Our management team represents over 80 years of combined experience in contract and base facilities management,
food services, retailing, government contracting, project management, consulting and information technology.
Managing over 300 employees across 59 different venues, we maintain full accounting, administrative and human
resources divisions that are focused on government compliance and regulatory requirements.

The GFS Group has been managing and operating
various aspects of the U.S. Navy Base on Guam since
2003. We began with a sub-contract to operate the
Bachelor and Transient Quarters for the A-76 BOS
Contractor and today we are proud to be the first
Guam-based prime contractor for the entire Navy
Housing Program which includes both Family and
Bachelor Housing as well as the newly redesignated
Navy Gateway Inns and Suites.
Utilizing best commercial practices and industry
standards in accordance with applicable Navy direc-
tives and instructions, our team of experienced and
capable managers along with their support staff have
consistently exceeded our client’s expectations.
Because we live and work on Guam, we understand the
challenges present in a small, remote island environ-
ment - particularly in the areas of human resources,
facility and equipment maintenance, supply availability,
and contingencies such as earthquakes and typhoons.
Family Housing
Quality of life in any forward deployment arena begins
with a welcoming attitude and a well-organized
operation that is customer-centric from start to finish.
Our housing counselors ensure that service members
and their families are offered the best in convenience
and support as they transition to their new homeport
on Guam. Responsible for managing both on and
off-base housing, our team is trained and, where
applicable, certified in all Navy Housing instructions,
directives and policies. This assures our customers that
they will be well served throughout their entire tour of
duty.
With over 1,500 on-base homes in inventory and over
1,200 off-base rentals, our operation runs the full gamut
of Family Housing activities including assignment and
termination, civilian rental, inspection and validation of
homes, asset management and a host of other require-
ments.
This includes managing over 60,000 items of govern-
ment furnished equipment, loaner furniture and
appliances. Our seasoned warehouse team has refined

the storage, distribution, maintenance and tracking of
this property to an art. We have worked closely with
the Navy in this area to develop an 8-year furniture
replacement plan to help maximize the utility of each
asset during its life cycle while enabling proper
budgeting of replacements to keep the inventory from
become outdated. In addition, we manage the Navy’s
Self-Help stores which carry a selection of loaner
equipment and supplies available to on-base residents
at no cost for those who enjoy “do-it-yourself” projects.
Bachelor Housing & Navy Gateway Inns & Suites
We understand just how important a role the Navy
Housing program plays in the quality of life for single
sailors and visitors. We have a “hands on” team with
extensive expertise in Bachelor Housing and Visitors
Quarters programs. From reservations and front desk
operations to housekeeping and facility maintenance,
our team ensures that our Bachelor Housing and Navy
Gateway Inns & Suites operations represent the very
best in hospitality and comfort.
We currently manage and operate 1,251 permanent
party rooms, 224 diverted family housing units and 576
transient party rooms on a 24/7 basis. These facilities
are spread across 37 separate buildings on two Navy
bases and at Andersen Air Force Base. Utilizing the
Navy Gateway Inns & Suites’ Epitome, Performance
Based Management Support Systems and Checkpoint
programs, all guest transactions are properly recorded
and measured on a daily basis. All work is performed in
compliance with the Navy’s Bachelor Housing Accredi-
tation Program (BHAP).
Repair & Maintenance
On average, our repair and maintenance team
responds to over 950 service calls per month for
everything from minor household repairs to chilled
water systems, pest control, fire alarm and radon
mitigation systems. We maintain a full complement of
service professionals in various disciplines necessary to
execute the required repairs. In addition, we operate
an extensive quarterly Preventive Maintenance
Inspection (PMI) program specially designed to

of service technicians have consistently met or
exceeded all areas of contract performance standards
garnering high accolades from our customers and
praise from our client. Our repair and maintenance
program is supported by a 24/7 trouble call center, a
full stock of supplies and equipment, and a well-
maintained fleet of service vehicles. All service calls,
work schedules, inventories and recordation are
storehoused in our own custom-built MAXIMO
Enterprise Solutions database configured to help
maximize efficiency and accountability of our entire
repair and maintenance operations.

