KNRM presenteert nieuwe reddingboot LAUWERSOOG - De Koninklijke Nederlandse Redding Maatschappij (KNRM) neemt zaterdag 14 november de nieuwe reddingboot Springbok in gebruik. Tegelijkertijd wordt het erbij behorende drijvende boothuis geopend. De reddingboot wordt ‘gedoopt' door mevrouw J. Brouwer, een volle nicht van de schenkster, mevrouw H.S. Bok (1911-2006). Uit haar nalatenschap is de boot gefinancierd.

Mevrouw Bok was bij leven meer dan 50 jaar donateur van de KNRM. Zij uitte, als geboren Groningse, de wens uit haar nalatenschap een reddingboot te laten bouwen met de naam Springbok en deze te stationeren in de buurt van Delfzijl of Lauwersoog. De Springbok wordt gestationeerd op het Lauwersmeer en is van het type Nikolaas. De boot is gebouwd door Habbeké Shipyards. Het ontwerp is van Pieter Meuzelaar van de Dutch Special Marine Group. Het schip weegt 3,4 ton, is 9 bij 3 meter en vaart maximaal 34 knopen. Het heeft een bemanning van 4 personen en heeft een gereddencapaciteit

Arrests and prosecutions – a positive response to piracy

Despite an overall global reduction in serious piracy attacks this year, the International Maritime Bureau’s Piracy Reporting Centre (IMB PRC) cautions against complacency in its 2015 report for the year to 30 September. Number of incidents reported to IMB, Q3 2015 In Southeast Asia, a piracy crackdown appears to be bearing fruit, with only two hijackings reported in the third quarter of the year. Indonesian and Malaysian authorities have also arrested and in some cases prosecuted, members of product tanker hijacking gangs, notably those behind the MT Sun Birdie and MT Orkim Harmony attacks."The robust actions taken particularly by the Indonesian and Malaysian authorities - including the arrest of one the alleged masterminds - is precisely the type of deterrent required," said IMB Director Pottengal Mukundan.The two hijackings, on a small product tanker in the Straits of Malacca and a fishing vessel 40-miles west of Pulau Langkawi, were among 47 incidents the IMB PRC recorded globally between July and September.To date 190 incidents of piracy and armed robbery against ships have been officially counted this year, the greatest number in Indonesia, which tallied 86 mainly low-level incidents, followed by Vietnam with 19 low-level reports. Types of violence to crew reported to IMB, Q3 2015 "The robust actions taken particularly by the Indonesian and Malaysian authorities - including the arrest of one the alleged masterminds - is precisely the type of deterrent required," said IMB Director Pottengal Mukundan. Actual number of attacks believed to be higher While only one new incident of an actual attack was reported for the last quarter in the Gulf of Guinea, IMB believes the real number to be considerably higher. No incidents have been noted off Somalia or in the Gulf of Aden this year, previously a piracy hotspot. IMB says the positive development reflects the combined efforts of navies in the region, along with greater compliance with the Best Management Practices guidelines against Somali piracy, the employment of private security contractors and a stabilizing government. Suspected Somali pirates continue to hold 29 crew members for ransom.The report urges vessels to maintain vigilance, noting the "increasingly fragile" situation ashore Somalia, with the threat of piracy not "eliminated".In all, this year has seen 154 vessels boarded, 21 attempted attacks and 15 vessels hijacked. A total of 226 crew were taken hostage, 14 assaulted, 13 injured, 10 kidnapped and one killed.As the world's only independent centre to receive reports of pirate attacks worldwide 24 hours a day, IMB also calls on all shipmasters and owners to report any actual, attempted or suspected piracy and/or armed robbery incidents to its Kuala Lumpur-based Piracy Reporting Centre.This first step in the response chain is vital to ensuring that adequate resources are allocated by authorities to tackle the scourge of maritime piracy. Transparent statistics from an independent, non-political, international organization is an effective catalyst to achieve this goal.

