TOS will deliver another two Boluda tugs

Last week Rolf Kievits, Sales Manager Ship Delivery at TOS, visited the headquarters of Boluda in Valencia, Spain to discuss the current delivery of two tugboats: Mussandam and Quriyat from Dubai to Spain. The expected ETA is 19/20 January.TOS and Boluda have also come to an agreement for another two tugs to be delivered from Dubai to Valencia with expected ETD around 12 February. Charo Coll Bargues, General Manager Offshore and Salvage at Boluda Towage and Salvage, signed the ship delivery contract. ‘Always good to do business with old friends’, says Rolf.

Oil plunges below $29 on prospects of more Iran crude, China worries

Oil prices crashed 6 per cent on Friday to close below $30 (U.S.) a barrel for the first time in 12 years, resuming this year’s breathtaking rout as Chinese stock markets fell further and traders braced for an imminent rise in Iran’s exports. After closing higher for the first time in eight sessions on Thursday, U.S. and Brent crude futures plumbed new lows, taking this year’s losses to more than 20 per cent, the worst two-week decline since the 2008 financial crisis.The slump was not over yet, some analysts warned, as the lifting of sanctions on Iran opens the door to a wave of new oil. The International Atomic Energy Agency (IAEA) is expected on Saturday to issue its report on Iran’s compliance with an agreement to curb its nuclear program, potentially triggering the lifting of Western sanctions.Shares in China, the world’s No. 2 oil consumer, tumbled on Friday, with the Shanghai index ending down 3.5 per cent to its lowest close since December 2014 and the yuan weakening sharply offshore. Adding to fuel demand concerns, U.S. data showed retail sales fell and industrial production weakened in December.Brent settled down $1.94, or 6.3 per cent, at $28.94 a barrel, sticking below the pivotal $30 a barrel mark after briefly dipping below that level in the previous two days. It fell as far as $28.82, the lowest since February 2004.U.S. crude ended $1.78, or 5.7 per cent, lower at $29.42, after hitting a contract low of $29.13, its lowest since November 2003, earlier in the session.The oil market is oversold after two weeks of almost unrelenting selling, some traders said. The relative strength index (RSI) fell this week to below 30, a technical level often regarded as signalling a market that has fallen too far.Bearish traders may rush to take profits on short positions next week. Short positions in the U.S. contract rose to a record of more than 200 million barrels in the week to Jan. 12, according to U.S. data.“I think we will see a hard bounce in crude oil – two, three, four dollars back up into the mid 30s,” said Phillip Streible, senior market strategist at RJO Futures in Chicago.Even before Iran’s sanctions are lifted, Iran’s oil exports were on target to hit a nine-month high in January. Tehran is expected to target India, Asia’s fastest-growing major oil market, as well as its old partners in Europe with increased exports once sanctions are lifted.Despite oil prices hovering around new multi-year lows, analysts say that prices have not hit the bottom just yet, with demand likely to ease in coming weeks, especially with refiners beginning to shut for routine spring maintenance.A further fall in prices “cannot be excluded”, said Commerzbank analyst Carsten Fritsch told Reuters Global Oil Forum. ESG Delivers Tractor Tug to Bisso Offshore Eastern Shipbuilding Group (ESG) delivered the Reverse Tractor Tug Archie T. Higgins to Bisso Offshore, LLC in late 2015. Upon arrival in Louisiana and at the mouth of the Mississippi River, the vessel went right to work escorting its first ship northbound to New Orleans. The vessel names honors Archibald (Archie) Thomas Higgins, Jr., who passed away earlier this year. Higgins helped lead the company’s operations from 1973 until 1995. Higgins also served on the Board of Directors of E.N. Bisso and Son until the time of his death. His work at the company was a significant part of his legacy and meant so much to him and his family. The Archie T. Higgins (ESG Hull #176) is the fourth 96-ft.