M orale Welfare & RecreationA forward deployment station like Guam offers a warm
tropical climate, pristine beaches and a myriad of
outdoor recreational opportunities in a relaxed “island
style” environment. Capitalizing on these opportunities
requires a staff who are not only knowledgeable in
recreational safety, but who are also sensitive to the
needs and wants of their customers. Our MWR team
has these attributes and so much more.
Since 2003 we have been engaged in all aspects of the
Morale, Welfare and Recreation programs on Guam
including MWR Category C (Commercial and Retail)
facilities operations. Our scope of work has included
restaurants and bars as well as the golf course, bingo,
marina and bowling alley operations. When we first
took over the Category C operations customer satisfac-
tion and patronage was extremely poor and most of
the facilities and equipment were in various states of
disrepair. Within the first 90 days, our team was able to
reverse these trends, vastly improving customer service
and overall facility appearance. By the second quarter
into our contract we were able to raise the perfor-
mance assessments from the low 80’s to 99%.
In 2005, on the heels of our success in the Category C
operations, we were awarded a Prime Contract to
manage and operate Categories A & B. Today our scope
of work encompasses 16 different venues and includes:
• Child Development Centers
• School Age Care, Pre-Teen and Teen Programs
• Child Development Home Care Programs
• Gymnasiums, Pools, Beaches and Outdoor Recre-
ational Activities
• Library Facilities and Auto Hobby Shop
Garnering 100% on quarterly award fees since the start
of our contract. The efficient and effective execution of
our contract requirements has consistently earned us
praise from both local commands and our contracting
officer. Service members, their dependents, and other
authorized patrons now enjoy base recreational
facilities and child care services that are customer
friendly, clean, efficient and organized.
Key members of our management team have been in
the food service business for over 30 years in restaurant
management, galley operations and hospital in-patient
therapeutic meal services. At our peak, we simultane-
ously operated 5 full service galley and restaurant style
kitchens serving up to three meals per day to over
5,000 patrons at various MWR and Naval Hospital
facilities on Guam.
In each of these projects our team was successful at
reducing operational costs while raising customer
satisfaction ratings and evaluations to as high as 99%
time after time. We attribute these accomplishments to
our effective recruitment of good people, outstanding
training programs and strict performance standards to
which all GFS employees are held.
Quality of life includes ensuring that school age
dependents receive the best education. We contribute
to this mission by extending our food service expertise
to the Department of Defense Education Activity’s
(DODEA) lunch programs. We have provided meal
services to all three DODEA schools on Guam since
2004 under an on-going 8(a) sole source contract. The
contract encompasses a population of some 2,500
students between grades K through 12 and mandates
compliance with USDA Nutrition and Preventative
Medicine standards.
In addition to our galley and school lunch programs, we
currently manage and operate three Quick Service
Restaurant franchises at the food court of the Navy
Exchange on Guam. This includes providing pier-side
food operations for surges from visiting ships and
carrier battle groups that regularly visit Guam.
F ood Service
As a Guam-based business, we understand the difficul-
ties of supply chain management, particularly in the
Western Pacific. Our remote location creates major
procurement challenges not normally found in
CONUS-based operations. Some of these include:
• Long lead times due to shipping restrictions and
schedules
• Higher carrying costs from excess and special
inventory items including contingency materials
and supplies
• Higher risk of shrinkage and loss
• Coordination with off-island vendors in different
time zones
• Limited variety of on-island stock from local
vendors
To deal with inventory and supply chain issues, we have
well-established business relationships and teaming
arrangements with The Home Depot, HD Supply and
AOC Furniture. These teaming arrangements have
provided us national reach for fast moving parts and
bench stocks as well as specialized “hard to find” parts.
HD supply is one of the nation’s largest diversified
wholesale distributors of construction and mainte-
nance related materials with an extensive network of
manufacturers, fabricators and services. AOC Furniture
is a disabled veteran owned distribution company that
is CFMS and GSA certified. Through our teaming
arrangements, we can support comprehensive
solutions to the most challenging of supply needs for
Guam and the Asia Pacific Region. This includes:

able tool for managing operations and supporting
decision-making activities necessary for fulfilling the

Our team has implemented systems for asset manage-
ment, geographic information systems, materials
management, permitting, property management,
preventive maintenance, financial and project cost
accounting, human resources, client referral systems,
on-line customer help centers and environmental
systems. Our core competencies are in systems strategic
planning, database design, application development,
geographic information systems networking, security

The GFS Group participated in and facilitated the
development of a series of strategic planning sessions
for the Navy Family Housing Program. These strategic
planning sessions included the development of
specific goals and objectives, performance monitoring
programs and desired results. The strategic plan is
now being implemented as part of the Lean Six Sigma
program for Navy Base Guam.
Recently, our team was sole sourced to plan, organize,
coordinate and facilitate the Guam Industry Forum
(series I and II) for the Naval Facilities Engineering
Command (NAVFAC) and the Joint Guam Program
Office (JGPO). The forums’ purpose was to address
issues related to the proposed $10 – $15 billion
military expansion plan on Guam. They included as
many as 1,300 industry participants from 7 different
countries including a contingent of 13 Government of
Japan observers and a Congressional Delegation led
by Congressman Ike Skelton, Chairman of the House
Armed Services Committee.