Oman invites 9 firms to bid for dry port ops Oman has invited a total of nine logistics companies to submit firm bids or a licence to operate and manage the nation’s first dry port in South Al Batinah, a report said.The invitation-to-bid was issued to the prequalified parties recently, Ahmed al Azkawi, project manager of the South Al Batinah Logistics Area (Sabla) was quoted in the Oman Observer report.A contract award is likely before the end of the first quarter of 2016, he noted.The successful bidder will secure a licence for the long-term lease and operation of an inland port facility that will form the centrepiece of the ambitious South Al Batinah Logistics Area (Sabla) development, the report said.The scheme, covering an area of 95 sq km, is proposed to come up at the intersection of the Barka-Nakhl Road and the Muscat-Batinah Expressway route, it added.A number of tenders linked to the development of Block A, a three-sq-km area, as well as other infrastructure facilities, will be floated before the end of this year, he said.Included are tenders for the construction of Block A itself, an internal road network, a flood protection dyke to secure the entire area from flash floods, and a major road interchange designed to facilitate traffic flows into the logistics zone from the Sohar Port and Muscat ends. In addition to a dry port, complete with an Inland Container Depot (ICD), Block A will also host all manner of open and covered warehouses, a boulevard doubling as a commercial centre, and an area earmarked for commercial offices.Also planned in Block A are the headquarters of Oman Logistics Company (OLCo), the newly established, wholly government-owned entity that will oversee the development of the Sabla project.As a logistics hub driven by long-term objectives, the Sabla master-plan also incorporates a plan for a logistics institute, the scope and management of which is yet to be finalised, said Al Azkawi. Astomos Energy Corporation has ordered a very large 83,000 cu m LPG carrier from Japan’s Mitsubishi Heavy Industries (MHI) Shipbuilding.The VLGC newbuilding is scheduled for completion and delivery during the fourth quarter of 2018.MHI Shipbuilding said the latest order marks the first for the company since it was rebranded and launched on 1 October this year, after it split with its hull blocks manufacturing business which is now named Mitsubishi Heavy Industries Hull Production.MHI Shipbuilding is now focused on ship constructions, in particular on LPG and LNG carriers.The Japanese shipyard said the 83,000 cu m LPG carrier will be equipped with advanced systems including mooring arrangement to enable passage through the expanding Panama Canal, expected to open in the first half of 2016.Besides the new order, MHI Shipbuilding will also build four similar ships previously ordered by Astomos Energy under the group company MHI.Astomos Energy currently operates a fleet of 21 VLGCs. All six vessels owned by Astomos Energy and 10 of the company’s 15 time-chartered vessels were built by MHI at the Nagasaki Shipyard.The latest newbuilding, when completed, will replace a ship owned by Astomos Energy that was built in the early 1990s.“With the emergence of the ‘shale gas revolution’ in the US, demand for LPG produced in North America is projected to increase over the medium to long term in markets worldwide, including East Asia,” MHI said.“In tandem with this expansionary trend, coupled with the enlargement of the Panama Canal, newly constructed ships must offer increased carrying capacities and be able to transport over longer distances. CSCL confirms 21,000 TEU boxships order CHINA'S second biggest shipping line, China Shipping Container Lines (CSCL), has confirmed through its wholly owned subsidiary in Hong Kong that a bareboat charter deal over six 21,000 TEU containerships are to be built at Shanghai Waigaoqiao Shipbuilding (SWS).China Shipping Group's CSCL announced last week that it planned to bareboat charter up to 11 units of 21,000 TEU containerships of which five will be options exercisable after six months of charter for the first six ships, according to Seatrade Maritime News.The ships are owned by China Shipping Nauticgreen Holdings Company, an indirect wholly owned subsidiary of CSG. CSCL said it expects to generate profits from the vessel charters. The charter hire for each of the vessel is US$41,000 per day for the charter period of 12 years. "The charter hire is determined by reference to the market freight rates for liners in the Far East and Europe trade lanes during the past five years (2010 to 2014)," the company added."The vessel charter will further help optimise the group's fleet structure, maintain a reasonable proportion between the self-owned vessels and leased vessels of the group, and enhance the group's comprehensive competitiveness," it said. The box ships will be jointly classed by China Classification Society (CSSC) and Lloyd's Register (LR).The shipbuilder SWS, subsidiary of China State Shipbuilding Corporation (CSSC), won an order to construct three 19,000 TEU vessels for China Cosco Holdings in September, and in May it clinched a contract to build six 11,000 TEU ships for an European shipowner. Somalia threatened by illegal fishermen after west chases away pirates

Five years ago, the isolated outpost of Eyl was Somalia’s most notorious pirate lair. Perched above the crashing waves of the Indian Ocean, the ramshackle town played host to wheeling and dealing pirate kingpins who would roar through the rutted streets in tinted 4x4s as captured ships languished in the shallow waters. Eyl had become a byword for everything that was wrong with Somalia: a place of anarchy where a civil war and two decades of fighting had destroyed even the most basic institutions of a functioning state, a place where the gun and ransom dollars ruled. The lawless and deadly mayhem was captured in the 2012 film A Hijacking in which a Danish freight vessel was captured by pirates and its captain murdered. Pirate-hunting western warships belatedly dispatched to the region as part of Nato, US and European Union forces to pacify the pirates and end the hijacking and hostage-taking of western ships and their crews, seem to have won the battle. Five years later, Eyl is a very different place. The pirates have gone, leaving the outpost to its fate. As with pretty much everywhere else in Somalia, there is an air of neglect with its historic buildings in disrepair. A tiny fort on the beach serves as a reminder that Eyl was once famous for something else – Sayyid Mohammed Abdullah Hassan, the revered 19th-century jihadi and national poet, better known to British forces fighting him in the early 20th century as the Mad Mullah. Unfortunately for the local population, as the pirates have departed, other aggressors have returned. While the world has shifted its attention elsewhere, marauding flotillas from countries such as Yemen, Iran and South Korea – in flagrant breach of international maritime law – have begun to plunder Somalia’s rich fishing grounds, plunging the local fishermen who hold up the town’s economy into financial ruin. Overfishing, which devastated the livelihoods of coastal communities a decade ago, is regarded as the principal reason for the initial outbreak of piracy. The waters off Somalia’s 1,880-mile coastline are among the richest fishing grounds in the world, teeming with shark, tuna, sardines, snapper and lobster. The illegal fishermen, their rusty tubs flying flags of convenience and protected by armed Somali brigands from further up the coast, chase off local