European Commission opens in-depth investigation into alleged aid to two container terminal operators in Port of Antwerp, Belgium The European has opened an in-depth inquiry into whether reductions in compensation payments granted by the Port of Antwerp to two container terminal operators gave them an undue advantage over competitors, in breach of EU state aid rules. The Port of Antwerp is managed by the Antwerp Port Authority, a public authority, and fully-owned by the city of Antwerp. The Authority makes land available to companies to operate in the port area on the basis of concession agreements. The concession agreements for PSA Antwerp NV and Antwerp Gateway NV, two container terminal operators in the Port of Antwerp, contained a requirement that a minimum amount of containers must be handled in the port every year (minimum tonnage requirements). Between 2009 and 2012 PSA Antwerp NV and Antwerp Gateway NV did not reach these minimum tonnage requirements. Under the agreements, they were obliged to pay compensation to the Authority. However, instead of collecting the compensation due from the two companies, in March 2013 the Antwerp Port Authority retroactively revised the minimum tonnage requirements downwards. This significantly reduced the amount of compensation to be paid by PSA Antwerp and Antwerp Gateway (by around 80%). Following a complaint from a competitor, the Commission has opened an in-depth investigation to examine whether a private investor would have accepted to reduce its compensation in a similar manner. If the operation was not carried out on market terms it could constitute state aid as defined by EU rules. The Commission would then verify whether such aid could be authorised under state aid rules that allow Member States to grant state aid for certain public interest goals.The opening of an in-depth investigation gives interested third parties the opportunity to submit comments on the measures under assessment. It does not prejudge the outcome of the investigation.In 2004, the Antwerp Port Authority concluded with PSA Antwerp NV and Antwerp Gateway NV concession contracts for the provision of services related to the transhipment of containers in the Deurganck dock of the Port of Antwerp. The concession contracts were concluded for a period of 42 years, i.e. until 2046.The Antwerp Port Authority is a public authority and therefore the reduction in compensation that it granted to PSA Antwerp NV and Antwerp Gateway NV is

a public intervention. Under EU state aid rules, public interventions in favour of companies can be considered free of state aid when they are made on terms that a private operator would have accepted under market conditions (the market economy investor principle – MEIP). If this principle is not respected, the public interventions involve state aid within the meaning of Article 107 of the Treaty on the Functioning of the European Union, because they confer an economic advantage on the beneficiary that its competitors do not have.A non-confidential version of this decision will be made available under case number SA.35905 in the State Aid register on the competition website once any confidentiality issues have been resolved. IMO ballast water convention will not come into force in 2016

After nearly two months of uncertainty it is now clear the IMO’s Ballast Water Management (BWM) Convention will not be coming into force in 2016.The convention requires for ratification by states controlling a combined 35% of the global fleet by tonnage, however, it has now been found that despite Morocco, Indonesia and Ghana ratifying last November the threshold has not been reached.After tonnage figures for Indonesia were verified by IHS Maritime & Trade it was found that the 47 countries that have ratified the convention control 34.56% of the global fleet by tonnage. Had the 35% threshold been reached the convention would have come into force on 24 November 2016, this will now not happen, and it will not come into force until at least 2017.IMO secretary-general Kitack Lim said, “The recent ratifications have brought the BWM Convention so very close to entry into force. While we cannot predict exactly when that will happen, I would urge countries that have not done so to ratify the BWM Convention as soon as possible so that we can establish a certain date for entry into force, and also so that it is widely accepted when it does. “In particular, those countries with large merchant fleets that have not done so, are requested to accelerate their processes to ratify the convention.”The convention will likely be ratified later in the year as the world’s largest flag-state Panama has started the accession process, although this will take several months. Finland had been expected to ratify the convention last November but as yet has not done so.The BWM Convention will come into force one year after it reaches the required level of ratification. Drillship inbound for new Exxon wells The STENA CARRON drillship is on its way to Guyana where it is expected to drill several wells for US oil company ExxonMobil in the coming weeks. Tracking services showed that the ship, owned by Stena Drilling, a UK company, departed the Canary Islands on Tuesday and is expected to arrive here later this month. According to information on the company’s website, the STENA CARRON is a Harsh Environment dynamically positioned DP Class 3 drillship capable of drilling in water depths up to 10,000 feet. 308 ships transited Suez Canal with total load of 18.081m tonnes last week

