• Law No. 4/1994 and its amendments (9/2009) on Environmental Protection form the basis for environmental management in Egypt

Mandate

• Each Party shall communicate to the Conference of the Parties (COP), through the secretariat, the following elements of information:

– A national GHG inventory

– A general description of steps taken or envisaged by the Party to implement the Convention

– Any other information that the Party considers relevant to the achievement of the objective of the Convention and suitable for inclusion in its communication

• The NC projects are considered as a vehicle to facilitate integrating climate change in development planning and policies

Project Rationale

• Accurate data on GHG is mandatory for the international community, in order to enable the development of effective climate change mitigation measures

• AR3/IPCC identified Egypt’s Mediterranean coast and the Nile Delta as vulnerable regions to sea level rise

• National Communications (NCs) provide essentialinformation for supporting decision making to enable reaching the ultimate goal of the UNFCCC

Country Ownership

• Development of the NC4Egypt report is the responsibility of EEAA, supported by UNDPand funded by GEF

• Help Egypt to

– better understand the current and expectedimpacts of climate change in the different sectors

– identify opportunities for mitigation

– recommend adaption measures to climate change

Results• Support Egypt in making all necessary institutional

changes on the national level in response to climate change in compliance with Egypt’s 2030 Sustainable Development Strategy (SDS) and with its commitment to the UNFCCC, including– Meeting the reporting requirements of Art. 4 & 12 of the

Convention– Data collection, interpretation, development and utilization

of the GHGI– Improve the quality of climate change projection over Egypt

until 2100– Enhance the vulnerability assessment for affected sectors – Building the needed technical and institutional capacity for

integrating the climate change issue into Egypt’s plans and into the 2030 Sustainable Development Strategy (SDS) and national plans.