fishermen who come too close – ramming their boats, shooting at them or sabotaging their gear. It’s a deadly fight that has raged largely unseen and unreported.Among fishermen on Eyl’s sweeping beach, the mood towards the foreign fishing fleets is bitter. Musa Mahamoud, a lithe and fit-looking 55-year-old, points to the latest provocation – his fishing nets, slashed at sea.Many Somalis want Nato and EU frigates to do more to tackle the illegal fishermen in the absence of any Somali capability to do so. While the Gulf-funded Puntland Maritime Police Force, based in Bosaso, has notched up some successes against unlicensed boats in the Red Sea, an Eyl detachment is still awaiting speedboats.“Nato came because of the piracy, but the cause of piracy is the illegal fishing,” says Wa’is, the Eyl official. “If Nato can chase away the pirates, then why not the illegal fishermen?”It is a view echoed by Abdullahi Jama Saleh, Puntland’s counter-piracy minister, who accuses the west of having “a mandate to catch the little thief, but not the big one”.For Mahamoud, it is just a small step back to the life he used to lead, sourcing resources and weapons for the pirates. Both the Nato and EU mandates expire at the end of 2016, and western officials say member states are applying pressure to redeploy the warships to the Mediterranean and elsewhere. “If Nato goes, we will attack them,” says Mahamoud, eyes blazing as he rails against the western warships seen to be protecting the illegal fishermen. “We will kill and be killed.”Somalia’s modern-day piracy began when impoverished fishermen extorted money from unlicensed foreign fishing vessels. It evolved into a multimillion dollar criminal enterprise that at its height saw a $9.5m ransom paid for the release of the South Korean tanker, Samho Dream. In early 2011, pirates were holding more than 700 captives.“When things got out of hand, anyone would go anywhere,” says Asha Abdikarim, who runs a small hotel on Eyl’s shore. “A foreign vessel was a foreign vessel.” She, for one, is thankful that the pirates left. “There were very heavily armed, there was lots of shooting, lots of qat [a mild narcotic],” she recalls. “We had no peace.” Now, says Faisal Wa’is, a frustrated Eyl official, nothing has changed. “We are back to square one,” he says. “The illegal fishermen are back, and … I am afraid that piracy may come back.”“Illegal fishing is gouging from the nascent Somali economy a source of revenue that could help build much-needed infrastructure, provide healthcare and education to those who go without, and restore arid lands to grazing pastures,” says Degan Ali, executive director of Adeso, a Somalia-focused NGO.While the international donors have attempted to develop Somalia’s fisheries industry, which has the potential to be a huge coastal employer, navigating the myriad vested interests has sunk even the most localised of projects. A UN-funded ice plant in Eyl, enabling fishermen to freeze their catch for export, has lain idle for more than a year since construction was completed amid wrangling over who should control it.The pirates still attract broad sympathy in Somalia. Those caught were tried in foreign lands and later repatriated to Somalia to serve terms ranging from two to 24 years. But most of those incarcerated in Puntland’s prisons in Bosaso and Garowe are the foot soldiers. The pirate kingpins are still at large, easily able to elude the weak authorities that are believed to have benefited from the trade.In March, pirates seized two Iranian dhows off central Somalia – one later escaped – and a UN report last month named notorious pirate Mohamed Osman Mohamed “Gafanje” as the mastermind behind the attack.“The thing people forget is that the pirates haven’t gone away, they are still holding 50 hostages, most of those victims from illegal fishing boats,” says John Steed from Ocean Beyond Piracy. “They could easily go back to taking vessels again.”Whether the threat is enough to convince the west to continue bearing the cost of a substantial naval presence in the Indian Ocean is far from clear. A hasty departure could make the situation worse. Saleh, the counter-piracy minister, says Somalis know that the penalties would be severe if caught. “They will be more lethal this time,” he says. “They know there is no mercy for them. Before they were after money, now it’s a matter of survival. It’s do or die.”Source: The Guardian