The Suez Canal region will become like Hong Kong and Singapore in terms of logistics services, Managing Director of Falcon Group said. Suez Canal traffic data revealed that 308 ships transited the canal, with a total load of 18.081m tonnes, from 8 to 14 January 2016. About 44 ships transited the canal per day on average during the past week, with an average load of 2.58m tonnes per day. The average load per ship was about 58,706 tonnes during that period.Prior to the inauguration of the New Suez Canal in July 2015, there was a daily average of 47 vessels transiting the canal, with an average load of 2.758m tonnes per day.Last week, three Danish major ships – MARSTAL MAERSK, MAJESTIC MAERSK, and MATHILDE MAERSK – transited the canal with 200,360 tonnes each. About 178 ships transited the canal towards the south, with a daily average of 25.42 ships and a total load of 10.489m tonnes of cargo, a daily average of 1.498m tonnes.Cargo load is the main measure of shipping traffic in the Suez Canal and the calculated transit fees.The Suez Canal recorded revenues of $5.175bn in 2015, which is a $290m decline from the previous year, when they stood at $5.465bn. In the most torrid two weeks to 2016 imaginable the Baltic Dry Index (BDI) has fallen nearly 22% since the start of the year.As the key dry bulk shipping indicator continued successive all time lows it slumped a further 10 points to 373 on Friday.The weekly Baltic Briefing commented: "Record lows this week for all sizes with the capesizes particularly hard hit and now more owners are beginning to take the option of idling vessels or considering lay-up."The latest fall means that the BDI has plunged 21.9% since the beginning of the year when it was already just seven points off its all time low seen in mid-December 2015. Vroon takes delivery of VOS Primrose Vroon has taken delivery of VOS PRIMROSE. Following delivery to Vroon during a ceremony held on Monday 4 January 2016 at Fujian Southeast Shipyard, the vessel left the Shipyard on her way to Hong Kong. VOS PRIMROSE is a KCM-80m platform-supply vessel (PSV) and the third in a series of eight sister

vessels ordered by Vroon Offshore Services. All vessels have an SPS code and are equipped with full (under-deck) supply capabilities, that include stainless-steel tanks for the carriage of methanol. They provide accommodation and work space for a total complement of 52 persons (comprising client staff and up to 14 crew members).The unique vessel concept provides a free deck space of 720 m2 and is based on a design by Khiam Chuan Marine (KCM). In close cooperation, KCM,, Vroon’s Newbuilding Engineering Department, the world-renowned yacht designer KER Yacht Design & Engineering and Force Technology in Copenhagen worked together to fully optimise the design in order to

Russian Navy oceanographic research ship Admiral Vladimirsky to reach the Antarctic in

several days For first time in 30 years the Russian Navy oceanographic research ship ADMIRAL VLADIMIRSKY is performing a cruise to the Antarctic, says press center of RF Defence Ministry.Since the start of the expedition, the ship has already performed hydrographic survey of 21,700 km the sea bottom.Military topographers have carried out over 100 research works at the depths of up to 2000 metres. On January 9, the ship visited the port of Cape Town. At the preset time, the ADMIRAL VLADIMIRSKY continues the cruise in the areas where the Indian Ocean borders the Atlantic Ocean in stormy weather (wind – about 20 metres per second, waves – 5 balls). Paragon Offshore announces decision not to make interest payment pending outcome of

continuing discussion with debtholders Paragon Offshore plc ("Paragon") (OTC: PGNPF) today announced that it has elected to defer an interest payment of approximately $15.4 million due today on its 6.75% senior unsecured notes maturing July 2022 (the "2022 Notes"). Under the terms of the indenture governing the 2022 Notes, the company has a 30-day grace period after the interest payment date before an event of default occurs. Paragon believes it is in the best interests of all stakeholders, including equity holders, to use the grace period to continue to engage in discussions with its secured and unsecured debtholders related to alternatives to improve Paragon's long-term capital structure. There is no assurance that the discussions with Paragon's debtholders will result in an agreement before the end of the grace period. Paragon can elect to make the interest payment at any time during the grace period. However, if Paragon decides not to make the interest payment by the end of the grace period, such failure would result in the rights of the requisite holders of certain of its indebtedness, including the 2022 Notes and revolving credit facility, to accelerate the repayment of the principal amounts due thereunder, which acceleration would result in a cross-default under Paragon's term loan facility.Randall D. Stilley, President and Chief Executive Officer of Paragon, said, "Paragon has made the strategic choice to defer this interest payment as constructive dialogue with debtholders continues. We believe we are making progress in achieving our objective to improve the long-term capital structure of the company. ABS Group to develop intelligent maintenance strategy for Golar FLNG fleet

