Townsville City Council Electoral Division 10
Townsville City Council Electoral Division 10 has a total area of 1,668km² and includes a large portion of Townsville’s rural landscape and the Ross River Dam . It includes the following suburbs: Mount Stuart, Oak Valley, Roseneath, Wulguru, Idalia, Cluden, Stuart, Julago, Cape Cleveland, Nome, Alligator Creek, Brookhill, Mount Elliot, Toonpan, Ross River, Barringha, Woodstock, Majors Creek, Calcium, Reid River and parts of Railway Estate and Oonoonba .

History
Oonoonba is an Aboriginal word believed to mean ‘swampy ground’ . The original name of this suburb was ‘Fairfield’, which is preserved in the name of the large residential development in nearby Idalia: Fairfield Waters . It was also the site of a railway station, which has been relocated to Lou Litster Park in Railway Estate, and is now home to the Townsville & District Society of Model Engineers .
Leo Sachs (see entry for Hermit Park in Division 9) acquired land in Railway Estate from the estate of Robert Towns . He then sold the property to John Mitchell Purves and Samuel Griffith . Sir Samuel Griffith was one-time Premier of Queensland, and served at the first Federal Convention in Sydney in March 1891, at which he was ‘largely responsible for the draft constitution that was adopted’ . Mitchell and Purves bought the land that would become the Railway Estate subdivision from Leo Sachs, and developed the site during the mid-1880s .
Idalia was originally part of Oonoonba, the Ross River Meatworks were situated on riverside land in this suburb . The meatworks closed in 1995, and most of the associated buildings were demolished . However, the landmark chimney is still standing and has been added to the Queensland Heritage Register .
The former Stewart’s Creek Gaol is situated in Stuart, within the grounds of the larger Townsville Correctional Centre . Cluden was the name of a property in the 1860s, and is today home of the Cluden Park racecourse and Townsville Turf Club . The grandstand and former totalisator building, along with the main entrance gates of Cluden Park, are listed on the Queensland Heritage Register .
St Brigid’s Church is located in Roseneath and is listed on the Queensland Heritage Register . Mount Stuart Drive is also located in Roseneath, which allows public access to the summit of Mount Stuart .
Wulguru was derived from the name of the Wulgurukaba people, one of the two Traditional Owner groups of the Townsville area . A World War II era former operations and signals bunker is located southwest of Stuart Drive, on the site of a later migrant camp .
Cape Cleveland was named by Captain James Cook in 1770, possibly after then Secretary to the Admiralty John Cleveland . The Australian Institute of Marine Science (AIMS) is located in the suburb of Cape Cleveland, along with the Queensland heritage listed lighthouse station .
Oak Valley is primarily rural residential land and is home to one of the last remaining intact tobacco kilns in North Queensland, originally built during the Great Depression as a means of creating jobs . Tobacco cultivation near Townsville was never as productive as places farther north such as Mareeba . The kiln has recently had repair work carried out after suffering damage during Cyclone Yasi in 2011, and is listed on the Queensland Heritage Register .
Alligator Creek is the site of the Queensland Meat Export Company established in 1879, followed by the North Queensland Meat Export Company, established on the same site a decade later . Woodstock was the location of the original station run by John Melton Black, and from where he dispatched Andrew Ball and Mark Watt Reid to explore the area near the mouth of Ross Creek and Castle Hill, which the two men did in 1864 .

Our Key Statistics
Population
As of 30 June 2014 the estimated resident population (ERP) for Division 10 was 18,945 persons . From 2004 to 2014 the Division grew from 14,821 people to 18,945 . The average annual growth rate from 2004 to 2014 was 1 .9% .
From 2011 to 2036, the population of Division 10 is projected to increase from 17,825 persons to 46,999 persons, representing an average annual growth rate of 4% . Division 10 is predicted to experience a significantly higher growth rate than Townsville LGA (2 .3%) .
The Aboriginal and Torres Strait Islander population is 7 .2% .
Household Structure
In 2011 there were 6,048 households in Division 10 . Seventy one precent (71 .8%) were one family households, (21%) were lone person households, 5% were group households and 1 .8% were multiple family households .
In 2011, the Division comprised of the following: 41 .9% couples with children, 40 .6% were couples without children and 15 .4% of families were one parent families .
In 2011 the average household size was 2 .6 persons .
Socio-Economic Indexes for Areas (SEIFA) (measure socio-economic disadvantage)
14 .6% of the division were in the most disadvantaged quintile (quintile 1) with 21 .6% in the least disadvantaged quintile (quintile 5) .
Emerging Group
From 2001 to 2014, the largest increase occurred in the age group 65 years and over, which grew from 9% to 11 .3% . Division 10 experienced a decline in the percentage of persons aged 25-44 years, falling from 32 .1% in 2001 to 30 .4% in 2006, 29 .8% in 2011 and 29 .7% in 2014 . This decline is expected to continue, reaching a predicted 25 .09% in 2036 .
In Division 10, the age group 65 years over is expected to increase from a rate of 9 .9% of the population in 2011 to 21 .73% of the population in 2036 .
Major Facilities
Division 10 is home various natural resources including Bowling Green Bay National Park with contains Alligator Creek, Cape Cleveland, Mount Elliot, Mount Stuart and the Ross River Dam .
Other major facilities in the Division include the Cluden Race Course, Fairfield Central shopping centre, Stuart Prison, Port Access Road and Xstrata Copper Refinery . The Stuart Landfill Station is also located in the division .