Singapore's MPA Sees Self-Regulated LNG Bunkering Industry

The MPA embarked on a pilot program in 2014 to work out the operational protocols for LNG bunkering by 2017 A Singapore Maritime Port Authority (MPA) director wants his country's Liquefied Natural Gas (LNG) industry to be self-regulating and state policy intervention to be minimized, IHS Maritime 360 reports. Parry Oei, director of port services division for the MPA, made the comments during the Gastech 2015 conference in Singapore.He told delegates that the city-state is trying to harmonize LNG bunkering with existing industry standards, and he remarked to IHS Maritime that "LNG bunkering has very strict and controlled procedures; we hope that the industry will regulate itself." The MPA embarked on a pilot program in 2014 to work out the operational protocols for LNG bunkering by 2017; the program is assessing different modes of LNG delivery, including ship-to-ship and terminal-to-ship transfers, to determine the most cost-effective method. Oei, who views Singapore's investment in LNG terminals as a long-term solution to shipping emission concerns, said, "We are committed in the long term [for LNG bunkering] because of its benefits to the industry and country."It [LNG bunkering] may not pick up in five years, but maybe it will happen in 10 years' time." In July, the MPA announced its first Request for Proposal (RFP) for interested parties to apply for the LNG bunker supplier licence; the timeline for submitting proposals expired at the end of September, and a shortlist will be announced in December of this year. Major changes coming on shipping regulations with US leading the way on NOx emissions

control As has been the case over the past few years, each year brings with it new rules and regulations for the shipping industry to comply with. This is true for 2016 as well, with some legislation already confirmed and some other on the verge of ratification. For example, come January 1st, all single-hull tankers will be forever banned from trading in the conventional tanker trades, although for the most part, this is already true, as there are just a handful of these ships left in service.According to shipbroker Gibson, “perhaps of more significance is the possibility that we will finally see some movement on the Ballast Water Management Convention (BWM) which will enter into force 12 months after ratification by 30 flag states, representing 35% of world merchant shipping tonnage. According to the latest IMO figures, 44 states have ratified the convention, representing 32.86% of the merchant fleet. In other words, it would only take one moderate size flag state to sign up which will compel owners of all types and sizes of ship to consider their options, scrap or commit to the additional expenditure which in some cases could be costly”. Gibson said in its latest weekly report that “one owner intimated that the cost for a VLCC would be around $2.5 million, this would be on top of other possible renewals discovered during drydocking. Vessels would be required to install an appropriate BWM system at their first scheduled drydocking survey following the 12 month grace period. Some owners have advanced their drydocking dates in order to get around this piece of pending legislation which could provide older vessels with an extended grace period. Of course, the US has a slightly different approach to BWM from the rest of the world. Vessels trading to the US are already required to have BWM systems in place ahead of the global IMO ratification”.The shipbroker went on tonote that “further emission regulations are also taking effect in the US from January. The control of Nitrogen Oxides (NOx) emissions will be further reduced from marine engines which will be applicable to ships built on or after 1 Jan 2016 operating in the North American ECA and the United States Caribbean Sea ECA. Tier III is a further tightening of US NOx regulations previously implemented in year 2000 (Tier I) and 2011 (Tier II) which already apply to existing ships operating in the North American ECA and the new emission permissible limits are considerably lower than the previously tier limits. Again this regulation appears to have stimulated more ordering activity to avoid the additional costs in complying with the new regulations”.Gibson also mentioned that “another US initiative is to look at LNG as an alternative bunker fuel and the government has subsidised several projects to build “Jones Act” tonnage with dual fuel capability with the first ship, a container vessel, completed this month by NASSCO. Also this month NASSCO christened the first of five ECO tankers for American Petroleum Tankers. Scheduled for delivery in December, the Lone Star State a 50,000 DWT, LNG-conversion ready product carrier, offers improved fuel efficiency and the latest environmental protection features including a ballast water treatment system. The US is very much leading the way on environmental issues which are very much supported by its shale oil/gas revolution. However, the lower fuel oil prices of recent times, have eroded much of the cost differential over the Henry Hub gas price. This appears to have applied the brakes on further dual fuel ordering activity other than for LNG carriers, the shipbroker concluded.Meanwhile, in the crude tanker markets this week, in the Middle East, “a week has always been a long time in politics, and is often similarly so in shipping. VLCCs continued to fall hard with another repeat 20 ws point drop on the week…but…then, at close to ws 40 East, Charterers collectively decided to go bargain hunting, and the resultant momentum allowed the market to reinflate to around ws 55 East, and high ws 20s to the West. Owners will make an attempt for further gains next week, but a significant spike above that will need an extra catalyst to pop up over, and above, the general noise. Suezmaxes found less excitement and only occasional hope of better things. The end result was that rates generally remained unchanged at ws 47.5 West and low ws 80s to the East, though the Atlantic upswing could harden sentiment over the coming period. Aframaxes tightened, but volumes weren’t heavy enough to drag the market much above 80,000 by ws 90 to Singapore, nonetheless. Perhaps next week? Perhaps”, the shipbroker concluded. Delaware ferry travels to Staten Island for repair

