French Social SecurityThe French Social Security system, founded in 1945,"provides everyonewith the guarantee that under any circumstances he or she will have thenecessary means to support him or herself and his or her family indecent conditions”. It is based on the principle of solidarity guaranteeingfinancial protection for all against life's accidents.
It includes health insurance, occupational accidents and illness cover, old age provision and family benefits. In addition to these four divisionsa specific body is responsible for the collection of social securitycontributions and the management of funds.
The Social Security system is based on universalist and unitaryprinciples but is managed by different schemes: the general scheme foremployees, the schemes for farmers and agricultural workers managedby the CCMSA and the social scheme for the self-employed (RSI) that covers artisans, shopkeepers, industrialists and self-employedprofessions. In addition there are many other special schemes specificto certain professions including those who work in the public sector, for the National Rail (SNCF), for the Parisian Transport Network (RATP),for the National Electricity and Gas Company (EDF-GDF) etc.) TheGeneral Scheme alone accounts for three quarters of the whole socialsecurity burden.
In 2008 the General Scheme's total net expenditure was 303.3 billionEuros and the total net expenditure of all schemes combined was414.0 billion euros.
It is funded by the social charges paid by employers and employees aswell as by various contributions and taxes.
Despite being regularly approved by the French in opinion polls, mostare unaware of the way in which the Social Security system works andthe vast financial ressources it has to manage. The aim of thispublication is to fill this knowledge gap by presenting the main figuresrelating to social security allowing a greater awareness of the issues ithas to tackle today and to better understand its development.

For the last 20 years the effective rate thatbusinesses have had to pay on the minimumwage has been decreasing. Indeed, as em-ployers' non-social security contributionswere increasing by more than 4 points, em-ployers' social security contributions wentfrom 33% to 4.38% of the gross salary. Thisreduction is mainly attributable to measures
since the middle of the 1990s aimed at reducing employers' charges on low wages.Today social security charges account foronly 21.4% of all effective charges to be paidby employers.

INTERNATIONAL COMPARISON OF HEALTH SPENDING
Total health spending as a percentage of gross domestic product (GDP) is an indi-cator that places health spending in theperspective of a country's resources. With209.1 billion Euros in 2007 total healthspending was 11.0% of GDP in France, farbehind the United States (16.0%) and ahead
of Germany (10.4%), Sweden (9.1%) and the United Kingdom (8.4%). From 2003 thescope of this indicator was increased to include spending related to disability anddependence. However, this change does notresult in a break in the series presented.

General data on the Occupational Accidentsand Illness Division
• A specific branch of the National HealthInsurance Fund (CNAMTS-AT) is responsible,on the national level, of the Health andOccupational Accidents and Illness Division of the General Social Security Scheme
• More than 2 million employers contribute to the Occupational Accidents and Illness insurance scheme for some 18.6 millionemployees (that is approximately 70% of the active population)
• 704,000 work accidents and 45,400 occupationalillnesses resulted in work stoppages in 2008.
• 7.5 billion Euros were paid out in social benefits in 2008.