ABS Group subsidiary Genesis Technology Solutions, Inc. (GenesisSolutions) has been awarded a contract by Golar LNG to develop an intelligent maintenance strategy for the Company’s new fleet of floating LNG (FLNG) vessels utilizing the GoFLNG floating liquefaction technology.As part of a fleet-wide maintenance strategy to address the safety and reliability of FLNG assets and activities, ABS Group will assist Golar LNG with implementing the Maximo computerized maintenance management system (CMMS) to support its asset management program. ABS Group will provide a model for asset data, criticality rankings, spare parts analysis, a risk-based inspection strategy, failure mode and effects analysis and a maintenance program for the first GoFLNG facility under construction, the Hilli, which will operate off the coast of Cameroon, as well as for future vessels.

Sea Trucks Group Limited addresses media reports on vessel arrest

In March 2015, Sea Trucks sold a vessel under construction, the “Jascon 18”, to new owners, who are independent of Sea Trucks. These owners engaged Sea Trucks to complete construction of the Jascon 18. On 7th January 2016, Jascon 18 was arrested on behalf of a shipyard in Singapore, which has been reported by some industry news media. This shipyard had worked on construction of the vessel until November 2015, at which point the vessel sailed following completion of the yard's work.Sea Trucks considers the arrest to be without merit, having arisen out of a dispute between a Group subsidiary company and the shipyard. Sea Trucks is providing the vessel’s owners with its full support in seeking the vessel’s prompt release. The company is streamlining the Norwegian MMO business to one regional unit from previously four, affecting management and staff from Tromsø to Stavanger. Depending on future work levels, as many as 900 permanent positions may be impacted at facilities in Stavanger, Bergen, Kristiansund, Trondheim, Tromsø and Sandnessjøen as well as offshore. The workforce reductions will be made through regular employee turnover, reassignments to other parts of the company and redundancies. A process to implement about half of the reductions will start immediately. Remaining adjustments will depend on work levels throughout the year. Conductor Installation Services Ltd (CIS), an Acteon company that provides hammer services to install conductors and drive piles, announced that it successfully completed its second conductor installation operation during the last 12 months for a leading North Sea oil and gas operator. Work was carried out on a major gas development project in the Southern North Sea. CIS installed six 30-inch conductors on the project to form the foundations of six development wells. In addition, CIS supplied all conductor-running services, handling equipment, together with drive shoes that improve driveability by 40%.Following completion of a comprehensive drive study, CIS crew worked with rig contractor Ensco and the operator to commence the driving operation. CIS worked from the jack-up rig Ensco 80, and used a 90 kJ hydraulic hammer to drive all six conductors to their target depth on the wellhead platform. Conductors were driven as deep as 401 feet from the rig floor to the conductor toe, reaching a depth of 158 feet below the mudline. The installation campaign was completed on time, without delay or downtime. Once again, this operator saved time and money as a result of CIS’s efforts on their behalf. Earlier this year, CIS carried out a pile-driving campaign on the same development that was completed 17 hours ahead of schedule. As a result, the operator realised significant cost-savings in terms of reduced equipment rental fees, rig time and labour. “We have worked on behalf of this operator in the North Sea many times,” said Andy Penman, Group Managing Director of CIS. “Once again, the driving operation went to plan. Rescuers look for 12 aboard Marine helicopters that collided off Hawaii