A 320-foot-long ferry traveled through the Kill Van Kull and arrived at the Caddell Dry Dock and Repair Co. Inc. on Richmond Terrace early Monday morning, after traveling 24 hours from Delaware. The 41-year-old Delaware of the Cape May-Lewes Ferry has spent the last four decades transporting up to 863 passengers and 90 to 100 vehicles per trip to and from the beach towns of Cape May, N.J., and Lewes, Del.The ferry will spend 120 days at the West Brighton shipyard. While there, it will receive its regular five-year maintenance to the hull, steering and propulsion systems,

and the installation of a seawater monitoring system. It will have new engines installed that burn less fuel. An EPA Diesel Emission Reduction Act grant of $970,000 enabled the renovation."While our middle-aged vessel was running beautifully, she'll now be running more efficiently, significantly extending her useful life and providing a cleaner environment in the communities we serve," said Heath Gehrke, director of operations for the Cape May-Lewes Ferry. The awards were handed out in the presence of over 850 guests in a sold-out RDM Rotterdam complex. Dutch Minister of Infrastructure and the Environment Melanie Schultz van Haegen gave the keynote speech: “It is our exceptional knowledge that keeps us among the global leaders.” The Gala also marked the official start of the Maritime Week, which puts the spotlight on the maritime sector. The Maritime Designer Award was presented to Victor Verhulst for his ‘underwater lounge’ for luxury yachts. Lieutenant Kevin Stouten won the Van Hengel-Spengler Award from the Royal Navy for his research into cylindrical containers to carry the equipment of special forces on the exterior of submarines. Hull Vane BV was awarded the Maritime Innovation Award with the Hull Vane, a ‘reversed underwater spoiler’ that results in fuel savings of between ten and twenty per cent. tugboats, and the KNVTS Ship of the Year Award went to the Maintenance Support Walk-to-Work Vessel Kroonborg built by Royal Niestern Sander.

Global top The winners are all inspirational examples of the innovative strength and added value of the maritime cluster in the Netherlands. “The Dutch maritime sector is not only setting the standard in Europe, it is also a global leader,” said Minister Schultz van Haegen. “Our Maritime Strategy includes agreements aimed at maintaining and strengthening this leading maritime position. Maritime Designer Award Victor Verhulst, student at the Amsterdam University of Applied Sciences (HvA) designed an ‘underwater lounge’ as part of his thesis project at Feadship De Voogt Naval Architects. The transparent lounge can be extended from the bottom of a yacht, allowing guests to enjoy underwater life in all comfort. An innovative aspect of the integrated design approach is the inclusion of a wide range of aspects: from the client experience to the technical feasibility of detailed solutions.

Royal Netherlands Navy Van Hengel-Spengler Award The ‘Special Forces Containers’ thesis by 24-year old lieutenant Kevin Stouten was unanimously named winner of the Van Hengel-Spengler Award. His research focused on cylindrical composite containers that can be placed outside the pressure hull of a submarine to store equipment. The containers require openings such as manholes and holes for pipelines and cables, but these holes result in a weakening of the container. This can be compensated for by installing a stainless steel ring, known as an insert. In his research, Stouten concludes that using glued steel inserts in composite pressure bodies is feasible.

Maritime Innovation Award Just as innovations in the automotive sector often have their origins in Formula 1 racing, the Hull Vane, of Hull Vane BV, was the result of research for the America’s Cup, the grand prix of sailing. The Hull Vane is a separate foil installed on the aft of a vessel. Tests have shown that the resulting resistance reduction offers fuel savings of between ten and more than twenty percent. The Hull Vane is suitable for relatively fast vessels such as navy and coastguard vessels, ferries and Ro-Ro ships, superyachts and specific offshore vessels. KVNR Shipping Award KOTUG has started using two new hybrid Rotortug tugboats, the RT Evolution and RT Emotion. The hybrid propulsion system allows the tugs to power the rudder propellers in a diesel-direct, diesel-electric or fully electric way. What makes the vessels extra special is their unique design. Due to the special hull shape, they offer excellent stability during support activities, while at the same time ensuring minimal resistance when sailing without a load. This is one of the reasons the tugs can realise fuel savings up to 27 per cent. Based on these factors, the KVNR Shipping Award Jury awarded the annual environmental and innovation award for Dutch shipping companies to these ‘next generation’ tugs.

