for Disaster Debris removal prior to any possible disaster; and

WHEREAS, the Board County Commissioners or their designee can implement the plan if there is a disaster; and

WHEREAS, the Lorain County Host Community Agreement allows for this MOU.

THEREFORE BE IT RESOLVED, BY THE Lorain County Board of Commissioners that we hereby enter into an MOU with Lorain County Landfill, LLC for disaster debris hauling and disposal from June 1, 2018 to May 31, 2019.

Said MOU is considered a part hereof to this resolution by reference thereto and can be found on file in the Commissioners/Purchasing and Solid Waste office, containing a 30 day cancellation.

b.12 RESOLUTION NO. 18-233

In the matter of purchasing four (4) )Light Transit Vehicles (LTV) replacement ) April 4, 2018vehicles thru ODOT’s Cooperative )Purchase Program )

WHEREAS, Lorain County Transit was awarded FY2018 Ohio Transit Preservation Partnership Program funds from the Ohio Department of Transportation (ODOT) in the amount of $240,000 which includes Transportation Development Credits in the amount of $48,000 to purchase four (4) 25-foot replacement light transit vehicles; and

WHEREAS, Lorain County Transit received approval to purchase replacement vehicles thru ODOT’s Cooperative Purchasing Program, contract #248-17; and

WHEREAS, Bus Service Inc. is the vendor that was awarded the contract under ODOT’s Cooperative Purchasing Program to purchase the light transit vehicles.

NOW THEREFORE BE IT RESOLVED, by the Lorain County Board of Commissioners that we hereby authorize Lorain County Transit to purchase four (4) 25-foot replacement light transit vehicles from Bus Service Inc. in an amount not to exceed $240,000. Funds are available from account 7200-0000-100-138-11-6050-6055.

In the matter of awarding contract to Kelstin, Inc., )Shelby, Ohio in the amount of $94,375.00 )for the Lorain Medina Community Based ) April 4, 2018Correctional Facility Inline Grinder Project. ) WHEREAS, bids were received and opened on Friday, March 16, 2018 for the Lorain Medina Community Based Correctional Facility Inline Grinder Project. Only one bid was submitted for the project as follows:

NOW THEREFORE BE IT RESOLVED by the Lorain County Board of Commissioners that we do and hereby award a contract to Kelstin, Inc., Shelby, Ohio in the amount of $94,375.00 for the Lorain Medina Community Based Correctional Facility Inline Grinder Project. Funds are available from account #8300-0000-660-000-14-6100-0000.

FURTHER BE IT RESOLVED, that we do and hereby issue a Notice to Proceed on or before April 2, 2018 and to complete said contract on or before August 31, 2018.

FURTHER BE IT RESOLVED, the County Administrator is hereby granted the authority to notify the County Auditor to release retainage at the completion of the contract.

FURTHER BE IT RESOLVED, said bid was the lowest and most responsive bid received complying with specifications.

NOTICE TO CONTRACTORSSealed proposals will be received until 2:00 P.M. on April 24, 2018 in the Lorain County Board of Commissioners, 4th floor, Purchasing

Department, 226 Middle Avenue, Elyria, Ohio for the furnishing of all labor, material and equipment for the West River Road Resurfacing project in Carlisle Township and the City of Elyria in accordance with plans and specifications prepared by the office of Ken Carney, Lorain County Engineer. The work consists of planning and resurfacing West River Road from Oberlin-Elyria Road to Infirmary Road. All interested parties are welcome to attend the bid opening to be held immediately following the deadline, in the Lorain County Commissioners Public Hearing Room-D.

All materials and equipment must meet the specifications of the Ohio Department of Transportation and work performed shall be under the supervision of Lorain County Engineer. All contractors involved with this project will, to an extent practicable use Ohio products, materials, services and labor in implementation of this project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123 is required. Bidders are hereby notified that funds to be expended for this project are being furnished by the Ohio Public Works Commission, Lorain County, and the City of Elyria.

Bidders must comply with the prevailing wage rates on Public Improvements in Lorain County, Ohio as determined by the Ohio Department of Commerce, Bureau of Wage and Hour Administration, (614) 644-2239.

Official bid documents and specifications can be obtained at the office of the Lorain County Engineer, 247 Hadaway Street, Elyria, Ohio between the hours of 8:00 A.M. and 4:00 P.M., Monday through Friday. Only bids prepared on the official documents obtained by the County Engineer will be accepted. A $50.00 non-refundable deposit is required for each set of bidding documents. engineering inspection and materials testing fees that will be necessary for the construction of the subdivision. We estimate that the value of these services will amount to about $25,000, but will be invoiced at the approved hourly rates per the agreement. The County Prosecutor’s Office reviewed the agreement, and approved its legal form.

The funds are available in Engineer Project Account # MVGT Fund 2580, and will be reimbursed by the Subdivider.Thank you”;