Two Marine helicopters collided off the Hawaiian island of Oahu with a total of 12 people on board and a search was underway, military officials said. Two Marine Corps helicopters carrying six crew members each collided and went down off the Hawaiian island of Oahu while on a nighttime training mission, and rescuers searched choppy waters Friday where debris had been sighted, military officials said.There was no immediate word on the fate of those aboard or what caused the accident.The transport helicopters known as CH-53Es crashed just before midnight Thursday, officials said. Hours later, a Coast Guard helicopter and C-130 airplane spotted a debris field 2 1/2 miles offshore. The debris covered an area of 2 miles, Marine Capt. Timothy Irish said.The choppers were part of the 1st Marine Aircraft Wing at Marine Corps Base Hawaii. Known as Super Stallions, they are the U.S. military's largest helicopter, capable of carrying a light armored vehicle, 16 tons of cargo or a team of combat-equipped Marines, according to a Marine Corps website.Elaray Navarro, a retiree who lives across the street from the beach, said she heard two booms late Thursday that were loud enough to shake her house."I threw my blanket off, put my slippers on and ran outside thinking it was a car accident," she said.Two Marine Corps helicopters carrying six crew members each collided and went down off the Hawaiian island of Oahu while on a nighttime training mission, and rescuers searched choppy waters Friday where debris had been sighted She expressed concern for the crew as she watched the pounding surf from Haleiwa."I pray to the man upstairs to help them. The good and bad outlook for Chinese shipbuilding

The year 2015 rounded out with not much good news for China’s shipbuilding sector, which is gripped by a protracted slowdown since the onset of the 2008 global financial crisis. How will the Chinese shipbuilding market fare in 2016? Maybe both good and bad.The bad news is that more Chinese shipyards, in particular privately-owned enterprises, are expected to go bankrupt or shut down due to debts or simply having no new orders to sustain operations.With more than 3,000 shipbuilding enterprises, mostly speculative yards, counted at the start of 2010, that number has drastically dwindled to only around 300 today, and only a little more than 100 yards have active day-to-day operations.

Ren Yuanlin, executive chairman of Yangzijiang Shipbuilding, which remains profitable despite the challenging market, has predicted that China will eventually be left with 20 to 30 shipbuilding companies after the severe consolidation period for the industry is over, and it could still be a few years away.China’s shipbuilding statistics reveal an ominous sign that Ren could be right. In the first 11 months of 2015, China Association of the National Shipbuilding Industry (Cansi) reported that 54 of the country’s leading shipyards received 92.5% market share the country’s newbuilding tonnage, meaning that easily a few hundred other yards from among the estimated 300 have gotten zero new orders for the entire year. Last year alone, Seatrade Maritime News reported that four Chinese shipyards filed for restructuring, namely Jiangsu Eastern Heavy Industries (JEHI), Zhejiang Judger Shipbuilding, Wenzhou Yuandong Shipyard, and Zhenghe Shipbuilding. In addition, Nantong Mingde Heavy Industry and government-backed Wuzhou Shipyard were declared bankrupt, STX Dalian Shipbuilding was liquidated, and Rongsheng Heavy Industries now renamed China Huarong Energy is hanging on by a thread from bankruptcy.Another yard Sainty Marine is also on the verge of bankruptcy, and only a miracle could save it going by its problems of order cancellations, frozen bank accounts, resignation of key executives, lawsuits, unpaid debts, and suspension of shares trading.The outlook for China’s shipbuilders is further shadowed by the Baltic Dry Index (BDI) consistently setting new lows since the start of this year. And with bulk carriers accounting for 41.6% of Chinese shipyards’ $26.6bn orderbook as of 1 December 2015, according to Clarkson’s data, their exposure to this particularly weak shipping sector will have a negative knock-on effect.But what of the good news? With industry observers always citing that shipping, including shipbuilding, is a cyclical market, the upturn for China’s shipbuilders when it eventually comes, is anticipated to see a reformed, leaner and more competitive shipbuilding industry.China’s state-owned shipbuilders and China State Shipbuilding Corporation (CSSC), for instance, have responded to the declining new orders by consolidating its various yard subsidiaries so as to streamline operations and maximise facility utilisation.With state-owned corporations undergoing reform to tighten operations and the weeding out of speculative yards and the bottom-rung private enterprises, the survival of the handful of shipyards is not by chance.Owners, who are themselves cash-strapped and cautious with placing new orders, are not about to approach unknown and less reputable yards to construct their new ships, and they would also require the vessels to be more technologically advanced and energy efficient. This goes back to answer why more than 90% of new orders are concentrated in the handful of supposedly better Chinese yards.It is easy to see the obvious woes for Chinese shipyards, but there is always two sides to a story. And when the unforgiving consolidation is over possibly leaving less than 30 shipyards in China, the country could well be a shipbuilding powerhouse boasting of price competitiveness and quality. Kawasaki appoints new shipbuilding president By: Jon Grevatt, Bangkok - IHS Jane's Defence Industry

