While the appropriation allocated for railways were 488 million TL in 2003, it reached

7 billion 929 million TL in 2013 increasing by 16 times.

3. Procurement of new Rolling Stocks (CR2)

– 440 new train sets.

1. The Bosphorus Crossing (BC1)–Immersed tube tunnel (1,4 km),–Immersed tube depth is 60 m,–12 km bored tunnels & cut-cover tunnels, –4 new stations.

2. The Upgrading of the Commuter Rail (CR1/CR3)– New high standard triple track line (~ 65 km),– 37 new stations.

Total length : Approx. 77 km– At grade, European side 19.6 km 

– At grade, Asian side 43.4 km– Bored tunnels 12.2 km– Immersed tube tunnel 1.4 km

Marmaray (Ayrılıkçeşme-Kazlıçeşme) was commissioned on 29th October 2013. The line and

station renewal works are ongoing on Pendik-Söğütlüçeşme and Kazlıçeşme–Halkalı sections.

National Railway Signaling System is developed by the cooperation of ;TCDDTÜBİTAK (The Scientific and Technological research Council of Turkey )İTÜ (Istanbul Technical University)

The signaling project of Afyon-Denizli-Isparta line section (21 stations and 338 km length) will be achieved by TCDD, TÜBİTAK and İTÜ. This signaling system is aimed to become widespread in the country.

It is planned to construct 18 Logistics Centers. 5 logistics centers in Samsun, Uşak, Denizli (Kaklık), Köseköy and Halkalı were put into operation. The construction works are going on in 6 logistics centers in Eskişehir, Balıkesir, Bozüyük, Mardin, Erzurum, Mersin (Yenice). The final drawings and expropriation studies are going on for 7 logistics centers.

After the completion of the railway projects in Turkey, the Silk Road will gain more importance andEurope, Asia, esp. the Middle East, and the Central and Far East Asia will be interconnected by rail.

Istanbul‐Kars‐Tbilisi‐Baku, Nusaybin‐Iraq, Kars‐Nakhchivan‐Iran, Kavkaz‐Samsun‐Basra, 

Istanbul‐Aleppo‐Makkah & Istanbul‐Aleppo‐North Africa  transport corridors are being developed.

NEW LAW on SECTOR LIBERALIZATION

The Law No: 6461 on Liberalization of Rail Transport in Turkey was 

entered into force on 1 May 2013.

Main Objectives:

Restructuring of TCDD as Infrastructure Manager

Establishment of New Railway Undertaking (TCDD Transport JSC)

Opening up of the railway sector for competition

Arrangement of Public Service Obligations

Enabling the private sector to invest in rail infrastructure

Further Needs:Capacity Improvement for Regulatory Bodies

Elaboration of necessary secondary legislation by Regulatory Bodies