(Completed 9/05) – This sub-contract encompassed managing and operating Bachelor and Transient Housing including 24/7 front desk operations, housekeeping, janitorial and facilities management as well as support services for surge and contingencies such as typhoons and visiting ships.
• Annex 10 - Naval Hospital Galley Services: Sub-contract with Raytheon Technical Services Guam (Completed 9/05) – Project scope was to provide breakfast, lunch, dinner & midnight meals seven days a week including holidays
as well as in-patient therapeutic meals.
• Annex 12 - MWR Category C Venues: Sub-contract with Raytheon Technical Services Guam (Completed 9/04) - Project scope included managing and operating (6) Restaurants, (4) Clubs, the Admiral Nimitz 18 hole Golf Course and Pro Shop, MWR Bingo, Sumay Cove Marina, the Big Screen Theater, and a Bowling Alley. The scope also included provid-ing support services for surge and contingencies as well as ensuring that all facilities were properly maintained.
• Guam Industry Forum: contract with NAVFACMAR & Joint Guam Program Office (JGPO): (Completed 9/07) – Project scope included planning, organizing, coordinating and executing the first in a series of industry forums related to the relocation of the III Marine Expeditionary Force, a $10 – $15 billion military expansion plan for Guam.
CURRENT PROJECTS• Department of Defense Domestic Elementary and Secondary Schools: Prime contract with DoDEA (On-Going)
– Project scope is to provide USDA approved Hot Lunches and Ala Carte options to approximately 2,500 Elementary, Middle and High School students.
• Navy Housing Program: Prime contract with NAVFACMAR (On-Going) – Project scope is to provide Operations and Maintenance of the Family Housing and Bachelor and Transient Housing Programs for COMNAVMAR. This includes family housing assignment and termination, civilian rental programs, repair and maintenance, radon mitigation and pest control for 1,510 on-base homes and over 1,200 off-base rental units. This also includes bachelor and transient housing front desk services, janitorial and housekeeping services, and facility maintenance for over 37 buildings.
• Category A & B – MWR: Prime Contract with Fleet and Industrial Supply Center (FISC) (On-Going) – Project scope is to provide management and operations services for Child Youth and Teen Programs, Gymnasiums, Pools and Beaches, Outdoor Recreation Activities, Auto Hobby Shop, and Libraries.
• Navy Exchange: License Agreement for NEX Food Court at Navy Base Guam (On-Going) – License agreement to manage and operate three franchises including Del Taco, Popeye’s and Domino’s Pizza.
• Guam Industry Forum II: contract with NAVFACMAR & Joint Guam Program Office (JGPO): (On-Going) – Project scope includes planning, organizing, coordinating and executing the second in a series of industry forums related to the relocation of the III Marine Expeditionary Force. This forum includes an additional scope of work for a industry trade show .
• Materials Supply: contract with 36 CONS, Andersen Air Force Base (On-Going) - Project scope includes supplying various structural building materials in support of the Red Horse Squadron’s project to erect multiple facilities to accomodate the forward deployed commando warriors.
FUTURE PROJECTS• Logcap IV: subcontract with KBR - Selected as an approved subcontractor and currently awaiting task orders to
perform various scopes of work including food service, facilities services, material supply, and labor leasing.
• Program Management, NAVFACMAR - GFS intends to leverage it’s management expertise, technical knowledge and past performance to pursue any or all of the program management solicitations expected to be issued by NAVFACMAR in support of the Marine’s relocation to Guam.
Lucy Alcorn- President and Chief Executive OfficerWorking with the GFS Management Team, Ms. Alcorn directs the policies, focus and direction of the Company and manages the finances ensuring that all projects are properly funded. She is an active community member serving on a number of notable civic and non-profit organizations.
Clifford Guzman - Vice President/Technical OperationsWith a background in engineering, planning and management, Mr. Guzman leads GFS administration, contract compliance and project management. His focus includes budget control, client contact & coordination, technical direction and overall operations of the company.
David Alcorn – Vice President/New Business DevelopmentMr. Alcorn is experienced at all levels of contracts management and prod-uct development. Mr. Alcorn’s primary focus is on pursuing new business ventures and strategic planning. Working with the management team, Mr. Alcorn assists in the preparation of bids and corporate communications.
Stephen C. Dormer - Director of Field OperationsMr. Dormer has been in the food services industry operations in various capacities for over 20 years. As Director of Operations, His primary focus is to maintain the Quality of GFS’ work product through Quality Assurance and Quality Control Programs.
Bernadine Gines - Human Resources ManagerMs. Gines manages the Human Resources and Administrative coordination for GFS. Her duties include interaction with the Union on employee issues and managing GFS Quality Control/Assurance, Safety and Health issues and employee training programs.
Mark Umagat - Financial AnalystMr. Umagat holds an MBA from Norwich University in Northfield, VT. As Financial Analyst, his focus is to continually asses the company’s financial condition, ensure operational adherence to budgets, and work with the management team to develop financial strategies to support the company’s objectives.
