It appeared to me that Gloria Merks tried to disassociated ACS from CCL in cooperation with their action to retaliate and suppress Rose Garden in her 2/10/2012 letter to me. You are responsible, as much as the perpetrators criminals because you signed the delegation paper as soon as you assumed the post as Director of CDSS. On what ground of evidence that made you acknowledged and accused me and provide supports and protect your subordinates to serve me the charges. The last 2 names were the Attorneys for the Complainant, Jeff Hiratsuka. All these people worked by hearsay and executed and signed paper in their office and raised their horns in a combative mode for self preservation. Denying toadmit mistakes in the staffs, the department continued to suppress and retaliation until the complainant, me to shut up. You signed the charges and legal documents that your subordinates told you to sign, what were your evident and supporting documents that lead you to believe that someone was telling the true and not impeding justice. What investigation had you done? Like all the other government officials I had complained to was to give it back to the bosses of perpetrators to resolve. I talked to a nurse today. She has a care home in San Leandro and it had been longer than 5 years for no LPA went to her care home for inspection. She said that licensing was critically short staffing and they could only take care of complaints. This didn't explain why Audrey Jeung came to Rose Garden on 6/30/10 to search our residents and caregivers personal spaces and belongings and I was scheduled by Charles Boatman that he would give me his decision on my vendor status on 7/6/10. She came at 3 pm on 6/30/10 and did a complete search upside down on my residents. Did Jeung follow Charles Boatman's or Carol Marcroft's order or who sent in a complaint for the 6/30/10 search and what was the complaint and motive of that search mission? Was there a fraudulent complaint and was there a fraudulent complaint made by a government official in an action to abuse innocent elderly victims who were used to accomplish their goals to silence the licensee, and Audrey Jeung acted like an narcotic squat and looking for arsenals among my female caregivers and residents' personal belongings but she failed to find anything she hoped to find. Failure to protect the elderly, instead to victimized their integrity by harassment and intimidation. In 4/24/2009 inspection, right before Audrey Jeung left Rose Garden, I asked her how often Licensing were doing their visit now, she answered annually and even her inspection report still spell out annual report.