KNVTS Ship of the Year Award The Maintenance Support Walk-to-Work Vessel Kroonborg is the result of an intensive partnership between the Royal Niestern Sander shipyard and NAM, Shell UK and several subcontractors to develop a safe, environmentally-friendly and more economical way to transport crew and material to oil and gas platforms for maintenance purposes. due to the hull shape developed by Conoship, combined with the Voith Schneider propellers with active roll stabilisation, the vessel can be deployed on the southern part of the North Sea under maximum conditions of 30 knots and a significant wave height of 2.5 metres. Another unique feature of the vessel is the 22-metre heave compensated Ampelmann gangway to safely deliver staff to the platform.

Kick-off of Maritime Week The Gala also marked the official start of the Dutch Maritime Week, with many activities taking place in the Ahoy in Rotterdam during the Europort trade exhibition from 3 to 6 November. Other activities in the Maritime Week include the opening of the Maritime Academy Holland Training Centre in Harlingen, the HBO Offshore Network Symposium in Leeuwarden and the ‘Hunt for Pirates’ event for kids in the Dutch Navy Museum in Den Helder. The week will be concluded on Saturday 7 November with Open Days at the various locations of Damen Shipyards and the Netherlands Sea Cadet Corps (NSCC). Island vessel laid up Norwegian vessel owner Island Offshore is laying up another vessel due to a shortage of work amid a market slump.The company said the ROV and survey vessel Island Spirit would be laid up for the winter as work normally carried out by the unit such as inspection, maintenance and repair, as well as survey and ROV operations, “is expected to decrease in the coming months”. Managing director Haavard Ulstein said there would be some lay-offs as a result of

the vessel being grounded, though he hoped it would be back in action with the same crew early next year. The latest lay-up brings to six the number of vessels that Island has laid up, comprising three platform supply vessels, two light well intervention vessels and a survey vessel, though the latter three are only out of the water during the winter months. South China Sea discussed at the meeting between Southeast Asian defence ministers and their counterparts from across the Asia-Pacific in Kuala Lumpur on Wednesday "We've been very clear along with many other like minded countries that South China Sea language should be included but there are members who feel differently," said the U.S. defence official, adding China was the main obstacle. A draft of the concluding statement being prepared by host Malaysia makes no mention of the South China Sea, said a separate source familiar with the discussions, focusing instead on terrorism and regional security cooperation. Wednesday's gathering brings together the 10 defence ministers from the Association of South East Asian Nations (ASEAN) along with ministers from countries such as the United States, Japan, China, India and Australia.The meeting, first held in 2006, is a platform to promote regional peace and stability. It is taking place a week after a U.S. warship challenged territorial limits around one of Beijing's man-made islands in the Spratly archipelago with a so-called freedom-of-navigation patrol.That prompted China's naval chief to warn his U.S. counterpart in a video teleconference that a minor incident could spark war in the South China Sea if Washington didn't stop its "provocative acts".The source familiar with the talks in Kuala Lumpur said Japan had requested Malaysia "improve" the draft and make note of the South China Sea. OPTION attracts new partner for improved decision-making in oil recovery

Joint industry project OPTION is a step closer to tackling the challenges of oil recovery from reservoirs as DONG Energy delivers data and technical support to strengthen the project scope. OPTION (Optimizing Oil Production by Novel Technology Integration) aims to significantly improve simulation tools for the prediction and control of the flow between the horizontal wells and the reservoir – with a focus on enhancing oil recovery As part of their investment in the project, DONG Energy will contribute with the complete subsurface dataset from the Siri and Stine fields, located in the Danish sector of the North Sea. Dr Michael Kragh Engkilde, Subsurface Manager of Siri Asset at DONG Energy says: “With our ambition to extend the life of the Siri Area, we are continually investigating opportunities for enhancing production. The knowledge exchange with the other industry partners and academia in OPTION could be central to our further development work to improve recovery performance.” The joint industry project breeds a close link between industry and academia and as such helps to progress research exploitation and knowledge transfer. This €3.9 million project is a collaboration between industry partners Lloyd’s Register Energy, and its consulting business - Lloyd’s Register Consulting; LR Senergy; Welltec; DONG Energy; the Technical University of Denmark (DTU); and the University of Copenhagen. Jumbo Vision transports subsea modules for Julia Project Gulf of Mexico

This month, Heavy Lift Vessel Jumbo Vision transported subsea pump modules for long term client McDermott from the OneSubsea facility in Horsoy, Norway to Ingleside, Texas USA. The cargo consisted of several modules, with a maximum cargo lift weight of nearly 350t, which will be installed in the deepwater Julia Field in the Gulf of Mexico. Due to the sensitive nature of the cargo Jumbo worked closely together with the client and managed the project from A to Z for a safe and undamaged delivery of the structures.

Tailor made solution Special attention was given to all aspects of the work, including QHSE, loadout and

lifting details, sea fastening, and offloading. The execution of the work was a success as a direct result of the dedication and performance of the project and operations personnel. A tailor made solution was developed for

handling the cargo and for each heavy lift a toolbox meeting was held on board. The toolbox meetings in combination with daily progress meetings with the client ensured that all parties were fully briefed on the operation.