Kawasaki Heavy Industries (KHI) has appointed a new executive to manage its shipbuilding business, the corporation announced on 14 January. KHI said Yoshinori Mochida has been appointed managing executive officer and president of its Ship & Offshore Structure Company, which in the naval domain produces submarines and surface combatants for the Japan Maritime Self-Defense Force (JMSDF).Mochida, currently senior vice-president in the same business unit, replaces Akio Murakami, who becomes group director. The changes are effective 1 February, said KHI. KHI's annual shipbuilding and offshore sales in 2015 increased year on year by JPY9.4 billion (USD80 million) to JPY90.3 billion, amounting to about 7% of total group sales. Source:Janes

SENER announces a FORAN contract with Khulna Shipyard Ltd. in Bangladesh

The SENER engineering and technology Group has signed a contract with the company Khulna Shipyards Ltd. in Bangladesh for the implementation of the shipbuilding CAD/CAM System FORAN, developed by SENER, to be used in the design and production of new projects. Khulna Shipyard (KSY) belongs to the Ministry of Defense of the Bangladesh Govern, and it is operated by its Army.The scope of the contract includes the installation of the FORAN System permanent licenses in all design disciplines (Hull Forms; General Arrangement, Naval Architecture; Hull Structure; Machinery & Outfitting; Electrical Design; Drafting). Regarding the services, SENER will cover the training, maintenance and on-site technical assistance. The first trainings have been already done successfully. With more than five decades of reputation, the shipyard leads the shipbuilding industry in Bangladesh and has built every kind of vessels addressing the rules and regulations from the most important international classification societies. Gran Tierra announces strategic acquisition consolidating interests in the Putumayo-7

Gran Tierra Energy Inc. is pleased to announce that the Company entered into an agreement with PetroGranada Limited to acquire all of the issued and outstanding shares of PetroGranada Colombia Limited. Subject to approval by the Agencía Nacíonal de Hidrocarburos of Colombia), PGC holds a full 50% undivided working interest in the exploration and production contract for the Putumayo-7 block ("PUT-7 Block"), in the Putumayo Basin of Colombia. Consideration for the Acquisition is $19 million, subject to customary adjustments, to be paid on the closing of the Acquisition. In addition, the Company has agreed to pay an additional $4 million to PGC if the cumulative production from the PUT-7 Block plus gross Proved plus Probable reserves under the PUT-7 Block meet or exceed 8 million barrels ("MMbbls"). As a result of its previous acquisition of Petroamerica Oil Corp., the Company already holds the rights to the other 50% undivided working interest of the PUT-7 Block, which is subject to ANH approval. of the PUT-7 Block.The Acquisition will be funded with cash-on-hand, and the Company will remain debt free with an undrawn $200 million credit facilityThe PUT-7 Block is highly prospective in the Company's view. Based on an NI 51-101 independent report prepared by GLJ Petroleum Consultants Ltd., as of December 31, 2014, there were 1.9 MMbbls of Proved plus Probable reserves with respect to the 50% undivided working interest of Petroamerica Oil Corp. In addition, the Company believes there are multiple seismically identified drill ready exploration prospects on the PUT-7 Block, including the emerging N Sands play. "This acquisition is strategic to the Company in consolidating reserves and high potential exploration opportunities in the Putumayo Basin, and throughout the hydrocarbon producing basins in Colombia. This operated block will provide a focal point for potential new infrastructure in the southern Putumayo as we begin the exciting exploration and development programs in this region," commented Gary Guidry, President and Chief Executive Officer of Gran Tierra.