Planning Jumbo’s engineering and project management team planned all aspects of the execution in compliance with the end-client project specifications and global practices. For example: conform industry standard, grounding was brought in place before loading the subsea structures to the lower hold. This measure guaranteed that during sea fastening welding operations no strait currents would run through the highly sensitive components.

Discharge operations Offloading of the sensitive cargo was safely and successfully completed with support from Kiewit Offshore Services at their Ingleside, Texas facility. Each module lift was carefully reviewed and discussed to ensure execution was performed as planned.

40m superyacht Nibani runs aground near Rome

The Port Authority of Rome was involved in the re-floating of a 40m yacht last week. The operation took place MY Nibani ran aground on a beach in the tourist port of Ostia. The yacht reportedly lost control immediately after exiting the port’s breakwall which led to the vessel slowly drifting to shore.Upon receiving the news, the local port authorities acted swiftly by ordering two tug boats to assist in the removal of the yacht from the beach. Meanwhile, an anti pollution vessel along with divers were deployed to inspect and combat any possibility of pollution to the area. Port operations were halted until Nibani would safely be moved to open waters again.The salvage team waited till the early morning

They are pinning high hopes to expand or make their foray into the growing Thai and broader regional markets, which had long been dominated by the U.S., the U.K., China and other traditional military powerhouses, especially since the export of four trainer jets last September by KAI and a 209-ton class frigate in 2013 by DSME. In a major achievement on the sidelines of the exhibition, Poongsan, a Seoul-based leading bullet maker, clinched a deal with the Thai government to deliver rifle ammunitions worth $15 million won. “Since we secured the order for the Thai Navy’s first frigate, we were in a better position to win that for second and third ones,” a DSME official said, adding that Bangkok was expected to announce a new bid in one to two years. Lee Jong-duk, director of the international affairs division at the Korea Defense Industry Association, said the participating companies were selected after a prior market research and analysis on their sales potential. “Despite the relatively short history of our defense industry in international markets, our growing technological capabilities have improved the overall image of our products and are thus brightening the outlook for additional exports to the region.” To better counter consistent threats of terrors, rebels and pirates, Bangkok is forecast to bring in additional military equipment, pushing the market to grow more than eightfold from now to $202 million in 2023, according to Seoul’s Defense Agency for technology and Quality. With its local defense sector heavily relying on overseas purchases, however, Thailand is turning to partners who can provide not only cutting-edge weapons but also technologies required for production, a possible plus for Korean manufacturers. “We expect to buy more Korean weapons systems based on our high confidence in its technological power,” said Air Chief Marshal Pongsatorn Buasup, chair of the board of directors at the Thai Defense Technology Institute, during his visit to Hanwha Thales. “In the future, we hope not only to purchase them but also produce them jointly with Korea through technological sharing and cooperation in research and development.” Source : Koreaherald

Fincantieri launches Seven Seas Explorer in Italy

Regent Seven Seas Cruises’ SEVEN SEAS EXPLORER was launched at Fincantieri’s Sestri Ponente yard in Italy on 30 October. The newbuild was moved from the yard’s building dock during a ceremony attended by Robin Lindsay, executive vice president of vessel operations at Regent Seven Seas; Raffaele Davassi, director of the Sestri Ponente yard; and godmother for the ceremony, Antonia Ronchi, a Fincantieri employee. SEVEN SEAS EXPLORER, which is the first ship Fincantieri has built for Regent Seven Seas, has now entered the final interior outfitting stages.Scheduled for delivery in summer 2016, the 56,000gt vessel will be able to accommodate 750 passengers in 377 spacious suites. Lockheed Martin-Led Team Lays Keel on Nation's Fifteenth Littoral Combat Ship

The Lockheed Martin -led industry team officially laid the keel for the U.S. Navy's fifteenth Littoral Combat Ship (LCS), the future USS Billings, in a ceremony held at Fincantieri Marinette Marine in Marinette, Wisconsin. Ship sponsor Sharla D. Tester completed the time-honored tradition and authenticated the keel of Billings (LCS 15).

Mrs. Tester had her initials welded into a sheet of the ship's steel, which will ultimately be mounted in the ship throughout its entire service."It is an honor to serve as sponsor of the future USS Billings. My prayers are with the industry's shipbuilding team and the future crew," Tester said. "This will be a magnificent warship, and I know the people of Billings, and all Montanans, will proudly support her when she enters the Navy fleet to protect our nation."Billings is a flexible Freedom-variant LCS that will be designed and outfitted with systems to conduct a variety of missions. The industry team building Billings has delivered three ships with seven others in various stages of construction and testing. Damen 1605 composite design: faster, stronger&more cost effective

The Damen Shipyards Group recently unveiled a series of new vessel designs based on its popular 16 metre long, 5 metre wide, semi Axe Bow design. The first of the vessels is owned and operated by Van Oord for crew transfer in the Caspian Sea. The concept originated when Damen Marine Services commissioned the construction of a Fast Crew Supplier (FCS) 1605 in fibre reinforced epoxy. The idea was to demonstrate the efficiency of the vessel design in composite form.Damen Product Director High Speed Craft Jaap Gelling explains: “As well as the increased strength and significantly reduced maintenance requirements, the composite structure offers lower weight and an attractive increased speed and reduced fuel cost combination.”This, Mr Gelling states, makes the composite version of the 1605 hull well suited to a wide range of vessel types. “The low maintenance and increased strength are perfect for a workboat, for example a pilot vessel, whilst the combination of speed and low fuel consumption is appealing for both patrol and transfer vessels.”To that end, Damen is building in series 1605 hulls, at the same time constructing compatible superstructures for Stan Pilot, Stan Patrol and Fast Crew Supplier versions of the composite vessel. To facilitate rapid delivery times, the stock-built hull and superstructure combination of choice can be applied in ‘plug-and-play’ fashion. The concept proved immediately successful, with Van Oord purchasing the DMS-commissioned vessel

prior to the completion of construction at Damen Shipyards Antalya – Damen’s dedicated composites yard in Turkey. Peter Bunschoten, Van Oord Project Director: “The vessel is deployed on our offshore project in a remote region of the Caspian Sea. Besides her regular duties as crew tender on the site itself, the FCS 1605 is being used as backup for offshore medevac. The vessel is able to quickly sail the 180 nm from the offshore site to the work harbour, which was a strict requirement for compliance with the strict offshore regulations.”Following the first vessel, a second has been delivered by Damen to the Sharjah Ports Authority in the United Arab

Emirates. Damen Sales Manager Middle East Pascal Slingerland says there is a lot of interest in these vessels in the region.“Composite vessels are popular in the Middle East, as our clients there are used to the material and familiar with the benefits they offer. Our designs are proving particularly popular and represent the next generation of composite vessels, with outstanding seakeeping behaviour – the combined effect of the lightweight hull and Axe Bow design.”

Ecoshield still in excellent condition on rudders after five years

Five years after Ecoshield was applied on their rudders, three container vessels belonging to the same owner, docked in Naples, Italy. The coating was still in excellent condition and only small touch-ups were needed. Ecoshield will keep on protecting these rudders against cavitation and corrosion damage. The rudder of another container vessel from the same owner was given the same treatment recently. He now has over 40 of his vessels sailing with Ecoshield on their rudders. The recent dockings in Naples confirmed once more that Ecoshield is the best possible way to protect your rudders against cavitation and corrosion damage. Different owners, different ship types, same lasting result Over the last two months a number of other rudders were also coated with Ecoshield to safeguard them for the rest of their lifetime. Belonging to seven different owners, vehicle carriers, container vessels, bulk carriers and tankers were among the vessel types that were treated. No repaint will be needed on the rudders of all those vessels during future drydockings.

Suited for newbuilds and existing vessels

Protection of the running gear of your ships is best begun at the newbuild phase. When a ship comes into drydock, maintenance of its stern area, especially cavitation and corrosion damage repair, can take a long time. There are strict procedures concerning blasting, painting, welding and propeller and stern tube seal work. Painting is then assigned to the end of the schedule. As a consequence it may be rushed or not done at all or else prolong the stay in drydock.

With an Ecoshield application one can avoid these problems from day one because the underwater gear will not need to be repainted during future drydockings. Ecoshield will remain intact for the lifetime of the vessel. It is guaranteed for ten years. At the most, quick and easy touch-ups amounting to less than 1% of the surface area will be required. Planning the maintenance of the vessel’s stern area therefore becomes much easier. The newbuild phase is the perfect time to apply Ecoshield. However, the coating can also be used to protect vessels that have been in service for some time and are already facing cavitation and corrosion damage. Such was the case with the rudders coated over the last months.

Groundbreaking protection for all running gear Besides offering rudder protection, Ecoshield is also suitable for thrusters, azimuth thrusters, azipods, thruster nozzles, Kort nozzles, thruster tunnels and other underwater ship gear which needs special protection from corrosion. The extra strength coating protects these areas for the service life of the ship. There is no need for recoating or major repair. For this reason the nozzle of an oil tanker was also coated with Ecoshield, as was the thruster tunnel of a vehicle carrier.

Conclusion If one takes into account the costs of the temporary underwater repairs and the regular inspections required by a condition of class until the next drydocking or the costs for rudder repairs in drydock, it becomes clear that the investment in a coating system that offers extra protection from day one is very easily won back. For this reason more and more owners have Ecoshield applied on the rudders and other running gear of a large part of their fleet or have it included in the rudder specs of their newbuild vessels.