Voordat een registerloods met FLP (pensioen) gaat, maakt hij op zijn laatste werkdag, als loods in het Rotterdam-Rijnmond gebied, een “laatste vaarreis” op een door hem zelf uitgezocht zeeschip. Wij volgden de loods tijdens zijn werkzaamheden bij die “Laatste” beloodsing. Een registerloods uit de regio Rotterdam-Rijnmond ondersteunt schepen bij het in- en uitvaren van de havens. Hij komt daarvoor aan boord, maar heeft soms ook op afstand contact met het schip. van het schip aan de kade, een steiger of op de boeien. Het begint allemaal bij de Eurogeul, dit is de toegang tot de Rotterdamse haven voor schepen met een diepgang van 20 meter en meer. Andere schepen hoeven deze geul niet te volgen. Deze geul is in de jaren 70 gegraven en is totaal 57 km lang en 24,3 meter diep. De laatste 14 km heet Maasgeul en heeft een breedte van 400-600 meter. De schepen krijgen 60 km uit de kust, voor het begin van de Eurogeul,de loods(en) (Dat is iemand die je naar de haven loodst) aan boord.Om het laatste deel van de vaargeul (de Maasgeul) in te varen moeten de schepen een scherpe bocht naar rechts maken. Dit is een moeilijk moment. Door de vloedstroom die van noord naar zuid loopt, kan er niet rechtuit gevaren worden. Opsturen is de enige mogelijkheid, waardoor het schip zich krabsgewijs een weg door de geul baant. Een goede snelheid is hierbij erg belangrijk. Hoe langzamer er gevaren wordt, des te meer moet er gecorrigeerd worden.

The oil tanker was berthed alongside and discharging cargo. The chief officer was signing off the same day. His replacement had been sailing on the vessel for many years so they did a quick handover. The following morning the cargo operation was completed around noon and the crew started to clean the cargo tanks. The chief officer was in charge of the tank cleaning operation and was giving orders to the 2nd officer in the control room and two ABs who were cleaning the tank on deck. One AB worked in the deck trunk and the other was handling and monitoring the tank cleaning machinery on the tank deck. The chief officer’s responsibility was to ensure that the tank cleaning was carried out safely and that the tanks were cleaned properly. The chief officer visually checked that the tanks were clean. He checked each of the tanks by taking a couple of steps down the tank access ladder and looking down the tank while lighting it up with a flashlight. While doing so, the chief officer did not wear a fall arrest harness. While the ABs and the 2nd officer were busy carrying out their own tasks, none of them noticed whether or not the chief officer measured the levels of oxygen and toxic gases in the tank atmosphere before he started visually checking them. After a while the OOW in the cargo control room wondered where the chief officer was, as he didn’t answer on the radio; so he told one of the ABs to search for him. When he looked down into one of the tanks from the hatch opening he spotted the reflective striping on the chief officer’s boiler suit at the bottom of the tank near the end of the ladder. The master was informed and hurried to the tank and ordered the crew at the scene to fetch a stretcher, oxygen kit, and breathing apparatus. The master put on the breathing apparatus and entered the tank.He found the chief officer severely injured and unconscious. The master fastened a harness onto the chief officer, and the crew on deck hoisted him up. First aid was immediately given, and the 2nd officer contacted the terminal asking them to call the emergency coordination centre. One hour after the chief officer had been evacuated, the master monitored the atmosphere in the tank. The gas monitor went up to its maximum 100pp of hydrogen sulphide content. It is unknown if this made the chief officer unconscious. The ambulance arrived and its crew tried to resuscitate the chief officer. Ten minutes later he was pronounced dead. The chief officer fell from a height of 10 meters and wasn’t wearing a fall arrestor while climbing down the ladder. It might seem unnecessary to connect a fall arrestor every time one steps on a ladder. However, the officer fell from the top of the ladder and died.It is important to know that the following IMO requirements come into force from 1 July 2016 Amendments to SOLAS and the relevant codes concerning mandatory carriage of appropriate atmosphere testing instruments on board ships. Applicable on all new and existing ships.

Preventive measures

•Have procedures for when and how to check tanks and when opening the hatches is allowed. •Have procedures for what Personal Protective Equipment (PPE) is to be used and ensure gas concentration is measured. •Ensure all the crew understand the importance of using the correct PPE, and especially the harness and fall absorber, when entering a tank or cargo hold. •It is good idea if all the crew working with the cargo operation have a personal gas detector Source: The Swedish P&I Club
